Projet de parc PV de 100 MW avec TOTAL EREN
In a separate development, Total’s renewable energy arm Total Eren secured a 25-year power purchase agreement with the National Electric Networks of Uzbekistan for the sale of electricity from a 100 MW power plant in the Samarkand region.

“This is Total Eren’s first project in the country, the first renewable energy project in Uzbekistan and the first project by an independent power producer,” a Total Eren spokesperson told pv magazine. The plant is expected to open in the second quarter of 2021 and provide power to around 150,000 people.

French Orano has signed a partnership agreement with Uzbekistan's State Committee for Geology and Mineral Resources (GoscomGeo) to develop uranium mining activities in the Central Asian country. They plan to create a joint venture in the coming months, with 51% held by Orano and 49% held by GoscomGeo.

Orano said the two sides are interested in working together particularly in the Navoiy region, in a desert area at the heart of the uranium-rich province of Kyzylkum. They plan to conduct borehole drilling works in the area to improve the classification of resources already identified by GoscomGeo and discover new uranium resources, with work to start in the first half of 2020.

Suite du post au dessus, ça s'est concretisé.
Une Co entreprise 51 % Orano et 49% l'Ouzbékistan est formée pour miner l'uranium.

Par ailleurs l'Ouzbékistan à produit 2404 tU en 2018.
Franco-Uzbek uranium mining JV launched

Orano has formally established a joint venture company with Uzbekistan's State Committee on Geological and Mineral Resources (GosComGeology). The new company, Nurlikum Mining, will conduct mineral exploration and mining activities in the Central Asian country.

Formed at a general meeting in Tashkent on 2 December, Nurlikum Mining is part of a strategic partnership agreed between Orano and the Uzbek state in September. The French company and GosComGeology own 51% and 49% of the Tashkent-based company, respectively. Its activities will in particular focus on the Djengeldi area of Uzbekistan, at the heart of the uranium-rich province of Kyzylkum.

"This concretises the willingness of the founders to build a strong and trustful partnership to work together on uranium mining projects in Uzbekistan. Once the exploration permits are granted, the first works in the field are planned to commence in the first half of 2020," the companies said.

According to World Nuclear Association Uzbekistan produced 2404 tU in 2018. All of Uzbekistan's uranium production is by in-situ leach methods. Navoi Mining & Metallurgical Combinat, which is part of state holding company Kyzylkumredmetzoloto, is the country's sole operator for uranium mining and production.

Uzbekistan will sign a contract with Russia's nuclear energy agency Rosatom for the construction of the first nuclear power plant in the Central Asian nation before President Shavkat Mirziyoyev's visit to Russia, Russian Ambassador to Uzbekistan Vladimir Turdenev told Sputnik on Thursday.

The Ministry of Energy of Uzbekistan has signed a deal with ACWA Power worth potentially over $1bn for a wind farm with capacity of up to 1GW. The agreement is valued at between $550m and $1.1bn for a wind power project of 500 MW to 1GW.

The wind energy deal is part of a clutch of agreements between Uzbekistan and ACWA Power, including a 25-year power purchase agreement, with a total investment value of $1.2bn for a 1500MW natural gas power plant.

Masdar signed a power purchase agreement with the government of Uzbekistan to design, finance, build and operate a 500 megawatt, utility-scale wind project.

The wind farm will be built in the in the Zarafshon district of the Navoi region and commercial operations are targeted to start in 2024. Masdar did not disclose the total investment in the project.

“The wind farm supports Uzbekistan’s long-term renewable energy ambitions and its strong commitment to not only modernise its power sector, but also invest in energy security,” Mohamed Jameel Al Ramahi, chief executive of Masdar said.

This is the second project for Masdar in the central Asian republic. In November last year, it signed an agreement to develop the country’s first public-private partnership solar power plant in the Navoi region with a total investment of $100 million (Dh367m). Masdar submitted the lowest bid of 2.679 US cents per kilowatt hour in the programme’s competitive auction to win the 100 megawatt capacity project.

Masdar Agrees to Expand Uzbekistan Wind Farm Capacity to 1.5 GW

Masdar has signed an agreement with the Government of Uzbekistan to extend the capacity of its utility-scale wind farm project up to 1.5 GW.

Masdar, one of the world’s leading renewable energy companies, has signed an Implementation Agreement with the Government of the Republic of Uzbekistan to extend the capacity of its utility-scale wind farm project – the first such project in Uzbekistan – to up to 1.5 gigawatts (GW).

H.E. Sardor Umurzakov, Deputy Prime Minister and Minister of Investments and Foreign Trade for the Republic of Uzbekistan, said, “Mobilisation of renewable energy potential in Uzbekistan would provide a significant contribution to sustainable economic growth and fighting climate change. Along with that, the expansion of clean power generation capacities by Masdar will support our objective to double the volume of electricity generation by 2030. Masdar will become a strong bridge connecting our countries, through which new Emirati companies will also invest in Uzbekistan.”

Masdar entered into bilateral agreements with the Government of Uzbekistan last year to develop, build and operate the 500-megawatt (MW) wind farm project, its second utility-scale clean energy project in the country, and the largest wind farm in Central Asia. The project will attract foreign direct investment of more than USD 600 million. Extending the capacity of the project, located in the Zarafshan district of the Navoi region, to as much as 1.5 GW will further help Uzbekistan achieve its objectives of adding up to 3 GW of wind energy and meeting 25 percent of its electricity needs from renewable sources by the end of the decade.

The 500 MW Zarafshan wind farm is expected to begin commercial operation by the end of 2024. At a capacity of 500 MW, the project would provide enough electricity to power 500,000 homes, while displacing 1.1 million tons of carbon dioxide per year.

Mohamed Jameel Al Ramahi, Chief Executive Officer of Masdar, said the signing of the expansion agreement “highlights the significant progress we have made, not only on this project but in helping the Government of the Republic of Uzbekistan to achieve its clean energy and climate change objectives. As a global leader in the development of utility-scale wind power, Masdar is proud to support Uzbekistan’s low-carbon energy strategy, and to strengthen our partnership with the Government to drive sustainable development.”

Masdar signed the Power Purchase Agreement (PPA) and Investment Agreement for the Zarafshan wind farm with the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and JSC National Electric Grid of Uzbekistan in June last year.

Last December, the firm had financial close on the 100 MW Nur Navoi Solar Project – Uzbekistan’s first successfully-financed independent power producer (IPP) solar project. Masdar signed a PPA and Government Support Agreement with the Government of the Republic of Uzbekistan in November 2019 to design, finance, build and operate the solar plant. Masdar was announced as the winning bidder for the solar project after tendering the lowest tariff of 2.679 US cents per kilowatt-hour in a competitive auction.

Filale d'Eren Groupe, la société Total Eren - dans laquelle Total SA dispose d'une participation totale de 30%, directe et indirecte - annonce aujourd'hui avoir sécurisé le financement à long terme de 'Tutly', sa centrale photovoltaïque en Ouzbékistan.

Les prêts, d'un montant total de 87,4 ME ont été octroyés par la Banque Européenne d'Investissement (43,7 ME), la Banque Européenne pour la Reconstruction et le Développement (BERD) et Proparco, filiale de l'Agence Française de Développement (AFD) - 21,8 ME chacun.

'Il s'agit d'un des premiers projets d'énergie renouvelable d'Ouzbékistan et l'un des premiers projets structurés par un producteur d'électricité indépendant dans le pays', assure Total Eren.

La construction de la centrale a déjà démarré dans la région de Samarcande et la production d'électricité est attendue à la fin de l'année . Une fois construite, la centrale produira 270 GWh par an, indique Total Eren.

Masdar expands presence in Uzbekistan with 457MW solar tender win

Abu Dhabi-based Masdar has won a tender to build a 457MW solar plant in Uzbekistan, taking the developer’s awarded PV capacity through the country’s tenders to almost 1GW.

Uzbekistan’s energy ministry said 54 international companies originally expressed interest in the Sherabad project, with Masdar posting the lowest tariff of US$0.018045/kWh among the five shortlisted candidates. The next lowest bid was 20% higher at US$0.021621/kWh.

Set to be developed in the Surkhandarya region, the project also includes the construction of a 220kV substation and a 52km transmission line.

The Sherabad project is part of a wider programme being implemented with support from the Asian Development Bank to construct solar plants in Uzbekistan with a total capacity of 1GW, as the country aims to reach 5GW of installed solar by 2030. In addition to lowering energy costs, the programme will decrease Uzbekistan’s dependence on fossil fuels and reduce CO2 emissions.

“We are very happy to join the international community of solar power generators,” said energy minister Alisher Sultanov.

The news comes two weeks after Masdar secured the rights to develop two PV plants in Uzbekistan’s Samarkand and Jizzakh regions that will have a combined capacity of 440MW. The company’s lowest bid in that public-private partnership tender was US$0.0179/kWh.

That win builds on the 100MW solar project the developer was awarded in Uzbekistan’s first solar tender in 2019.

Uzbekistan to start production in gas-to-liquids plant in Q4 2021

Uzbekistan has plans to commence production at its first gas-to-liquids (GTL) plant in the fourth quarter of this year.

The $3.6bn plant, which is nearing completion in the Guzar district of the Kashkadarya region, is expected to help the country reduce its reliance on oil product imports, reported Reuters.

The plant is being delivered by the state-owned oil and gas firm Uzbekneftegaz in partnership with South Africa’s Sasol.

This facility will be equipped to process natural gas reserves to produce clean transport fuel.
Uzbekneftegaz told the news agency in a statement: “The start of GTL plant production will help to significantly decrease Uzbekistan’s import of diesel and jet fuel.”

With the capacity to process 3.6 billion cubic metres of gas a year, the GTL plant is expected to generate about 1.5 million tonnes of quality and environmentally friendly synthetic liquid fuel.

It will have the capacity to produce about 307,000t of synthetic kerosene, 724,000t of synthetic diesel, 437,000t of synthetic naphtha, and 53,000t of liquefied gas.

These products would be primarily be supplied to meet the domestic demand, and will also be exported to address the demand for synthetic fuel globally.

The GTL complex comprises four key production facilities of the utilities supply plant, synthesis gas production plant, synthesis liquid production plant, and product work-up plant.

Uzbekistan launches latest tender for 500MW of solar

Uzbekistan has started the request for qualification stage for a solar tender that will support three projects totalling up to 500MW, including one paired with a battery energy storage system.

The tender process seeks independent power producers to design, finance, operate, maintain and transfer the 150MWac Namangan, 100MWac Khorezm and 200MWac Bukhara plants. It is envisaged that the Bukhara project will also include battery storage components with a capacity of around 63MW.

Interested parties have until 29 November 2021 to submit qualification documents. Winning bidders will be compensated for the sale of electricity through a 25-year power purchase agreement signed with a state-owned electricity off-taker.

Ouzbékistan: Veolia gérera pour 30 ans le chauffage urbain de Tachkent

Le groupe Veolia a annoncé mercredi la signature d'un contrat pour l'exploitation et la maintenance du réseau de chauffage urbain de Tachkent, capitale de l'Ouzbékistan, pour une durée de 30 ans et un chiffre d'affaires de 13,4 milliards d'euros.

Ce premier contrat du groupe français dans ce pays d'Asie centrale est aussi le premier du genre en Ouzbékistan, et repose sur un partenariat public/privé.

Le réseau de la capitale ouzbèke fournit en eau chaude sanitaire et chauffage 1,2 million d'habitants, soit environ la moitié de la population de la ville. Il comprend 1.926 kilomètres de canalisations, dont 73% souterraines.

Veolia sera chargé d'exploiter et d'entretenir le réseau de chauffage urbain et les installations d'eau chaude sanitaire, d'identifier les investissements nécessaires et de financer un programme d'actifs d'exploitation.

Par ailleurs, un projet pilote de modernisation du système de chauffage dans deux quartiers sera mené à bien à l'issue des deux premières années.

La finalisation de ce pilote déclenchera l'exécution d'un programme de modernisation "ambitieux" dans toute la ville, indique Veolia dans son communiqué.

"Ce succès remporté à Tachkent marque un premier pas de Veolia en Ouzbékistan. La gestion des réseaux de chaleur pour les clients municipaux est l'un de nos axes de développement en Europe centrale et orientale", a commenté son PDG Antoine Frérot,cité dans le texte.

President calls for Uzbek exploration programme

President Shavkat Mirziyoyev has instructed Uzbekistan to develop a four-year uranium exploration programme, as well as transforming state mining company Navoi and training suitably qualified personnel for the country's minerals sector.

Mirziyoyev's instructions were issued at a 19 May briefing on projects aimed at further developing Uzbekistan's geological sector, when the president was told that 27 new uranium deposits have been discovered in Uzbekistan. According to the government-run UzA news agency, he then set the task to develop a further exploration programme for 2022-2026, to increase uranium reserves through the development of 8 new deposits and 18 "promising sites" with the use of modern drilling equipment from abroad, and the creation of a digital geological model. "Instructions" were also given regarding the transformation of the state enterprise Navoi, the involvement of foreign specialists and the improvement of technological processes.

Referring to the "steady increase" in world uranium prices, Mirziyoyev also said special attention should be paid to the processing of raw material and the creation of value-added products in new projects.

The need to increase the number of "mid-level specialists" with good geological, IT and foreign language skills was noted by the president, and such "skilled workers" are to be trained in technical schools in Zarafshan, Angren and Guzar.

Uzbekistan is already supporting the development of suitably qualified personnel to support such programmes, with the establishment in 2020 by presidential decree of the University of Geological Sciences. In addition, Navoi Mining Institute has been awarded the status of a university, and joint programmes established with the University of Pisa and Saint Petersburg Mining University.

Uzbekistan is the world’s seventh-ranking uranium supplier, according to World Nuclear Association, and was a significant source of Russian uranium supply until it gained independence in 1991. Japanese and Chinese joint ventures are active in uranium development in the country. In September 2018 an intergovernmental agreement was signed for construction by Rosatom of two VVER-1200 reactors to be commissioned about 2028, and an electricity generation strategy outlined by the Ministry of Energy in 2020 outlined envisaged 15% of the Uzbekistan's electricity coming from nuclear by 2030.
