Uzbekistan connects first phase of 511 MW solar project
Abu Dhabi Future Energy Co. (Masdar) has connected the first phase of a 511 MW solar project in Uzbekistan, linking the initial units of two solar plants. Chinese manufacturer TrinaTracker has supplied the plants with 11,248 sets of Vanguard 1P trackers.

Uzbekistan Set to Bolster Russian Gas Imports with $500 Million Investment

The government of Uzbekistan plans to invest $500 million on expanding capacity in its natural gas transportation system to enable a significant increase in imports from Russia, according to reporting by news website Gazeta.uz.

Uzbekistan, whose own gas reserves have not been sufficient to meet annually surging demand, started receiving supplies of the fuel from Russia in October. Under a two-year deal with Gazprom, Uzbekistan imports 9 million cubic meters of gas daily.
Gazeta.uz reported on February 20, citing a government decree published earlier this month, that investment plans covering the period from 2024 to 2030 are intended to support efforts to boost gas imports to 32 million cubic meters per day. Funding for this effort will be sourced from foreign lenders, the outlet reported.

Uzbekistan’s reliance on purchasing gas from abroad has made it a net importer – a stark reversal on its position only two years ago. In dollar terms, it imported gas valued at $700 million in 2023, while it sold $530 million worth of the fuel in the same period. In 2022, exports exceeded imports by $629 million.

China is Uzbekistan’s main customer. Kyrgyzstan buys small amounts of gas from Tashkent, but even the regularity of those deliveries is far from certain. Kyrgyz Agriculture Minister Bakyt Torobayev had to inform parliament on February 1 that the southern city of Osh was suffering from a shortage of gas as a result of Uzbekistan slashing its deliveries tenfold.

According to Gazprom, which controls Kyrgyzstan’s gas infrastructure, the decrease in the delivery of fuel was attributable to dwindling reserves at Uzbek fields and a rise in domestic consumption in Uzbekistan following a cold snap.

Uzbek officials have said in the past that they plan to cease exports of gas altogether by 2025.

This predicament is cited by some analysts as a testament to the government’s failure to modernize its energy industry in good time. Uzbekistan’s energy riches should have put it in a prime position to meet the needs of a rapidly growing population.
The Uzbek Energy Ministry estimates that the country has proven gas reserves of around 1.86 trillion cubic meters. But extraction rates have been flatlining or even declining over the past decade, while domestic demand has grown. The 48.9 billion cubic meters of gas produced in 2022 marked a 4 percent decrease on the previous year. Last year saw another drop in output, to 46.7 billion cubic meters.

Some of Uzbekistan’s developed gas fields are, meanwhile, edging toward almost total depletion.

Energy Minister Zhurabek Mirzamakhmudov told Gazeta.uz last April that “various factors, including man-made ones,” were to blame for the slowdown in output. He identified state-owned Uzbeknetfegaz, which manages half of the country’s confirmed gas reserves, as a driving source of the production slump. Fully “75-80 percent of the company’s fields have already been depleted,” he said.

Domestic uranium production had been gradually increasing in the Central Asian nation since 2016. Previously seventh in terms of global uranium output, it is expanding production via Japanese and Chinese joint ventures. However, for 2022, the country's uranium output was down by 200 MT to 3,300 MT.

Navoi Mining & Metallurgy Combinat is part of state holding company Kyzylkumredmetzoloto, and handles all the mining and processing of domestic uranium supply.

Uranium : Orano met le pied en Ouzbékistan

Le spécialiste français de l'uranium Orano a annoncé jeudi de premières activités d'extraction en Ouzbékistan, à l'occasion d'une visite du président Emmanuel Macron, marquée également par la signature de plusieurs contrats dans les énergies renouvelables.

Le géant de l'uranium, déjà très présent au Kazakhstan voisin, a extrait 350 kilogrammes d'uranium, un volume encore symbolique mais qu'il espère prometteur, dans le cadre d'un projet pilote, a indiqué la présidence française.

Orano ambitionne de développer ses activités dans cette ex-république soviétique dirigée par Chavkat Mirzioïev, en pleine ouverture depuis 2016 après deux décennies d'isolement, même si l'économie reste encore très étatisée.

L'Ouzbékistan, pays le plus peuplé d'Asie centrale avec 35 millions d'habitants, est aussi très courtisé par la Chine et la Turquie. Mais la Russie reste de son côté très présente et a récemment débuté des livraisons de gaz vers l'Ouzbékistan.

Le géant français de l'électricité EDF a de son côté conclu un pré-contrat pour la réalisation de deux projets hydroélectriques et le groupe français TotalEnergies un protocole d'accord pour l'extension de la centrale solaire Tutly.

Un projet de centrale hybride (solaire, éolien, batterie) a également été conclu entre Voltalia et le ministère ouzbek de l'Energie.

Le groupe d'ingénierie Egis s'est aussi vu confier une étude de faisabilité pour le tramway de Tachkent, la capitale de l'Ouzbékistan.

Le Trésor français va octroyer de son côté des prêts pour l'adduction en eau potable dans la région de Kachkadarya (sud) par le groupe Eiffage, alors que l'Ouzbékistan est un pays en grande partie désertique.

Les entreprises françaises sont déjà très présentes dans la modernisation des infrastructures à Tachkent.

Les groupes français Veolia et Suez y ont ainsi pignon sur rue avec respectivement la gestion du chauffage urbain et l'assainissement de l'eau.

Depuis 2016, l'Agence française de développement (AFD) a financé des projets pour plus de 1,3 milliard d'euros en Ouzbékistan dans les infrastructures urbaines, la gestion de l'eau et l'énergie.

Vladimir Poutine a donné samedi le coup d'envoi de la livraison du gaz russe à l'Ouzbékistan via le Kazakhstan, alors que le secteur gazier russe subit de plein fouet les sanctions occidentales liées à l'offensive en Ukraine.

"Permission accordée", a lancé le président russe, aux côtés de ses homologues ouzbek et kazakh, Chavkat Mirzioïev et Kassym-Jomart Tokaïev, venus dans sa résidence près de Moscou, pour une cérémonie solennelle du lancement de la livraison par visionconférence.

La cérémonie a lieu le jour où le maître du Kremlin fête ses 71 ans.

"C'est le plus grand projet énergétique trilatéral" entre la Russie et ces deux ex-républiques soviétiques d'Asie centrale, s'est félicité M. Poutine.

Selon lui, ce projet permettra à l'Ouzbékistan, lui-même riche en hydrocarbures, d'avoir "une source supplémentaire d'énergie", alors que le Kazakhstan pourra régler le problème de gazéification des régions situées dans le nord et dans l'est du pays.

"La Russie pourra elle confirmer une fois de plus son statut de fournisseur fiable du gaz naturel", a-t-il ajouté.

"Nous sommes ouverts à une coopération ultérieure", a souligné M. Poutine, en ajoutant que les trois dirigeants vont discuter dans l'après-midi des perspectives de cette coopération.

Celles-ci sont "importantes, significatives dans le domaine énergétique en gros, pas seulement dans ce qui est lié à la livraison du gaz", a-t-il assuré.

"Il y a des projets. Et des possibilités (...), il y en a aussi", a conclu M. Poutine.

Le secteur gazier russe a été frappé de plein fouet par les sanctions européennes et américaines mises en place en représailles de l'intervention militaire du Kremlin en Ukraine, lancée en février 2022.

Les exportations de gaz se sont écroulées de 25,1% en 2022, selon des chiffres officiels, l'Union européenne, autrefois premier client du gaz russe, ayant notamment drastiquement réduit ses importations au cours de l'année écoulée.

Face à un marché européen qui lui est désormais quasiment fermé, le géant gazier russe Gazprom, qui détient le monopole des exportations de gaz russe via gazoduc, a entamé ces derniers mois un changement stratégique, réorientant une partie de ses exportations vers l'Asie, où la demande énergétique est forte.

The development represents deepening relations between the UAE’s clean energy powerhouse and Uzbekistan, which aims to achieve 25 percent of its energy mix from renewables by 2030. The Central Asian nation, abundant in wind and sunshine, is a key strategic destination for Masdar. Uzbekistan plans to achieve 7 GW of solar and 5 GW of wind capacity by the end of the decade.

ACWA Power, a leading Saudi developer, investor, and operator of power generation, water desalination and green hydrogen plants worldwide, has signed yesterday three Power Purchase Agreements and Investment Agreements with Uzbekistan’s Joint-Stock Company (JSC) National Electric Grid of Uzbekistan (NEGU) and Ministry of Investment, Industry and Trade.

The agreements include the development of three solar photovoltaic (PV) projects in Tashkent and Samarkand and three Battery Energy Storage Systems (BESS) in Tashkent, Bukhara and Samarkand, with a total capacity of 1.4 GW of additional renewable energy and 1.5 GWh of additional battery storage capacity. The Tashkent projects will include a 400 MW PV plant and 500 MWh BESS, while two 500 MW PV projects each and a 500 MWh BESS will be developed in Samarkand. Another 500 MWh BESS will be located in Bukhara, and the project will include overhead transmission lines to help dispatch power to the grid.

The projects will play an instrumental role in achieving Uzbekistan’s ambitious targets to transition to a low-carbon economy as well as diversify its energy sources. The Republic’s targets to reform the energy sector entail generating 35% of its electricity from renewable sources by 2030, equating to 15,000 MW divided into 10,000 MW of solar power and 5,000 MW of wind power. Achieving this target will help offset 16 million tonnes of CO2 emissions a year.

By incorporating BESS into the grid, Uzbekistan will soon have the largest battery energy storage facilities in the region which will play a crucial role in stabilising the grid while promoting renewable energy in the Republic. The BESS will help to mitigate the effects of intermittency that are inherent in renewable energy sources. They will store excess electricity generated during times of high production and make it available during periods of low production. This will ensure a constant and reliable supply of electricity to the grid, ultimately helping to meet the growing demand for energy in Uzbekistan.

L'Ouzbékistan prévoit d'importer du gaz de Russie dès mars, une première

L'Ouzbékistan, pays d'Asie centrale riche en ressources naturelles mais confronté à une grave crise énergétique, prévoit pour la première fois d'importer du gaz en provenance de Russie via un accord avec Gazprom, a-t-on appris jeudi. "Nous prévoyons de débuter les livraisons de gaz de Russie vers l'Ouzbékistan à partir du 1er mars" prochain, a indiqué à l'AFP un porte-parole du ministère de l'Énergie.

La compagnie gazière ouzbèke Ouztransgaz a de son côté affirmé jeudi à l'AFP que "l'Ouzbékistan n'avait jamais importé du gaz de Russie" et qu'il s'agissait d'une "première". Les deux parties n'ont toutefois pas communiqué publiquement le volume de gaz qui sera livré ni le montant de la transaction.

Ces déclarations interviennent au lendemain de la signature d'une feuille de route entre le géant russe Gazprom et l'Ouzbékistan portant sur "des mesures techniques nécessaires au transit du gaz via le gazoduc +Asie centrale-Centre+ qui traverse le Kazakhstan et l'Ouzbékistan".

Ces deux États aux localisations stratégiques sont dotés en ressources naturelles mais font face à des déficits. Mi-janvier, une feuille de route entre Gazprom et le Kazakhstan a aussi été signée.

Après une année marquée par une forte baisse des livraisons de gaz russe vers l'Europe dans la foulée des sanctions occidentales contre l'offensive en Ukraine, la Russie souhaite rediriger ses exportations vers l'Asie, notamment via les infrastructures des pays d'Asie centrale.

Cet accord russo-ouzbek intervient quelques semaines après l'idée émise par Moscou d'une "union gazière" avec l'Ouzbékistan et le Kazakhstan. Tachkent a rejeté le concept d'alliance politique et assuré que cet accord avec Gazprom ne "menaçait pas la souveraineté ouzbèke".

Cette ex-république soviétique de quelque 35 millions d'habitants fait partie des principaux producteurs mondiaux de gaz avec 51,7 milliards de mètres cubes produits en 2022.

Mais le pays subit des pénuries énergétiques, en raison de la forte croissance de la demande, couplée à un hiver aux températures inhabituellement glaciales et à une infrastructure vieillissante.

Pour pallier les coupures d'électricité et de chauffage malgré des températures chutant par endroit jusqu'à moins trente degrés, l'Ouzbékistan a été contraint de stopper en décembre ses exportations de gaz et a trouvé un accord avec le Turkménistan voisin, aux larges ressources gazières.

Conséquence de cette crise, plusieurs hommes politiques et hauts fonctionnaires avaient été renvoyés. Selon le Premier ministre ouzbek Abdoulla Aripov, "environ 42% de tous les réseaux énergétique, dont 39% des lignes à haute tension, 51% des postes électriques et 35% des transformateurs ont plus de 40 ans" et ont donc été construits sous l'Union soviétique.

Voltalia remporte un AO solaire en Ouzbékistan avec une offre à 0,027 €/kWh
Les lauréats du dernier appel d’offres pour les énergies renouvelables en Ouzbékistan sont Masdar, Voltalia et un consortium dirigé par PowerChina. Voltalia a soumis une offre de 0,027 €/kWh pour une installation solaire de 100 MW dans la région de Khorezm en Ouzbékistan.

Le ministère de l’Énergie de l’Ouzbékistan a révélé les lauréats d’un appel d’offres solaire qui avait été lancé en septembre. L’exercice concernait trois projets solaires totalisant 500 MW dans les régions de Namangan, Bukhara et Khorezm.

L’offre la plus basse a été faite par le développeur français Voltalia, qui a remporté un projet dans la région de Khorezm avec une offre de 0,02888 $/kWh (0,027 €/kWh).

De son côté, le groupe Masdar, basé à Abu Dhabi, a remporté le projet dans la région de Boukhara avec une offre de 0,03044 $/kWh (0,029 €/kWh). La centrale de 250 MW sera reliée à une installation de stockage de 62 MW.

Enfin, un consortium dirigé par PowerChina a obtenu le projet de 150 MW dans la région de Namangan en Ouzbékistan. Le groupe a proposé un prix final de 0,04828 $/kWh (0,046 €/kWh).

Les autorités ouzbèkes avaient initialement sélectionné 11 soumissionnaires pour la phase finale de l’appel d’offres. La liste comprenait également le développeur solaire chinois Jinko Power, la société saoudienne ACWA Power, le turc Alarko Holding AS et l’égyptien Elsewedy Electric. Parmi les autres soumissionnaires figurent Nebras Power, basé au Qatar, un consortium dirigé par ReNew Power (Inde), le développeur espagnol Solarpack, le développeur français Voltalia et le fabricant chinois d’onduleurs TBEA.

Cet exercice est le premier de deux appels d’offres solaires pour 900 MW que le ministère de l’énergie de l’Ouzbékistan a annoncé en août 2021. Le pays a pour objectif de déployer 8 GW d’énergie solaire d’ici à 2030. Selon l’Agence internationale pour les énergies renouvelables (IRENA), le pays n’avait installé que 104 MW de solaire à la fin de 2021.

Acwa Power has announced the signing a power purchase agreement with the National Electric Grid of Uzbekistan for three wind power SPVs to develop the 1.5 GW Kungrad wind farm.

The Kungrad Windfarm, formerly referred to as the Karakalpakstan Wind IPP, will be the largest single-site wind farm in Central Asia and one of the largest in the world, and is expected to offset 2.4 million tons of carbon emissions per year and power 1.65 million households, when completed.

The Power Purchase Agreements (PPA) has a contract value of $2.4 billion. The project is expected to start commercial operation in Q3 2027.

Project is split into 3 project companies at the site each developing 500 MW wind power plant with each of the project companies entering into a separate PPA.

L'Ouzbékistan signe pour plus de $20 milliards de contrats avec Pékin et Moscou

L 'Ouzbékistan a signé des contrats d'une valeur de 16 milliards de dollars (15,98 milliards d'euros) avec la Chine et de 4,6 milliards de dollars avec la Russie en marge du sommet de l'Organisation de coopération de Shanghai (OCS), à Samarcande, a déclaré vendredi le ministère ouzbek des Affaires étrangères.

Les accords avec Pékin portent notamment sur la construction d'une voie de chemin de fer Chine-Kirghizistan-Ouzbékistan, tandis que les projets avec Moscou concernent les secteurs de la fabrication de machines, des produits chimiques, de la pétrochimie et de la géologie, a déclaré le porte-parole du ministère, Yousouf Kabouljanov.

La Russie et la Chine sont des investisseurs majeurs en Ouzbékistan et les principaux partenaires commerciaux de l'ancienne république soviétique.

Abu Dhabi-based renewable energy company Masdar will build the wind farm, dubbed Zarafshan.

Zarafshan is expected to start commercial operations by the end of 2024, and become one of the large wind farms in the Central Asia, upon completion.

The wind facility is capable of addressing power needs of 500,000 households, replacing 1.1 million tons of CO2 per annum, said the Ministry.

The Uzbekistan government expects the project to attract more than $600m Foreign Direct Investment into the country.

Masdar chief executive officer Mohamed Jameel Al Ramahi said: “Today we are celebrating reaching a significant milestone in this landmark project, one that takes Uzbekistan a step closer to achieving its ambitious renewable energy goals.

“Uzbekistan is a key strategic investment destination for Masdar, and we look forward to continuing to develop and grow our strong portfolio of projects in the nation.”

Zarafshan wind farm marks the second utility-scale renewables project for Masdar in Uzbekistan, following the 100MW Nur Navoiy PV power plant.

Nur Navoiy is backed by the Power Purchase Agreements (PPAs) with Uzbekistan’s Ministry of Investments and Foreign Trade and JSC National Electric Grid, since June 2020.

Currently, the Abu Dhabi-based company is contracted to develop 890MW of solar photovoltaic (PV) capacity in the Samarkand, Jizzakh and Sherabad regions.

Under its long-term plan, Uzbekistan aims to achieve 8GW of solar and wind power by 2026 and 12GW of green energy capacity by 2030.
