Oman’s Newest Approach To Boost Oil Production

Oman has made some major moves to diversify its energy mix, as indicated by the commissioning of new renewable energy (RE) projects. The sultanate has set a precedent by bringing RE into the oil and gas upstream via new innovative schemes.

One of these new schemes involves Petroleum Development Oman (PDO), which announced on October 29, 2018 that it had contracted Omani-Japanese Marubeni consortium to construct a 100-MW solar photovoltaic (PV) power plant under an independent power producer (IPP) model.

The facility will generate power for PDO’s own use and will be located in the Amin oilfield region of southern Oman, where the company has operational concessions. It will be the first plant of its kind in Oman and the world’s first utility-scale solar project to have an oil and gas company as its sole client.

Marubeni consortium, which comprises Japanese multinational Marubeni and Oman Gas Company, will undertake the design, procurement, construction, commissioning, financing, operation and maintenance of the plant, which will supply electricity to PDO under a 23-year power purchase agreement.

The Next Major Middle East Oil IPO

Oman Oil Company, wholly owned by the Gulf crude producer not part of OPEC, plans an initial public offering (IPO) of up to 25 percent by the end of 2020, as Oman looks to shore up its budget deficit after the 2014 oil price crash.

Oman has already retained financial advisers for what would be the second IPO of a Gulf producer after the much-anticipated share sale of Saudi Arabia’s oil giant Aramco, Oman’s Oil Minister Mohammed al Rumhy said on Wednesday, as carried by Reuters.


As Oman’s economy is overly reliant on the oil sector, the price crash in 2014-2015 and only the modest recovery in prices in recent years have widened the country’s deficit. An IPO of its state-held oil firm would give Oman much needed fiscal resources to plug deficits and, potentially, to implement reforms to diversify its economy away from oil.

According to S&P Global Ratings, oil and gas accounts for 35 percent of Oman’s gross domestic product (GDP), 60 percent of its exports, and a whopping 70 percent of its fiscal receipts.

“Given this high reliance on the hydrocarbon sector, we view Oman’s economy as undiversified and subject to global oil industry dynamics,” S&P Global Ratings said in October.

Oman, which is part of the non-OPEC partners in the OPEC+ production cut deal, will tell fellow producers later this week that it recommends the rollover of the cuts until the end of next year, al Rumhy also said on Wednesday.

Le nouveau sultan d'Oman entre prolongement et réformes

Le nouveau souverain a remplacé samedi le sultan Qabous mort à 79 ans après avoir dirigé le sultanat pendant 50 ans, le faisant passer du statut d'un pays arriéré et isolé à celui d'une nation moderne, neutre et respectée dans le Golfe et sur la scène internationale.

Haitham ben Tarek, âgé de 65 ans est un passionné de sport, qui a occupé le poste de sous-secrétaire du ministère des Affaires étrangères pour les affaires politiques, avant de devenir ministre du Patrimoine et de la Culture au milieu des années 1990.

Au ministère des Affaires étrangères, il a eu l'occasion de représenter son pays dans des conférences internationales mais reste relativement peu connu sur le plan international.

Il a également été le premier dirigeant de la Fédération de football d'Oman au début des années 1980.

Grand de taille, avec une barbe blanchie par les années, le nouveau sultan a joué un rôle clé auprès de plusieurs multinationales étrangères et a été l'artisan de la réalisation de plusieurs grands projets, notamment dans le domaine de l'énergie et du tourisme.

China retained its position as the leading destination for the Sultanate’s crude oil exports at the end of November 2019, with the country importing 219.7 million barrels of crude oil from the Sultanate.

This was followed by Japan (21.43 million barrels), India (14.77 million barrels) and South Korea (7.48 million barrels).

La France est un acteur économique de premier plan au Sultanat, avec 42 entreprises implantées. Ces entreprises totalisent 7 800 employés en Oman, soit près de 2% de la population salariée.

Les groupes français Engie, Suez et Veolia sont particulièrement bien représentés en Oman dans les secteurs de l’électricité, de l’eau (dessalement et traitement) et de la gestion des déchets, avec une part de marché estimée à 20 %. Dans le secteur des hydrocarbures, Total, actionnaire minoritaire historique de la compagnie nationale Petroleum Development Oman (PDO) avec 4 % du capital, a signé en mai 2018 un accord d’entente avec le ministère du Pétrole et du gaz pour développer un projet de gaz intégré, tandis que CGG et la PME PCM sont également présentes de manière permanente en Oman.

Dans l’industrie, Air Liquide a remporté un contrat avec la société nationale de raffinage ORPIC pour la construction d’une unité de production d’azote à Sohar et Schneider Electric est active sur plusieurs projets dans le pays. Côté transports, CMA-CGM se positionne au 4e rang des opérateurs maritimes du pays et Airbus a enregistré en juillet 2018 la commande de 6 appareils A320neo par la compagnie aérienne omanaise à bas coût Salam Air. Dans le secteur de la sécurité et de la défense, Thales a été choisi pour concevoir et déployer le système de sécurité du nouvel aéroport international de Mascate tandis qu’Idemia est le partenaire du Sultanat pour la consolidation dans une plate-forme multi-biométrique unique de l’ensemble des systèmes d’identification du pays.

Using bifacial panels and single-axis trackers – a technology mix recently highlighted as the most cost-effective for solar PV projects in most of the world by Solar Energy Research Institute of Singapore (SERIS) – the Amin Solar PV project is thought to also be one of Oman’s first major solar projects. It will however be followed by a much-larger, US$400 million, 500MWac plant currently under development by a consortium led by ACWA Power, which reached financial close in March this year.

Chinese module supplier Jolywood recently said it is shipping PV modules to that project, Ibri II, while Sungrow is supplying inverters. Jolywood also said it supplied N-type bifacial PV modules to a 125MW project in Oman, thought to be the Amin project.

Oman Is Building The Largest Oil Storage Facility In The Middle East

Oman has built eight oil storage tanks that will make up part of what the sultanate hopes will be the largest oil storage facility in the Middle East and is preparing to build several others, for a total capacity of 25 million barrels.

Bloomberg reports, citing unnamed sources in the know, that the tanks will be offered to oil producers and traders either for storage or as a temporary stop along the way to final consumers for those who want to avoid transporting their oil through the Strait of Hormuz, the source said.

Dubbed the Ras Markaz Crude Oil Park, the storage facility is 600 miles from the Strait of Hormuz, the biggest oil chokepoint in the world, and a risky place because of the hostility between Iran and Saudi Arabia.


The park will benefit all involved. For Oman, it will be a source of additional government revenue at a time when the long-term sustainability of crude oil export revenues is more uncertain than ever before. For traders and oil producers, the facility will be a welcome addition to what has turned out to be insufficient storage space on a global scale: a fact that was highlighted during the past few months.

The spread of the coronavirus pandemic forced national lockdowns for all big oil consumers, which led to substantial builds in oil inventories to such an extent that it raised fears that the available storage space would not be enough to contain all the unsold and unsellable oil.

In this respect, then, Oman, is adding much needed capacity in light of wide expectations that it will take a while before oil demand recovers to anything resembling its pre-crisis level. The final plan, according to the company behind the project, Oman Tank Terminal Co., is to have storage capacity of 200 million barrels of crude.


The Ras Markaz Crude Oil Park, however, will also serve as storage for a refinery, yet to be completed at the sight of the eight tanks, which together can hold 5.7 million barrels of crude. The Duqm refinery should come on stream next year.

BP Produces First Gas from Oman Field with OQ and Petronas

BP reported Monday that it has begun production from the Ghazeer field in the Omani desert ahead of schedule.

The Ghazeer start-up occurred less than three years after production began from another field in Oman’s Block 61: the Khazzan field, BP noted in a written statement. BP holds a 60-percent stake in Block 61, located in Oman’s remote interior. The company’s partners include Makarim Gas Development Limited (OQ) (30-percent interest) and PETRONAS (10 percent).

With Ghazeer online, BP pointed out that Block 61’s production capacity should rise to 1.5 billion cubic feet of gas per day and more than 65,000 barrels per day of associated condensate. The firm also noted the block’s estimated recoverable gas resources amount to an estimated 10.5 trillion cubic feet.

“I am delighted to see BP bringing the Ghazeer gas field online – it’s an important project for Oman and we are extremely proud of it,” remarked Mohammed Al Rumhy, Oman’s minister of energy and minerals. “The gas from Ghazeer will contribute towards Oman’s 2040 vision in terms of providing additional energy to local industries, as well as diversifying the economy.”

Oman Becomes First Gulf Country To Introduce Personal Income Tax

Non-OPEC oil producer Oman, which is part of the OPEC+ alliance, could become the first country in the Gulf Cooperation Council (GCC) to introduce an income tax on individuals as oil-dependent economies in the Middle East reel from the price and demand crash.

Oman plans to introduce in 2022 a personal income tax on wealthy individuals, its finance ministry said on Sunday, as carried by Reuters.

The Middle Eastern oil producer heavily depends on oil income for its budget and has been one of the most affected economies in the region after prices crashed earlier this year. Oman’s new economic plan through 2024, which will include the income tax on wealthy individuals from 2022, is aimed at reducing the widening budget deficit of the country and increasing the non-oil revenues.


Oman’s plan would make it the first member of the Gulf Cooperation Council (GCC)—which also includes Bahrain, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates (UAE)—to introduce an income tax on individuals.

Oman’s economy is set to contract by 10 percent this year, according to the International Monetary Fund (IMF). Oman is cutting some spending and starting a value added tax (VAT). Elsewhere in the GCC, the United Arab Emirates (UAE) and Bahrain have also introduced VATs, while the Emirates, Qatar, and other GCC members are cutting inefficient fuel subsidies, IMF Managing Director Kristalina Georgieva said at the end of October.

“All of this is very positive, and it needs to continue,” Georgieva added.


Oman has been downgraded twice so far this year by both Moody’s and Fitch because of the low oil prices that have resulted in sharply lower oil revenues and widening deficit.

In its second downgrade of Oman this year, Fitch said in August that it expects Oman’s fiscal deficit at nearly 20 percent of GDP in 2020, up from around 8 percent of GDP in 2019, as a 32-percent crash in revenues driven by lower oil prices and production would more than offset an 8-percent cut in spending.

Oman Looks To Raise $3 Billion Through Its Largest Oil Block

Middle Eastern oil producer Oman is looking to raise $3 billion in a debt issue next year via a new company expected to hold the country’s majority stake in its largest oil-producing block, Bloomberg reported on Monday, citing sources with knowledge of the matter.

Oman, a non-OPEC oil producer which is part of the OPEC+ alliance, has been hit very hard by the oil price and demand crash earlier this year and is looking to raise additional funding while it is cutting government expenditure.

In the latest move to plug its budget shortfalls, Oman is now set to transfer its 60-percent interest in its largest oil-producing area, the so-called Block 6, to a new company, Bloomberg’s sources said.


Block 6 is currently operated by state-backed Petroleum Development Oman. According to Wood Mackenzie, the Block 6 contract area is the most significant oil and gas operation in Oman and contains more than 75 percent of the country’s remaining crude oil reserves.

Oman’s authorities now look to transfer the stake in Block 6 to a new company. This would allow the sultanate to raise more debt via bond issues from the new company without having to book it as government debt, according to Bloomberg’s sources.

The new company could attempt to raise $3 billion from bonds in the first half of 2020 with the block as collateral, one of the sources said. If Oman does that, it would be the first known raising of money off oil reserves in a Middle Eastern oil producer, according to Bloomberg.

L'AIE et Oman étalent leurs désaccords sur la fin du pétrole

L'agence internationale de l'énergie (AIE) prône l'arrêt de tout nouveau projet dans les énergies fossiles au nom du climat mais ce n'est pas au goût de tous les producteurs : Oman a agité jeudi le spectre d'un baril à 200 dollars. L'AIE avait averti en mai que le monde devrait renoncer dès à présent à tout nouveau projet pétrolier ou gazier pour espérer modérer le réchauffement climatique.

Mohammed ben Hamad al-Roumhi, ministre de l'Énergie et des ressources minérales du sultanat d'Oman, a répondu en critiquant jeudi les "recommandations unilatérales", lors d'un forum sur la transition énergétique au Moyen-orient et en Afrique du Nord, que son pays coorganisait avec l'Agence. "Recommander que nous n'investissions plus dans de nouveaux projets pétroliers... je pense que c'est extrêmement dangereux", a déclaré le ministre de ce petit pays pétrolier du Golfe.

"Si nous cessons abruptement d'investir dans le secteur des énergies fossiles, alors il y aura une famine énergétique et les prix de l'énergie vont bondir"; "la demande en pétrole et en gaz pourrait bien baisser, mais à court terme nous pourrions voir un scénario à 100 ou 200 dollars le baril", a-t-il ajouté. "C'est très facile de rester dans notre zone de confort et de parler d'efficacité énergétique, de solaire et de renouvelables... et d'oublier qu'un tiers du monde souffre du manque d'énergie", a-t-il fait valoir.

La critique semblait adressée au directeur exécutif de l'AIE, Fatih Birol, qui avait évoqué en ouverture le besoin pour les pays de la région de se développer dans ces domaines. "Voici l'amère vérité : les plus gros pays consommateurs sont en train de prendre des mesures, cela aura des implications sur la demande pétrolière et par conséquent sur les investissements", a-t-il asséné sans se départir de son ton diplomatique. "Des pays représentant 70% du PIB mondial se sont engagés à la neutralité carbone d'ici 2050", a-t-il rappelé.

Le ministre irakien des Finances, Ali Allawi, a pour sa part insisté sur la nécessité pour son pays de s'adapter au déclin du pétrole. "L'année dernière le Covid nous a donné un aperçu de ce qui pourrait se passer avec un effondrement de la demande", a-t-il souligné, en référence à la chute brutale des cours mondiaux. "Nous avons une génération pour effectuer un changement structurel majeur et les trois à cinq prochaines années seront critiques pour un pays comme l'Irak", a estimé Ali Allawi.

La « plus grande centrale solaire TOPCon du monde » commence à produire de l’électricité
Le fabricant de panneaux solaires Jolywood, qui a fourni près de 500 MW de panneaux bifaciaux intégrant la technologie TOPcon (tunnel oxyde passivé contact), a déclaré que la centrale Ibri II d’Oman était la plus grande à ce jour à utiliser ces modules à haut rendement.

Le fabricant chinois Jolywood a annoncé la mise en service de la « plus grande centrale solaire TOPCon au monde » dans le cadre d’un projet photovoltaïque de grande envergure à Oman. Quelque 490 MW de la capacité de production du projet Ibri II, qui s’élève au total à 607 MW, reposent sur des panneaux solaires bifaciaux TOPCon (tunnel oxide passivated contact) fournis par Jolywood, a déclaré la société mardi 7 décembre 2021.

Près d’Ibri, la capitale du gouvernorat de Dhahirah, ce qui constitue désormais le plus grand projet solaire d’Oman pour un total de 400 millions de dollars, couvre environ 1 154 acres – soit 4,7 kilomètres carrés. La centrale a commencé à produire de l’électricité le mois dernier, selon Jolywood.

Ibri II a été développé par un consortium composé à 50% du promoteur saoudien ACWA Power (détenu à 50 % par l’État), à 40% de la Gulf Investment Corp (détenue par les gouvernements de Bahreïn, du Koweït, d’Oman, du Qatar, de l’Arabie saoudite et des Émirats arabes unis) et, pour les 10% restants, du promoteur d’énergie propre Alternative Energy Projects Co (AEPC), dont la famille régnante du Koweït est l’actionnaire majoritaire.

Sur son site internet, ACWA Power indique que le projet Ibri II a coûté 395 millions de dollars et qu’il présente une capacité de production de 500 MWac. En mai de l’année dernière, Jolywood estimait quant à lui la capacité totale de l’installation à 575 MW, alors qu’en janvier, le groupe déclarait à pv magazine que le projet pourrait compter sur une capacité de 500 MW.

Côté prestataires
Les 1,3 TWh que l’installation devrait produire annuellement seront achetés par l’entité publique Oman Power and Water Procurement Company et devraient permettre d’alimenter jusqu’à 33 000 foyers dans le sultanat.

Jolywood a déclaré qu’il avait été choisi pour fournir des panneaux au projet en raison de la capacité de ses produits à fonctionner dans des conditions difficiles, y compris dans des régions désertiques où le vent peut provoquer l’érosion éolienne et où les écarts de température sont importants. Le groupe a ajouté que son module solaire J-TOPCon 2.0 Niwa présente un facteur biface de plus de 80 % et qu’une tierce partie ayant testé son équipement avait certifié que les modules offraient un gain de puissance de sortie de 16 % par rapport aux produits concurrents fonctionnant dans des environnements désertiques.

Avec un coefficient de température faible à -0,32%/°C, Jolywood indique que ses panneaux bifaciaux Niwa réduisent la dégradation et limitent les risques causés par les hautes températures liées au fonctionnement, de sorte que le module peut opérer normalement à 70 degrés Celsius.

Le fabriquant chinois a déclaré avoir travaillé avec la marque allemande Munich Re pour offrir une garantie de 12 ans sur les matériaux et la fabrication et une garantie de 30 ans sur les performances linéaires.

« Bien que le calendrier de construction du projet ait été sérieusement affecté par la Covid-19, [l’]équipe de Jolywood [a surmonté] de nombreuses difficultés et a achevé la livraison des produits des clients conformément [à] l’accord, et [a fourni] des services techniques professionnels et un soutien au projet, de sorte que la centrale a été mis en service avec succès [dans] les délais », a déclaré Liu Zhifeng, vice-président de Jolywood.

Le fabricant solaire affirme avoir livré plus de 5 GW de cellules et modules TOPCon, dont 1 GW au Proche-Orient.
