The generating capacity of units 1 and 2 of the Mochovce nuclear power plant in the Slovak Republic will each be increased from 471 MWe to 500 MWe through efficiency projects. Work to modernise the turbines of unit 2 has now begun, with similar work at unit 1 scheduled to begin around the end of the year.

Slovak nuclear regulator Úrad jadrového dozoru (ÚJD) announced yesterday it had issued an operating licence for unit 3 of the Mochovce nuclear power plant, as well as related permits for the management of radioactive waste and used nuclear fuel, and "the early use of buildings". Interested parties have until 19 June to comment on the regulator's decision to approve commissioning of the unit, which the government has said it expects to start by the end of this year.

Branislav Strýček, CEO of Slovenské elektrárne (SE), operator of the Mochovce plant, said yesterday it will start fuel loading at unit 3 immediately after the licence enters into force.

"The verification of the readiness of unit 3 for operation also included two international inspections, namely by the International Atomic Energy Agency (Pre-OSART mission) and the World Association of Nuclear Operators (WANO mission), which were attended by several dozen international experts. The missions did not find any obstacles that would prevent the commissioning of the third unit and the subsequent safe and reliable operation in the coming years," Strýčeksaid.

"The exact date of introduction of fuel into the reactor depends on the entry into force of the permit. However, the nuclear fuel for the reactor is already in the fresh fuel storage. Our top priority when putting the unit into operation is safety, and this is how we will approach the next phase of physical and energy start-up."

The new unit has an installed capacity of 471 megawatts and will meet about 13% of total electricity consumption in Slovakia, enabling the country to become self-sufficient in power supply for the first time since 2007, SE said. It will avoid also avoid the emission of 2.6 million tonnes of CO2.

Mochovce 3 and 4 are VVER-440/213 reactors. Unit 4 is expected to start operation two years after unit 3. Construction on the two units was restarted in 2008 and aimed at having both units in operation by 2013.

The numbers on this page are our calculations based on data from the U.S. Energy Information Administration. Looking at the last five years of available data ending in 2017, the electricity generation in Slovakia, measured in billion kilowatthours per year, is as follows:
5.24 from fossil fuels including coal, natural gas, and oil;
0.01 from wind;
0.55 from solar installations;
4.08 from hydro;

New nuclear reactor will make Slovakia a power exporter

Slovakia's new Mochovce 3 reactor is slated to start up and generate electricity this year with unit 4 following in 2023, according to an energy security report released by the Ministry of Economy. Once it starts up, Mochovce 3 will immediately tip Slovakia's energy balance back to an export footing.

Slovakia is adding significant clean generation capacity in pursuit of the European Union's goals for emissions reductions for its member states. The ministry said it expects 670 MWe of solar and 497 MWe of wind to be added during the next decade in addition to the 942 MWe that would come from the two new reactors at Mochovce.

"The above changes, especially the commercial operation of Mochovce 3 and 4, will significantly change the power balance of Slovakia," said the ministry. "After the start-up of Mochovce 3, the balance sheet character of the system will change from imports of 1.1% in 2020 to exports of 9.0% in 2022."

Mochovce 3 and 4 are VVER pressurised water reactors that have been under construction since 2008. They will each have a capacity of 471 MWe.

An operating licence for Mochovce 3 was issued by the Slovak nuclear regulator in May and owner Slovenské elektrárne is expected to load fuel and commission the unit this year. Mochovce 4 should begin operation in 2023, according to the ministry's projections.

Slovakia's other nuclear power reactors are Mochovce 1, also with a capacity of 471 MWe; Mochovce 2; which has been upgraded to 500 MWe; and two reactors at the Bohunice plant, with net capacities of 466 MWe each.

Reprise des livraisons de pétrole russe en Slovaquie (raffinerie slovaque)

Les livraisons de pétrole russe ont repris mercredi en Slovaquie, après une coupure liée à des sanctions visant Moscou et portant sur les droits de transit par l'Ukraine, a annoncé la raffinerie slovaque Slovnaft.

"Le pétrole brut arrive déjà à nouveau en Slovaquie par l'oléoduc Droujba et en Hongrie l'approvisionnement devrait être rétabli dans la journée de demain", a déclaré à l'AFP le porte-parole de la raffinerie, Anton Molnar.

Les livraisons de pétrole par Droujba n'ont toujours pas repris en République tchèque, a indiqué à l'AFP Barbora Putzova, porte-parole de la société Mero qui gère la partie tchèque de Droujba.

"Le plus important pour nous, en tant que société de transit, est qu'il n'y ait pas de problème technologique et que nous ayons suffisamment de pétrole", a-t-elle ajouté.

L'entreprise russe responsable du transport des hydrocarbures Transneft avait annoncé l'interruption des livraisons de pétrole à la Hongrie, à la République tchèque et à la Slovaquie, à compter du 4 août.

Elle avait expliqué que son paiement des droits de transit ukrainiens, effectué le 22 juillet, avait été refusé à cause de l'entrée en vigueur de certaines sanctions.

En conséquence, l'entreprise ukrainienne UkrTransNafta "a cessé de fournir des services pour le transport de pétrole", selon Transneft.

Mercredi, le groupe pétrolier hongrois MOL a annoncé avoir pris en charge les frais de la transaction bancaire remise en question.

La Russie continue de fournir du pétrole à ces trois pays européens enclavés qui jouissent d'une dérogations aux sanctions de l'Union européenne.

Slovakia's Mochovce 3 fuel loading begins

Slovenské elektrárne brought the first fuel assembly to unit 3 of the Mochovce nuclear power plant at 1.16am local time on Friday. The Slovakian company says the aim is for it to reach full power by the end of 2022.


In the next four months or so, Slovenské elektrárne says it will gradually complete the phases of physical start-up, energy start-up and the final 144-hour demonstration run of the 471-megawatt unit at full capacity.

Steps to be completed include the loading of the fuel itself, which takes 108 hours, followed by reactor assembly, pre-critical tests, critical state attainment and physical start-up tests. That is expected to take about six weeks, after which will the reactor power will gradually be increased - to 5, 20, 35, 55, 75, 90 and finally 100 percent of the reactor power - and a number of tests carried out.

Branislav Strýček, Chairman and CEO of Slovenské elektrárne called it "the culmination of a long-standing project that is one of the largest and most demanding in Europe, both financially and infrastructurally".

He added: "When launched at full capacity, Mochovce 3 will cover 13% of electricity consumption in Slovakia. As a result, our country becomes self-sufficient. At the same time, we will have one of the cleanest energy mixes in Europe. This milestone would not have been possible without the people of Slovenské elektrárne, our suppliers and experts from the European nuclear industry, especially Slovakia and the Czech Republic."

Construction of the first two 471 MWe VVER units at the four-unit Mochovce plant started in 1982. Work began on units 3 and 4 in 1986, but stalled in 1992. The first two reactors were completed and came into operation in 1998 and 1999 with a project to complete units 3 and 4 beginning ten years later.

The final design includes many upgrades to safety and security, including increased aircraft impact protection and emergency management measures based on lessons from the Fukushima accident which were incorporated during the project. The Slovak Nuclear Regulatory Authority issued the final authorisation for commissioning of unit 3 of the Mochovce nuclear power plant last month.

Slovenské elektrárne says that after successful start-up tests, and the launch of steam turbines over the weekend, the new unit 3 at the Mochovce nuclear power plant was connected to the grid for the first time at 20% of its nominal power at 10.57pm on 31 January.

Branislav Strýček, Chairman and CEO of Slovak Power Plants, said: "Today represents a fundamental milestone for Slovenské elektrárne, the community of nuclear energy workers and the entire country. As of today, the third unit converts the thermal energy released in the reactor into electricity. This will help us fulfill the agreement with the government, in which Slovenské elektrárne undertook to supply cheap electricity for households at a price of EUR61.2077 euros (USD66.7) per megawatt hour, which represents an unprecedentedly low price of electricity for households within the EU.

"The new block will significantly contribute not only to energy stability, but also to the commitment to reduce greenhouse gas emissions on the road to carbon neutrality."

During the energy start-up process so far tests have been carried out at increasing power levels - 5%, 15% and 20% - of the reactor's nominal power. The company said: "After successfully preparing and carrying out the tests necessary for the start of the turbines, over the weekend, steam was brought into them for the first time, which gradually spun them up to the nominal speed - 3000 revolutions per minute."

Tests were also completed on the generator itself, the block transformer and the 400 kV line connecting the plant to the electricity system. "After completing this part of the power start-up, Slovenské elektrárne could proceed to the actual phasing of the first turbogenerator to the network at 20% of the nominal power of the reactor and the third unit ... began supplying the first electricity to the network."

The next stage of the launch process will be to test the block at levels from 35% to 100%, with the final step due to be the successful completion of a 144-hour trial run at full 471MWe output.

Martin Mráz, director of Mochovce plant, said that in the coming weeks "the new unit will supply electricity to the grid with short-term planned shutdowns, according to the new unit commissioning schedule".

Le français Framatome va fournir du combustible nucléaire à la Slovaquie afin de réduire sa dépendance à l'égard de la Russie, en vertu d'une déclaration d'intention conclue mercredi lors de la visite du président Emmanuel Macron à Bratislava.

Framatome va livrer du combustible comme les Russes en fabriquent afin d'alimenter le parc nucléaire slovaque de conception soviétique, selon ce document signé au palais présidentiel, a précisé une source diplomatique française.

Le groupe français EDF sera par ailleurs sur les rangs lors de l'appel d'offres pour la construction d'une prochaine tranche nucléaire sur le site de Mochovce, à une centaine de kilomètres de Bratislava.

"Nous devons être indépendants de l'approvisionnement russe", a martelé la présidente slovaque Zuzana Caputova lors d'un conférence de presse avec son homologue français, en soulignant que la France était un "partenaire privilégié" pour la recherche de solutions alternatives au combustible russe.

Framatome, tout comme l'américain Westinghouse, a signé l'an dernier des accords d'approvisionnement en combustible nucléaire de centrales en République tchèque voisine.

The power output of unit 3 at the Mochovce nuclear power plant in Slovakia has been increased from 75% to 90% as energy start-up tests continue, Slovenské elektrárne announced. The VVER-440 is expected to enter commercial operation in the coming months.

The start-up process involves gradual increases in power, with tests carried out before the level is raised. The unit's power was increased to 55% in March and to 75% in July.

"After successfully performing all the energy start-up tests at a power level of up to 75% of the reactor's nominal power and submitting the test report to the Slovak Nuclear Regulatory Authority, Slovenské elektrárne has increased the power of the reactor of the third unit of the Mochovce nuclear power plant to 90%," the company said.

The unit has so far supplied about 650,000 MWh of electricity to the grid, which Slovenské elektrárne said was equal to the annual consumption of 260,000 households.

"Tests at 75% power level have been completed without delay, which brings us very close to achieving full power at reactor unit 3," said Mochovce plant director Martin Mráz.

Once tests at 90% capacity are completed, the reactor's output will be increased to 100%.

"The complete functionality of the third unit and the achievement of project parameters will be confirmed by a 144-hour demonstration run at 100% power, which will end the energy start-up stage," Slovenské elektrárne said. "This milestone is expected to be reached between September and October".

La société slovaque SE signe un accord sur le combustible nucléaire avec l'américain Westinghouse

La principale société de production d'électricité en Slovaquie Slovenske Elektrarne (SE) a signé vendredi un accord sur la livraison de combustible nucléaire avec l'américain Westinghouse dans le but de réduire sa dépendance à l'égard des importations russes.

"S'assurer d'un autre fournisseur de combustible nucléaire pour nos centrales est une étape importante dans le renforcement de la sécurité énergétique de la Slovaquie", a déclaré Branislav Strycek, directeur général de SE dans un communiqué.

Actuellement, deux centrales nucléaires slovaques de Mochovce et de Jaslovske Bohunice de conception soviétique n'utilisent que du combustible nucléaire russe.

Elles produisent environ 16 millions de mégawattheures (MWh) par an, ce qui représente environ 59 % de la production totale d'électricité en Slovaquie.

Le combustible fourni par Westinghouse Electric Sweden AB doit d'abord faire l'objet d'une procédure d'approbation.

Jusqu'à présent, Westinghouse a fourni des services principalement pour les réacteurs de type VVER 1000. La Slovaquie utilise des réacteurs VVER 440.

SE a déclaré que son objectif était d'avoir dans son portefeuille au moins deux fournisseurs alternatifs de combustible nucléaire et plusieurs fournisseurs potentiels de matériaux et de services dans l'ensemble de la chaîne d'approvisionnement pour la production de combustible nucléaire.

La Sloavquie envisage également une coopération avec la France dans le domaine du combustible nucléaire.

Fin mai, SE a signé un protocole de coopération dans ce domaine avec la société française Framatome.

SE est contrôlé à 34% par l'Etat slovaque, 66% des parts appartenant au holding SPH, détenus à parts égales par la société italienne Enel et le groupe tchèque EPH, contrôlé par le miliardaire Daniel Kretinsky.

The start-up process for the VVER-440 reactor involves gradual increases in power, with tests carried out before the level is raised. The unit's power was increased to 35% in February, 55% in March, 75% in July and 90% in August.

The company now said it completed all the power escalation tests at levels up to 90% in early September. A report on the tests was prepared and submitted to the Slovak Nuclear Regulatory Authority, which confirmed it had fulfilled the conditions to increase reactor output to 100%. Slovenské elektrárne will now perform the final power escalation tests at this power level, followed by a 144-hour trial run.

"After the demanding tests required to prove the safe operation of unit 3, we have reached the final stage," said Peter Farkaš, operations manager at the Mochovce plant. "Full-scale tests are planned for the end of September and the beginning of October, including the 144-hour trial run. All tests so far have confirmed the readiness of the new unit for long-term safe and CO2-free power generation."

Slovenské elektrárne Chairman and General Director Branislav Strýček added: "This is a historic moment for Slovenské elektrárne and Slovakia. Congratulations and thanks to all colleagues, suppliers, regulatory, controlling and partner institutions, who have worked hard towards achieving this important milestone and ensuring that electricity production in Slovakia will be even cleaner and greener for today's and future generations - for at least the next 60 years."

"In terms of electricity production, the country is becoming energy self-sufficient already this year," the company said. Slovakia expects to become a net exporter of energy once the two new units at Mochovce are both up and running.

Slovaquie : le parti populiste opposé à l'aide à l'Ukraine remporte les législatives.
Lors de la campagne électorale, le Smer-SD avait assuré qu'il cesserait d'apporter son soutien à Kiev. Son leader Robert Fico a également tenu un discours anti-LGBT.

Elle ne fournit plus d'armes à l'Ukraine, comme la Pologne (qui ne veut pas se faire entraîner au fond comme le sauveteur d'un noyé) et la Hongrie.

Un point commun entre les 3?
Ils se souviennent d'un tracé de frontières qui dépassaient en Ukraine...

Le prochain, pour moi, serait la Roumanie.
