Dubai unveils world’s largest concentrated solar power project

On X platform, Sheikh Mohammed said, “Thank God we have launched the world’s largest concentrated solar power and photovoltaic power project in Dubai. Spanning over 44 square kilometers, the project’s total cost is more than Dhs15 billion. It includes the highest concentrated solar power tower in the world at a height of 263 meters and the largest thermal energy storage capacity in the world.”

He continued, “The project will reduce carbon emissions by more than 1.6 million tonnes per year, as our goal is that Dubai’s energy production capacity to be 100 per cent from clean sources by 2050 with a complete carbon neutrality by the same year.”

“We reiterate that we are serious about investing in clean energy, serious about confronting climate change and serious about preserving the environment for future generations,” His Highness added.

The 950-megawatt (MW) fourth phase is the largest investment project that uses three hybrid technologies: 600MW from a parabolic basin complex, 100MW from the CSP tower, and 250MW from photovoltaic solar panels.

Built at an investment of Dhs15.78 billion, using the independent power producer (IPP) model, the project features the tallest solar tower in the world, at 263.126 metres, and the largest thermal energy storage capacity with a capacity of 5,907 megawatt hours (MWh), according to the Guinness World Records.

The fourth phase of the Solar Park uses three hybrid technologies to produce clean energy: 600MW from a parabolic basin complex (three units of 200MW each), 100MW from the world’s tallest solar power tower (based on Molten Salt technology), and 250MW from photovoltaic solar panels.

The Molten Salt Receiver (MSR) on top of the solar power tower is the core and most important part of the CSP plant. It receives solar radiation and turns it into thermal energy. The MSR contains over 1,000 thin tubes that enable the absorption of sun rays and their transfer to the molten salt within these tubes.

Une usine aux Émirats arabes unis va commencer à capter du C02 dans l'air et le séquestrer dans la roche, apportant de l'eau au moulin du pays pétrolier qui appelle à lutter contre le réchauffement climatique sans abandonner les combustibles fossiles.

Situé dans les montagnes reculées de l'émirat de Fujeirah, le projet repose sur une nouvelle technologie développée par la start-up omanaise 44.01, permettant de retirer de l'atmosphère du dioxyde de carbone (C02), principal gaz à effet de serre lié à l'activité humaine, avant de le dissoudre dans l'eau de mer et l'injecter sous terre, où il se minéralisera.

Il est financé par le géant pétrolier émirati ADNOC, dont le PDG n'est autre que Sultan Al-Jaber, le président de la conférence mondiale pour le climat (COP28) qui débute jeudi dans l'émirat voisin de Dubaï.

Les premières injections de CO2 auront lieu durant les débats, qui porteront notamment sur la place de ces technologies controversées.

"Nous pensons que le volume de roches ici aux Emirats arabes unis a le potentiel de stocker des gigatonnes de CO2", a déclaré à l'AFP Sophie Hildebrand, responsable des technologies chez ADNOC, lors d'une visite du site cette semaine.

"ADNOC a engagé 15 milliards de dollars dans des projets de décarbonation", a-t-elle ajouté, en refusant de préciser le montant consacré au projet de Fujairah.

Les Emirats arabes unis, qui sont déjà le septième producteur mondial de pétrole, prévoient d'investir 150 milliards de dollars d'ici 2027 pour accroître leur capacité de production d'hydrocarbures.

Comme d'autres puissances pétro-gazières, ils misent sur les technologies de captage et de stockage du carbone (CCS) pour limiter les émissions responsables du réchauffement de la planète, malgré les critiques des experts du climat qui les jugent insuffisantes pour faire face à la crise.

Les Emirats inaugurent l'une des plus grandes centrales solaires au monde

Les Emirats arabes unis ont inauguré jeudi la centrale solaire Al Dhafra, l'une des plus grandes au monde, à deux semaines de la conférence de l'ONU pour le climat (COP28) qui se tient dans ce riche Etat pétrolier.

Le pays du Golfe, qui prévoit d'augmenter sa production de brut d'environ trois millions de barils par jour à cinq millions d'ici 2027, s'est engagé en juillet à tripler ses énergies renouvelables au cours des sept prochaines années.

Situé en plein désert, à 30 kilomètres au sud de la capitale Abou Dhabi, le projet présenté comme "la plus grande centrale solaire à site unique au monde" est détenu à 60% par les compagnies publiques émiraties, TAQA et Masdar, tandis que le chinois Jinko Power Technologie et le français EDF Renouvelables se partagent les 40% restant.

Les panneaux photovoltaïques, installés sur une surface totale de 21 kilomètres carrés ont la capacité de produire 2 gigawatts (GW) et d'alimenter 160.000 foyers, selon les responsables du projet.

La centrale "va permettre d'éviter des émissions de gaz à effet de serre de l'ordre de 2 millions de tonnes par an", a affirmé à l'AFP Bruno Bensasson, le PDG d'EDF Renouvelables.

Selon le patron de Jinko Power, Charles Bai, cela équivaut à retirer 800.000 voitures de la circulation.

Les Emirats arabes unis ont promis d'atteindre la neutralité carbone d'ici 2050, un objectif qui ne concerne que les émissions nationales, sans compter l'impact des hydrocarbures exportées.

Leurs ambitions sont notées comme "insuffisantes" par le Climate action tracker (CAT), qui reproche au pays de vouloir augmenter sa production de combustibles fossiles, responsables du réchauffement de la planète.

Avec quatre millions de panneaux solaires à double face, mobiles et nettoyés par des robots, la centrale d'Al Dhafra est dotée de technologies qui permettent d'augmenter "son efficacité d'environ 20% par rapport aux centrales solaires" classiques, affirme Abdulaziz Al-Obaidly, le directeur des opérations de Masdar.

Cette société d'énergies renouvelables émiratie est dirigée par Sultan Al Jaber, qui est également patron de la compagnie pétrolière ADNOC et président de la COP28.

La conférence mondiale pour le climat se tiendra à Dubaï du 30 novembre au 12 décembre.

Saipem, in consortium with National Petroleum Construction Company (NPCC), has signed today a letter of award with ADNOC for a new contract related to the Hail and Ghasha Development Project – Package 1 in the United Arab Emirates. Saipem's share of the contract amounts to around 4.1 billion USD.

The project is aimed at developing the resources of the Hail and Ghasha natural gas fields, located offshore Abu Dhabi, UAE. The project scope of work encompasses the Engineering, Procurement and Construction (EPC) of four drilling centres and one processing plant to be built on artificial islands, as well as various offshore structures and more than 300 km of subsea pipelines.

The award is in line with Saipem’s unique capability to deliver integrated onshore and offshore projects, providing its clients with a single and reliable interface for complex full-field developments. Saipem will leverage on its state-of-the-art shallow water offshore vessels, its advanced welding technology for corrosion resistant materials, as well as its renowned engineering expertise. Furthermore, Saipem will work with ADNOC to continue the project's focus on biodiversity and responsible environmental stewardship.

Les Emirats annoncent un important projet gazier avant la COP28

Le géant des hydrocarbures émirati, ADNOC, a annoncé jeudi l'attribution des contrats de construction d'un important projet gazier, à quelques semaines de la conférence mondiale pour le climat (COP28) dans le riche Etat du Golfe.

Le projet, qui concerne les champs offshore de Hail et Ghasha, sera le "premier au monde" à opérer avec un objectif de "zéro émission nette", a déclaré la compagnie publique émiratie dans un communiqué, s'attirant les critiques de défenseurs de l'environnement.

"Présenter un projet d'énergies fossiles comme étant +net zéro+, même en ne parlant que de ses émissions opérationnelles, est totalement trompeur", a réagi Mia Moisio, du groupe d'experts de Climate Action Tracker en soulignant que la majorité des émissions des hydrocarbures proviennent de leur combustion et non de leur production.

Signés au dernier jour du salon de l'énergie à Abou Dhabi, les contrats attribués par ADNOC ont une valeur totale estimée à 16,94 milliards de dollars.

Les travaux de construction des deux sites offshore ont été confiés à une co-entreprise entre l'émirati National Petroleum Construction et l'italien Saipem, tandis que la société italienne Tecnimont se chargera des infrastructures onshore.

Selon le communiqué d'ADNOC, le projet comprendra "des technologies de décarbonation innovantes" permettant de capter et stocker 1,5 million de tonnes de CO2 par an, et bénéficiera de l'hydrogène à bas carbone et l'électricité produite à partir du nucléaire et des énergies renouvelables.

Le projet Hail-Ghasha fait partie de la concession de Ghasha, dans l'émirat d'Abou Dhabi, qui vise à produire plus de 42,5 millions de mètres cubes de gaz par jour d'ici à 2030, contribuant "à l'autosuffisance des Emirats arabes unis en gaz, et la stratégie de croissance et d'exportation d'ADNOC gas", la filiale gazière du groupe, selon la même source.

- "Spéculations inexactes" -

La concession est opérée par ADNOC, Eni, OMV, Wintershall Dea et Lukoil.

Dans un rapport publié en septembre, Climate Action Tracker a souligné la dépendance des Emirats au gaz pour sa production d'électricité, s'inquiétant du pari du pays hôte de la COP28 sur le captage du carbone.

La conférence de l'ONU sur le climat, qui s'ouvrira le 30 novembre à Dubaï, est présidée par le patron d'ADNOC, Sultan al-Jaber, dont la désignation à ce poste a suscité les craintes des défenseurs de l'environnement, qui dénoncent le rôle du secteur des hydrocarbures dans le réchauffement de la planète.

A l'ouverture lundi du salon, Sultan al-Jaber a répété que la sortie progressive des énergies fossiles était "inévitable", tout en soulignant la dépendance de l'économie mondiale au pétrole, au gaz et au charbon.

ADNOC s'est engagé en juillet à atteindre la neutralité carbone en 2045 pour ses propres opérations, un objectif qui ne prend pas en compte les émissions indirectes des hydrocarbures brûlées par ses clients, et qui représentent la grande majorité de son empreinte carbone.

Selon l'organisation Global Witness, les émissions indirectes des activités de la compagnie émiratie devraient au contraire augmenter de plus de 40% en 2030 comparées à cette année.

Avec une production prévue à plus de 1,3 milliard de barils de brut et 90 milliards de mètres cubes de gaz en 2030, les émissions finales des produits d'ADNOC vont atteindre 684 millions de tonnes de dioxyde de carbone, a-t-elle affirmé dans un communiqué publié jeudi.

"Nous reconnaissons l'impératif climatique et accueillons favorablement un dialogue constructif en faveur de solutions pratiques", a répondu l'entreprise à Global Witness.

Mais "les spéculations inexactes" ne servent pas cet objectif, a-t-elle ajouté.

DEWA has finished building 74% of its pumped-storage hydroelectric power plant site, according to a company statement. The project in Hatta will be completed by the first half of 2025.

The AED 1.421 billion ($368.8 million) project will have a capacity of 250 MW/1,500 MWh. It will have a lifespan of 80 years, a turnaround efficiency of 78.9%, and a response to demand for energy within 90 seconds.

“The hydroelectric power plant is an energy storage with turnaround efficiency of 78.9%,” the statement added. “It utilizes the potential energy of the water stored in the upper dam which is converted to kinetic energy during the flow of water through the 1.2-kilometer subterranean tunnel and this kinetic energy rotates the turbine and converts mechanical energy to electrical energy which is sent to DEWA grid.”

The company has now finished the project’s upper dam, including a water upper intake structure and associated bridge. It has also concluded the construction of the 72-meter concrete wall of the upper dam.

In June 2022, the construction of the facility stood at 44%. At the time, DEWA said it would also store electricity from the 5 GW Mohammed bin Rashid Al Maktoum Solar Park. The facility, which is partly operational and partly under construction, is the biggest solar plant in the United Arab Emirates and the Middle East.

L’Emirates Water and Electricity Co. (EWEC) d’Abu Dhabi (Emirats Arabes Unis) a lancé un appel d’offres pour la construction d’une centrale solaire de 1,5 GW dans la région de Khazna, où sont exploités plusieurs centres de données.

Dans le cahier des charges, publié sur le site Web Albayan, la compagnie d’électricité indique que le développeur du projet de centrale solaire photovoltaïque indépendante de Khazna se verra attribuer un contrat d’achat d’électricité à long terme, sans fournir d’autres détails techniques ou financiers. Les soumissionnaires devront se charger du développement, du financement, de la construction, de l’exploitation, de la maintenance et de la propriété de l’usine. Ils ont jusqu’au 2 octobre pour soumettre leurs propositions.

En juillet, l’EWEC a annoncé avoir reçu quatre propositions pour le projet solaire Al-Ajban de 1,5 GW. L’appel d’offres a été lancé pour la première fois en mai 2022. Les propositions provenaient du géant énergétique saoudien ACWA Power, de l’entreprise française EDF, de l’entreprise japonaise Marubeni et d’un consortium formé par l’entreprise chinoise Jinko Power et le producteur d’énergie japonais JERA.

Masdar signs $1.5bn agreement to develop 1.8GW sixth phase of MBR Solar Park

Once completed, the sixth phase of the UAE's solar park is estimated to deliver clean energy to about 540,000 residences while reducing 2.36 million tonnes of carbon emissions per year

Masdar has signed an agreement worth up to AED5.51bn ($1.5bn) with Dubai Electricity and Water Authority (DEWA) to develop and operate the latter’s 1.8GW sixth phase of the Mohammed bin Rashid Al Maktoum (MBR) Solar Park in the UAE.

DEWA selected the Abu Dhabi-based clean energy company from 23 bidders. The latter offered a levelised cost of energy (LCOE) of $1.62 cents per kilowatt hour (kWh).

Located in Dubai, the MBR Solar Park is planned to have a production capacity of 5GW by 2030 with investments totalling AED50bn ($13.61bn).

Currently, it has solar projects with a total production capacity of 2.43GW. DEWA is also developing another solar project with a total capacity of 433MW.

The sixth phase of the MBR Solar Park will grow the total production capacity to 4.66GW.

Once completed, the sixth phase of the solar park is estimated to deliver clean energy to about 540,000 residences.

Besides, it will reduce 2.36 million tonnes of carbon emissions per year.

UAE Prime Minister, Vice President, and Dubai Ruler Sheikh Mohammed bin Rashid Al Maktoum said: ”This phase will provide clean energy to approximately more than half million residences and will reduce 2.36 million tonnes of carbon emissions annually.

”All phases will be completed by 2030 with total investments of 50 billion dirhams. Our goal is 100% clean energy for Dubai by 2050”.

The sixth phase is scheduled to become operational in stages beginning from the fourth quarter of 2024.

According to DEWA, the MBR Solar Park is the largest single-site solar park in the world based on the independent power producer (IPP) model.

Phase 1, phase 2, phase 3, phase 4, and phase 5 of the UAE’s solar park possess production capacities of 13MW, 200MW, 800MW, 950MW, and 900MW respectively.

Earlier, Masdar, as part of Shuaa Energy 2 consortium, developed the third phase of the MBR Solar Park. Other partners of the project company were EDF Renewables and DEWA.

Masdar CEO Mohammed Jameel Al Ramahi said: “Following our successful delivery of phase three of the Mohammed bin Rashid Al Maktoum Solar Park as part of an international consortium, this latest award once again shows that Masdar is a global leader in clean energy as we move forwards from 20GW capacity today to reach 100GW of clean energy capacity by 2030 driving decarbonisation at home and abroad.”

Aux Émirats, ADNOC Gas signe un accord de fourniture de GNL avec une compagnie chinoise

La société émiratie ADNOC Gas a annoncé jeudi la signature d'un contrat d'approvisionnement en gaz naturel liquéfié (GNL) avec la compagnie chinoise PetroChina, d'une valeur de 450 à 550 millions de dollars. Les volumes fournis et la durée du contrat n'ont pas été précisés.

"La Chine reste un marché clé pour ADNOC Gas, et cet accord renforce notre rôle de fournisseur majeur de GNL en Asie de l'Est et du Sud, et au-delà", a déclaré le PDG d'ADNOC Gas, Ahmed Alebri, dans un communiqué.

La filiale gazière du géant pétrolier émirati, ADNOC, avait annoncé en août un accord d'une valeur similaire avec la firme japonaise JAPEX, après la signature en juillet d'un contrat de plus de 7 milliards de dollars avec l'Indienne Indian Oil Corporation Ltd. La compagnie gazière émiratie a également conclu en mai un accord d'au moins un milliard de dollars avec le Français TotalEnergies, visant "en priorité le marché asiatique".

Les Emirats arabes unis ont produit 57 milliards de mètres cubes de gaz naturel en 2021, soit environ 1,4% de la production mondiale, tandis que les exportations de GNL se sont élevées à 8,8 milliards de mètres cubes, représentant près de 1,7% du commerce mondial, selon la revue statistique BP de l'énergie mondiale (BP Statistical Review of World Energy). Le pays du Golfe espère atteindre une production annuelle de 15 millions de tonnes dans les prochaines années, selon l'agence Bloomberg.

ADNOC Gas est entré en opération en janvier avant de faire son entrée sur le marché trois mois plus tard lors d'une introduction en bourse d'une valeur de quelque 2,5 milliards de dollars.

The Dubai Electricity and Water Authority (DEWA) announced that UAE-based renewable energy developer Masdar is the preferred bidder for the tender it launched in September 2022 for the 1,800 MW 6th phase of the Mohammed bin Rashid Al Maktoum Solar Park.

Masdar submitted the lowest bid of $0.0162154/kWh and competed with Saudi energy giant ACWA Power in the final phase of the tender. DEWA had selected 23 bidders in the initial phase of the procurement exercise.

“The 1,800 MW 6th phase of the solar park using PV solar panels based on the IPP model will become operational in stages starting from Q4 of 2024,” DEWA said in a statement. “The project documents, Power Purchase Agreement (PPA), and financial close agreements will be signed in due course.”

The 5th phase of the 5 GW Mohammed bin Rashid Al Maktoum Solar Park has a capacity of 900 MW and is currently under construction.

As of the end of October 2022, the facility reached an operational PV capacity of 1.83 GW – including the 13 MW first phase, the 200 MW second stage, and the 800 MW third phase, plus sections of the fourth and fifth slices of the project, which are still under development.

UAE Is The Biggest Winner Of Saudi Arabia Production Cuts

Last month, the UAE declared it will not join Saudi Arabia in making voluntary oil production cuts, claiming that the cuts by the Saudis are enough to balance the markets. This is hardly surprising considering that the UAE has long argued that it should be allowed to pump more than its current OPEC quota. But OPEC’s third largest producer was not content to just maintain its current production. The UAE got a huge concession from OPEC in the form of an upward revision of its quota that will take its production up by 200,000 barrels per day (bpd) in 2024 to 3.2 million barrels.

But the UAE does not have to wait till 2024 to reap the rewards of its shrewdness. Oil prices have climbed about 15% since Saudi Arabia started its voluntary cuts of 1 million barrels per day. In effect, Saudi Arabia is doing all the heavy lifting but the UAE is profiting the most.
The UAE has plans to ramp up its crude production capacity to five million barrels per day (bpd) by 2027, well above OPEC’s quota of 3 mb/d.

“Saudi Arabia is cutting massively. At least Russia says it’s cutting. The UAE has cut to the bare minimum. The end result is that Saudi Arabia is doing all the work and the UAE has oil prices 15 percent higher than they were a month ago. By any means, the UAE is the big winner this summer,” Viktor Katona, the head of crude analysis at Kpler, has told Middle East Eye.

Les Emirats annoncent un important contrat gazier à l'approche de la COP28

Le géant des hydrocarbures des Emirats arabes unis, ADNOC, a annoncé mercredi un contrat de 3,6 milliards de dollars pour l'expansion de son infrastructure de traitement du gaz, attribué à une coentreprise entre une société locale et un groupe espagnol.

Cette annonce intervient alors que le riche Etat pétrolier du Golfe s'apprête à accueillir fin novembre la conférence de l'ONU sur le climat, la COP28, sur fonds de critiques des défenseurs de l'environnement qui dénoncent l'impact des énergies fossiles sur le réchauffement climatique.

"ADNOC Gas a annoncé aujourd'hui l'attribution d'un contrat de 3,6 milliards de dollars pour l'extension de son infrastructure de traitement du gaz au Emirats arabes unis", a rapporté l'agence de presse officielle du pays, WAM.

Le contrat a été attribué à une coentreprise entre deux sociétés spécialisées dans l'ingénierie pétrolière et gazière, la National Petroleum Construction Company des Emirats et le groupe espagnol Tecnicas Reunidas.

"Le contrat comprend la mise en service de nouvelles infrastructures de traitement du gaz qui permettront d'optimiser l'approvisionnement du complexe industriel de Ruwais", dans l'ouest de l'émirat d'Abou Dhabi, a précisé WAM.

Il s'inscrit dans une stratégie "visant à accroître l'extraction du gaz des champs existants et à développer des ressources inexploitées", a ajouté l'agence.

ADNOC Gas, dont les réserves de gaz sont estimées au septième rang mondial, est une filiale du géant énergétique public ADNOC, l'un des principaux exportateurs de pétrole brut au monde.
