Toujours moins.

Colombia hopes to boost oil reserves to 41 bln barrels by 2030

Oct 11, 2012

* Proven oil reserves currently at 2.2 bln barrels

* Andean country nearing output of 1 mln barrels a day

By Jack Kimball BOGOTA, Oct 11 (Reuters)

Colombia, Latin America's fourth-largest oil producer, hopes for a 20-fold increase in oil reserves to 41 billion barrels by 2030 in the best case scenario, or at least to 7.7 billion barrels in the worst case, the energy minister said on Thursday.

Oil output in Colombia has taken off over the last decade on the back of improved security, better fiscal terms and investment in heavy oil deposits, but the country has struggled to expand its proven reserves, currently at more than 2.2 billion barrels of oil and 5.4 trillion cubic feet of gas.

"(The energy planning department) has a study that shows three scenarios from now until 2030 about the incorporation of o i l and gas reserves: in a scarce scenario we'd have 7.7 billion barrels in 2030 and in one of abundance, 41 billion barrels," Energy Minister Federico Renjifo said in a statement.

After years of decline in the late 1990s, hefty investments have put Colombia back on the oil map and its output is about to reach 1 million barrels of oil per day (bpd).

But increased guerrilla attacks on oil infrastructure, delays in receiving environmental permits and social protests have hampered output growth over the last year p r eventing the country from reaching 1 million bpd goal within schedule.

Colombia produced 956,000 bpd in September.

"What keeps me up at night is more the reserves than arriving at one million barrels," Renjifo said.

Once dismissed as a failing state, Colombia is turning its image around by keeping leftist rebels at bay, which together with the implementation of pro-market policies, the creation of a streamlined hydrocarbons agency and lower taxes has helped to lure foreign investment.

The government expects $16 billion in foreign investment this year, most of which will go into oil and mining projects.

"The different studies of the various basins have yielded that number (41 billion barrels) as the potential but it's too risky for my taste to have that expectation," Luis Mejia, a former energy minister, told Reuters.

"If Colombia, without letting its guard down on exploration, arrives at some point to have any figure greater than the 5 billion barrels, that would be a more likely figure, but at the end of the day estimating barrels is like playing God."

Shell Colombia to invest $100M into oil exploration

22 May 2012

Petroleum company Shell has announced plans to invest $100 million into the exploration of oil fields in Colombia, according to financial publication La Republica.

Speaking at the eighth International Mining and Petroleum Congress in Cartagena Friday, Shell Colombia president Eduardo Rodriguez said the company was developing operations in the Eastern Plains region, alongside the northern Colombian departments of La Guajira and Magdalena.

After the company completed a number of seismic studies in La Guajira searching for deep water hydrocarbons, Rodriguez said new oil opportunities in the region were promising and that the company would continue to work in the area.

Gerald Schotman, executive vicepresident of research and development at Shell, said a deep water platform like the "Perdido" platform in the Gulf of Mexico, which extracts crude from a depth of 8,000 feet, would eventually be set up in La Guajira, pending more positive results from the field.

Colombia Awards 78 Oil Exploration Blocks

BOGOTA

The Colombian government awarded 78 oil exploration and production blocks Monday to 40 companies, opening the way for projected investment of more than $1 billion over the next three years.

The blocks, which were awarded by the Energy and Mines Ministry and the National Hydrocarbons Agency, or ANH, were included in Ronda Colombia 2010, a bidding round organized by the agency.

The government offered a total of 229 exploration blocks in several parts of the country in the bidding round.

Colombian state oil company Ecopetrol, French-owned Hocol, Canada’s Talisman, Royal Dutch Shell and a unit of Spain’s Repsol YPF were among the 40 firms awarded blocks, ANH said.

“This process will allow the country to increase investment in exploration, which is expected to rise to more than $1 billion during the next three years, continuing to contribute to higher future hydrocarbons production,” ANH director Armando Zamora said.

By 2015, Colombia aims to be producing 1 million barrels of oil per day, or nearly double its current output.

Colombia’s energy industry currently accounts for about 5 percent of gross domestic product and generates 400,000 direct and indirect jobs, officials said. EFE

Colombia Lures Exxon and Shell to Auction With Shale Oil

October 17, 2012

Colombia, South America’s third- largest oil supplier, plans to attract investment in new crude reserves and so-called unconventional energy deposits with its first government auction of blocks in two years.

Units of Royal Dutch Shell Plc, Exxon Mobil Corp. and state-controlled Ecopetrol SA are among companies that have pre- qualified to bid today on 115 blocks, including more than two dozen areas holding oil and natural gas trapped in shale rock, according to the website of the National Hydrocarbons Agency. Companies will submit proposals from about 9 a.m. Bogota time with preliminary results released during the day.

Colombia needs to find new reserves to ensure future increases in oil production that jumped 72 percent since 2007 as improved security drew record international investment. The nation’s reserves of about 2.3 billion barrels are equivalent to almost seven years of output, lagging reserves of smaller producers Ecuador and Argentina, U.S. government figures show.

“Seven years is a relatively small amount for a country that depends a lot on oil,” Juan David Pineros, an analyst at the nation’s largest brokerage, Interbolsa SA, said yesterday in a telephone interview from Medellin, Colombia. “It’s a big step to ensure future reserves.”

Shale Investments

Blocks will be awarded based on proposals for investment and the government’s share of production. Companies that have qualified to bid also include units of Brazil’s Petroleo Brasileiro SA and OGX Petroleo e Gas Participacoes SA, the government said last month. Rio de Janeiro-based Petrobras and OGX didn’t immediately respond to e-mails seeking comment.

The country will award rights to blocks covering about 13.5 million hectares (33.4 million acres) across mountainous central Colombia, its eastern plains and offshore in the Caribbean, according to Bogota-based National Hydrocarbons Agency.

The auction may draw $500 million in investment to unconventional reserves, the government said in March. Ecopetrol (ECOPETL), Colombia’s largest oil company, already is seeking partners to drill for the fuels.

A surge in production of unconventional energy in the U.S. is leading companies to search for new sources overseas, Pineros said. Production and reserves of U.S. shale natural gas more than quadrupled in 2010 from 2007, according to the website of the U.S. Energy Information Administration.

Patrick McGinn, a Houston-based spokesman for Exxon, declined to comment on the auction in an e-mail yesterday. Kelly OpDeWeegh, a Houston-based U.S. media relations officer for Shell, said the company is evaluating its participation, in an e-mail yesterday.

Million-Barrel Target
Colombia expects to produce more than 1 million barrels a day of crude at the end of December, Energy and Mines Minister Federico Renjifo said last week. Output was 956,300 barrels a day in September.

ConocoPhilips, Canacol to Explore for Colombian Shale Oil

BOGOTA February 27, 2013

Canacol Energy Ltd., a Calgary, Canada, firm that operates in Colombia, said Wednesday it will explore for shale oil with ConocoPhillips in Colombia's Middle Magdalena basin.

Under the terms of the deal, ConocoPhillips will pay $13.5 million in cash and carry the cost of the drilling, completing, and testing of up to 13 wells.

The deal signals Colombia's growing appeal as an attractive place for oil and gas companies to do business in South America.

In a statement, Canacol said the agreement between the two companies calls for exploration and potential development of the Santa Isabel contract, one of five contracts that Canacol has interest in totaling 334,000 net acres "that expose [Canacol] to a potentially large unconventional shale oil play as supported by recent drilling results."

Texas' ConocoPhillips will get 70% of any shale oil found in the deeper areas while Canacol would retain the other 30% and keep 100% of the rights of shallower reservoirs.

Govt: Colombia Oil Reserves Rise 2.9% By End Of 2013

BOGOTA, May 5 (Reuters) - Colombia's oil reserves had risen 2.9 percent to 2.445 billion barrels by the end of 2013, up from 2.38 billion barrels a year earlier, taking reserves to their highest despite a missed exploration target, the energy ministry said on Monday.

...........

Santiago Angel, Vice-President for Hydrocarbons at the national association for industrial development, ANDI, welcomed the growth in reserves but said they were still uncomfortably low, still equivalent to around seven years output.

Colombia produced just over 1 million barrels per day of crude in 2013, up 6.6 percent from 944,000 barrels per day in 2012. Gas production last year was 1.174 billion cubic feet per day on average, up 1.6 percent from 2012.

State-run Ecopetrol produces the bulk of Colombia's crude oil and Toronto-listed Pacific Rubiales is the biggest private oil producer
