ExxonMobil lance une nouvelle exploration gazière à Chypre

Les géants américain et qatari de l'énergie ExxonMobil et Qatar Energy ont lancé une nouvelle opération de forage au large de Chypre dans le but d'y exploiter des gisements de gaz, ont annoncé vendredi des responsables.

L'île, qui espère devenir un acteur énergétique majeur en Méditerranée orientale, dispose d'une Zone économique exclusive (ZEE) découpée en 13 blocs potentiellement riches en gaz.

Le président Nikos Christodoulides a indiqué sur X qu'ExxonMobil et Qatar Energy avaient commencé un forage d'évaluation dans le bloc 5 de la ZEE.

"Chypre poursuit ses activités d'exploration avec l'objectif de devenir une source (...) fiable de gaz naturel pour l'Union européenne", a-t-il ajouté, alors que l'UE cherche des sources alternatives de gaz naturel depuis l'invasion de l'Ukraine par la Russie il y a presque trois ans.

Le ministère chypriote de l'Energie a confirmé qu'un navire de forage avait "commencé les opérations de forage (...) dans le bloc 5".

ExxonMobil et Qatar Energy disposent de deux licences d'exploration au large de Chypre.

En 2019, ces deux compagnies avaient annoncé la découverte d'énormes réserves de gaz naturel dans le bloc 10, la plus grande jamais réalisée sur l'île, estimées entre 142 et 227 milliards de mètres cubes.

Un autre nouveau forage d'évaluation est prévu dans ce bloc 10.

Des responsables ont indiqué qu'ExxonMobil était en discussion avec un consortium composé de l'Italien Eni et du Français Total afin d'unir leurs découvertes pour rendre le développement économiquement viable.

Ce consortium rival détient la majorité des blocs d'exploration, soit sept des 13 situés au sud de l'île.

L'Egypte et Israël ont réalisé d'importantes découvertes dans les eaux voisines ces dernières années, ce qui a encouragé Chypre à poursuivre ses recherches.

Les autorités chypriotes estiment que la production destinée à générer de l'électricité domestique pourrait débuter dès 2027.

Cependant, la Turquie conteste au gouvernement chypriote, qui n'exerce son autorité que sur les deux tiers sud de l'île, le droit de mener toute exploration et exploitation des ressources énergétiques sans la conclusion au préalable d'un accord pour régler la division de Chypre.

L'armée turque a envahi l'île en 1974 en réaction à un coup d'Etat de nationalistes chypriotes-grecs qui souhaitaient la rattacher à la Grèce et occupe depuis le tiers nord de Chypre.

La partie nord a été autoproclamée en 1983 République turque de Chypre-Nord (RTCN), une entité seulement reconnue par Ankara.

ExxonMobil va forer un puits au large de Chypre en janvier dans le cadre de sa recherche de gaz naturel, a déclaré un cadre supérieur jeudi, l'une des grandes entreprises énergétiques qui se concentrent sur la région alors que l'Europe se diversifie par rapport à la Russie.

L'est de la Méditerranée a donné lieu à quelques découvertes majeures de gaz ces dernières années, tandis que l'interruption des approvisionnements énergétiques en provenance de la Russie après son invasion de l'Ukraine en 2022 a aiguisé l'attention de l'Europe sur la sécurisation des approvisionnements ailleurs.

Exxon, qui a obtenu des licences chypriotes en 2017, a déclaré avoir trouvé du gaz naturel en 2019 dans un puits appelé Glaucus. Les forages de l'année prochaine comprennent deux nouveaux puits, Pegasus et le très prometteur Electra, a déclaré un cadre supérieur responsable de l'exploration mondiale au sein du conglomérat.

"Nous avons passé les deux dernières années à collecter des données sismiques tridimensionnelles très détaillées ... . Nous avons identifié plusieurs grands gisements et la prochaine étape consistera à faire venir un appareil de forage pour les tester", a déclaré John Ardill, vice-président chargé de l'exploration au niveau mondial chez ExxonMobil.

"Nous allons forer notre premier puits à la mi-janvier, nous sommes donc très enthousiastes", a-t-il déclaré lors d'une conférence à Nicosie.

ExxonMobil est titulaire d'une licence d'exploration d'hydrocarbures sur deux blocs offshore dans le cadre d'un partenariat avec Qatar Energy. Parmi les autres multinationales présentes dans la région figurent l'américain Chevron CVX.N , l'italien Eni ENI.MI et le français TotalEnergies TTEF.PA .

Chypre pourrait envisager un nouveau cycle d'octroi de licences pour l'exploration en mer, car l'intérêt pour la région est fort , a déclaré le ministre de l'énergie George Papanastasiou au début du mois.

Electra, situé dans le bloc 5 des 13 zones d'exploration offshore de Chypre, est un très grand gisement et a le potentiel d'être un développement autonome, bien qu'il nécessite un forage d'évaluation pour toute conclusion finale, a déclaré M. Ardill. Pegasus est proche de Glaucus, déjà découvert dans le bloc 10, et de Cronos, une découverte Eni/Total située juste au nord dans le bloc 6.

"Le potentiel d'exploration gazière est énorme", a déclaré M. Ardill.

Chypre juge que le nouveau plan de Chevron pour exploiter un énorme champ gazier va « dans la bonne direction »

Une proposition revue à la hausse à 4 milliards de dollars émanant du groupe américain de pétrole et de gaz Chevron et de ses partenaires, pour développer le champ gazier Aphrodite, a été qualifié lundi "d'avancée dans la bonne direction" par le président de Chypre.

Un gisement découvert en 2011

Ce gisement de gaz naturel à cheval sur les frontières maritimes de Chypre et d'Israël a été découvert en 2011. Une petite partie s'étend sur le champ Yishai, dans la Zone économique exclusive israélienne.

La société israélienne New Med Energy, qui fait partie du consortium d'exploitation du champ gazier au côté de Chevron et de la britannique Shell, a annoncé dimanche qu'une révision d'un projet d'exploitation de 2019 avait été soumis au gouvernement chypriote.

"Une proposition précise a été faite. Ce que je peux vous dire après un premier examen, en cours d'évaluation, c'est que cela va dans la bonne direction", a commenté le président chypriote Nikos Christodoulides à la presse. "La présence de Chevron, le géant américain, dans la Zone économique exclusive de la République de Chypre est pour nous un vote de confiance", a-t-il ajouté.

Une installation flottante
"Nous allons évaluer l'ensemble de la nouvelle proposition et exprimerons notre position", a encore commenté le président, qui prévoit de rencontrer la direction de Chevron à New York le mois prochain. Son gouvernement avait rejeté un précédent plan d'exploitation du champ gazier.

New Med Energy, qui est propriétaire à hauteur de 30% du champ Aphrodite, précise que la nouvelle proposition incorpore des demandes du gouvernement chypriote sur la production et le traitement du gaz.

Elle prévoit une installation flottante positionnée au-dessus du gisement de gaz permettant une production maximale d'environ 800 millions de mètres cubes de gaz par jour. Le gaz naturel serait ensuite "exporté via un pipeline vers le système de d'acheminement égyptien", selon le projet.

Des entreprises présentent un plan de 4 milliards de dollars pour exploiter le gisement de gaz chypriote d'Aphrodite

Les partenaires du champ de gaz naturel offshore d'Aphrodite ont soumis au gouvernement chypriote un plan de développement du projet pour un coût d'environ 4 milliards de dollars, a déclaré dimanche la société israélienne NewMed Energy .

NewMed a déclaré qu'avec ses partenaires Chevron CVX.N et Shell SHEL.L , ils ont mis à jour un plan de développement et de production antérieur conformément aux instructions du gouvernement.

"Selon le plan actualisé, la production et le traitement du gaz naturel du réservoir seront effectués par la construction d'une installation de production flottante indépendante qui sera positionnée au-dessus du réservoir d'Aphrodite", a déclaré la société.

Cette installation aura une capacité de production maximale estimée à environ 800 millions de pieds cubes par jour, initialement grâce à 4 puits de production. Le gaz naturel sera exporté par un gazoduc vers le système de transmission égyptien.

Aphrodite contient un volume de gaz estimé à 3,6 trillions de pieds cubes. Il est situé dans la zone du bloc 12, à environ 170 km au large de Limassol, à Chypre.

Les discussions sur le développement futur du champ d'Aphrodite au sud-est de Chypre se sont prolongées depuis que Chevron a tenté d'introduire des changements dans le plan de développement du champ pour 2019. Ce plan avait été convenu entre Chypre et le détenteur de la licence Noble, un opérateur énergétique indépendant que Chevron a acquis en 2020.

China Pulls out of Cyprus’ First LNG Import Terminal Under Cash Crunch

China-based CPP-Metron Consortium has pulled out of a contract with the government of Cyprus for the construction of what was to be the island’s first natural gas import terminal, claiming non-payment by the government, the Associated Press reported on Thursday.

According to the consortium, the government has failed to honor its commitments despite promising to do so in a March meeting chaired by President Nikos Christodoulides.
“No contractor can be expected to work indefinitely on credit,” the consortium said, as cited by AP. “That was not the deal CMC signed up to.”

Whereas the Cyprus government is yet to comment on the matter, an official with deep knowledge of the issue claims that both sides mutually agreed to break the contract with the consortium facing a cash crunch.

Speaking on condition of anonymity to AP, the official claimed that CPP-Metron underbid competitors to win the contract but soon found itself underwater due to the COVID-19 pandemic and Russia’s 2022 invasion of Ukraine. The consortium’s parent company was unable to finance the cash shortfall, forcing two key project subcontractors to leave, bringing work to a standstill. According to the report, the consortium’s parent company refused to come to its rescue with a cash infusion.

Billed as Cyprus’ costliest energy project, work on the 289 million euro (~$319 million) terminal kicked off in July 2020 and was scheduled to be completed two years later. The European Union chipped in with a generous 101 million euro (~$110 million) grant.
The Cypriot government projecting the gas terminal would cut power generation costs by 15%-25% and reduce Cyprus’ carbon footprint by 30%.

Chypre: tests prometteurs sur un puits de gaz exploité par TotalEnergies et Eni

Les opérations de forage et de test menées avec succès sur un puits de gaz naturel au large de Chypre, dans une zone exploitée par le français TotalEnergies et l'italien Eni, pourraient accélérer la production de ressources inexploitées, a indiqué jeudi le ministère chypriote de l'Energie.

Situé à environ 160 km au sud-ouest des côtes chypriotes, le puits Cronos-2 a confirmé une extension de la découverte de gaz de Cronos-1, dont le puits a été foré en août 2022, a indiqué de son coté TotalEnergies dans un communiqué.

Le groupe français détient une participation de 50% aux côtés d'Eni (50%, opérateur) sur le puits Cronos-2, situé sur le Bloc 6.

Le test de production a confirmé "un excellent potentiel de production du puits" Cronos-2, a ajouté Total Energies. Deux autres découvertes, Calypso-1 et Zeus-1, avaient été faites également sur le Bloc 6, respectivement en 2018 et 2022, selon la même source.

"L'appréciation concluante de la découverte de gaz de Cronos confirme la présence de ressources significatives et le potentiel de production du Bloc 6", a souligné Total Energies.

"Cela concerne l'approvisionnement en gaz de la Méditerranée orientale, de Chypre et de l'Europe, alors que l'ensemble des découvertes de gaz devrait accélérer leur développement", a relevé pour sa part le ministère chypriote de l'Energie.

Désormais, ajoute Total Energies, "les ressources découvertes vont faire l'objet d'une évaluation complète, afin de déterminer la meilleure option de développement pour contribuer à l'approvisionnement en gaz de l'Europe et de la région", a déclaré Julien Pouget, directeur Moyen-Orient et Afrique du Nord de la branche Exploration-Production de TotalEnergies dans un communiqué.

Cyprus rejects development plan for Chevron-led gas field

Cyprus has rejected development plan submitted by a Chevron-led consortium for the Aphrodite gas field located in Block 12 of the exclusive economic zone of Cyprus, reported Bloomberg News citing the country’s Energy Minister Giorgos Papanastasiou.

The Aphrodite field, which was discovered in 2011, is located 160km south of Limassol and 30km northwest of the Leviathan field.

Without disclosing the reason for turning down the plan, Papanastasiou told the news agency that the project parties can now “enter into discussions to reach an agreement within a period of 30 days”, effective from 25 August 2023.

Chevron holds 35% stake in the field while other partners include Shell (35%) and Israel’s NewMed Energy (30%).

As per the estimates, the offshore field contains 124 billion m³ of gas.

In May 2023, the partners submitted the updated development plan for the Aphrodite field to the Cypriot government.

The plan involved construction of a subsea gas transport pipeline and connecting the Aphrodite reservoir to existing offshore and onshore infrastructure in Egypt through a subsea pipeline.

At that time, NewMed said in a press statement: “According to a current estimate of the Operator, as was delivered to the Partnership and to the Cypriot government, and before completion of technical-economic feasibility tests, including performance of FEED, the Updated Development and Production Plan may reduce the development costs compared with the Approved Development and Production Plan, and bring forward commencement of production of the natural gas from the Reservoir.”

As per the initial plan, the field development involved the construction of a floating independent production facility in the Aphrodite reservoir, reported The Times of Israel earlier.

Chypre: lancement du projet de raccordement électrique avec l'UE

Chypre a inauguré vendredi un projet financé par l'Union européenne (UE) pour la construction d'un câble électrique sous-marin reliant l'île de la Méditerranée orientale avec la Grèce.

L'UE a approuvé une subvention de 757 millions d'euros pour financer la construction du câble afin de mettre fin à "l'isolement énergétique" de Chypre, seul pays européen sans raccordement au gaz ni connexion électrique avec le réseau du continent.

L'île est divisée depuis l'invasion du Nord par l'armée turque en 1974 en réaction à un coup d'Etat par des nationalistes chypriotes-grecs. Le gouvernement chypriote n'exerce son autorité que sur la partie sud de l'île, membre de l'UE depuis 2004.

Le très coûteux EuroAsia interconnector reliera les réseaux électriques de Chypre à ceux d'Israël et de Grèce à travers un système de transmission sous-marin haute tension en courant continu (HVDC-VSC).

Le câble, qui parcourra 1.208 kilomètres enfoui à plus de 3.000 mètres de profondeur, "établira un nouveau record au niveau mondial", selon la Commission européenne.

Le coût total du projet, dont la capacité sera de 1.000 à 2.000 mégawatts, est de 1,57 milliard d'euros, d'après les autorités chypriotes.

Prenant parole lors de la cérémonie d'ouverture, la commissaire européenne à l'Energie Kadri Simson a affirmé que la hausse des prix de l'énergie causée par l'offensive russe en Ukraine en février souligne l'importance de ce projet qui permet à l'Europe de diversifier ses sources et renforcer sa sécurité énergétiques.

De son côté, le président chypriote Nicos Anastasiades a parlé d'un jour "historique", car "nous sommes bien positionnés pour entamer la construction" du câble.

La construction de l'EuroAsia interconnector doit commencer plus tard cette année et sera complétée en 2027.

Selon M. Anastasiades, Chypre pourrait devenir un exportateur net d'énergie avec des capacités allant de 120 gigawattheures en 2027 à 1.000 en 2030 et dépassant les 1.800 en 2033.

Chevron Proceeds With Development Of Aphrodite Field

U.S. supermajor Chevron will be developing the Aphrodite field offshore Cyprus with drilling due to begin in the first half of 2023.

NewMed Energy, a partner with a 30 percent stake in the project, said that the JV members approved a budget of $130 million to drill the A-3 well on the Aphrodite field. They will also provide another $62 million for a pre-front-end engineering and design (pre-FEED) study. Two giants – Chevron and Shell – each have a 35 percent stake in Block 12 where Aphrodite is located.

Chevron has already contracted the Stena Forth to drill the A-3 well. Drilling will start in the first half of next year.

The well will provide more information on the reservoir which, according to Chevron, holds 124 billion cubic meters of gas. Drilling of the well will focus on the Oligo-Miocene sand layers and act as a producer when the reservoir is developed.

“Alongside the intense activity to expand the production from the Leviathan reservoir, which provides for the needs of the domestic and regional markets, we are promoting the development of the Aphrodite reservoir, another large reservoir, to assist in supplying the increasing global demand for natural gas,” NewMed CEO Yossi Abu said.

Now, there are several options on how to produce from the Aphrodite field. Namely, they include integration with already existing facilities and cross-border ties into Egypt.

The Cyprus Ministry of Energy, Commerce, and Industry, in a joint statement with Chevron in July, said it would provide a development concept by the end of the year. Cyprus also previously mentioned an undersea pipeline from Aphrodite to Egypt’s Idku LNG plant. In addition to exports as LNG, some of the Aphrodite gas would also go to Egypt’s domestic needs.

Noble Energy drilled the original A-1 discovery well on Aphrodite in 2011, giving an estimated 5-8 trillion cubic feet of gas. It drilled the follow-up A-2 well in 2013. The Stena Forth recently drilled the Cronos discovery offshore Cyprus for Eni and TotalEnergies. The rig also drilled the Glaucus-2 appraisal for ExxonMobil off Cyprus. The rig is currently working offshore Egypt. Esgian has reported it is under contract with Chevron. It was due to be available from May 2023.

There are some political issues regarding the field though. Israeli Minister of Energy Karine Elharrar visited Cyprus on Monday to hold talks regarding the Aphrodite and Ishai fields with her opposite number Natasa Pileidou.

The reason for this is that Israel previously claimed that Aphrodite’s reservoirs run over the maritime border, into Ishai. A statement from Cyprus said the two were working to achieve a speedy resolution regarding the dispute. They have established working groups and set out a road map for negotiations.

Elharrar said it was in the best interests of both sides to work towards a swift settlement, citing the European energy crisis. “The trust between us and the continuation of our fruitful co-operation in the various fields is very important for both parties,” Elharrar claimed.

Pileidou said the two states had a vision of fully exploiting the East Mediterranean’s gas reserves and that they made progress in a mutually beneficial settlement of the issues regarding the two fields.

Chevron, Cyprus To Cooperate On Aphrodite Field Development

Cyprus’ Ministry of Energy, Commerce, and Industry and Chevron have agreed to further their cooperation on the viable and efficient development of the Aphrodite field.

In this regard, the Minister of Energy Natasa Pilides and the President of Chevron Middle East, Africa, South America Exploration and Production Company Clay Neff met today with the President of the House of Representatives Annita Demetriou to update her on the development works of Aphrodite.

These will include the on-site drilling of a new well in the coming months, in the overall framework of the field’s approved development and production plan.

Chevron is also in the process of finalizing the optimization of the Aphrodite field’s development concept, through possible synergies with other facilities in the region, thereby recognizing the importance of Eastern Mediterranean gas resources. The development concept will be presented to the Minister of Energy for approval by the end of the year.

Moreover, considering the prevailing energy environment and the potential for Cyprus and the wider Eastern Mediterranean to significantly contribute to Europe’s security of supply and diversification of sources, both parties remain committed to continuing working together to expedite the timing of the first gas from Aphrodite to Egypt and European markets.

The Aphrodite gas field is located within Block 12 of the Cypriot Exclusive Economic Zone (EEZ) in the eastern Mediterranean Sea, some 100 miles south of Limassol, Cyprus. The field lies in a water depth of 5,600 feet and covers an area of around 46 square miles.

The deep-water gas field is situated in the Levant Basin which also hosts other prominent fields including Tamar and Leviathan offshore Israel.

The initial production phase is expected to involve five production wells capable of producing up to 800 million cubic feet (Mcf) of gas a day. According to previously provided information, the gas wells are proposed to be connected to an FPSO facility within the Block-12 license area.

The gas output is proposed to be transported through an undersea pipeline to the Idku LNG terminal in Egypt for liquefaction and export to the international market. Cyprus and Egypt signed an agreement for the subsea natural gas pipeline from the Aphrodite field to Egypt in September 2018.

Eni Cyprus et TotalEnergies EP Cyprus BV, les unités locales des deux géants de l'énergie, collaborent au projet. Eni est l'opérateur de la zone offshore connue sous le nom de bloc 6, avec une participation de 50%, alors que Total détient le 50% restant.

En février 2018, les groupes avaient découvert un gisement de gaz auprès du puits Calypso, une autre zone du même bloc.

Exxon Proves High-Quality Gas At Cyprus Offshore Well

Supermajor ExxonMobil has completed operations on the Glaucus-2 appraisal well located in Block 10 offshore Cyprus which confirmed a high-quality gas presence.

Cyprus’ Ministry of Energy, Commerce, and Industry said that the work on the Glaucus-2 drilling in the country’s Exclusive Economic Zone was completed successfully and safely.

The Ministry added that the drilling operations, which included production tests, were carried out by ExxonMobil and Qatar Petroleum which are partners in the block.

“The drilling demonstrated the presence of a gas reservoir with high-quality characteristics. The consortium will proceed with a detailed analysis and evaluation of the collected data to determine the qualitative and quantitative characteristics of the reservoir as well as the potential options more accurately for development and commercialization of the discovery,” Cyprus’ Ministry said.

Under the current legislation, the consortium will notify the Ministry of the results of data evaluation collected from the drilling and test works as soon as it is completed.

The country’s Energy, Commerce, and Industry Minister Natasa Pilides also confirmed the completion of Glaucus-2 well operations via her social media accounts.

The work of the evaluation drilling of Glaucus-2 started in late December 2021 and was carried out by the Stena Forth drilling rig, which departed from the drilling site on March 20, 2022.

In the second half of 2022, the Stena Forth is expected to mobilize from the Eastern Mediterranean to Canada to drill one more well for ExxonMobil.

To remind, the Glaucus gas discovery was made in 2019 with estimated in-place resources of 5 to 8 trillion cubic feet of gas. The well was drilled to a final drilling depth of 14,000 feet below sea level in 6,800 feet of water by the Stena IceMax drillship.

In the same month when Glaucus-2 drilling started, Exxon and Qatar Petroleum signed an exploration and production sharing contract with the government of Cyprus for Block 5. The block covers an area of 1,740 square miles in water depths of up to 8,200 feet and is adjacent to Block 10.

The award of Block 5 was immediately disputed by Turkey and by the self-proclaimed state named the Turkish Republic of Northern Cyprus as they claimed that the license area in question violated ‘Turkey’s continental shelf in the eastern Mediterranean.’
