Shell Suspends Production At The World’s Largest Floating LNG Facility

Shell has halted production at Prelude LNG – the world’s largest floating liquefied natural gas facility offshore Australia – due to a trip, a spokesperson for the supermajor said on Friday without giving details when production could resume.

“Production on the Shell-operated Prelude FLNG facility has been temporarily suspended due to a trip,” a spokeswoman for Shell told Reuters on Friday.
“We are working methodically through the stages in the restart process with safety and stability foremost in mind,” the spokeswoman added.

The Prelude floating LNG production facility offshore northwestern Australia has an annual capacity of 3.6 million tons.

Friday’s incident is the latest issue that Shell has faced at Prelude LNG in the past year. Between July and September last year, production and exports at Prelude LNG were disrupted due to industrial action at the facility as trade unions demanded higher wages.

Trade unions in Australia extended their strike several times between July and September, also extending the period in which the operator Shell was not able to ship LNG from the facility.
Shell exported some LNG cargoes from Prelude during the strike, but production was taking place at reduced rates to match storage capacity amid the disruption of the tanker berthing process for vessels to pick LNG.

After the pay dispute was settled, Shell had to shut down Prelude LNG again at the end of 2022 due to a fire that occurred on December 21. A small fire was detected on board Prelude in a turbine enclosure. While the fire was quickly contained using a hand-held extinguisher, and there were no injuries, production at the facility was shut down again. Prelude LNG resumed output around a month after the incident.

Apart from being a major LNG producer, UK-based supermajor Shell is the world’s largest trader of liquefied natural gas.

Prelude FLNG Loads Out First Cargo Since Fire

Even though Shell has not confirmed any restart on its massive Prelude FLNG, Reuters reported that the Methane Becki Anne LNG tanker has begun loading.

The Methane Becki Anne was the first LNG tanker to berth at Shell's Prelude floating LNG site off Western Australia since it was shut down after a fire.

According to Reuters, the LNG carrier vessel berthed at the Prelude plant on January 17, Refinitiv ship-tracking data showed. Refinitiv’s data also showed that LNG has already begun loading.

The location of the Methane Becki Anne provided by VesselsValue also confirms that the vessel is at the Prelude FLNG site.

The facility can produce up to 3.6 million tons per annum of LNG, but issues have plagued its production since the start. Prelude FLNG initially faced start-up delays with the first LNG cargo departing the unit in June 2019, two years after it had arrived at the field from South Korea.

The first major outage occurred in February 2020 when an electrical trip caused Shell to shut down production. It was not brought back online until January 2021.

Prelude FLNG facility experienced an unplanned event that resulted in a complete loss of power at the facility on December 2, 2021, which subsequently led to unreliable and intermittent power availability over 3 days. It was shut down by Australia’s offshore regulator.

After the offshore regulator gave it the go-ahead, Shell completed the loading of the first vessel that left the Prelude FLNG site in early April 2022. Accidentally, the LNG carrier in question at the time was the same vessel as now – the 170,000-cbm GasLog Partners-owned Methane Becki Anne.

Good times on the Prelude didn’t last though as the facility was shut down again due to a union spat. The end of the year was no better. Prelude was hit by a fire in December 2022 and production had been temporarily suspended. At the time, Shell gave no timeline for when the plant would resume output.

Prelude FLNG has a production capacity of at least 5.3 million tons per annum (mtpa) of liquids – comprising 3.6 mtpa of LNG, 1.3 mtpa of condensate, and 0.4 mtpa of liquefied petroleum gas. Shell holds a 67.5 percent interest in the facility, with Inpex holding a 17.5 percent stake, KOGAS holding a ten percent interest, and CPC holding a five percent stake.

Trade unions in Australia have extended until August 11 their strike over a pay dispute at the Prelude LNG platform offshore northwestern Australia, extending the period in which the operator Shell would not be able to ship LNG from the facility.

The Offshore Alliance union and the Electrical Trades Union demand more pay in an industrial action that began in June. Shell was exporting LNG from Prelude last month, but production was taking place at reduced rates to match storage capacity amid the disruption of the tanker berthing process for vessels to pick LNG.

Earlier this month, Shell said it was shutting down production at the LNG facility. Shell had already warned at the end of June that shipments out of Prelude would be disrupted due to the industrial action. The floating LNG production facility offshore northwestern Australia has an annual capacity of 3.6 million tons.

Prelude LNG remains shut down as the pay dispute escalates, and the trade unions on Tuesday extended bans for their workers that keep them from performing tasks such as the transfer and supply of hydrocarbons from the platform.

Shell, for its part, declines to resume talks with unions until they call off the work stoppages, Reuters reports, citing a letter from Monday it has seen.

The disruption of LNG shipments from Prelude comes amid high LNG demand, especially in Europe, which is driving spot LNG prices and benchmark natural gas prices higher.

Europe is scrambling to secure more LNG as Russia slashed gas supply via the Nord Stream pipeline to Germany. Russia is further reducing flows via Nord Stream this week, to just 20% of the pipeline’s capacity, days after restarting the link at 40% capacity after regular maintenance. Russia’s reasons: another turbine at a compressor station is up for maintenance and repairs.

In addition, the Freeport LNG facility in the United States is shut down after a fire in early June and is not expected to resume full operations for another few months.

J'avais raté ça il y a quelques mois, un incendie sur le complexe Prelude, qui mena à une cascade de problèmes techniques.

Il semblerait que ca va pouvoir redémarer.
Shell gets green light to restart giant Prelude LNG vessel off WA coast

Shell has received an all-clear to restart its $24 billion Prelude LNG vessel off the coast of Broome, three months after a fire triggered a cascade of failures that shut down numerous power and safety systems vital to the welfare of nearly 300 crew.

The Prelude’s problems began in early December 2021 when a small fire triggered an emergency shutdown that depressurised the Prelude’s complex plant by sending vast quantities of gas to a flare tower to be burnt.

With no gas to generate power, the Prelude relied on three diesel backup units that all failed to work properly. The fire was quickly extinguished but for several days Prelude’s multitude of complex systems to keep the vessel and its 293 crew safe only operated sporadically due to a lack of reliable power.

Crew reported temperatures as high as 45 degrees in their living quarters with humidity making it difficult to walk on the wet floors. Some crew worked 30-hour shifts to fix a cascade of technical problems.

Four of seven crew treated for heat exhaustion required intravenous drips.

Most communications systems failed and more than half the crew were evacuated from the vessel moored 475 kilometres north-east of Broome.

Offshore regulator NOPSEMA concluded the unreliable power produced “significantly higher than normal” risks on the Prelude, including cooling of structural steel near the vast LNG tanks that “could lead to catastrophic failure if unmitigated”. A repeat of the incident was “foreseeable and credible.”

The regulator said Shell did not sufficiently understand the power system on the world’s largest floating vessel and directed it to halt production until it could keep the Prelude safe if the power failed again.

To restart Shell had to determine what happened, develop a plan to fix all the problems identified, and convince NOPSEMA it could safely recover power if it failed again.

On Friday, the regulator closed out the direction, removing any regulatory constraints on Shell bringing the Prelude back to production just as the LNG market is booming as Europe scours the globe for alternatives to Russian gas.

Several days before the regulator removed its bar on production a Shell spokeswoman said it would work methodically to prepare for restart.

“We have not provided a timeframe for restart as our focus remains on working through the process with the safety of people and stability of the facility foremost in mind,” she said.

TechnipFMC’s scope of work included the project management, engineering, procurement, installation, commissioning and start-up for Prelude.

Royal Dutch Shell has carried out the first shipment of liquefied natural gas (LNG) from its Prelude floating natural gas (FLNG) facility offshore Western Australia (WA).

The shipment will be delivered by the Valencia Knutsen LNG tanker to customers in Asia.

The Prelude FLNG facility is located in the Browse Basin, approximately 475km offshore the coastal town of Broome in WA. Designed for the extraction and liquefaction of LNG without the need for an onshore processing plant, the facility is the largest FLNG platform as well as the largest offshore facility ever constructed.

The Prelude project is expected to produce 3.6 million tonnes per annum (mtpa) of LNG, 1.3 mtpa of condensate and 0.4 mtpa of liquefied petroleum gas.

Shell is the operator of the Prelude FLNG project with an operating interest of 67.5%. Partners in the joint venture include Japanese oil company INPEX with 17.5%, Korean natural gas company KOGAS with 10% and Overseas Private Investment Corporation (OPIC), the US government’s development financial institution, with 5%.

The FLNG facility first arrived in the Browse Basin in July 2017 and entered its initial phase of production in December 2018, with the first condensate cargo from Prelude shipping in March 2019.

Shell integrated gas and new energies director Maarten Wetselaar said: “Today’s first shipment of LNG departed from Prelude FLNG, safely. Everyone involved should be very proud of the work taken to reach this important milestone.

“Prelude forms an integral part of our global portfolio and plays an important role in meeting the growing demand for more and cleaner energy for our customers around the world.”

Speaking after the release of its Q1 earnings, Uhl said the first LNG would follow the shipment of the first condensate cargo from Prelude last month.

Prelude FLNG is one of the most anticipated LNG projects in recent years due to its deployment as the world’s largest floating facility, though it has experienced delays due to unspecified production issues.

“We expect to ship our first cargo of LNG in Q2 this year,” Uhl said.

The first gas flowed into the facility in the fourth quarter, she added.

Prelude has a production capacity of 3.6 million mt/year of LNG, 1.3 million mt/year of condensate and 0.4 million mt/year of LPG.

The facility, located 475 km north-northeast of Broome in Western Australia, is operated by Shell with a 67.5% stake.

Its partners are Japanese explorer Inpex with 17.5%, South Korea’s Kogas with 10% and Taiwan’s CPC Corp. with 5%.

Royal Dutch Shell said on Wednesday it has begun output at its Prelude floating liquefied natural gas (FLNG) facility in Australia, the world's largest floating production structure and the last of a wave of eight LNG projects built in the country over the last decade.

Though the project started up later and cost more than originally estimated, it is expected to further cement Australia's lead as the world's biggest LNG exporter, after the country took the crown in November.

In a statement, Shell said wells have now been opened at the Prelude facility, located 475 kilometres north-north east of Broome in western Australia. This means Prelude has now entered start-up and ramp-up, the initial phase of production where gas and condensate - which is an ultra-light form of crude oil - is produced and moved through the facility.

Prelude is expected to have an annual LNG production capacity of 3.6 million tonnes, 1.3 million tonnes a year of condensate and 400,000 tonnes a year of liquefied petroleum gas (LPG).

Shell did not immediately respond to a Reuters query on when first LNG will be exported from the facility, but analysts estimate exports to start by early next year, with condensates likely to start first.

"First LNG cargo is still several weeks assuming all proceeds as planned, but the timing of first cargo and pace of ramp-up is still subject to technical risk," said Saul Kavonic, energy analyst at Credit Suisse in Sydney.

"Given Prelude's novelty, geographic conditions and challenges, it may be subject to greater risk to timeline from wellhead production to first cargo than an average LNG project," he said. "We expect Shell to seek to get it done right, rather than rush things."

Shell owns 67.5 percent of the project, while Japan's Inpex Corp, Taiwan's CPC Corp and Korea Gas Corp hold the rest of the shares.

Pas trop de nouvelles du Prelude sinon qu'il est maintenant ancré à poste :
24 Dec 2017........Now the floating facility sits at its first location, Shell's Prelude gas field, around 125 miles north off the Western Australian coast.
In 2018, the 488-meter long facility, also called Prelude, will begin its job of extracting and processing gas at sea.

Vidéo Le Prelude vient de terminer son périple vers l'Australie. Cette unité géante de gaz naturel liquéfié a quitté le chantier naval de Geoje en Corée du Sud le 29 juin dernier. Le Prelude est l'une des plus grande structure flottante au monde.

Shell Australie vient d'annoncer mardi 25 juillet que son unité flottante de gaz naturel liquéfié (FLNG) Prelude était arrivée dans les eaux australiennes.

Le Prelude, a quitté le chantier naval de Samsung Heavy Industries à Geoje (Corée du Sud) le 29 juin. Cette unité de production et de stockage de gaz naturel mesure quelque 488 mètres de long et 74 mètres de large.

Le mastodonte a débuté un périple de 5 800 kilomètres pour rejoindre l'Australie. Tiré par trois remorqueurs faisant chacun plus de 75 mètres de long et un quatrième remorqueur est présent en cas de problème. Se déplaçant à une vitesse maximum de 5 nœuds, le voyage aura finalement duré moins d'un mois.

Lev Prelude est positionné dans le bassin de Browse, situé à environ 475 kilomètres de la côte de Broome en Australie. Seize lignes amarrent l'embarcation à une profondeur d'eau de 250 mètres. Il sera ensuite connecté aux infrastructures implantées sous l'océan et commencera à produire en 2018.

Le FLNG Prelude a quitté le jeudi 29 juin au matin le chantier Samsung Heavy Industries (SHI) de Geoje, en Corée du Sud, a annoncé Shell. Il devrait mettre environ 30 jours pour atteindre le site de sa future exploitation, à 475 km au large de Broom, en Australie occidentale.

Son arrivée est prévue vers le 30 juillet. Plus grande structure flottante jamais construite au monde, l’installation de liquéfaction est transportée par les remorqueurs de haute mer Terasea Hawk, Terasea Falcon et Terasea Osprey du singapourien Posh Terasea Offshore.
Une fois arrivé sur site, le FLNG construit par SHI et TechnipFMC sera amarré via seize lignes, par une profondeur d’eau de 250 mètres. La phase de mise en service des installations pourra alors débuter. Le FLNG commencera à produire en 2018.
