BG Group: Tanzania's 1st Deepwater Drilling to Start Shortly

September 16, 2010

Tanzania's first deepwater drilling operation is set to start shortly, a spokeswoman for BG Group said Thursday, as the industry focuses on African waters after a U.S. moratorium on such drilling.

A BG spokeswoman said in an email that "drilling activities are expected to commence shortly," adding that exact timing was still uncertain.

"I can confirm that the Deepsea Stavanger, supplied by Odfjell Drilling, has been mobilized by Ophir...for the first deep-water drilling campaign conducted in Tanzania," she said.

In May, U.K.-based integrated gas company BG Group acquired 60% stakes in oil and gas exploration blocks one, three and four offshore Tanzania from Ophir, the operator.

A moratorium in U.S. deep-water drilling, following BP's Macondo well disaster in the Gulf of Mexico, has led many contractors to send their rigs to places such as the Congo or Egypt. The Deepsea Stavanger, however, was always earmarked for Tanzania.

The country has seen little oil exploration, but contains a large section of the same East African Rift Valley where around 2.0 billion barrels of oil have been discovered in Uganda.

U.S. independent oil-company Anadarko also made a high-quality deep-water natural-gas discovery in February in the section of the Ruvuma Basin that stretches into the waters of Mozambique.

U.S. oil giant Exxon Mobil in late March acquired a 35% interest in the Tanzanian deep-water Block 2 operated by oil company Statoil for an undisclosed amount.

Other oil companies present in Tanzania include Aminex, Tullow Oil and Dominion Petroleum.

Total Awarded Tanzania Tanganyika O&G Rights -TPDC

Aug. 16, 2011

Tanzania's state oil company, Tanzania Petroleum Development Corp., has awarded rights to explore for oil and gas in its Lake Tanganyika Rift Basin to France's Total E&P Activities Petrolieres, with further negotiations and details on a production sharing agreement to follow, TPDC announced Tuesday.

"Total has shown itself to be able to comply with the minimum work commitment and has superior technical as well as financial capability over the other bidders to undertake exploration in the Lake Tanganyika North area," TPDC said. Total beat at least four other companies.

The Lake Tanganyika Rift Basin is part of the western arm of the East African rift valley, where at least a billion barrels of oil have been discovered in neighboring Uganda.

The Lake Tanganyika rift basin is divided into two blocks. Total will operate the northern block. The Southern block was awarded to Australia's Beach Energy in 2008.

Next year, Tanzania will open another bidding round for at least 13 blocks sitting between 1,200 meters and 3,500 meters of water depth off its coast in the Indian Ocean.

However, in recent months, licensing and exploration activities off the Tanzanian coast have been overshadowed by disputes between mainland Tanzania and the semi-autonomous archipelago of Zanzibar over the control of oil and gas in around five blocks near the isles.

Currently, Tanzania has licensed 12 deepwater blocks and recent exploration works have encountered at least 7.5 trillion cubic feet of natural gas. The country is yet to discover commercial oil reserves.

At the moment, there are no production projections Tanganyika project since no discoveries have been made, and formal exploration has yet to commence.

China, Tanzania Sign $1bn Gas Pipeline Deal - report

China and Tanzania have signed a $1 billion loan agreement to build a major natural gas pipeline in east Africa's second-biggest economy, a Tanzanian newspaper quoted the country's energy minister as saying on Friday.

Reuters reports that the deal involves the construction of a 532-kilometre pipeline from Mnazi Bay and Songo Songo island in southern Tanzania to the country's commercial capital, Dar es Salaam.

"The completion of the project will enable the 36-inch gas cylinder to produce 784 million standard cubic feet of gas per day, capable of powering 3,900 megawatts (MW)," Energy and Minerals Minister William Ngeleja was quoted saying.

Tanzania's current natural gas reserves have risen to more than 10 trillion cubic feet (tcf) from a previous estimate of 7.5 tcf following major gas discoveries in its deep-water offshore region.

An existing 16-inch natural gas pipeline owned by private investors has been facing capacity constraints amid growing energy demand in the country.
Ngeleja said the engineering, procurement and construction (EPC) deal was signed in the Chinese capital, Beijing, on Tuesday.

China Export-Import Bank (EximBank) will provide a soft loan to cover 90 percent of the project cost, while the Tanzanian government will finance the remaining cost, the paper reported.

The minister said the project would be jointly implemented by the China Petroleum and Technology Development Company (CPTDC), a unit of China National Petroleum Corporation (CNPC), and state-run Tanzania Petroleum Development Corporation (TPDC).

Tanzania has asked the Chinese financiers to fast-track implementation of the project to ensure construction of the pipeline was concluded by December 2012 from the initial schedule of March 2013 to curb the country's chronic power crisis.

Ngeleja said Tanzania's energy demand was expected to grow to 1,583MW by 2015 from the current demand of around 1,000MW.

Tanzania's economy is blighted by chronic energy shortages that have resulted in rolling power outages, undermining economic growth.

The Tanzanian government said it plans to shift its focus to investment in thermal plants fuelled by natural gas and coal in attempts at weaning itself off weather-dependent hydropower, which accounts for 55 percent of the country's energy sources

Tanzania catches the eye of big oil explorers

November 6 2011

The discovery of oil in Uganda and Mozambique has triggered renewed interest in Tanzania, putting the country on the radar of major oil explorers and sparking acquisitions and mergers in the scramble for oil blocks.

Last week, Tanzania signed the production sharing agreements (PSAs) with the two companies to explore oil and gas exploration in Lake Rukwa and Nyuni-East Songo Songo.

Minister for Energy and Minerals William Ngeleja said Aminex will undertake oil and gas exploration at Nyuni-East Songo Songo and about $75.3 million will be injected into the project. Heritage Oil will embark on oil and gas exploration at Lake Rukwa and will put in about $66.5 million.

“The terms of the PSAs cover 11 years, which are divided into three sub-periods,” said Mr Ngeleja. He said that though Tanzania has yet to find a commercially viable oil source, investors are confident that the country has oil.

He added that, “Exploration for oil and gas is capital intensive, risky and it takes a long time. In view of this, attracting capital is not an easy task particularly to areas such as Tanzania where no discoveries of oil have been made. I am therefore delighted to see enormous interest by junior and medium-ranked international companies in joining the exploration race”.

According to Mr. Ngeleja, the government is in production sharing agreements talks with more than six new international exploration companies to undertake oil and gas exploration in different prime-places of the country.

Huge gas deposits found in Tanzania

January 28 2012

The Tanzanian government has started working on strategies to prepare the economy to accommodate huge investments in the natural gas sector in anticipation of major commercial discoveries in the next five years.

The imminent commercial discoveries, whose quantity is yet to be determined, will result into “multi-billion dollar foreign direct investments,” according to the minister of Finance and Economic Affairs Mustafa Mkulo.

He said the discovery will also add significant revenue flows to government coffers and take a big part of the country’s export volumes, which will make Tanzania a “gas economy”.

The country has proven natural gas deposits of about 7 trillion cubic feet (cf). It is estimated that Tanzania will confirm around 60 trillion cubic feet of natural gas from the current 7 trillion cf.

About 3.5 trillion cf of the reserves have already been commercialised with natural gas wells being drilled in Songo Songo and Mnazi Bay gas fields.

Tanzania’s gas reserves border those of Mozambique in the Ruvuma basin where commercial natural gas reserves of about $800b have been discovered by Eni SpA and Anadarko Petroleum Corp.

Tanzania revises up coal reserves

July 3 2013

Dar Es Salaam - Tanzania has coal reserves of up to 5 billion tonnes, more than thrice its previously stated figure of about 1.5 billion tonnes, Energy and Minerals Minister Sospeter Muhongo said on Wednesday.

Tanzania produces coal from two mines mainly for domestic use, such as power generation.

It has plans to increase its coal-fired power generation capacity and could also export more.

Developing coal production is part of broader energy strategy, which includes exploiting recent big gas finds.

“Tanzania's total coal reserves were previously estimated at 1.5 billion tonnes and are now expected to have reached up to 5 billion tonnes,” the energy and minerals minister told a conference in Dar es Salaam.

“The government's power generation mix will focus on generating power from natural gas, coal, hydro-power and renewable energy sources,” he said.

In 2011 China's Sichuan Hongda Co. Ltd. signed a $3 billion deal with Tanzania to mine coal and iron ore and build a 600-megawatt coal-fired power plant.

Tancoal Energy, a joint venture between Australian-listed Intra Energy Corporation and Tanzania's government, runs the Ngaka coal project, while Tanzania's other mine at Kiwira is run by the state.

The government said plans were under way for Kiwira and Tancoal to each have power plants with 400 megawatts capacity.
