Search for offshore oil and gas project in Bahrain to start next year
Tatweer Petroleum has partnered with Italian firm Eni to seek out deposits in an area known as “offshore block one”

14 November 2019

A major offshore oil and gas exploration project off Bahrain’s north coast is due to start in the first quarter of next year.

Tatweer Petroleum has partnered with Italian firm Eni to seek out deposits in an area known as “offshore block one”, which measures 2,800 square kilometres.

Oil Minister Shaikh Mohammed bin Khalifa Al Khalifa told MPs yesterday that previous attempts in that area had failed, but expressed hope that Eni’s expertise in offshore exploration would bear fruit.

Eni has already conducted a study of the area, in which water depths range from 10 to 70 metres, and signed a Memorandum of Understanding (MoU) with the National Oil and Gas Authority in January this year.

Bahrain Seeks US Partners for Offshore Shale Discovery

by Matthew V. Veazey|Rigzone Staff|Friday, April 05, 2019

The kingdom, whose capital Manama appears above, is pursuing another oil and gas industry first.
Home to the oil and gas talent base that has successfully developed world-class unconventional resource plays such as the Permian Basin and the Eagle Ford Shale, Texas boasts a formidable storehouse of world-class expertise within its extensive borders.

The smallest country in the Middle East wants to import some of that Texas-sized know-how to develop a massive oil and gas discovery.

Shaikh Mohamed bin Khalifa Al-Khalifa, Bahrain’s oil minister who leads the island kingdom’s National Oil and Gas Authority (NOGA), is visiting the Lone Star State this week to entice U.S. operating and service companies to consider doing business in the Arabian Gulf country.

In 2018, NOGA announced the kingdom’s largest-ever oil and gas discovery in the shallow waters of the Khalij Al-Bahrain Basin. The ministry, working alongside DeGolyer and MacNaughton, Halliburton and Schlumberger to assess the find, has reported that the discovery could hold at least 80 billion barrels of tight oil in place – on a P50 basis – and deep gas reserves ranging from 10 to 20 trillion cubic feet.

According to a Columbia University Center on Global Energy Policy commentary written by the CEO of consulting firm Qamar Energy, Bahrain would claim a milestone for the oil and gas industry by developing the resource: the first instance of commercial offshore shale oil production. The feat, however, would not mark Bahrain’s first claim to fame in the industry. Standard Oil of California in 1932 made the first Arabian Gulf oil discovery in Bahrain, Al-Khalifa noted.

“This discovery is obviously an opportunity to increase production of oil but also rich gas – like in Texas with the Eagle Ford and Permian and ethane and other natural gas liquids,” Al-Khalifa told Rigzone. “We’re close to some of the region’s largest ethane processing facilities.”

For instance, Al-Khalifa pointed out that Bahrain is close to some of the Middle East’s largest petrochemicals sites – such as Dow Chemical Co. and Saudi Aramco’s Sadara complex in Jubail Industrial City, Saudi Arabia.

Calling unconventional oil and gas production “very much a U.S.-based phenomenon,” Al-Khalifa pointed out that he and other Bahraini officials held earlier meetings with U.S. players last summer. This time around, they are collaborating in talks with operating and service companies as well as entities such as the American Chamber of Commerce (AmCham) and the U.S. Chamber of Commerce.

“We’re trying to learn from the phenomenon that happened here and see if we can attract some of the companies to locate in Bahrain,” said Al-Khalifa, adding that the kingdom has set up a virtual data room and has “invested money” to better explain the quality of the resource to interested parties. “We’re collecting information and trying to set up the right structure for companies to invest. We want them to make money and apply their technologies.”

Al-Khalifa added that Bahrain’s free trade agreement with the United States, coupled with its close proximity to Saudi Arabia and other Gulf Cooperation Council countries, make the kingdom a good launching pad for business opportunities in the region. Moreover, he noted that Bahrain boasts a “very liberal and relaxed environment for foreign companies.”

“It’s an easy place to set up shop” for companies of various sizes, said Al-Khalifa, adding that the kingdom is also looking at the possibility of direct flights to Houston to facilitate trade ties.

The oil minister declined to reveal specifics tied to ongoing analysis of the discovery, but he said that early signs appear positive. A pair of rigs, one operated by Helmerich and Payne and another by Trinidad Drilling, are currently mobilized under a two-year drilling program to evaluate the resource.

“I think it’s a bit too early to throw out (anticipated) production numbers, but I can tell you the quality of the rock is very superior,” Al-Khalifa said. “We’re drilling a few wells to make the data available. It is the source rock (the Ghawar Uplift) that gave you the largest oil field in the world.”

According to a 2018 NOGA written statement, Bahrain officials aim to have the discovery on production within five years.

Bahrain aims for formal discussions with investors on shale oil reserves by end-2019

29/01/2019

Bahrain aims to start formal discussions with foreign investors to develop its shale oil play in the Khaleej al-Bahrain basin by the end of this year, Bahrain’s minister of oil Shaikh Mohammed Khalifa al-Khalifa told S&P Global Platts in an interview.

The basin’s oil in place reserves was independently evaluated at 80 billion barrels of oil.
“More important than [the oil in place estimate] is what percentage can be recovered, and that’s the recoverable reserve,” Khalifa said.

“That’s what we are working on today, we’re drilling a couple of wells and we will put them on production and study the performance of those wells and make the data available. And the idea is to attract international investors, companies that are in the tight shale business.”

Bahrain has already begun informal talks with investors and is engaging with advisors on the different options to monetize recoverable reserves, including options for a licensing round or joint venture projects.

“We are trying to get as much information to de-risk the investment forecast. We want to make it attractive to these companies,” Khalifa said.

A project with Italy’s Eni to develop Block 1 offshore Bahrain is also making headway.

An MOU has already been signed, and once concession terms have been agreed, it needs to receive parliamentary assent.

Technical work is already completed, and the next step is for Eni to begin drilling operations.

Bahrain’s main focus will remain on developing these projects and resourcing within the country.

Eni signs Bahrain exploration deal

14 JANUARY 2019

Eni has continued its run of wins in the Middle East with the signing of a new exploration deal in Bahrain, the Italian oil company announced on 13 January.

Eni signed a memorandum of understanding with Bahrain’s National Oil & Gas Authority (Noga) to explore for oil and gas in the kingdom’s offshore Block 1 area.

The 2,800 square-kilometre block, which lies in the northern waters of Bahrain with depths ranging from 10m-70m, is still largely unexplored.

“With this signing, we aim to hold various discussions to review all relevant aspects of the technical and commercial terms of the potential exploration and development within a reduced timeframe,” Bahrain’s Oil Minister Sheikh Mohamed al-Khalifa said in a statement.

“Entering Bahrain will enable our company to expand its presence in a key region of the Middle East, in line with our strategy aimed at diversifying our exploration portfolio across basins with liquid hydrocarbon potential, while keeping high-quality stakes throughout the exploration phase,” Eni CEO Claudio Descalzi added.

The deal represents a first for Eni in Bahrain, one of the oldest oil producers in the region, but also one of the smallest. The kingdom produced about 213,000 barrels a day (b/d) in 2017, according to Noga. The majority of its output comes from the offshore Abu Safa field, jointly owned with Saudi Arabia. Only about 20 per cent comes from the onshore Bahrain field.

Bahrain announced the discovery of the Khaleej al-Bahrain basin, a major new shale oil and tight gas resource basin off the western coast, last year, which could hold more than 80 billion barrels of shale oil in place, along with 20 trillion cubic feet of gas.

State-owned Bahrain Petroleum Company has been in talks with unnamed international oil companies to partner on the development, with a target of producing up to 200,000 b/d, although it is yet to conclude a deal.

ANALYSIS
Bahrain begins long wait for its oil find to turn fruitful
But expectations about the size of the discovery have already touched a peak

June 3, 2018

........
Given the above, it’s no wonder then the reported new discovery is making headlines. The discovery announced in April is off the west coast of the country and is said to contain hydrocarbons in place for 80 billion barrels of oil and 11-bcm of gas of “conventional-unconventional” type formation.

But these initial estimates must undergo further scrutiny to assess the viability of the find. Although the numbers were assessed by independent consultants, Oil Minister Shaikh Mohammad Bin Khalifa Al Khalifa said that an “agreement has been reached with Halliburton to commence drilling on two further appraisal wells in 2018, to further evaluate reservoir potential, optimise completions, and initiate long-term production.”

The first well drilled by Schlumberger in October 2017, resulted in “high quality oil from the wells during the testing and flow back phases,” according to Schlumberger.

Some observers suggested that based on US experience with shale oil production, some 5-10 per cent of the oil in place might be recoverable, which is still highly significant compared to current reserves. Others suggested that a production of 200,000 barrels a day of oil and 10-bcm a year of gas can be expected according to, the Bahrain National Oil and Gas Authority (NOGA).

But there is a long way before any of this can happen and the is not expected to be in production before the next five years, provided Bahrain can lure experienced investors, especially from the US to help it develop.

Sceptics are loud too. A recent article in ‘Forbes’ said that “some analysts have urged caution about how difficult and costly it might be to exploit the new finds.”

Because the reservoir is bordering on conventional and unconventional oil, this may complicate matters and increase the production cost. Wood Mackenzie has said that “the oil will also be technically challenging and potentially high cost to develop.”
