Japan and Saudi Arabia have agreed in principle to renew a joint crude oil storage scheme in Okinawa when it expires in October, a move that gives the Middle East supplier quick and easy access to its key customers in East Asia, while providing energy security for Tokyo amid mounting geopolitical woes.

It was one of the areas of cooperation in the updated Saudi-Japan Vision 2030 2.0 agreement signed at a ministerial meeting on Wednesday in Tokyo.

“It is significant to renew the joint crude oil storage project,” Minister of Economy, Trade and Industry Isshu Sugawara said at the start of the fourth Saudi-Japan 2030 Vision Ministerial Meeting in Tokyo. “Our country will continue to support Saudi Arabia’s stable oil supply through this project henceforward.”

The current agreement with Saudi Aramco under a scheme known as the “Joint Crude Storage by Producing Countries,” and where Tokyo pays for storing Saudi Arabian oil at leased storage tanks in Okinawa, is due to expire in October.

Following this, Japan and Saudi Arabia will accelerate their talks for renewal of the scheme, which will continue to generate beneficial for both countries, sources at the Ministry of Economy, Trade and Industry said.

Under the current agreement, Saudi Aramco leases 1.30 million kiloliters or 8.18 million barrels of crude oil storage capacity at Okinawa for commercial purposes in exchange for prioritizing supply to Japan in the event of an emergency.

For Japan, storing oil domestically from its strategic suppliers such as Saudi Arabia has become more important after a series of events this year which occurred in the Middle East, where Japan relies on close to 90% of its crude import requirements.

Crude imports from Saudi Arabia average 1.09 million b/d and account for roughly 35% of total oil imports over January-August, when the kingdom was still the largest supplier for Japan, although its imports for the first eight months of this year fell 5.8% from a year ago.

Japan To Boost Energy Cooperation With Russia

Amid growing uncertainties on the global oil market, Japan is looking to boost its energy cooperation with Russia, and international sanctions on Moscow don’t prohibit cooperation, Japan’s Economy, Trade and Industry Minister Hiroshige Seko said in a written interview with S&P Global Platts published on Friday.

Japan, which relies almost exclusively on imports of crude oil and liquefied natural gas (LNG) to meet its demand for those products, sees the benefit of shorter travel times and safer routes for deliveries from Russia’s Far East, amid increased uncertainties in the global oil market with the U.S. sanctions on Iran, according to Seko.

“Imports of Russian crude oil and LNG do not go through any chokepoints such as the Strait of Hormuz. Therefore they are important for the diversification of Japan's energy import sources, and I hope that Russia will play an even larger role. I would like to continue working to expand our cooperation,” Seko told Platts.

Currently, Japan relies heavily on imports from the Middle East, with cargoes having to pass through the Strait of Hormuz, which Iran has threatened to block numerous times over the past few years.

Japanese companies are also interested in taking part in planned LNG projects in Russia, including Arctic LNG 2, Baltic LNG, and the third train at Sakhalin, the Japanese minister said, noting that if Japanese firms secure participation, Japan could boost its LNG imports from Russia in the future.

Sanctions on Russia are not a concern for Japan, because Tokyo complies with them, yet sanctions “do not comprehensively prohibit Japan’s energy cooperation with Russia,” Seko told Platts.

Japanese and Russian firms have recently entered into an early agreement for possible future cooperation in LNG.

As Russia’s LNG producer Novatek is looking to boost LNG supply to the growing Asian market, the Russian firm has recently signed a preliminary agreement with Japan’s Saibu Gas, under which the companies will consider potential cooperation in entering the end-consumer LNG market in Asia. Novatek will optimize its LNG supplies to the Asia-Pacific region by using Saibu Gas’s Hibiki LNG terminal in Japan, the Russian firm said in December.

Even if some Japanese refiners resume Iranian oil purchases thanks to the U.S. waiver, refiners have just a small window to clear all related transactions, so they are likely to finish loading potential cargoes from Iran by the end of March 2019, uncertain that their waiver will be extended beyond May, industry and trade sources tell S&P Global Platts.

Japan was one of eight Iranian oil customers who received a U.S. waiver to continue importing Iranian oil at reduced volumes for 180 days after November 5, the day on which the United States reinstated sanctions on Iran’s oil, shipping, banking, and insurance industries.

Japan’s Economy and Trade Minister Hiroshige Seko said after the waivers were announced that following the suspension of all shipments of Iranian crude to Japanese refineries ahead of the U.S. sanctions, Japanese refiners were now preparing to resume Iranian oil imports.

À Osaka, la force du vent a eu notamment raison de l'ancre du Houn Maru, un pétrolier de 3 900 tpl de l’armateur japonais Hinode shipping.

Le pétrolier japonais de 90 mètres de long a vu son ancre arrachée à Osaka dans l’après-midi du 4 septembre et a été poussé contre le viaduc d’accès à l’aéroport de Kansai situé sur une île. Les 11 marins n’ont pas été blessés, mais le navire a endommagé la seule voie d’accès à l’aéroport.

Avec des vents jusqu’à 190 km/h, le typhon Jebi est considéré comme le plus important ayant frappé l’archipel japonais depuis un quart de siècle.

Le Japon va stopper ses importations de brut iranien sous la pression américaine

Les groupes pétroliers japonais s'apprêtent à mettre fin aux importations de brut d'Iran, le Japon craignant des représailles américaines s'il continue de commercer avec Téhéran, ont rapporté plusieurs médias nippons.

Le président des Etats-Unis, Donald Trump, a décidé en mai que son pays ne se conformerait plus à l'accord sur les technologies nucléaires signé par Téhéran et les grandes puissances en 2015, dans lequel l'Iran s'engage à ne jamais chercher à se doter de l'arme atomique.

Ce retrait a marqué le rétablissement envers la République islamique de sanctions américaines sévères. Les mesures américaines étaient jusque-là suspendues en vertu de l'accord international.

Les premières sanctions américaines, qui ont été prises début août, seront suivies en novembre d'autres mesures affectant le secteur pétrolier et gazier, qui joue un rôle capital dans l'économie iranienne.

Le gouvernement japonais a tenté de négocier une exception pour pouvoir continuer d'acheter du pétrole iranien, dont il avait déjà grandement réduit la quantité mais, selon les médias, la partie américaine reste ferme et Tokyo a peu de chance de l'emporter.

Par conséquent, même si elles disent n'avoir pris encore aucune décision, les entreprises nippones sont en train de chercher à augmenter les quantités importées d'autres pays pour pouvoir se passer du brut iranien qui représente 5,3% du total importé.

"Nous allons regarder attentivement la décision du gouvernement, mais nous ne pouvons davantage commenter", s'est contenté de répondre à l'AFP un porte-parole de Showa Shell Sekiyu.

Même refus de s'épancher du côté de son rival JXTG Holdings.

Le Japon, pauvre en ressources, est quasi totalement dépendant de l'étranger pour son approvisionnement énergétique.

For the most part, international trade relies on financial institutions to facilitate sales.

Un petit graphe. Le Japon, comme la Corée du sud, est donc extrêmement vulnérable à la liberté de navigation dans le détroit d'Ormuz.

C'est sans doute pour ça qu'ils ont une très gross réserve stratégique de pétrole.

lien Intéressant, un tableau des importations de pétrole du Japon par pays d'origine et type de pétrole.

C'est pour février. C'est des kilolitres par mois, pour avoir nos chers barils/jours faut donc multiplier par 6.29 (conversion des kl en barils) et diviser par 29 (nombre de jours en février 2016).

82% du pétrole importer par le Japon vient du moyen orient.
dont : Arabie Saoudite 32%, Emirats 22%.

Hors du moyen orient, le principal fournisseur est la Russie. Sinon de petites quantités viennent du Mexique, d'Indonésie, du Venezuela, du Kazakhstan...

Il est intéressant de noter que le Japon n'achète pas de pétrole africain, à part 23 000 b/j du Tchad.

Le premier vol, ce mercredi matin, du Mitsubishi Regional Jet du groupe MHI est un pari industriel et économique très risqué pour le Japon.

Peu après 10 heures, un MRJ 90, pouvant théoriquement emporter 88 passagers, a décollé en douceur pour un vol d’essai d’une heure et demie, qualifié de “grand succès” par les équipes de Mitsubishi Aircraft Corporation, la filiale de MHI en charge de ce projet extrêmement audacieux et risqué.

L'Iran est le 5ieme fournisseur de pétrole du Japon.
Tokyo Imports 26% More Oil From Iran in 2015

Japan’s Ministry of Economy, Trade, and Industry announced that Tokyo imported 26 percent more oil from Iran in 2015. According to a report released by the ministry, Japan’s crude imports from Iran amounted to 1086 million kilo liters or 243,000 barrels per day, which shows a 26-percent increase compared with the previous month.

Japan had imported 864,000 kilo liters or 193.000 barrels per day of oil from Iran in January 2015, and 1161 million kilo liters or 260,000 barrels per day in February 2014.

The significant increase of oil Japan imported from Iran in February comes as the country’s total oil imports witnessed a decrease of 6% compared with the month before.

Iran supplied 6.7% of Japan’s oil imports in February, making it the fifth major supplier of Tokyo’s crude in this month.

Earlier in February, data released by Japanese authorities indicated that the Japanese oil imports from Iran in January 2015 reached 193,000 barrels per day, showing a 34 percent rise compared to the month before.

A voir sur la durée mais il semble que la stratégie d'étranglement de l'Iran continue. Ce qui maintien des prix du pétrole élevé... On se demande vraiment quel sont les objectifs... :-k
Il nous manque de la distance dans le temps pour vraiment apprécier ce qui ce joue depuis ces 10 dernières années et surtout ces 5 dernières.

JEDDAH — Saudi Arabia’s crude oil exports to Japan seized the top spot among the GCC oil-producing countries, although imports from the Kingdom shrank 4.4 percent from a year earlier to 1.13 million bpd, followed by the United Arab Emirates with 816,000 bpd, up 16.3 percent, Japan’s Natural Resources and Energy Agency said in a preliminary report Friday. Qatar ranked third, with shipments falling 8.3 percent to 343,000 bpd and Oman was fourth with 167,000 bpd.

Kuwait’s crude oil exports to Japan fell 49.7 percent in July from a year earlier to 5.17 million barrels, or 168,000 barrels per day (bpd), for the first decline in six months, the government said Friday.

However, Kuwait remained Japan’s fourth-biggest oil supplier last month since overtaking Iran in March, providing 4.9 percent of the country’s total crude imports, the Natural Resources and Energy Agency said in a preliminary report.

Japan’s overall imports of crude oil went down 2.4 percent year-on-year to 3.42 million bpd for the first drop in two months. Shipments from the Middle East stood at 2.72 million bpd, and accounted for 83.3 percent of the total, down 6.6 percentage points from the year before.

Although the Japanese government has decided to provide insurance for tankers carrying Iranian crude bound for Japan, no imports from Iran were recorded in the month of July. The legislation enables the world’s No.3 oil consumer to continue importing Iranian oil even after new European Union (EU) sanctions against Iran starting from July 1, which ban insurance firms of EU countries from covering Iran’s exports. Japan has already secured a waiver from US financial sanctions against Iran in return for cutting its imports of Iranian crude oil.

Le Japon s'engage à réduire ses importations de brut iranien :

TOKYO (Reuters) - Le Japon s'est engagé jeudi à réduire progressivement ses importations de pétrole iranien pour soutenir les sanctions américaines contre la République islamique, accusée par Washington de chercher à se doter d'un arsenal nucléaire.

A l'occasion d'une visite à Tokyo du secrétaire américain au Trésor Timothy Geithner, le ministre des Finances Jun Azumi a promis de prendre des actions concrètes pour réduire "de manière planifiée" la part de l'Iran dans ses importations de pétrole, actuellement de 10%.

"D'un autre côté, il nous faut du temps dans les domaines relatifs au pétrole raffiné, et j'ai demandé au secrétaire de prendre en compte la situation du Japon", a-t-il dit.

Selon le quotidien Yomiuri, Tokyo négocie parallèlement pour que les banques japonaises traitant avec la banque centrale iranienne soient exemptées de sanctions financières par les Etats-Unis.

Washington a promulgué le 31 décembre une nouvelle loi prévoyant de sanctionner les institutions financières traitant avec la banque centrale d'Iran, principal canal financier pour les transactions pétrolières de la République islamique.

Mais les Etats-Unis peuvent accorder des dérogations à certains pays s'ils le jugent nécessaire pour garantir la stabilité du marché de l'énergie.

La Chine, où Geithner s'est rendu mercredi, a repoussé les appels américains même si Pékin a réduit ses achats de janvier et février pour une querelle de contrat.

"L'Iran est un fournisseur de pétrole extrêmement important pour la Chine et nous espérons que les importations de pétrole chinoises ne seront pas affectées, car nous en avons besoin pour notre développement", a déclaré le vice-ministre des Affaires étrangères Zhai Jun lors d'une conférence de presse.

L'Iran est le troisième fournisseur de pétrole de la Chine après l'Arabie saoudite et l'Angola.

Au total, la Chine, le Japon et l'Union européenne absorbent la moitié des exportations de pétrole iranien, qui représentent 2,6 millions de barils par jour.

Jusqu'ici sans effet notoire, les sanctions internationales infligées depuis des années à Téhéran pour condamner la poursuite de ses activités nucléaires sensibles commenceraient à avoir de véritables conséquences sur son économie et pèsent sur le cours du rial, la monnaie nationale.

Le chef de la diplomatie japonaise Koichiro Gemba s'est déclaré aujourd'hui "extrêmement inquiet" face à la tension prévalant entre l'Occident et l'Iran, et a appelé à une "solution diplomatique".

Le Japon "est très inquiet quant aux derniers développements", a déclaré le ministre, interrogé lors d'une conférence de presse à Abou Dhabi sur les menaces de Téhéran de fermer le détroit stratégique d'Ormuz.

"Nous pensons que le problème doit être résolu par la voie diplomatique et que le dialogue avec l'Iran doit se poursuivre".

Iran 4th largest oil supplier to Japan

The Islamic Republic of Iran has become the fourth largest oil supplier to Japan in October, exporting nearly 262,000 barrels of crude oil per day to the East Asian country, a report says.


The figure reflects a 2.3- percent growth over the corresponding number for the previous year, according to the Japanese Natural Resources and Energy Agency, quoted in a Saturday report by Shana, the official website of Iran's Oil Ministry.

Saudi Arabia remained the largest oil supplier to Japan, exporting 1.03 million barrels per day (bpd), up 13.2 percent, followed by the United Arab Emirates with 737,000 bpd. Qatar is ranked the third largest oil supplier to the Asian Pacific country with 355,000 bpd.

However, Kuwait's oil exports to Japan dropped 33.3 percent in October compared with the previous year to 6.54 million barrels, or 211,000 bpd.

Japan, which is the world's third largest consumer of crude, has been the largest purchaser of Iranian oil over the past years.

Iran holds the world's third largest oil reserves and is the second major oil exporter among members of the Organization of Petroleum Exporting Countries (OPEC).
