U.S. Approves Oregon LNG Project That Could Boost Supply To Asia

By Tsvetana Paraskova - Jul 07, 2020

The U.S. Department of Energy issued a final long-term order to authorize exports of liquefied natural gas (LNG) from a project in Oregon that they expect will help the U.S. sell gas to the fastest-growing import market, Asia.

The U.S. Department of Energy authorized exports of up to 1.08 billion cubic feet per day of natural gas from the proposed Jordan Cove LNG Terminal in Coos Bay, Oregon, owned by Canada’s Pembina Pipeline Corporation.

“Today’s issuance to Jordan Cove serves to further expand opportunities for U.S. LNG abroad, particularly in the growing markets of Asia, and encapsulates what the Trump Administration has been working hard on for the past three years – providing reliable, affordable, and cleaner-burning natural gas to our allies around the world,” U.S. Secretary of Energy Dan Brouillette said in a statement.

Jordan Cove LNG, expected to come online in 2025, is poised to create 6,000 jobs during peak construction and an estimated 8,500 spin-off jobs in sectors like hospitality, retail, tourism, and healthcare, Pembina says.

The project, however, continues to face opposition, including from citizen organizations, Oregon lawmakers, and the state of Oregon, which has yet to issue vital permits for the project.

Jordan Cove is the latest LNG project to receive authorization from the U.S. Administration as several LNG export projects were approved and started operations over the past few years.

If Jordan Cove LNG obtains Oregon state permits, it could become a key export project for U.S. LNG from the Pacific Coast to the largest LNG importers in the world in Asia—China, Japan, and South Korea.

Earlier this year, the U.S. Federal Energy Regulatory Commission (FERC) approved the construction and operation of the Alaska LNG project estimated at US$43 billion, which has been years in the planning but still lacks investor commitments for its completion. ... -Asia.html

Trop de gaz LNG sur le marché. Si ça continue des capacités de production devront fermer aux USA.
Natural Gas Price Plunge Could Soon Lead To Shut-Ins

By Nick Cunningham - Jun 28, 2020

Natural gas prices plunged to new lows this week, falling below $1.50/MMBtu, a catastrophically low price for U.S. gas drillers. The factors afflicting the gas market are multiple. Prices had already fallen below $2/MMBtu at the start of 2020, weighed down by oversupply. But it wasn’t a problem confined to the U.S. There was also a global glut of LNG due to a wave of capacity additions in 2019.

That was the situation heading into 2020. But just as the Covid-19 pandemic tore apart the oil market, natural gas also went into a tailspin. Global gas demand is expected to fall by 4 percent this year, “largest recorded demand shock” in history, according to the International Energy Agency.

Buyers of U.S. LNG are now cancelling shipments at a rapid clip. U.S. LNG exports have declined by more than half compared to pre-pandemic levels.

“There would have been too much LNG in the world even without Covid-19,” Ben Chu, a director at Wood Mackenzie’s Genscape service, said in a statement. “Covid-19 has made it worse.”

Buyers abroad are willing to pay a cancellation fee instead of receiving shipment from U.S. exporters, a sign of how badly the market has deteriorated. For August delivery, between 40 and 45 cargoes have been cancelled, nearly double the rate of cancellation in June.

U.S. LNG Exports Crash By More Than 50%

By Charles Kennedy - Jun 23, 2020

Historically low natural gas prices have caused U.S. LNG exports to crash by more than 50 percent since January.

The U.S. has now become the world’s swing producer of LNG, a historic moment for markets.

The EIA expected U.S. LNG export capacity to be utilized at less than 50 percent through to August

Mountain Valley gas pipeline to enter service early-2021
Mountain Valley Pipeline LLC plans to place its 303-mile natural gas transmission pipeline in service early-2021. The project, to be operated by EQM Midstream Partners LP, is 92% complete.

OGJ editors Jun 12th, 2020

Mountain Valley Pipeline LLC plans to place its 303-mile natural gas transmission pipeline in service early-2021. The project, to be operated by EQM Midstream Partners LP, is 92% complete.

Mountain Valley’s three compressor stations are 100% complete and its three original certificated interconnects are 100% complete with a fourth approved for construction in 2020. About 80% of the pipeline work is complete including 264 miles of 42-in. OD pipe welded and in place and restoration of 50% of the right-of-way.

The pipeline will carry 2 bcfd of Marcellus and Utica shale production from northwestern West Virginia to southern Virginia.

The US Federal Energy Regulatory Commission in October 2019 issued a stop-work order on the project, pending completion of a biological opinion. Mountain Valley has been working on environmental stabilization and restoration in the meantime as well as maintenance of existing erosion and sediment controls.

Mountain Valley said the 2021 in-service date includes continued timing uncertainty regarding permits for a 3.7-mile crossing of the Jefferson National Forest and Appalachian Trail and waterbody crossings totaling about 10 miles.

The company projects a 5% cost increase above the $5.4 billion estimated.

La réduction du Gaz coproduit avec les oil shale en crise se voit clairement.

Et les exportation de LNG se cassent bien la gueule :
Natural gas deliveries to U.S. LNG export facilities decline to the lowest level since October 2019

Natural gas deliveries to U.S. facilities producing liquefied natural gas (LNG) for export ("LNG feedgas") declined to 5.6 billion cubic feet per day (Bcf/d) on May 24, 2020, and averaged 6.7 Bcf/d from May 1 through May 26, according to data by IHS Markit. This was the lowest level of LNG feedgas deliveries since October 2019, despite 2.0 Bcf/d baseload (2.3 Bcf/d peak) of new liquefaction capacity that was commissioned over this period.

Declining levels of feedgas to LNG export facilities (and LNG export volumes) reflect a seasonal decline in LNG demand in the major consuming markets in Asia and Europe, as well as the reduction in global LNG demand resulting from mitigation efforts related to the corona virus (COVID-19), and historically low global LNG spot prices, which reduce economic viability of U.S. LNG exports. Lower levels of U.S. LNG exports are expected to continue through the summer as buyers have cancelled as many as 20 cargoes for June delivery and up to 45 cargoes for July delivery, according to trade press reports.

The project includes a projected export capacity of about 1.7 billion cubic feet per day.

McDermott International Inc.’s Cameron LNG project has entered the final commissioning stage for the Phase 1, three-train liquefaction-export project in Hackberry, La., as it began introducing pipeline feed gas flow to the third and last liquefaction train.

McDermott has delivered engineering, procurement, construction, and commissioning for the project since it began. The project includes a projected export capacity of more than 12 million tonnes per annum of LNG, or about 1.7 billion cubic feet per day.

Approximately 88 million hours have been worked without a lost-time incident and 58 liquefied natural gas cargoes have been shipped from the facility.

"Congratulations to everyone on the Cameron LNG project team for their continued commitment to project delivery and high-quality standards as we work toward completion of Train 3,” said Mark Coscio, McDermott's Senior Vice President for North, Central and South America. "Their hard work and strong safety performance have propelled us to the final train of the project, and we look forward to keeping this momentum through completion."

Cameron LNG is jointly owned by affiliates of Sempra LNG, Total, Mitsui & Co., Ltd. and Japan LNG Investment, LLC., a company jointly owned by Mitsubishi Corp. and Nippon Yusen Kabushiki Kaisha (NYK). Tellurian plans spending cuts as US LNG market turmoil mounts

in General Energy News 04/03/2020

Tellurian will cut spending and try to extend a loan due in May to give it some breathing room, it said Monday, as it appears unlikely the developer will meet a previous target to build sufficient commercial support by the end of this month to advance its Driftwood LNG project in Louisiana.

The disclosures come as LNG markets are hemorrhaging, amid low international prices spurred by a supply glut, weaker than expected demand in key end-user markets and travel restrictions due to the spread of the coronavirus — the respiratory illness first observed in China in December.

Le prix du gaz aux USA sur un plus bas de 20 ans.
Natural Gas Hits Lowest February Price In Two Decades

By Tsvetana Paraskova - Feb 14, 2020

Warmer winter weather this year has reduced U.S. natural gas demand for heating, and as production growth continues to exceed demand growth, U.S. natural gas prices slumped this month to their lowest February levels in two decades, the Energy Information Administration (EIA) said on Friday.

Natural gas prices at the Henry Hub benchmark closed at $1.77 per million British thermal units (MMBtu) on Monday, February 10. This was the lowest closing price for a day in February since at least 2001, according to Bloomberg and FRED data compiled by the EIA. The $1.77 per MMBtu price was also the lowest price in any month in nearly four years—since early March 2016.

Natural gas prices dipped to below US$2 per MMBtu this January for the first time in almost four years. This winter season, the glut is further aggravated by higher gas production in the Permian, higher than normal inventories, and warmer weather so far this winter.

U.S. Department of Energy Issues Four LNG Export Approvals

WASHINGTON, D.C. 10 February 2020

Today, the U.S. Department of Energy (DOE) announced the issuance of four long-term orders authorizing the export of domestically produced liquefied natural gas (LNG) from four proposed LNG export projects in Texas: Annova LNG, Rio Grande LNG, and Texas LNG, all located in Brownsville, TX; and Corpus Christi LNG’s Stage III in Corpus Christi, TX.

“The Trump Administration recognizes the importance and increasing role U.S. natural gas has in the global energy landscape,” said U.S. Secretary of Energy Dan Brouillette. “The export capacity of these four projects alone is enough LNG to supply over half of Europe’s LNG import demand. With today’s authorizations, we are paving the way for more U.S. natural gas exports to bring energy security and prosperity to our allies around the world.”

“Approval of these four LNG export authorizations in Texas is another step by the Trump Administration to ensure our country’s energy and national security,” said Under Secretary of Energy Mark W. Menezes. “New LNG authorizations mean new jobs and economic growth in the U.S., as well as the potential for new market opportunities abroad. Ongoing progress to streamline energy infrastructure and project approvals is a hallmark of this Administration.”

Under the orders issued today, the following authorization holders will have the authority to export the volumes of natural gas as LNG in billion cubic feet per day (Bcf/d) as shown below:

Annova LNG Common Infrastructure, LLC (0.99 Bcf/d)
Rio Grande LNG, LLC (3.61 Bcf/d)
Texas LNG Brownsville, LLC (0.56 Bcf/d)
