OGDCL Declares Gas Discovery in Pakistan's Khewari Block

Pakistani oil and gas exploration player Oil and Gas Development Co. Ltd. (OGDCL) has announced a “significant gas-condensate discovery“ at the Kharo-1 well located in District Khairpur, Sindh Province.

OGDCL operates the Khewari Block, holding 95 percent working interest, with Government Holdings Private Limited (GHPL) holding five percent.

OGDCL said in a news release that the execution of drilling and testing operations for the Kharo-1 well structure undertaken with its proprietary expertise reached a depth of 3,762 meters (12,342 feet). In subsequent testing procedures OGDCL registered 14.3 million standard cubic feet per day (MMscfd) of gas. This is in addition to 93 barrels per day (bpd) of condensate.

The results were attained at a 32/64-inch choke size, under a wellhead flowing pressure (WHFP) of 2,737 pounds per square inch (psi) emanating from the massive sand strata of the Lower Goru Formation, the company said.

Kharo-1 has the potential to significantly enhance the hydrocarbon reserves of OGDCL and its joint venture partners, it said

The Kharo-1 well discovery came after the discovery at the Dars West Well 2 in district Tando Allah Yar, Sindh Province. OGDCL is operator of the Dars West Development and Production Lease with a 77.5 percent working interest. Its joint venture partner GHPL holds a 22.5 percent working interest. During the tests ran at the well in December last year, the JV recorded 8.51 MMscfd of gas and 360 bpd of condensate through a choke size of 32/64“ at WHFP of 1947 PSI from the Lower Guru C-Sand.

La population du Pakistan a augmenté de 35 millions d'habitants en seulement six ans

La population du Pakistan s'élève à 250 millions de personnes et a connu ces dernières années un taux de croissance annuel de 2,5%. Un taux "supérieur à la croissance économique", a souligné le Premier ministre du pays.

Une hausse qui représente la moitié de la population française. La population du Pakistan a augmenté de 35 millions d'habitants en seulement six ans, et s'élève désormais à 250 millions, selon les résultats du dernier recensement publiés samedi.

Ce taux de croissance annuel de 2,5% représente un "grand défi" pour le pays, a déclaré le Premier ministre Shehbaz Sharif, soulignant qu'il était "supérieur à la croissance économique".

Des années de mauvaise gestion financière ont poussé l'économie pakistanaise vers l'effondrement, une situation exacerbée par la pandémie de Covid, la crise énergétique mondiale et des inondations record qui ont submergé un tiers du pays en 2022. Un peu plus de 37% de la population y vit sous le seuil de pauvreté, avec moins de 3,65 dollars par jour, en 2023, selon la Banque Mondiale.

Pakistan Prime Minister Shehbaz Sharif has taken part in the ground-breaking ceremony for the 1200 MWe unit 5 of the Chashma nuclear power plant, which is being built by China National Nuclear Corporation (CNNC).

The event follows Pakistan's signing of a USD4.8 billion deal with China last month to build the Hualong One reactor at the plant, which is in Punjab province. That announcement by Sharif, who became prime minister last year, ended a long delay for the project which had originally been planned to start around 2021.

The Chashma site - also referred to as Chasnupp - is already home to four Chinese-supplied CNP-300 pressurised water reactors, which were connected to the grid between 2000 and 2017.

Two 1161 MWe Chinese-supplied Hualong One (HPR1000) reactors have been constructed as units 2 and 3 of the Karachi plant in Sindh province, marking the first exports of CNNC's Hualong One design. Construction of unit 2 began in 2015 and unit 3 in 2016. These entered commercial operation in May 2021 and April 2022, respectively. In total Pakistan currently has six operable reactors, supplied by China.

CNNC described the ground-breaking as a further "milestone" for bilateral relations and said the project "will further enhance Pakistan's energy security, promote economic development, and improve the well-being of the local people. It also has significant importance in building a closer China-Pakistan partnership with a shared future in the new era".

CNNC added that "at the ceremony, China and Pakistan reached a consensus on enhancing collaboration across the entire industry chain and achieving mutual benefit and win-win results".

According to Pakistan's state-run PTV news channel, Sharif praised the support from China for the project and said the aim was to complete the unit within seven or eight years but "keeping in mind the country’s requirements of clean and cheap energy sources" he hoped the project would be completed sooner.

Pakistan has signed a USD4.8 billion deal with China to construct a Hualong One reactor as unit 5 of the Chashma nuclear power plant in Pakistan's Punjab province, Prime Minister Shehbaz Sharif announced.

Speaking on state-run news channel PTV following the signing of the memorandum of understanding between China National Nuclear Cooperation (CNNC) and the Pakistan Atomic Energy Commission (PAEC), Sharif said construction of Chashma 5 will begin immediately.

He noted the decision to start this project had been taken and the main conditions were agreed during the government of former Prime Minister Nawaz Sharif. In November 2017, CNNC and PAEC signed a cooperation agreement on the construction of a Hualong One reactor as Chashma unit 5. The project was originally planned to start around 2021 but it was delayed under the following government.

Sharif, who became prime minister last year, said that due to higher international inflation, the project cost would have been much higher than that determined in 2017-18, the Daily Times reported. However, the Chinese government not only "abstained from raising the cost according to the inflation but also gave a discount of around Rs30 billion (USD105 million)".

"We are deeply obliged to President Xi, Chinese leadership, sincere thanks to Finance Minister Ishaq Dar and his team for working hard to strike the agreement with the Chinese counterpart," he said. "Investment from China in this project to the tune of USD4.8 billion sends a message loud and clear that Pakistan is a place where Chinese companies and investors continue to show their trust and faith."

Une première cargaison de pétrole russe doit être livrée lundi au Pakistan, confronté à des pénuries d'énergie et à un manque de devises, a annoncé le Premier ministre pakistanais, Shehbaz Sharif.

Un navire transportant du "pétrole brut (russe) à prix réduit" est arrivé dimanche au port de Karachi, dans le sud du Pakistan, et la cargaison doit être déchargée lundi, a indiqué dimanche soir M. Sharif sur Twitter. "C'est la toute première livraison de pétrole russe au Pakistan et le début d'une nouvelle relation entre le Pakistan et la Fédération de Russie", a-t-il déclaré.

Depuis le lancement de son offensive militaire contre l'Ukraine l'an passé, Moscou est visé par des sanctions économiques occidentales et a fortement réduit ses livraisons d'hydrocarbures vers l'Europe et les États-Unis, se tournant vers l'Asie pour compenser.

Le Pakistan, aux prises avec une crise économique qui a encore accentué ses pénuries récurrentes d'énergie, avait confirmé en mai avoir conclu un accord avec la Russie pour l'achat de son pétrole. Le secrétaire d'État pakistanais au Pétrole, Musadik Malik, avait par le passé précisé que ces produits pétroliers russes seraient payés dans la monnaie de "pays amis", les réserves en dollars du Pakistan étant depuis des mois à des niveaux dangereusement bas. Le volume de cette première livraison de pétrole serait de 100 000 tonnes, selon les médias pakistanais.

Le Pakistan, cinquième pays le plus peuplé au monde, est au bord du défaut de paiement, avec une inflation incontrôlée, une devise nationale - la roupie - qui s'est énormément dépréciée, et des réserves en dollars à leur minimum, ce qui amoindrit ses capacités d'importation et pèse sur la production industrielle.

Le pays bataille aussi avec le Fonds monétaire international (FMI) pour obtenir le déblocage d'une tranche d'un prêt de 6,5 milliards de dollars conclu en 2019, mais les discussions sont dans l'impasse depuis des mois. Islamabad importe 84% de ses produits pétroliers, essentiellement depuis les pays alliés du Golfe.

Le secteur pakistanais de l'énergie souffre de pénuries depuis des années, en raison d'une mauvaise gestion, d'un manque de capacité de stockage et des faiblesses de son économie. La Banque mondiale a annoncé la semaine dernière anticiper une faible récession de l'économie russe cette année, car Moscou a réussi à réorienter ses exportations en gaz et son pétrole, notamment vers l'Inde et dans une moindre mesure la Chine, compensant ainsi les effets de l'embargo.

The Pakistan Nuclear Regulatory Authority (PNRA) has granted an operating licence for unit 3 of the Karachi nuclear power plant, the second of two Chinese-supplied Hualong One reactors at the site.

Units 2 and 3 of the Karachi site - near Paradise Point in the province of Sindh - are the first exports of China National Nuclear Corporation's 1100 MWe Hualong One pressurised water reactor, which is also promoted on the international market as HPR1000.

Construction of unit 2 began in 2015, with that of unit 3 following in May 2016. Karachi 2 achieved first criticality in February 2021 and was connected to the grid the following month after the completion of commissioning tests. The then Prime Minister Imran Khan formally inaugurated unit 2 on 21 May 2021. Unit 2 was granted an operating licence by PNRA in June 2022.

Unit 3 achieved first criticality on 21 February 2022 and was connected to the grid on 4 March. It passed acceptance tests on 18 April 2022, marking its entry into commercial operation. A ceremony has been held to mark the inauguration of unit 3 in February this year.

After the successful completion of criticality and pre-operational tests, the Pakistan Atomic Energy Commission applied for the issuance of an operating licence for Karachi 3 in October 2022.

PNRA said "upon completion of regulatory review and assessment and inspection processes of the licensing submissions and satisfactory resolution of all regulatory issues", it issued the operating licence on 31 May.

The Karachi site - also sometimes referred to as KANUPP - was home to Pakistan's first nuclear power reactor, Karachi 1 - a small 100 MWe (90 MWe net) Canadian pressurised heavy water reactor which shut down in 2021 after 50 years of operation.

The first domestic demonstration plants of CNNC's Hualong One design are Fuqing 5 and 6, in China's Fujian province. The units entered commercial operation in January 2021 and March 2022, respectively.

The introduction of Russian crude could have a significant impact on the supplies from Middle Eastern producers, which may not be welcomed and could lead to future issues. It's worth noting that Pakistan imports around 500,000 bpd of oil.

Saudi Arabia announced on Friday that it would be providing a $240 million loan to co-finance the construction of Mohmand Dam in Pakistan.

The hydropower complex, located in the northwest of the country, is seen as an essential project for Pakistan’s energy security as well as being critical for sustainable water supply for agriculture and human consumption, and flood resilience.
The Mohmand Dam is a multi-purpose project that will provide 800 megawatts of renewable electricity capacity, and enable the irrigation of 6,773 hectares of land.

The project will increase the cropping area in the region from 1,517 hectares to 9,227 hectares, helping Pakistan's food security.

Pakistan is facing a crisis that has pressured its foreign exchange reserves.

The loan, co-financed with the assistance of the Organization of the Petroleum Exporting Countries (OPEC), the Islamic Development Bank (IDB), and the Kuwait Fund for Arab Economic Development, will help the nation to address financial challenges by providing a much-needed injection of foreign currency into the country.

The Saudi Fund for Development (SFD) has been a key partner for Pakistan and has financed 41 development projects and programs in the country, amounting to approximately $1.4 billion in total.

Furthermore, the SFD has provided oil derivatives worth more than $5.4 billion between 2019 and 2023 to support Pakistan's economy.
Pakistan currently has a mix of mostly thermal and hydropower generation capacity.

In theory, this is sufficient. However, a lack of funds has meant that the country has been unable to use the full capacity of its energy sources.

Consequently, there have been prolonged blackouts, particularly during the summer when energy demand is high.

The Mohmand Dam project will help Pakistan to alleviate this problem.

The Mohmand Dam is an essential project for Pakistan. It will aid the country's energy security, provide sustainable water supplies for agriculture and human consumption, and improve resilience to floods.

The loan from Saudi Arabia, together with the support of other international organizations, will help ensure that this critical infrastructure project succeeds.

Pakistan’s largest Thar coal-based power plant turned on

The largest coal-based power plant in the country, Thar Block-1, was scheduled to begin commercial operations on February 5, 2023, according to the Private Power and Infrastructure Board (PPIB).

Shanghai Project is a part of the China-Pakistan Economic Corridor and has a 1320 MW generation capacity (CPEC). Thar Coal Block-1 Power Generation Co., a wholly owned subsidiary of Shanghai Electric, is the company developing the project.

The project, which is estimated to generate 9 billion units of power annually and save Rs. 250 billion annually, has attracted a significant amount of foreign direct investment totaling $1,912 million.

The four Thar coal-based power producing plants now produce 2,970 MW of electricity altogether, and the 330 MW ThalNova project is also operational.

With a combined capacity of 1,650 MW, the PPIB has already allowed the commissioning of three projects, including the 660 MW Engro, 660 MW Lucky, and 330 MW Hubco Thar power projects, which are all at the top of the NPCC’s merit order list.

Arrivé au pouvoir à la faveur d'un coup d'Etat en 1999 et resté à la tête du Pakistan jusqu'en 2008, ce général quatre étoiles s'était autoproclamé président en juin 2001 et occupait donc ce poste au moment des attentats du 11-Septembre contre les Etats-Unis.

A ceremony has been held to mark the inauguration of unit 3 of the Karachi nuclear power plant in Pakistan. China National Nuclear Corporation (CNNC) said the two Hualong One reactors at the site have now both officially been delivered to Pakistan and put into operation.

During the event, speeches were made by Pakistan's Prime Minister Shabaz Sharif, Pakistan Atomic Energy Commission Chairman Ali Raza, China Atomic Energy Agency Deputy Director Liu Jing and CNNC General Manager Gu Jun. International Atomic Energy Agency Director General Rafael Mariano Grossi also delivered a speech via video.

"Since entering commercial operation, the K-2 and K-3 units have generated nearly 20 billion kilowatt-hours of electricity, effectively alleviating the power shortage in Pakistan, as well as making positive contributions to Pakistan's social and economic development, energy security and independence, and addressing climate change," CNNC said. "At the same time, the K-2/K-3 project has provided more than 60,000 jobs for the local people throughout the whole cycle and trained a large number of local industrial workers."
