Gazoduc Egypte : pertes pour la Jordanie

L'arrêt de l'approvisionnement de gaz d'Egypte après l'attaque à l'explosif samedi contre un gazoduc coûtera à la Jordanie des pertes de 3,5 millions de dollars par jour, a déclaré à l'AFP un responsable jordanien.

Après l'attaque, les autorités égyptiennes ont coupé l'approvisionnement sur deux conduites du gazoduc, l'une livrant du gaz à la Jordanie et l'autre à Israël. "Cette coupure coûtera à la Jordanie 3,5 millions USD (de pertes) par jour, car le royaume devra remplacer le gaz par du fioul et du mazout pour faire fonctionner les centrales électriques du pays", a indiqué le responsable sous couvert de l'anonymat.

"Le gaz égyptien couvre 80% des besoins électriques de la Jordanie" qui importe 6,8 millions de mètres cubes de gaz par jour d'Egypte, selon lui.

Il a ajouté s'attendre à ce que l'acheminement de gaz vers la Jordanie "reprenne dans les trois à quatre jours".

La Jordanie veut du pétrole d'Irak

Le ministre jordanien de l'Energie a déclaré avoir demandé à l'Irak de tripler son approvisionnement en pétrole à 30.000 barils de pétrole/jour afin de compenser l'arrêt du gaz égyptien après l'attaque à la bombe mercredi contre le gazoduc au Sinaï. "J'ai adressé une lettre au ministre du pétrole irakien pour lui demander d'augmenter l'approvisionnement en pétrole de 10.000 barils/jours à 30.000", a affirmé M. Khaled Toukan au quotidien officiel jordanien Al-Raï.

"Nous sommes en contact avec d'autres pays arabes pour demander une aide similaire", a-t-il ajouté. La Jordanie importe 6,8 millions de m3 de gaz par jour d'Egypte, soit 80% de ses besoins en électricité. Mais les livraisons de gaz ont été interrompues après l'attaque mercredi à l'aube près du village de Al-Sabil dans la région d'El-Arich.

Cette nouvelle coupure coûtera à la Jordanie près de 3,5 millions de dollars par jour, selon les autorités. "L'Egypte nous a informés que le gazoduc sera réparé dans deux semaines, mais nous ne pourrons obtenir que la moitié des quantités ou même moins", a-t-il ajouté.

La Jordanie, qui importe 95% de ses besoins énergétiques, reçoit 10.000 barils de pétrole brut/jour en provenance d'Irak à un prix préférentiel, et a demandé à maintes reprises à l'Irak d'augmenter cette quantité. Sous le régime du président irakien déchu Saddam Hussein, la Jordanie était entièrement dépendante de son voisin de l'Est pour ses approvisionnements en pétrole, dont elle importait 5,5 millions de tonnes par an, dont la moitié gratuitement et le reste à un tarif préférentiel.

Jordan to receive nuclear reactor bids

Jordan Times reported that competition is on for the construction of the Kingdom's first nuclear reactor as energy officials launch the program's technology selection phase.

Mr Khaled Toukan minister of energy and mineral resources of Jordan said that energy officials are slated to receive financial bids from three shortlisted firms in mid-August as part of an ongoing technology evaluation process. We are only at the beginning of a very long and detailed process and at the end of the day we will make the selection that is the best for Jordan.

By the end of the year Amman is to select one of three shortlisted firms to construct a 1,000 MW Generation III reactor. They are: Canadian AECL, Russian Atomstroy export and JV of French firm AREVA and Japanese Mitsubishi Heavy Industries.

Officials are exploring the construction of a second reactor within three years of the first which is to be online by 2019, in order to meet electricity demand estimated to reach 5,000 MW by 2020.

The energy ministry is slated to launch a separate tender later this year for a strategic operator to take part in managing the country's first nuclear power plant. Atomic energy officials have previously indicated that the technology selection will have no bearing on the selection of the strategic operator. The drive for the Kingdom's first nuclear power plant comes as part of a long term vision of four nuclear reactors within the next quarter century providing Jordan with 60% of its electricity needs.

Energy officials in Amman have prioritized nuclear power as key to weaning the country off energy imports which cost Jordan one fifth of its gross domestic product in 2010. The leading site for the country's first reactor, Balama, some 40 kilometres northwest of Amman near Mafraq has been met with resistance from environmental activists and local residents.

In addition to environmental and health concerns, activists point to a lack of sufficient water the Kingdom's first nuclear reactor is to be cooled by the Khirbet Al Samra Wastewater Treatment Plant and construction costs as grounds to freeze the program.

AMMAN — Jordan said on Monday it will announce in November the firm it has chosen to build the parched kingdom's first nuclear plant to meet growing energy needs and desalinate water.

"Three companies were selected in June -- a consortium by France's Areva and Japan's Mitsubishi, Russia's Atomstroyexport and Atomic Energy of Canada," Energy and Mineral Resources Minister Khaled Tukan told AFP.

"The winning bidder will be announced in November," he said, adding that work is under way to choose a site for the plant, focusing on Al-Majdal, 47 kilometres (29 miles) northeast of the capital.

Shell: More Than 100 Oil Wells Drilled in Jordan in 2 Years

Shell has drilled more than 100 wells in Jordan in the two years since it a concession agreement to explore for oil from the country's vast oil shale reserves, a person familiar with the project said.

Shell signed a production-sharing agreement with Jordan in May 2009 and pledged to spend some $500 million for exploration, assessment and designs on the project.

The project aims at exploring for and, if successful, developing and producing oil from Jordan's vast oil shale resources that are estimated at 40 billion metric tons.

Many analysts now see oil shale--an unconventional form of oil contained in difficult-to-extract reservoirs--as a serious rival to crude.

Shell is mobilizing two rigs in the project that covers an area of 22,000 square kilometers from northern Jordan and west Safawi to Azraq in the middle and Sirhan and al-Jafer in the south. A third rig will be mobilized next year, the person told Dow Jones Newswires.

If the exploration proves successful Shell would invest billions of dollars and produce thousands of barrels of oil a day, the person said.

Jordan signed similar agreements with companies such as U.K.-registered Jordan Energy & Mining Ltd., or JEML, and Estonian EESTi Energy.

Jordan, home to around 6 million people, imports some 100,000 barrels of oil a day, which constitutes around 98% of its energy needs.

La Jordanie envisage de construire la 2iéme plus grande centrale thermique à Oil Shale du mode (aprés celle de l' Estonie) avec l aide d' une compagnis Chinoise.
900 MW de puissance, cout 1.25 milliards de $.
Les 6 prochains mois vont voir une étude de faisabilité.

BP va bientot effectuer des forages d' exloration pour du Gaz dans la zone de Risha qui se situe prés de la frontiére avec l' Irak. Ce champ se prolonge en Irak.

BP Plc will start drilling exploratory wells at the Risha natural gas deposit in Jordan, near the border with Iraq, to assess reserves in the next few weeks, an Energy Ministry spokesman said.

“If it is proven that the volume of gas in the field is feasible for commercial purposes, the development of the gas field will begin immediately,” Fayez Abu Gaoud said in a telephone interview from the capital, Amman, today.

BP will draft a detailed report on the volume of gas reserves in the field after drilling the wells, he said, without specifying when the report would be submitted. Initial BP studies show that production at Risha can reach 330 million cubic feet a day if not more, depending on the reserves discovered, Jordan’s official news agency Petra reported June 12, 2011.

London-based BP agreed in October 2009 to join Jordan’s state-owned National Petroleum Co. to explore and develop Risha, which occupies an area of about 7,000 square kilometers (2,700 square miles). The kingdom has agreed with Iraq to jointly develop the Risha field, Iraqi State Minister Ali al-Dabbagh said last March.

Jordan, which fills almost all of its energy needs through imports, hopes to attract $14 billion of investments for renewable energy, oil shale and nuclear power.

Jordan weighs two nuclear plant offers

Energy-poor Jordan says a Russian firm and a French-Japanese consortium are to compete to build the kingdom's first nuclear plant.

'Following a thorough examination, the offers provided by Russia's Atomstroyexport and a consortium by France's Areva and Japan's Mitsubishi were the best proposals that meet Jordan's requirements,' Atomic Energy Commission said in a statement on Sunday.

'Talks with these companies will continue to address some technical issues, including the exact location of the plant,' it added, according to state-run Petra news agency.

'The evaluation took into account the highest safety requirements, including lessons from the Fukushima event,' it said.

Areva présélectionné en Jordanie pour son réacteur nucléaire ATMEA1

Areva a confirmé lundi que la commission jordanienne de l'énergie atomique (JAEC) venait de finaliser son évaluation, après deux ans d'études, pour sélectionner la technologie, parmi les trois en lice, du premier réacteur nucléaire construit en Jordanie.
Les 3 technologies évaluées étaient :

- WWER ASE du russe Atomstroyexport,

- CANDU EC6 du canadien SNC-Lavalin,

- ATMEA-1 du consortium franco-japonais Areva - MHI.

"Cette évaluation a été conduite dans l'objectif de sélectionner la technologie répondant le mieux aux besoins du pays, tout en assurant les plus hauts niveaux de sûreté" a indiqué Areva dans un communiqué.

Et d'ajouter : "D'après les conclusions de l'évaluation, la technologie ATMEA1, développée par l'équipe franco-japonaise regroupant Areva, Mitsubishi Heavy Industries (MHI) et leur société commune ATMEA, répond aux besoins et aux exigences de la Jordanie en termes techniques et économiques. Cette décision représente une étape majeure dans le développement de l'ATMEA1, un nouveau modèle de réacteur nucléaire d’une puissance de 1 100 MW."

Mais il apparaît aussi que la JAEC a décidé de poursuivre également des discussions avec le russe Atomstroyexport pour son offre WWER.

Durant une seconde phase d'évaluation, c'est donc 2 offres qualifiées qui seront examinées. Au cours de cette phase, "quelques sujets - techniques - importants seront étudiés plus en détail et des informations spécifiques en provenance du site sélectionné et de l’exploitant seront intégrées."

"Cette présélection est une véritable reconnaissance de la technologie ATMEA1 qui répond aux strictes exigences de la Jordanie, avec un niveau de sûreté le plus élevé en tant que réacteur de 3ème génération, avec une technologie éprouvée et avec des performances opérationnelles exceptionnelles", a souligné Philippe Namy, Président d’ATMEA.

Comme tient à le rappeler Areva, la conception du réacteur ATMEA1 intègre l'ensemble des fonctions de sécurité nécessaires pour "protéger", "refroidir" et "assurer" le confinement du réacteur dans toutes les situations, "répondant aux exigences les plus importantes du projet jordanien".

Le réacteur ATMEA1 est un réacteur à eau pressurisée de 1 100 MWe, convenant à tous les types de réseaux électriques, notamment les réseaux de taille moyenne. Ce réacteur a été conçu et développé par ATMEA, une coentreprise créée à 50/50 en 2007 par Mitsubishi Heavy Industries et Areva.

The Kingdom's uranium deposits are larger than previously believed, energy officials say, raising expectations for the potential of a Jordanian uranium industry.

According to the Jordan Atomic Energy Commission (JAEC), ongoing exploration in an 18-square-kilometre plot in the central region has revealed the presence of up to 25,000 metric tonnes of yellowcake: over 10,000 tonnes more than previously forecast.

The Jordan French Uranium Mining Company has upped its projections following a survey of surface layers

According to the JAEC, surface layers are of higher concentrations and more homogenous than the deeper deposits the firm previously explored.

This has added renewed hope to the feasibility of a planned uranium mine in the central region, the commission said.

"We had roughly underestimated the quality and concentration of uranium on the top layers, and based on this discovery, we need to revise our total numbers," JAEC Commissioner Khaled Toukan told The Jordan Times in a recent interview.

The new estimates are higher than the results of a field survey carried out by the Natural Resources Authority in the 1980s that placed the uranium reserves at some 16,000 tonnes, which Toukan attributed to improved survey technology.

The findings, which Toukan stressed are not the "final number", will be evaluated by independent auditor Coffey Mining through chemical analysis by the end of the month, according to JAEC.

Jordan's uranium reserves have been singled out as a key to the success of the country's peaceful nuclear energy programme, which calls for the construction of up to four 1,000-megawatt reactors to transform the country from an energy importer to an exporter.

Current plans call for the construction of an open-pit mine in the central region by 2013, of which a portion of its production will be reserved for export and fuel for the country's first nuclear reactor, to be built by 2020.

Geologists and anti-nuclear activists have disputed officials' claims of the presence of up to 130,000 tonnes of uranium in the Kingdom, claiming that the country is home to some 14,500 metric tonnes of uranium at an average grade of around 50 grammes - an amount they claim is commercially unviable.

But French firm, AREVA, insists that the Kingdom's uranium deposits are exploitable, stressing that rising energy costs and improved extraction technology have made the mining of lower-grade uranium economically viable.

Le projet de centrale nucléaire en Jordanie ne passe pas à la chambre basse du parlement Jordanien. Le projet est provisoirement suspendu.

Jordan's lower house on Wednesday voted for suspending the country's plans to build nuclear reactors until necessary fund is available and feasibility studies are completed, state-run Petra news agency reported.

The 120-member lower house decided to suspend the project, saying "it will lead the country to a dark tunnel and it will be difficult for the Jordanians to shoulder its consequences," according to a copy of the lower house's decision obtained by Xinhua.

It decided to suspend the plans for creating nuclear reactors until a suitable location is determined for the country's first nuclear power plant.

Jordanian activists, environmentalists and tribes members held several demonstrations over the past few months, rejecting the country's plans to build nuclear reactors for power generation.

The demonstrators, who repeatedly called on the government to resort to alternative energy such as solar power and wind energy instead of nuclear energy, said the creation of nuclear reactors will harm the environment and the health of Jordanians.

Jordan, which imports about 95 percent of its energy needs annually, decided to resort to nuclear reactors to generate power.

Jordan, which incurred billions of dollars in losses after the curt in natural gas supply, applied recently for international agencies for funding to purchase fuel oil and fuel products for power generation.

The Kingdom has also recently announced plans for building a liquefied gas terminal in Aqaba to import natural gas from Qatar in light of a rising demand on power.

Jordan was scheduled to announce the site of its first nuclear reactor and the technology to be used in the reactor by the end of 2012.

The final agreement to build the nuclear reactor is scheduled to be signed in the second half of 2013 after which work will start to build the reactor.

Last year, the commission received technical and financial offers from a consortium by France's Areva and Japan's Mitsubishi, Russia's Atomstroy export and Atomic Energy of Canada to build the reactor.

Jordan finalises deal for first oil shale plant

(MENAFN - Jordan Times) Jordan has reached an agreement for the country's first oil shale-fired power plant in what energy officials are calling a "milestone" in the country's drive for energy independence.

Authorities announced on Saturday that Jordan has reached an agreement with Estonian-Malaysian consortium Enefit to construct a 460-megawatt (MW) oil shale power plant within the next four years, in what is to be the first electricity station utilising the alternative energy resource in the entire region

Under the landmark deal, which has been over two years in the making, Enefit is to construct the plant in the central region in order to take advantage of a parallel oil plant project being carried out by the firm forecast to produce some 38,000 barrels of oil shale per day.

According to the firm, the power plant is expected to consume some 21,000 tonnes of oil shale per day.

With the agreement set, the firm is set to launch a tender for the construction of the plant later this month, with the first 237MW unit to come online by 2016.

According to Minister of Energy and Mineral Resources Alaa Batayneh, electricity generated by the plant is forecast to shave some JD350 million off the Kingdom's national energy bill, which, due to ongoing cuts in Egyptian gas supplies, has reached a record JD4 billion.

"The new oil shale-based power plant will deliver significant economic benefits to Jordan," Batayneh said in a press statement released on Saturday.

The power plant comes as the first in a series of projects to tap Jordan's estimated 40-billion-tonne oil shale reserves, which include an initiative to extract 15,000 barrels per day in Karak and the construction of a second, 900MW plant, by the end of the decade.

Energy officials have prioritised oil shale as key to weaning the country off energy imports, which cost Jordan over one-fourth of its gross domestic product annually.

The agreement comes amid rising international energy prices, which have pushed the National Electric Power Company's deficit to JD1.5 billion and forced authorities to implement an unpopular rise in electricity prices earlier this month.

Jordan added to its growing oil shale industry by signing a deal with a Canadian firm to produce up to 50,000 barrels of shale oil within the next decade.

With MoU signed, the Ministry of Energy and Mineral Resources and Canadian firm Global Oil Shale Holdings took the initial steps towards a 25 year, USD 32 billion mega project in central Jordan to provide the country with up to 25% of its energy needs.

Under the agreement, GOSH is set to launch exploration in the central region of Al Attarat home to the bulk of the country's estimated 40 billion tonne oil shale reserves in a bid to produce 8,000 barrels of oil within the next 2 years.

According to GOSH, should economic feasibility studies prove viable the project is set to create over 4,000 direct jobs during 2 year time span.

The Canadian deal comes as the fourth oil shale mega project in Jordan which is turning to the alternative energy source to wean the country off energy imports that cost the Kingdom over 20% of its gross domestic product.

Enefit, a joint Estonian Malaysian consortium is in the planning phases of 460 MW structure set to be built south of Amman by 2016 in parallel with a separate project to produce up to 35,000 tonnes of shale oil per day.

A British and Jordanian firm is in the exploration phase of an initiative to produce up to 15,000 barrels of shale oil per day near Karak while Royal Dutch Shell is employing an experimental technology to produce up to 40,000 barrels of oil from the eastern desert within the next 2 decades.

Alstom ajoute 289 MW de capacité de production électrique en Jordanie

Alstom a anoncé lundi la signature de 2 contrats d'une valeur de près de 75 millions d'euros avec Metka S.A, afin de fournir des équipements de production d'électricité commandés par Samra Electric Power Generating Company, en Jordanie.
Le premier contrat prévoit la livraison d'une turbine à gaz GT13E2 et des équipements associées pour la nouvelle centrale à cycle simple qui est en cours de construction dans la région de Zarqa.

Alstom précise que la fourniture et l'installation seront réalisées en mode « accéléré », l'exploitation commerciale étant prévue pour juin 2013. Cette centrale permettra d'ajouter 146 MW au réseau jordanien et d'apporter ainsi une capacité de production essentielle pour couvrir le pic de consommation des mois d'été.

La turbine à gaz GT13E2 est déjà exploitée en Jordanie. En effet, en vertu d'un contrat conclu en 2009, Alstom a fourni 2 turbines de ce type pour la centrale à cycle simple Samra III (285 MW). Cette installation est en service depuis 2011.

Le second contrat prévoit l'adjonction d'un cycle vapeur d'Alstom à l'actuelle centrale au gaz à cycle simple Samra III, dans le but de transformer cette unité en centrale à cycle combiné. L'intégration de cette technologie permettra d'ajouter 143 MW à la capacité de production de la centrale. La mise en service commerciale du projet est prévue pour 2015.

Le cycle vapeur permet d'adjoindre un dispositif de production d'électricité à vapeur à une centrale au gaz existante pour en accroître l'efficacité et réduire les émissions.

Jordanie : grèves et manifestations après une hausse des prix du carburant

De nouvelles manifestations et des grèves avaient lieu mercredi la Jordanie au lendemain de l'annonce d'une hausse des prix du carburant ayant déjà provoqué un mouvement de colère avec des attaques contre la police et la maison du Premier ministre.

Cette soudaine augmentation, entrée en vigueur dans la nuit, a suscité la condamnation des Frères musulmans, la principale force de l'opposition, qui ont mis en garde contre un mouvement de "désobéissance civile".

Environ la moitié des 120.000 professeurs des écoles publiques ont fait grève mercredi après un appel en ce sens de leur syndicat, affectant au moins 2.000 écoles dans le pays, selon des responsables du syndicat d'enseignants.

"La grève continuera jusqu'à ce que le gouvernement revienne sur sa décision injuste et irresponsable qui cherche à rendre les Jordaniens plus pauvres", a indiqué dans un communiqué le syndicat.

Des avocats ont cessé le travail à Amman alors que d'autres syndicats annonçaient qu'ils examinaient une action similaire, et des groupes de jeunes et certains partis politiques ont annoncé qu'ils allaient manifester dans plusieurs villes du royaume.

Des manifestants en colère bloquaient la principale rue du centre-ville d'Amman, où la police a menacé d'avoir recours à la force s'ils ne la dégageaient pas.

Les islamistes ont indiqué qu'ils prévoyaient de manifester plus tard mercredi près du ministère de l'Intérieur, sur la place Gamal Abdel Nasser, où 24 personnes avaient été arrêtées mardi soir après une manifestation ayant réuni plus de 2.000 personnes.

Ces protestations sont survenues quelques heures après l'annonce d'une hausse des prix de l'essence --de 0,71 dinars (0,78 euros euros) à 0,80 dinars (0,88 euros)-- et de la bonbonne de gaz domestique --de 6,5 dinars à 10 dinars (11 euros)--, soit une augmentation de 53%.

La Direction de la sécurité publique a déclaré que les manifestations de la nuit avaient fait 14 blessés, dont 10 policiers, après que des manifestants en colère eurent attaqué un commissariat à Irbid (nord) et des bâtiments gouvernementaux à Salt, à l'ouest d'Amman.

La police a fait usage de gaz lacrymogène et de canons à eau pour disperser une manifestation devant la maison du Premier ministre à Salt, sa ville natale.
