Polskie Elektrownie Jądrowe has been granted a permit by the head of the Pomeranian Voivode to begin preparatory works related to the construction of Poland's first nuclear power plant at Lubiatowo-Kopalino.

The permit, issued by Beata Rutkiewicz, covers: surveying works; development of the construction site, including the construction of temporary technical and other facilities; removal of trees; construction of a temporary fence; and levelling the terrain.

Polskie Elektrownie Jądrowe (PEJ) said the works - which will cover an area of about 330 hectares - will begin in the coming months.

Preparatory works will begin with the staking out of the area, where site facilities will be prepared, the company said. In parallel, checking the area for possible archaeological sites and unexploded ordnance will continue, "so that the work will be carried out in a safe manner for personnel and bystanders". Then, in late October/early November, tree and shrub removal will begin. According to the plan, tree clearing will be completed by spring 2026.

PEJ noted that, over the past year and a half, it has conducted an extensive environmental and survey campaign that precedes the start of preparatory works. The site of the future power plant was surveyed once again to determine the conditions before the start of works and to effectively relocate protected plant and animal species. These activities, it said, fulfilled the obligation under the environmental decision issued by the General Director for Environmental Protection.

"The beginning of preparatory works is an important landmark in our project, which is why obtaining this permit is so important to us," said Marek Woszczyk, President of the Management Board of PEJ. "In accordance with the established schedule, we are consistently moving towards starting the key stage of the investment project, which is the construction of the power plant. Timely delivery of such a complex project would not have been possible without efficient and professional cooperation with government administration, in this case with the Head of the Pomorskie Voivodship and representatives of the Pomorskie Voivodship Office."

In November 2022, the Polish government selected Westinghouse AP1000 reactor technology for construction at the Lubiatowo-Kopalino site in the Choczewo municipality in Pomerania in northern Poland. In September 2023, Westinghouse, PEJ - a special-purpose vehicle 100% owned by Poland's State Treasury - signed an 18-month Engineering Services Contract under which Westinghouse and Bechtel will finalise a site-specific design for a plant featuring three AP1000 reactors. The aim is for Poland's first AP1000 reactor to enter commercial operation in 2033. The total investment costs of the project are estimated to be about PLN192 billion (USD49 billion).

Poland's first small modular reactor is to be constructed in Włocławek, Orlen has announced. The site decision was announced as the state-owned power firm and Synthos Green Energy agreed on the operating model of their joint venture to build and operate SMRs.

Włocławek was one of six locations shortlisted by Orlen Synthos Green Energy (OSGE) in 2023 for further geological surveys to host SMR plants based on GE Vernova Hitachi Nuclear Energy's (GEVH's) BWRX-300, for which it holds the exclusive rights in Poland. The other locations were: Ostrołęka, Stawy Monowskie, Dąbrowa Górnicza, Nowa Huta and the Tarnobrzeg Special Economic Zone.

The Ministry of Climate and Environment issued decisions-in-principle for the six plants in December 2023. In February this year, Poland's General Director for Environmental Protection issued the scope of the environmental reports for the proposed SMR projects in Włocławek and Ostrołęka, enabling OSGE to begin environmental and siting research at the two sites.

Orlen and Synthos Green Energy have also signed an agreement on their OSGE joint venture consisting of two key components.

The first is a revised version of the company’s articles of association and shareholder agreement, under which Orlen and Synthos Green Energy each hold a 50% equity stake. The amendments ensure equal rights for both shareholders and strengthen Orlen's control over strategic corporate matters. The amended articles of association also introduce a steering committee, responsible for oversight and management of the agreement's implementation, as well as decision-making on operational matters concerning OSGE and the special purpose vehicles established to deliver subsequent reactor projects.

The second component is a licensing agreement that grants OSGE full access to the BWRX-300 reactor technology (Standard Design) developed in the USA. "This will allow the project to proceed towards the construction of Poland's first SMR facility, located in Włocławek – a site of strategic importance for Orlen," said Orlen. "A special purpose vehicle controlled by the concern will be responsible for its construction."

Orlen noted that access to the BWRX-300 technology "places OSGE - and by extension, Orlen - at the forefront of the global deployment of small modular reactors".

"Poland will host the first BWRX-300 small modular reactor in Europe," said Ireneusz Fąfara, president of the management board of Orlen. "We are building the energy system of tomorrow. This reflects the essence of decision by the Orlen Group Supervisory Board, which approved the agreement. We spent over a year negotiating terms that safeguard Orlen's interests, securing for our joint venture with Synthos direct access to US SMR technology that will enable the project's delivery."

The BWRX-300 is a 300 MWe water-cooled, natural circulation SMR with passive safety systems that leverages the design and licensing basis of GEVH's US Nuclear Regulatory Commission-certified ESBWR boiling water reactor design and its existing, licensed GNF2 fuel design, a unique combination that GEVH says positions it to deliver an "innovative, carbon-free baseload power generation source" this decade. In May, the Canadian province of Ontario approved the construction of the first BWRX-300 at Ontario Power Generation's Darlington site, which is a reference project for OSGE.

Le Central European Petroleum a annoncé la découverte du plus grand gisement de pétrole conventionnel de l'histoire de la Pologne, près de l'île de Wolin. Les réserves sont estimées à près de 22 millions de tonnes de pétrole et 5 milliards de mètres cubes de gaz.

La compagnie Central European Petroleum, qui opère l'exploration et l'exploitation de gisements de pétrole dans l'Union européenne, estime dans un communiqué que "le champ de découverte de Wolin East contient 22 millions de tonnes d'hydrocarbures récupérables sous forme de pétrole et de condensat et 5 milliards de mètres cubes de gaz de qualité commerciale. (...) Selon l'estimation ci-dessus, le champ pétrolier et gazier de Wolin Est représente le plus grand champ d'hydrocarbures conventionnel découvert à ce jour en Pologne et l'un des plus grands champs pétroliers conventionnels découverts en Europe au cours de la dernière décennie".

Le puits WE1 a été foré à l'aide d'une plate-forme jack-up par une profondeur d'eau de 9,5 mètres et a atteint une profondeur verticale de 2 715 mètres.

"Il s'agit d'un moment historique pour Central European Petroleum et le secteur énergétique polonais, et nous considérons cette découverte comme le fondement d'un développement responsable et à long terme des ressources offshore de la Pologne. Wolin East est plus qu'un simple gisement prometteur il s'agit d'une opportunité commune de libérer tout le potentiel géologique et énergétique de la mer Baltique", a déclaré Rolf G. Skaar, PDG de CEP, dans un communiqué de presse.

Poland allocates 1.67 GW of PV in renewables auctions
Figures from Poland’s Energy Regulatory Authority (URE) show that solar accounted for 178 of the 181 successful bids awarded under the country’s latest renewables auctions. Auctions covering hydroelectric power plants, agricultural biogas plants, and biomass went unresolved due to a lack of valid offers.

Poland’s URE has shared the results of seven renewables auctions that took place this month.

An auction for solar and wind installations greater than 1 MW selected 95 solar bids with a combined capacity of 1,623 MW and three onshore wind bids totaling 82.7 MW.

The minimum price for solar agreed under the auction was PLN 216.90 ($59.46)/MWh compared to a maximum price of PLN 329.68/MWh, against a reference price of PLN 389/MWh.

The minimum price for wind agreed was PLN 100/MWh compared to a maximum price of PLN 320/MWh, against a reference price of PLN 324/MWh.

Meanwhile, an auction for solar and wind installations of no more than 1 MW selected 83 solar bids with a combined capacity of 47.7 MW and no wind bids.

The minimum price for solar awarded under the auction was PLN 314.77/MWh, compared to a maximum price of PLN 374.77/MWh, against a reference price of PLN 414/MWh.

As happened last year, a further five auctions were held covering hydroelectric power plants, agricultural biogas plants and installations using biomass and biogas other than agricultural. These auctions were not resolved due to a lack of offers, as Polish law stipulates an auction must receive at least three valid offers to be contracted.

URE said 21% (16 TWh) of the total electricity allocated across the seven auctions was approved, for 30% (PLN 5.0 billion) of the total value available.

Poland’s solar capacity reached 21,994 MW by the end of the first quarter of 2025, according to a new report from the country’s Instytut Energetyki Odnawialnej (IEO).

Equinor Seals About $7B Funding for Polish Offshore Wind Projects

Equinor ASA and Polenergia SA have reached financial close securing over EUR 3 billion for Baltyk II and over EUR 3 billion for Baltyk III (around $6.81 billion in total), after the 50-50 co-venturers reached a final investment decision to proceed with the wind projects on the Polish side of the Baltic Sea.

“Financial close means that the conditions precedent to loan disbursement have been fulfilled”, Warsaw-based Polenergia, a renewable power developer and distributor, said in an online statement.

Equinor manager for Poland Michal Jerzy Kolodziejczyk said in a separate press release, “The Baltyk 2 and 3 offshore wind farms represent one of the most significant infrastructure developments in Poland's modern history. Together, they constitute the largest project finance undertaking ever completed in the Polish energy sector”.

The projects will have a combined capacity of 1,440 megawatts (720 MW each), enough to power two million Polish homes, according to the owners. Full commercial generation is expected 2028.

“The individual project finance packages will fund the capital investment and the other expenses of each of the projects during the construction process, totaling approximately EUR 7.2 billion”, Equinor said.

“Following strong interest from lenders, Baltyk 2 and Baltyk 3 have secured competitive terms and conditions”, the Norwegian majority state-owned energy major added. “The final group, comprising of around 30 financial institutions, includes the most experienced in the sector along with many of Equinor’s core banks, the Nordic Investment Bank and the European Investment Bank”.

The EIB pledged EUR 700 million, making it the biggest lender for the projects, the European Union-owned bank said separately.

“As part of the project financing package, the Polish export credit agency, KUKE provides guarantees, and the German export credit agency, Euler Hermes, provides cover policies for lenders”, Polenergia said.

Polenergia chief executive Adam Purwin said the partners “obtained exceptionally favorable terms in what has been a challenging market in recent months”.

Equinor and Polenergia took the FID May 19, approving a total of 100 wind turbines. These will be placed 22-37 kilometers (13.67-22.99 miles) off the Polish coast. The operations and maintenance base will be in Leba in the northern region of Gdansk.

“Onshore construction work is ongoing, fabrication of key components has started, while marine operations will start next year”, Equinor said.

Equinor said it is in charge of construction and will be the operator. “Danske Commodities, an Equinor subsidiary, will provide route-to-market services including balancing and power offtake for the first three years of operations”, it added.

“Equinor and Polenergia have engaged more than a dozen major contractors, including the experienced Polish companies Tele-Fonika Kable and Enprom”, Polenergia said. “Additional investment from Polish industry has been secured through separate contracts, which will make a significant contribution to the local content of the project and country’s economy”.

The projects have secured 25-year contracts for difference (CFD) from the Polish government, as announced by Equinor May 4, 2021. Under a CFD, a company either pays or is paid for the difference between the market price of power and the strike price agreed in advance with a public entity. The company is entitled to receive payments when the market price is below the strike price, according to the European Commission.

Le constructeur automobile Stellantis, propriétaire de marques Citroën, Fiat, Jeep, Opel et Peugeot, va faire construire plusieurs centrales photovoltaïques d’une capacité totale de près de 58 MW, qui alimenteront en énergie quatre de ses usines de production à Gliwice, Skoczów, et deux à Tychy en Pologne. Dans ce cadre, les plus grandes ombrières de parking d’Europe centrale seront également construites, avec une capacité combinée de près de 7 MW. Pour cela, le Français a sélectionné l’EPCiste polonais Quanta Energy. Celui-ci installera ainsi environ 94 300 modules photovoltaïques, couvrant l’équivalent de près de 54 hectares de terrain.

La première centrale photovoltaïque, d’une capacité de 2 MW, a été achevée et mise en service avec trois mois d’avance sur le calendrier. Depuis la fin janvier, le système fonctionne et alimente l’usine de fabrication de moteurs Stellantis à Tychy. L’investissement est désormais entré dans sa phase suivante, qui inclut la mise en œuvre d’un système de stockage d’énergie (BESS) et d’un carport. D’ici la fin de l’année, l’usine de Tychy devrait atteindre environ 56 % d’indépendance énergétique sur une base annuelle.

« Grâce à cet investissement, les sites polonais de Stellantis gagnent en indépendance énergétique tout en devenant plus respectueux de l’environnement. Ces bénéfices sont inestimables dans un environnement économique en constante évolution et face à une concurrence internationale croissante », a déclaré Sławomir Czernecki, directeur de l’usine de moteurs de Tychy.

President signs bill on funding for Polish nuclear power plant

President Andrzej Duda has signed a bill that designates funds from the national budget for the construction of Poland's first nuclear power plant. Under the bill, Polskie Elektrownie Jądrowe is set to receive PLN60.2 billion (USD15.5 billion) in public funding between 2025 and 2030.

ORLEN discovers a new gas field in the Province of Poznań
- Nearly a quarter of a billion cubic meters of gas – this is the size of the reserves in the Siedlemin field near the town of Jarocin.
- The swift commencement of production from this new find will be facilitated by the extensive extraction infrastructure in the region.
- ORLEN is currently operating three gas fields in the County of Jarocin and plans to explore additional prospects in the area.

The Siedlemin field was discovered at a depth of approximately 3 km as part of a joint project of and ORLEN Upstream Polska. The exploration drilling was carried out by Exalo Drilling, a company of the ORLEN Group. After production tests, the field’s reserves were estimated at over 235 million cubic meters of natural gas.

“In line with our commitments, we are maximising gas production in Poland to harness every available opportunity. The discovery of the Siedlemin field near Jarocin underscores the strong position of the Province of Poznań on Poland’s energy map. It is in this province that ORLEN produces the largest volumes of natural gas domestically. The exploration and discovery of new fields are integral to our strategy, where gas plays a crucial role in supporting the energy transition by balancing the system that increasingly relies on renewable energy sources. ORLEN’s production activities also bring tangible financial benefits to local communities,” said Wiesław Prugar, Member of the ORLEN Management Board, Upstream.

The Siedlemin field is located in an area with promising prospects for hydrocarbon production, as confirmed by the results of previous exploration work and other gas discoveries in the region, including Radlin, Klęka, Klęka E, Roszków, and Chwalęcin.

Ørsted and PGE take final investment decision on Baltica 2 Offshore Wind Farm

Ørsted and PGE have taken final investment decision (FID) on the 1.5 GW Baltica 2 Offshore Wind Farm, which will be built, owned and operated in a 50/50 partnership between Ørsted and Poland’s largest energy company PGE Polska Grupa Energetyczna. Baltica 2, which will be located approx. 40 km off the Polish coast near Ustka, is expected to be fully commissioned in 2027.

Baltica 2 has a 25-year inflation-protected contract for difference (CfD) in place with the Polish state. The wind farm has obtained all permits and has signed a grid connection contract with the Polish transmission system operator PSE.

All major component and vessel contracts for Baltica 2 have been signed, locking in the majority of the project’s CAPEX, which significantly derisks the project.

La Pologne va construire un navire de pose et réparation de câbles sous-marins
Alors que la Pologne a lancé la construction de son premier parc éolien en mer, le fabricant national de câbles Tele-Fonika kable a signé une lettre d’intention avec l’agence polonaise pour le développement industriel afin de soutenir la croissance du secteur dans le pays. Leur premier projet est la construction d’un câblier.

La commande d’un nouveau câblier se prépare en Pologne. L’entreprise nationale de fabrication de câbles Tele-Fonika kable a signé une lettre d’intention avec l’agence polonaise pour le développement industriel (ARP) dans cet objectif. Compte tenu du manque de navires pour la pose et la réparation des câbles sous-marins, tant sur le marché national que mondial, la construction d’un câblier est un investissement indispensable , indique Jakub Dulski, vice-président du directoire d’ARP.

Varsovie annonce un projet éolien en mer pour 7,15 milliards d'euros

Le Premier ministre polonais Donald Tusk a annoncé jeudi le lancement d'un projet de ferme éolienne en mer Baltique, confié au danois Ørsted et au polonais PGE, pour 30 milliards de zlotys (7,15 milliards d'euros).

Le projet appelé Baltica 2, qui va s'étendre sur environ 190 km2 en mer, à environ 40 km de la côte polonaise, entre les villes d'Ustka et Choczew. Il sera composé de 170 turbines mues par le vent, d'une puissance globale attendue de 1,5 GigaWatt.

Le lancement du chantier est prévu cette année et la mise en service de la ferme devra avoir lieu en 2027.

Le projet sera réalisé par un consortium des groupes danois Ørsted et polonais PGE, dans lequel les deux acteurs détiennent la moitié des parts, selon un communiqué de PGE.

Ørsted financera sa part d'investissements avec ses fonds propres alors que le groupe polonais s'appuie sur des crédits locaux et internationaux, dont des emprunts auprès des banques européennes BEI et BERD, mais aussi sur les fonds européens du plan de relance post-Covid, selon ce communiqué.

"30 milliards de zlotys et 1,5 gigaWatt, ces chiffres sont vraiment impressionnants", s'est félicité M. Tusk lors d'un point de presse.

Selon lui, "cet énorme investissement n'est qu'une partie d'un projet gigantesque dans le secteur de l'énergie polonais", en vertu duquel la capacité offshore nationale devrait atteindre 18 GW, d'ici 2040.

La Commission européenne ouvre une enquête sur une aide d'État à la première centrale nucléaire polonaise

La Commission européenne a annoncé mercredi ouvrir une enquête sur une aide d'État de la Pologne pour construire la première centrale nucléaire du pays, craignant que celle-ci ne fausse la concurrence sur le marché de l'électricité.

Une mise en service envisagée en 2030

La Pologne, qui produit une grande part de son électricité avec des centrales à charbon, a décidé de lancer la construction de sa première centrale nucléaire à Lubiatowo-Kopalino, dans le nord du pays, avec l'objectif d'une entrée en service en 2030.

Son coût est estimé à environ 45 milliards d'euros pour une capacité de production électrique de 3 750 MW. "Cette centrale renforcerait la sécurité de l'approvisionnement en électricité de la Pologne et des pays voisins, contribuerait à la décarbonation du secteur énergétique et diversifierait le mix énergétique polonais", a reconnu la Commission.

Cependant, elle entend "vérifier que le soutien public est conforme aux règles en matière d'aides d'État qui visent à préserver la concurrence au sein du marché intérieur", a expliqué Teresa Ribera, vice-présidente de la Commission, chargée de la transition verte.

Trois dispositifs de soutien

La Pologne prévoit de soutenir l'entreprise publique Polskie Elektrownie Jadrowe (PEJ), qui va piloter le chantier, par le biais de trois dispositifs : une injection de capital de 14 milliards d'euros, des garanties publiques couvrant 100% des dettes contractées par PEJ pour le projet et un "contrat pour différence", mécanisme qui garantira un revenu de l'électricité constant sur l'ensemble de la durée de vie de la centrale, estimée à 60 ans.

Après une évaluation préliminaire, la Commission a conclu que le paquet d'aides "est nécessaire et qu'il a un effet incitatif", puisque le bénéficiaire n'aurait pas réalisé le projet sans ce soutien public. Cependant, elle a "des doutes sur la compatibilité de la mesure avec les règles de l'Union européenne".

Elle souligne, en particulier, qu'il est "important de garantir qu'aucune aide excessive ne soit accordée".

La Pologne prévoit d'accueillir à terme trois sites nucléaires de trois réacteurs chacun, avec une puissance maximale globale de 15 GW, ce qui représenterait environ 30% du mix énergétique du pays.

En vertu du Traité sur le fonctionnement de l'Union européenne (TFUE), "les États membres sont libres de déterminer leur mix énergétique" et "la décision de promouvoir l'énergie nucléaire relève de la compétence nationale", rappelle la Commission.
