SHELL à l' approbation des autorités de l' IRAK pour construire un terminal pétrolier à Basra.

l' article rapelle que SHELL avait remporté un gros morceau à l' appel d' offre avec le developpement du champs de Majnoun.

Iraq (Baghdad) - The Ministry of Oil of the Republic of Iraq said that Shell Global is set to build an oil pier in the southern city of Basra to facilitate the operation of oil industry developers.

The planned pier will receive oil tankers and large ships that carry oil equipment and used to dock at ports of neighboring countries, according to a press release issued by the ministry here.

The General Company for Ports of Iraq (GCPI), a subsidiary of the ministry, has developed an integrated plan including the designs of the new pier, to be located in Al-Qarna town, north Basra, on 'Shatt Al-Arab' waterway.

"The aim of the new project is to encourage the global oil companies to invest heavily in the highly-promising energy industry of Iraq," the statement quoted director of GCPI's information and public relations division Anmar Al-Safi as saying.

"The project will save much time, money and effort for both Iraq and the foreign investors," Al-Safi affirmed, noting that the oil equipment will be moved from the pier to the operation sites in a direct and faster way.

Shell has earlier this year won a lion's share in the tender to develop Majnoun oil field, the largest project in the latest round of tendering by the Iraqi Ministry of Oil. (KUNA)

Premier effet visible de la reprise des activité pétroliére en IRAK suite à la fin de la guerre d' Irak.

+300000 b/j ajoutés à fin 2010. (soit 2.4 m b/j --> 2.7 m b/j )

Objectif d' attteinde 3 millions de b/j fin de cette année 2011.

Essentiellement grace aux accroissement des champs de Rumaila et Zubair sur lesquel les compagnies étrangéres avaient remportés des appels d' offre.


Iraq ups output by 300,000 barrels from 3 key oil fields

Iraq has raised crude oil production more quickly than expected-achieving an increase of more than 300,000 bpd above the current 2.4mn bpd, a senior Iraqi oil official said yesterday.

“We are hoping to reach a total of 3mn bpd by the end of 2011,” said Abdul Mahdy al-Ameedi, head of Iraq’s Petroleum Contracts and Licensing Directorate, in an exclusive interview with Dow Jones Newswires.

Production at the supergiant Rumaila oil field, Iraq’s largest, in the southern Basra governorate has reached 1.275mn bpd: a 20% rise on initial output rate which was 1.066mn bpd, said al-Ameedi whose office engineered three bid rounds that led to awarding 15 oil and gas fields in 2009 and 2010.

Production at Rumaila, which is being developed by a consortium of BP and China National Petroleum Corp, is expected to hit a total of 1.5mn bpd by the end of this year, he added.

Output at Zubair, developed by a partnership led by Italy’s giant Eni, has been increased by 83,000 bpd to 265,000 bpd from initial rate of 182,000 bpd, or 45% increase, Ameedi said. While a consortium led by Exxon Mobil Corp has managed to increase production by 11,000 bpd from Iraq’s West Qurna Phase 1 oil field in southern Iraq, he added.

Baghdad’s 20-year service contracts oblige investors in producing oil fields to boost output by 10% above an agreed baseline rate within three years in order to start getting paid back.

Rumaila reached the 10% increase in early December, while Zubair was the first to hit the required increase in November, al-Ameedi said.

Iraq, which sits atop one of the world’s largest oil reserves, signed over the last two years some 12 major oil deals with the aim of boosting its production to 12mn bpdy by 2017. That target, however, is rather difficult to achieve because of some security problems as well as lack of infrastructure.

Analysts believe Iraq can realize no more than 6mn bpd in the next seven years. (Source: gulf-times.com)

que BP avait remporté le gros lot, à savoir le developpement du champde de Rumaila.

BASRA, Iraq -- On a bleak stretch of desert near the Iraq-Kuwait border -- half a world away from the Gulf of Mexico and last year's nightmarish blowout -- BP is riding high, rapidly developing one of the world's richest oil fields.

The British energy giant plans to drill 3,000 new wells here in 10 years and build a town from scratch to house 4,000 employees. BP and Iraqi officials hope the Rumaila field will soon become the second-most productive in the world -- after Saudi Arabia's Ghawar -- propelling the country into competition with Saudi Arabia and Iran.

Iraq sits on the world's third-largest oil reserves, after Saudi Arabia and Venezuela, with the biggest known fields lying under the windswept sands outside Basra. Despite aging pipelines, spotty electricity, chronic insecurity and a maze of inefficient bureaucracy, the oil sector is pressing an ambitious expansion plan that will determine Iraq's economic future long after the last American soldiers withdraw at the end of the year.

This month, thanks largely to the gains at Rumaila, Iraqi officials said daily oil production had climbed to 2.7 million barrels, the most since the U.S.-led invasion nearly eight years ago. Though that's barely a quarter of what Saudi Arabia produces, Iraq says that within seven years it could surpass its rival by increasing production to more than 13 million barrels per day.

That would be a colossal achievement, and few expect it to happen. But after three decades of dictatorial neglect, economic sanctions and conflict that decimated Iraq's oil sector, the increases so far are "extraordinarily encouraging," said Jim Jeffrey, the U.S. ambassador to Baghdad. "I can't stress how important that is from the standpoint of Baghdad and the politics and economics of this country as it gets reintegrated with the rest of the world," Jeffrey said during a recent visit to Basra, Iraq's port on the Persian Gulf and the hub of its southern oil region.

The international oil industry views Iraq as one of the last great crude jackpots. Experts think that Rumaila and the nearby West Qurna fields -- where a consortium led by Texas-based Exxon Mobil is working -- could reshape world markets and bring down oil prices. They also could rattle the Organization of Petroleum Exporting Countries, putting Iraq on a diplomatic collision course with fellow members of the oil cartel.

More immediately, oil could finance Iraq's postwar recovery. Crude exports account for about 90 percent of government revenue, more than $190 billion from 2005 to 2009, according to U.S. government figures.

So central is oil to Basra that the province's official seal features a derrick. At the height of the sectarian warfare that followed the invasion, however, it was one of the scariest places in Iraq, a battle zone ruled by Shiite Muslim militias such as Muqtada al-Sadr's al-Mahdi Army and the Iranian-backed Vengeance of God.

Irak : 12 sites pétroliers et gaziers aux enchères en janvier 2012

L'Irak mettra aux enchères en janvier 2012 douze sites d'exploration pétroliers et gaziers, ce qui constituera la quatrième session de vente aux enchères depuis mi-2009, a annoncé lundi le ministre du Pétrole Abdel Karim al-Luaybi.

"Les quatrièmes enchères auront lieu le premier mois de 2012 pour l'exploration de douze blocs, sept pour le gaz et cinq pour le pétrole", a-t-il expliqué lors d'une conférence de presse à Bagdad.

"Ces appels d'offres sont la poursuite du travail déjà engagé par le ministère avec les trois précédentes enchères", a-t-il ajouté.

"Il s'agit d'accroître les réserves (exploitables) de gaz et de pétrole, car les trois enchères précédentes concernaient des réserves (déjà connues) et le ministère a décidé de se concentrer sur un plan ambitieux visant à accroître les réserves (exploitables) de pétrole et de gaz", a-t-il dit.

Le 20 octobre 2010, l'Irak avait attribué trois champs gaziers d'une capacité d'environ 11.000 milliards de pieds cubes (317 milliards de m3) à des compagnies internationales prêtes à investir pour doubler sa production de gaz destinée avant tout à alimenter ses centrales électriques et ses usines. La production actuelle est de 1,5 million de mètres cubes/jour.

En 2009, le gouvernement irakien avait signé onze contrats avec des compagnies étrangères pour l'exploitation de ses immenses réserves pétrolières et porter sa capacité de production à 12 millions de barils par jour (mb/j) en 2017 contre 2,5 mb/j actuellement.

Bagdad compte principalement sur sa production pétrolière pour relancer son économie dévastée par des décennies de guerre et de sanctions.

En octobre 2010, l'Irak a fait état lundi d'une nette augmentation de ses réserves de pétrole, qui les placerait au troisième rang mondial devant l'Iran.

Le ministre du Pétrole de l'époque, Hussein Chahristani, a affirmé que son pays disposait de réserves de 143,1 milliards de barils, un chiffre supérieur de 24% aux estimations communément admises jusqu'alors, mais qui demeure en-deçà des réserves saoudiennes et vénézuéliennes, selon l'Organisation des pays exportateurs de pétrole (Opep).

Si les grosses compagnies pétroliéres US comme EXXON et Chevron n' ont pas gagné les appels d' offre pour le pétrole Irakiens, ceux qui tirent les marrons du feu c' est le service dans cette industrie du forage qui sont les sociétes tazus Hallibuton, Baker Hughes et Weatherford International .

Irak: 41 entreprises en lice pour les gisements pétro-gaziers

MOSCOU, 8 août - RIA Novosti

Le ministère irakien du Pétrole a choisi 41 sociétés étrangères qui participeront aux appels d'offres pour l'exploitation de douze lots de gisements de pétrole et de gaz qui débutera en janvier 2013, rapporte lundi l'agence Dow Jones citant le ministère irakien.

Le potentiel des nouveaux gisements est estimé à environ 10 milliards de barils de pétrole et près de 820 milliards de mètres cubes de gaz.


Parmi les sociétés choisies par le ministère irakien figurent les groupes russes Lukoil, Gazprom, TNK-BP, Rosneft, Bashneft, les britanniques BP et Shell, le français Total, le chinois CNPC, l'italien ENI, ainsi que les compagnies américaines Occidental Petroleum, Chevron et ExxonMobil.

Un appel d' offre Irakien pour de l' exploration de pétrole attire pas beaucoup de compagnies car les conditions de rémunération sont pas attractifs. Il est proposé un prix fixe en $ par baril qui sera produit, et non une fraction des barils qui seront produits.

Iraq's first auction for unexplored oilfields since the second Gulf war could lose out on bidders because of the terms, which one multinational described as "not ideal".

An estimated 10 billion barrels of oil deposits are up for grabs in an auction set for early next year. But the contract model says companies will be paid in dollars rather than being rewarded with a share of the crude they find. Such terms are not designed to motivate drilling, say industry executives.

"They are not conventional terms for exploration. Some people would even say these are not ideal terms for exploration," said Elias Kassis, the managing director for Iraq exploration and production at the French oil giant Total. "We're currently looking at the technical aspects as well as the contractual model to evaluate risk and reward."

This week, Baghdad said it was extending its bidding deadline from January to March to give companies more time to prepare offers.

The oil ministry has cleared 46 companies to bid. These include energy giants such as ExxonMobil, trading houses such as Vitol and state producers such as China National Petroleum Company (CNPC).

Mubadala Oil & Gas, the energy unit of the Abu Dhabi Government-owned Mubadala Development, and Dragon Oil, a producer majority-owned by the Dubai Government, are also in the running.

The unusual contract terms stem from the Iraqi constitution, which requires that the nation's vast petroleum riches remain under control of the government. The usual arrangement for funding the cost of exploration is a production-sharing agreement in which companies are entitled to part of any crude they find in return for taking on the risk of finding none.

Note : Pour l' appel d' offre d' il y a 2 ans, il s' agissait bien d' une rémunération par baril produit, mais il s' agissait de production de champs existant (déja exploré, donc), et non comme ici d' exploration.

L' IRAK envisage d' exclure EXXON du 4iéme appel d' offre pour le pétrole si EXXON ne renonce pas a ses accords passés avec la région du Kurdistan.

Iraq to exclude Exxon Mobil from 4th oil licensing round

AK News quoted Iraqi Oil Ministry as saying that it will prevent Exxon Mobil from participating in the fourth oil licensing round if Exxon does not cancel its contracts with the Kurdistan Regional Government.

Mr Abdul Mahdi al Amidi DG of the Contracts and Licenses Department said that Exxon Mobil violated the working laws of the Oil Ministry when it contracted with KRG. The Ministry is waiting for an the official response from the company before it will be completely prevented from working in Iraqi oil fields."

Exxon Mobil, the Texas based hydrocarbon corporation signed an exploration agreement with the KRG to start drilling in 6 fields. This has dropped the supermajor right in the middle of a battle between the KRG and the federal government in Baghdad.

Mr Hussein al Shahristani deputy PM for Energy gave Exxon Mobil the choice either to work in the West Qurna field or the fields of Kurdistan, thus threatening to cancel existing contracts with the US supermajor.

In the past Baghdad has prevented companies operating in the Kurdistan Region from participating in licensing rounds to develop Iraqi oil fields. Other supergiant oil companies working in southern Iraq, like BP and Royal Dutch Shell, have held off from moving into Kurdistan Region for fear of antagonizing the Iraqi government.

Le Russe Lukoil signe un contrat de 1 milliards de $ avec Samsung pour de l' équipement pétrolier sur le champs de West QurnaII .
Lukoil avait obtenu l' enchére sur ce champs en dec 2009.

On rapelle que West QurnaII est le deuxiéme plus gros gisement d' Irak en réserves.
Lukoil, Samsung in deal to up Iraq’s oil output

Lukoil signed a $1 billion deal with South Korea’s Samsung Engineering on Thursday to develop Iraq’s second-biggest oil field, in which the Russian energy giant has a majority stake.

The agreement is part of efforts to increase to 1.8 million barrels per day (bpd) crude output at the West Qurna-2 field in the south of the country, which has known reserves of 12.876 billion barrels.

“The contract is worth $998 million,” said oil ministry spokesman Assem Jihad, after a signing ceremony attended by Oil Minister Abdelkarim al-Luaybi, Samsung Engineering president and chief executive Park Ki-Seok and Lukoil Mid-East Ltd’s Iskander Nasyrov.

Among requirements in the contract, Samsung must build five well pads with 67 development wells, infrastructure to extract and treat oil, and water intake equipment over the course of 29 months, according to Lukoil.

Lukoil has also signed a 27-month contract with Turkey’s ENKA Insaat to build a gas turbine power plant and a 22-month deal with a Franco-Jordanian consortium to expand storage capacity at the Tuba oil export terminal.

A consortium led by Lukoil won a contract in December 2009 to increase oil production at West Qurna-2.

Under the 20-year deal, extendable by five years, that was signed in early 2010, the companies receive fees of $1.15 per barrel extracted.

Lukoil currently holds a 56.25 percent stake in the group, while Norway’s Statoil holds 18.75 percent and Iraq’s state oil company the remaining 25 percent.

Earlier this month, however, Statoil said it is in the process of ceding its stake in the project to the Russian firm, a move that has been approved by authorities in Baghdad.

Iraq, which relies on oil exports for the lion’s share of government income, currently produces around three million bpd. It aims to ramp up its production capacity to 12 million bpd by 2017, but analysts say that figure is too ambitious.

The country holds the fourth-largest oil reserves in the world, according to the BP Statistical Energy Review.

Le quatriéme appel d' offre international pour le developpement des champs Irakien aura lieu au mois de Mai.
aux enchéres : les droits pour 7 blocs pour du Gaz, et 5 blocs pour du pétrole.

Exxon sera exclu à cause du litige sur le pétrole qu' il tire du Kurdistan en dehors du pouvoir central à Bagdad.

Exxon Mobil pas retenu pour les droits d'exploration en Irak :

LONDRES (Reuters) - Le groupe pétrolier américain Exxon Mobil n'a pas été retenu parmi les 47 prétendants pré-sélectionnés pour les prochaines enchères sur les droits d'exploration de champs pétrolifères et gaziers en Irak, selon un communiqué du ministère du Pétrole publié jeudi sur son site internet.

Le premier groupe pétrolier mondial était toujours sur la liste des candidats en lice début février, mais son nom a disparu depuis, tandis que celui de la compagnie pétrolière syrienne Syrian General Oil a été ajouté.

"Le protocole final de l'appel d'offres et le contrat-type définitif ont été envoyés à toutes les sociétés pré-qualifiées", a déclaré Abdul Mahdy Al-Ameedi, directeur général de la Direction des contrats et licences pétroliers (DCLP) dans le communiqué.

"Nous sommes impatients d'accueillir toutes les entreprises participantes à Bagdad", a-t-il ajouté.

Exxon a provoqué la colère du gouvernement irakien en signant un accord d'exploration avec le gouvernement régional du Kurdistan, que Bagad refuse de reconnaître.

L'année dernière, la même mésaventure était arrivée au groupe américain Hess Corp qui s'était vu exclu des enchères après avoir signé un accord avec Kurdistan.

Les enchères pour les droits d'exploration de douze nouveaux champs irakiens de pétrole et de gaz, reportées à plusieurs reprises, sont maintenant programmées pour les 30 et 31 mai prochains. L'exploitation de ces champs doit permettre d'augmenter les réserves de gaz de l'Irak de 821,2 millions de mètres cube et ses réserves de pétrole de 10 milliards de barils.

S'exprimant lors d'une conférence de presse sur le site, le ministre irakien du pétrole a indiqué mercredi que le champ pétrolier de Qourna-ouest 2 dans le sud de l'Irak, produira 150.000 barils par jour (b/j) fin 2013 et 500.000 b/j au second semestre 2014.

Le ministre a par ailleurs indiqué que Loukoïl avait l'intention de forer 23 puits d'ici la fin de 2013

Rappelons que le 12 décembre 2009, le consortium mené par le russe Lukoïl avait remporté l'exploitation du champ pétrolifère géant de Qourna-ouest 2, situé à 80 km au nord de la ville portuaire de Bassora.

A l'heure actuelle, Lukoïl possède 56,25% du site, le norvégien Statoil 18,75% et la compagnie pétrolière irakienne 25%.

L'accord définitif avait été signé début 2010. "La production doit atteindre 1,8 million de barils au cours des six prochaines années", avait affirmé lors de la cérémonie de signature le ministre irakien du Pétrole, Hussein Chahristani, soulignant qu'au cours de la même période la production totale de l'Irak devait atteindre 12 millions de barils.

Le consortium avait alors accepté d'être rémunéré 1,15 dollar par baril extrait du champ. dans le cadre d'un accord portant sur 20 ans pouvant être prolongé de cinq années supplémentaires.

Précisons par ailleurs que les réserves de Qourna-ouest 2 sont estimées à 12,8 milliards de barils.

En mars 2012, Statoil avait annoncé qu'il était en train de céder ses parts à Loukoil, une vente autorisée par les autorités de Bagdad.

Selon la BP Statistical Energy Review, fin 2010, l'Irak possédait les quatrièmes plus importantes réserves au monde de pétrole, avec 115 milliards de barils, soit 8,3% des réserves mondiales prouvées.

C 'est un consortium du Koweit (leader) +Turquie + Emirats Arabes unis qui a éte retenu pour l' exploration de 900 km2 au sud de Basra. La rémunération est fixée à 6.84 $ le baril découvert.

Quatre bids ont eu aucune proposition !
BAGHDAD — Iraq’s fourth postwar energy auction got off to a disappointing start Wednesday with only one of six offered deals for oil and natural gas exploration ending with a successful bid by a Kuwaiti-led energy consortium.

Four deals attacted no bidders and a fifth for oil exploration in southern Iraq was withdrawn when a British-led consortium sought nearly double the government’s proposed payment of $5 per for each barrel of oil equivalent.

In Wednesday’s auction, the only successful bid was made by Kuwait Energy and its partners, Turkey’s TPAO and the UAE’s Dragon Oil. The group won the rights to explore a 900-square-kilometer (350-square-mile) area in oil-rich southern Basra province. It will be paid $6.24 for each barrel of oil equivalent they find.
