Pakistan to offer 41 oil, gas blocks in June licensing round

Pakistan plans to launch a new licensing round in June this year to offer 43 oil and gas blocks, an official at the Ministry of Petroleum and Natural Resources said Wednesday.
Of the 43 blocks, five are offshore and the remaining are located in the country's four provinces -- Punjab, Sindh, Balochistan and the North West Frontier Province.
"It is getting costly to import fuel oil, and gas is falling short of demand. The only way out is to boost upstream activity," the official said.
Pakistan's current gas production is about 4.2 Bcf/d, while demand stands at around 5 Bcf/d. The shortfall has forced power utilities to cut supply.
The country produces 65,000 b/d of crude oil, and relies on imports to meet 85% of its crude and oil products demand.
Pakistan had offered 53 blocks in its previous licensing round in June 2009, of which 41 were awarded to 10 companies in December.

ISLAMABAD, 14 avril (Reuters) - Le ministère pakistanais du Pétrole a annoncé mercredi le report de la signature d'un contrat avec GDF Suez portant sur l'importation de gaz naturel liquéfié (GNL), la Cour suprême ayant décidé d'examiner le dossier.
Cette démarche fait suite à des informations de presse selon lesquelles le Pakistan aurait perdu un milliard de dollars dans ce dossier car des hauts fonctionnaires du ministère du Pétrole auraient ignoré une offre plus basse soumise par la Fondation Fauji et la société européenne Vitol.

La Fondation Fauji est un groupe d'investissement géré par d'anciens officiers de l'armée pakistanaise.
"Aucun contrat ne sera signé tant que la question n'aura pas été réglée par la justice", a déclaré à la presse S.M. Zafar, avocat représentant le ministère du Pétrole.
Un porte-parole de GDF Suez à Paris a pour sa part déclaré: "On continue de discuter avec les autorités du Pakistan, on n'a pas d'autre commentaire à ce stade à ajouter."
La question est importante pour le Pakistan qui doit gérer une crise de l'énergie et dont l'économie a un besoin urgent d'investissements de l'étranger.

La court suprême pakistanaise a annulé l'accord pour la livraison de Gaz naturel liquéfié entre Total et le gouvernement de ce pays. Total fournirait 3 500 000 tonnes de GNL par an sur six ans moyennant huit milliards de dollars.
Pakistan's Supreme Court on Wednesday canceled a contract awarded in February to French oil and gas company GDF Suez SA for 3.5 million tons of liquefied natural gas per year, citing irregularities in the tendering process.
The Supreme Court, in a ruling published on its Web site, said the Ministry of Petroleum and Natural Resources hadn't followed standard procedures in awarding the six-year contract.

The court found that the ministry had accepted bids from Suez and Royal Dutch Shell PLC, but had ignored a lower-price offer by a consortium of Europe-based oil company Vitol SA and a business foundation controlled by Pakistan's armed forces.
The value of the bids, including Suez's, wasn't disclosed. The court ordered the government to cancel the award and reopen the tender. A spokesman for Suez said the company was "confident in the quality of its offer," but gave no further details. The Paris-based firm plans to take part in the new round of bidding, he said.

The cancellation comes as Pakistan is trying to avert an energy crisis by importing millions of tons of LNG in coming years to generate power.
Once a major gas producer, Pakistan has underinvested in exploration for natural resources and now has been forced to look overseas for supplies. Failure to act quickly to secure gas supplies and build new power stations could crimp economic growth. Power cuts of up to 16 hours a day are already hurting businesses.

A spokesman for the petroleum ministry declined to comment and referred to the court's ruling.
The U.S. has been keen for Pakistan to import LNG from Qatar, a major producer located in the nearby Persian Gulf, to stop the country looking to its western neighbor, Iran, for gas supplies. Some critics, however, say imported LNG will be too expensive for the Pakistani market, and are urging both the development of gas pipelines with Iran and the development of the nation's massive untapped coal reserves. Pakistan plans to build its first LNG receiving terminal at Port Qasim, near Karachi.

L'Iran et le Pakistan ont conclu vendredi un accord décisif pour l'achèvement d'un gazoduc prévu depuis longtemps entre les deux pays pour livrer du gaz iranien, un projet d'un coût de 7,5 milliards de dollars qui devrait être opérationnel dans les quatre ans.

"Je suis très content qu'après 17 longues années ce projet commence enfin. Il nous aidera à produire de l'énergie pour soutenir notre croissance industrielle", a indiqué le ministre de l'Energie pakistanais Syed Naveed Qamar à l'issue de la cérémonie de signature.
"L'Iran nous a assuré que le projet serait fini d'ici deux ans et demi à trois ans, en avance par rapport à ce qui est prévu", a indiqué le ministre.
"Comme toutes les étapes de l'accord ont été acceptées, le projet est désormais prêt à entrer dans sa phase de mise en oeuvre", a annoncé un communiqué du ministère de l'énergie.

Le gazoduc, long de plus de 900 kilomètres, reliera Assaluyeh, dans le sud de l'Iran, à Iranshahr, près de la frontière avec le Pakistan, et transportera le gaz extrait du champ de South Pars, dans le Golfe.
Le gaz importé -- dont le volume est estimé à presque 20% de la production gazière actuelle du Pakistan -- sera utilisé pour produire de l'électricité.
La production d'électricité au gaz permettra des économies annuelles "significatives", selon le communiqué, qui précise que le contrat de fourniture de gaz court sur 25 ans, renouvelable pour 5 années supplémentaires.
"Le premier transport de gaz est prévu d'ici à fin 2014. Pour la section pakistanaise du gazoduc, le coût est estimé à 1,65 milliard de dollars", toujours selon le communiqué.


Cet accord est le dernier en date pour le projet initialement appelé IPI (Iran-Pakistan-Inde), initié en 1994 et visant au départ à livrer du gaz iranien sur le marché indien. L'Inde a quitté les négociations en 2009 à cause de différends sur le prix proposé par l'Iran et des incertitudes pesant sur la fiabilité de la République islamique comme fournisseur de gaz.

Selon l'accord signé l'Iran livrera 21 millions de m3 de gaz par jour au Pakistan et comprend également une disposition visant à élargir le volume des importations à 28 millions.
Le Pakistan produit environ 119 millions de m3 de gaz par jour alors que la consommation s'établit a 141 millions.
Pakistan and Iran on Friday signed a sovereign guarantee agreement for Pakistan to import 750,000 Mcf/d of natural gas through the Iran-Pakistan gas pipeline, the government-operated Associated Press of Pakistan news agency reported.
The agreement guarantees gas deliveries for 25-years, is renewable for a further five-years and also includes a provision to expand the volume imported to 1 Bcf/d.
All the imported gas will be dedicated to the power sector and support around 5,000 MW of power generation. This will enable Pakistan to make significant savings when compared with using alternative fuels such as high sulfur fuel oil, LNG and coal as feedstock, APP said.
the APP also reported funding for the project would come from both the public and the private sectors, with the capital cost for the Pakistan side estimated at $1.65 billion. According to the project implementation schedule, first gas flow is targeted by the end of 2014, the agency said.

"Normally this kind of pipeline is going to take between three to four years because the length of the pipeline inside Pakistan is around 900 km (560 miles)," Iran's Press TV web site quoted Iran National Gas Company head Reza Kassaeizaded as saying.
"It depends...but it is possible to do it in around 30 months."

Pakistan petroleum ministry official Irshad Karimi, meanwhile, told Iran's Press that his country currently produces and consumes around 4.2 Bcf/d.

"That means 25% of [Pakistan's gas] will be imported from Iran," Karimi added.
In March, Pakistan and Iran inked a final agreement to start work on the long-delayed IPI gas pipeline project.

The pipeline is expected to cost around $7 billion and will carry gas from Assaluyeh, the landfall point of gas from Iran's giant South Pars field, to Pakistan.

Celui venant d' Iran dont j' ai parlé dans ce post en Oct 2011

et le TAPI voir ce post du jour

The latest move in this regard was Monday’s pipeline inauguration by Iranian President Mahmoud Ahmadinejad and Pakistani President Asif Ali Zardari. The pipeline will transport Iranian natural gas to Asian markets via Pakistani territory, providing Pakistan with desperately needed energy supplies.
Negotiations between the two countries began almost a decade ago, but were frequently stalled due to opposition from the US. Washington has long sought to thwart any scheme for transporting oil and gas from or through Iran.
During that period, Iran completed its section of the pipeline from the Pars gas field in the south of the country to the Pakistani border town of Multan. It has a capacity of 750 million cubic meters per day.

Tehran has undertaken to cover a third of the $1.5 billion cost of the 780-km Pakistani section of the pipeline, with the Pakistani government funding the rest.

Pakistan: après sa victoire, Sharif devra résoudre les problèmes du pays

Vainqueur des élections législatives au Pakistan, l'ancien Premier ministre Nawaz Sharif a lancé dimanche des consultations en vue de former un gouvernement qui aura la tâche herculéenne de résoudre les graves problèmes économiques et sécuritaires du pays.

Ce retour aux affaires par la grande porte a le goût de la revanche pour M. Sharif, 63 ans, déposé par le coup d'Etat du général Pervez Musharraf en 1999 et qui partit en exil avant de revenir se reconstruire patiemment dans l'opposition.

Cet homme tout en retenue peut aujourd'hui sourire: il s'apprête à devenir le premier responsable pakistanais à devenir Premier ministre une troisième fois.

Sur le front économique, M. Sharif, qui a une image de bon gestionnaire, devra résoudre la grave crise énergétique, notamment les pénuries d'électricité, qui empoisonnent la vie de la population et minent la croissance.

Ironie de l'histoire, M. Sharif va reprendre le pouvoir au moment où son vieil ennemi le général Musharraf, assailli par la justice depuis son récent retour d'exil, est confiné par les autorités dans sa maison d'Islamabad. L'inverse de 1999, lorsque Musharraf déposa Sharif et le plaça en résidence surveillée.

Le projet prend du retard coté Pakistanais à cause du changement à la téte du pays suite aux elections.
Probléme de garanties gouvernementales à fixer.
Et puis le budget se prend +20%.

He said Pakistani companies had been short-listed to take the construction work in hand under the supervision of Tadbir Energy. The project cost had earlier been estimated at $1.5bn, but it had now been revised to $1.8bn because of escalation and currency devaluation factors.
About $1bn would be provided through the gas infrastructure development cess (GIDC) for the project.

Pakistani minister of petroleum and natural resources has stressed the importance of the multi-billion-dollar pipeline projected to carry natural gas from Iran to its eastern neighbor, stating that Islamabad will complete the project regardless of any domestic or foreign pressure.

Shahid Khaqan Abbasi said on Monday that the gas project would cost around USD 1.5 billion, which would be raised through Gas Infrastructure Development Cess (GIDS).

“Though the Islamabad High Court has stayed the GIDS, the problem would be resolved soon. The government has also sorted out some other internal sources of funding in this regard,” he said.

Abbasi further noted that the IP gas pipeline would be completed soon and Pakistan could get one billion cubic feet of natural gas per day from Iran.

On June 20, Pakistan’s Foreign Office Spokesman Aizaz Ahmad Chaudhry said the gas pipeline is the key option to relieve energy shortages in Pakistan.

The final construction phase of the pipeline was inaugurated on March 11.

Iran has already built 900 kilometers of the pipeline on its soil and is helping to build the 700-kilometer part of the pipeline on the Pakistani side.

The IP pipeline is designed to help Pakistan to overcome its growing energy needs at a time when the country of over 180 million people is grappling with serious energy shortages.

Pakistani Federal Minister for Planning Ahsan Iqbal said in early June that the new Pakistani government will continue the joint gas pipeline project with Iran, saying the issue of energy is Islamabad’s top priority.

"Ce n'est pas une petite chose, mais un truc immense qui est sorti de sous les eaux", se frotte encore les yeux Muhammad Rustam, un habitant de Gwadar, port stratégique pakistanais situé à quelques 400 kilomètres au sud de l'épicentre du séisme de magnitude 7,7 ayant secoué mardi la province du Baloutchistan et fait plus de 250 morts.

Des milliers de personnes observaient d'un oeil curieux mercredi ce gigantesque monticule d'une vingtaine de mètres de hauteur, d'une quarantaine de mètres de longueur et d'une centaine de largeur, planté dans la mer d'Arabie près de la côte de Gwadar. Des pêcheurs intrigués s'étaient approchés mardi de cette protubérance maritime qui aimante les flashes des photographes amateurs locaux.

Business autour de cette nouvelle île

Dès mercredi, les propriétaires de petites embarcations ont vite fait de capitaliser sur cet engouement en proposant des visites autour de cette île de boue, de sable et de roches, parsemée d'algues et pierres jaunes, et constellée de poissons morts, selon un caméraman de l'AFP sur place. "C'est vraiment très étrange et aussi un peu effrayant de voir subitement une chose de la sorte sortir de l'eau", confie, encore médusé, M. Rustam.
