Le sixiéme train de liquefaction de Sabine Pass commence à produire.
La capacité de Sabine Pass va se monter à quasiment 30 millions de tonnes de LNG par an.

Cheniere Energy Partners, L.P. has announced that LNG was produced for the first time at Train 6 of the company’s Sabine Pass Liquefaction facility.

The company noted that the commissioning process continues and added that it expects substantial completion of Train 6 to be achieved in the first quarter of 2022. That would be approximately one year ahead of the guaranteed completion date, Cheniere Partners highlighted. Upon substantial completion, Bechtel Energy Inc. will transfer the completed train to Cheniere Partners and Sabine Pass’ total production capacity will be approximately 30 million tons of LNG per annum, Cheniere Partners outlined.

Full notice to proceed on Sabine Pass Train 6 was issued to Bechtel by Cheniere Partners in June 2019. Since then, the peak workforce building Train 6 was 1,800 workers who have completed approximately five million craft professional hours, installed 12,250 tons of steel, poured 48,500 yards of concrete and laid 2.5 million feet of cable, Cheniere Partners revealed.

Sabine Pass’ current five fully operational liquefaction units, or trains, are each capable of producing around five million tons per annum of LNG, Cheniere Partners’ website shows. These five trains were brought online an average of seven months ahead of schedule, the site highlights.

Venture Global LNG has unveiled plans to invest over $10bn for the construction of a new liquefied natural gas (LNG) export facility, dubbed CP2 LNG (CP2), in the US state of Louisiana.

The state’s fourth LNG facility will be constructed in Cameron Parish, beside the company’s first facility in Calcasieu Pass.

With the latest project, the company’s total planned capital investment in the state will reach to over $20bn.

Venture Global CEO Mike Sabel said: “With two major LNG export projects currently under active construction, Venture Global is on a mission to produce the cleanest, low-cost LNG in North America.

“We are proud to partner with Louisiana in these efforts and in developing Carbon Capture and Sequestration (CCS) for our facilities. Under the leadership of Governor John Bel Edwards, Louisiana is enhancing its status as an international hub for innovation to tackle the energy and climate challenges of our time.”

A formal application has been submitted by the company to secure authorisation from the Federal Energy Regulatory Commission (FERC) to site, build and operate the CP2 LNG facility and the CP express pipeline.

With a liquification capacity of 20 million metric tonnes per annum (Mtpa) of LNG, the LNG terminal will be constructed, owned and operated by CP2 LNG.

The CP Express pipeline will deliver natural gas to the CP2 LNG facility.

In a statement, Louisiana governor John Bel Edwards said: “The CP2 facility in Cameron will create more than 1,000 new permanent jobs and thousands of construction jobs in the area, which will have a significant impact on our economy.”

In November this year, Venture Global LNG signed an agreement with Sinopec for the supply of a total of 4Mtpa of LNG from its Plaquemines LNG export facility, in Plaquemines Parish Louisiana.

Venture Global LNG has announced the execution of a 20-year Sales and Purchase Agreement (SPA) with CNOOC Gas & Power Group Co., Ltd.

The deal marks the first LNG supply agreement signed by a U.S. exporter with CNOOC, Venture Global highlighted. Under the deal, Venture Global will supply two million tons per annum of LNG on a free on board basis from its Plaquemines LNG export facility, in Plaquemines Parish, Louisiana, the company outlined. In addition, CNOOC Gas & Power will purchase 1.5 million tons of LNG from Venture Global’s Calcasieu Pass LNG facility for a shorter duration, Venture Global revealed.

Les États-Unis ont été, sur le mois de décembre, le premier exportateur mondial de gaz naturel liquéfié. L’augmentation des capacités de liquéfaction du pays devrait lui permettre de conserver cette place un certain temps.

Bechtel To Start Construction Of $30B Driftwood LNG Plant In April

U.S. LNG project developer Tellurian has stated that the construction of its Driftwood LNG export facility will begin in April 2022.

The total cost of the project, designed to produce 27.6 million tons per annum of LNG, is near $30 billion while $12 billion are needed just to complete Phase 1 of the Driftwood LNG facility, which will be located on the Calcasieu River, south of Lake Charles, Louisiana, and it will only take several years to pay this cost back.

Driftwood already has a $15.5 billion turnkey engineering, procurement, and construction contract with Bechtel in place that guarantees cost, performance, and schedule. The dal was agreed back in 2017.

The first phase will consist of two plants, each with up to four liquefaction trains. According to Tellurian, this will create about 400 direct jobs and 6,500 construction jobs.

Tellurian has already invested around $150 million and purchased some 1,000 acres of real estate ensuring a construction site for the project.

Each Driftwood LNG plant is expected to have up to four liquefication trains, for a total design capacity of as much as 27.6M mt/year. The facility will have an annual capacity of 550 bcf once Phase 1 is complete. The first delivery could take place in 2026.

Charif Souki, executive chairman of Tellurian and frequently referred to as 'the Godfather of LNG', said in a YouTube video the company posted on its website that it signed 10-year deals with Shell, Guvnor, and Vitol for 9 million tons of gas and that this justified beginning work on the first phase of the scheme. He confirmed that construction would start in April 'as promised.'

"We have access to enough capital to make sure we can do the first year of construction," Souki said. He added that Tellurian was attempting to arrange financing with 45 different lenders, which was "like herding cats".

"It is critical to get it right for the value of the shareholder, so we're not going to rush through that process," Souki said in his latest public message. "We're very comfortable starting the construction program without being completely sure that the financing will be put in place."

"We now have a number of banks that are willing to consider a project like this. We feel very confident and comfortable that this will be done," he concluded.

Cheniere Energy, Inc. announced that its subsidiary, Cheniere Corpus Christi Liquefaction Stage III, LLC, has entered into a lump sum, turnkey, engineering, procurement and construction contract with Bechtel for the Corpus Christi Stage III project. In addition, CCL Stage III has released Bechtel to commence early engineering, procurement and other site work at the Corpus Christi Stage III project under a limited notice to proceed.

The Corpus Christi Stage III project is a fully-permitted project consisting of up to seven midscale trains, each with an expected liquefaction capacity of approximately 1.49 million tonnes per annum with a total production capacity of more than 10 mtpa. The project is commercially underpinned by long-term agreements with creditworthy counterparties.

Alternative au gaz russe, les projets de GNL américain dopés dans le Golfe du Mexique

Il y a deux ans, l'entreprise américaine de gaz naturel liquéfié (GNL) Tellurian fondait en Bourse, licenciait massivement et suspendait son projet de terminal d'exportation en Louisiane. Aujourd'hui, investisseurs et banquiers "font la queue à la porte pour me dire: est-ce qu'on peut financer votre projet?", se réjouit son président, Charif Souki.

"La demande et le désir des Européens de ne plus dépendre du gaz russe sont clairement des signaux positifs pour le marché. Ils vont (...) aider aux décisions finales d'investissement" qui se feront principalement dans le Golfe du Mexique, explique Charlie Riedl, vice-président de la Natural Gas Supply Association.

Le 8 mars, les États-Unis ont interdit l'importation de GNL, de pétrole et de charbon russes et encouragent depuis des années l'Europe à moins dépendre des ressources énergétiques de son voisin russe.

Dans un communiqué, la Maison Blanche a rappelé que "la politique fédérale ne limite pas la production de pétrole et de gaz. Au contraire, (...) à court terme, l'offre doit augmenter avec la demande".

Huit terminaux permettent actuellement aux États-Unis d'exporter 400 millions de mètres cubes de gaz par jour et quelque 14 nouveaux terminaux ont déjà été approuvés par la Commission fédérale de régulation de l'énergie (Ferc).

C'est le cas de Driftwood LNG, le futur site de liquéfaction et terminal d'exportation de Tellurian, au sud de Lake Charles.

Mis à l'arrêt un an et demi, il se concrétisera le mois prochain avec son premier coup de pioche. Il pourra exporter 100 millions de mètres cubes par jour.

"En principe, on pourra livrer du GNL en 2026" aux pétroliers Shell, Vitol et Gunvor précise, souriant, l'homme d'affaire américano-libanais Charif Souki rencontré par l'AFP à l'occasion de la CERAWeek, la grand-messe de l'énergie, à Houston, au Texas.

La construction d'usines devrait s'accélérer dans les mois qui viennent en Louisiane, où cinq projets ont été approuvés par la Ferc, mais aussi au Texas et dans le Mississippi où sept projets existent.

- "La production doit augmenter" -

Depuis ses premières exportations en 2016, la région est devenue le principal port d'embarquement du GNL. Un réseau de gazoducs relie ces Etats du Golfe du Mexique aux gisements du Sud, les bassins permiens et de Haynesville, mais aussi à celui de Marcellus, au nord-est, la plus grande réserve onshore du pays.

Une fois sur la côte, le gaz est liquéfié et transféré sur des méthaniers chargés de l'exporter, principalement vers l'Europe.

Non loin du futur chantier de Tellurian, Venture Global LNG a vu ce mois-ci un premier méthanier quitter son tout nouveau terminal de Calcasieu Pass, construit avec son usine en seulement 29 mois, un record de rapidité pour une telle infrastructure, comme le rappelle avec insistance son PDG Mike Sabel.

Que ce soit pour les multiples démarches administratives de ce chantier ou pour celles d'une autre usine en construction près de la Nouvelle-Orléans, il estime que, depuis la crise en Ukraine, les autorités délivrent leurs autorisations "plus vite qu'elles ne le faisaient avant".

"Elles nous soutiennent vraiment et je suis optimiste sur le fait qu'elles approuveront les (futurs) projets plus rapidement" ajoute-t-il.

- "Une proposition perdant-perdant-perdant" -

Dans une salle qui lui est réservée à la CERAWeek, le PDG, venu pour l'occasion de Virginie, montre à quelques journalistes une vidéo des remorqueurs auxquels il a donné le nom de ses enfants et qui manoeuvrent près de la nouvelle usine.

Il relève une autre raison de se réjouir pour le secteur: début février, la Commission européenne a estimé que le gaz pouvait, sous certaines conditions, contribuer à la lutte contre le changement climatique.

Cette décision "est quelque chose d'important pour les banques, sensibles à la pression politique et publique pour financer ces infrastructures" explique-t-il.

D'après la Natural Gas Supply Association, chaque usine de liquéfaction nécessite d'investir 10 à 20 milliards de dollars. Seules les centrales nucléaires ont besoin de plus de capitaux pour être construites.

"Augmenter la production de gaz aux États-Unis est une proposition perdant-perdant-perdant pour les communautés du Golfe, l'Europe et le climat", estime en revanche l'ONG de défense de l'environnement CIEL.

"Le LNG porte tous les impacts environnementaux du gaz de schiste auxquels s'ajoutent les émissions énergivores de la liquéfaction, du refroidissement et du transport. De plus, il met en danger le mode de vie des habitants autour des sites d'extraction et d'exportation" explique Nikki Reisch, sa directrice Climat et Énergie.

"La guerre doit donner de l'élan à des investissements dans les énergies renouvelables (...), pas multiplier les énergies sales qui exacerbent clairement l'instabilité politique, économique et climatique" a-t-elle écrit à l'AFP.

Two U.S. liquefied natural gas (LNG) projects took major steps toward launching this week as Russia’s threats to cut energy supplies to Europe drives up demand and prices for the super-chilled fuel.

Developers Sempra Energy and New Fortress Energy Inc advanced agreements on separate projects, one of which could be producing LNG within 12 months. These plants typically requires long-term contracts for about 85% of output to kick off, and take years to complete.

But growing demand among customers, especially in Europe, was behind New Fortress Energy’s decision to invest its own money to build a 2.8 million tonne per annum (MTPA) plant off the coast of Louisiana.

“There was already a significant supply demand imbalance for natural gas in the world,” said Wes Edens, chief executive of New Fortress Energy. “With the urgency for Europe to reduce its dependence on Russian gas, it is vitally important to fast track LNG production in the United States.”

Russian President Vladimir Putin is demanding foreign buyers pay for Russian gas in roubles from Friday or else have their supplies cut, a move European capitals rejected and which Germany said amounted to “blackmail”.

Last week, the Biden administration said the U.S. will aim to supply European buyers this year with an additional 15 billion cubic meters (bcm) of LNG, and 50 bcm by 2030 to replace Russian gas imports as the West seeks to punish Moscow for its invasion of Ukraine.

RISKS DIMINISHING

Last year, about a dozen LNG developers said they aimed to reach final investment decisions on their projects. But only Sempra’s Energia Costa Azul LNG terminal in Baja California, Mexico, started construction in the last two years.

Sempra on Thursday reached a preliminary agreement to supply France’s TotalEnergies with gas from a second, Mexican project, Vista Pacifico LNG. TotalEnergies would acquire a 16.6% stake and take about one-third of the 4 MTPA plant’s export production, under the deal.

LNG price forecasts are strong enough that the risks are worth taking if a plant can begin operation in the next couple of years, said Alex Munton, an LNG analyst at consultancy Wood Mackenzie.

“We continue to see a tremendous amount of interest in our LNG development projects,” said Paty Ortega Mitchell, a spokeswoman for Sempra.

U.S. LNG Exporter Signs Another Long-Term Deal With China

NextDecade Corporation signed on Wednesday another long-term agreement for a U.S. exporter to sell liquefied natural gas (LNG) to China in the most recent deal between American and Chinese firms.

NextDecade announced today a deal with ENN LNG (Singapore) Pte Ltd, a wholly-owned subsidiary of China’s ENN Natural Gas Co., Ltd, for the supply of LNG from NextDecade’s Rio Grande LNG export project in Brownsville, Texas.

Under the 20-year sale and purchase agreement, ENN LNG will purchase 1.5 million metric tons per annum (MTPA) of LNG indexed to Henry Hub prices on a free-on-board basis. The LNG supply will be from the first two trains at Rio Grande LNG, with the first train expected to start commercial in 2026.

“The commercial momentum at RGLNG is accelerating and we believe the company is well placed to benefit from the strengthening LNG market,” Matt Schatzman, NextDecade’s chairman and CEO, said in a statement.

Assuming the achievement of further LNG contracting and financing, NextDecade anticipates making a positive final investment decision (FID) on a minimum of two trains of the Rio Grande LNG export project in the second half of this year, with FIDs of its remaining three trains to follow thereafter, the U.S. company said.

Last month, NextDecade signed a deal with another Chinese firm, Guangdong Energy Group Natural Gas Co, to supply LNG from Rio Grande LNG for 20 years.

China’s ENN LNG, for its part, signed last week two 20-year agreement with Energy Transfer for LNG exports from Energy Transfer’s Lake Charles LNG project.

“We are experiencing strong demand for long-term offtake contracts for Lake Charles LNG and we are optimistic that we will be in a position to take a positive FID by year end,” said Tom Mason, president of ET LNG.

These deals are the latest in a series of recent long-term agreements that American LNG developers have signed with Chinese firms.

At the end of last year, Venture Global LNG signed an agreement with China Petroleum & Chemical Corporation (Sinopec), which, the U.S. firm says, will be “the largest single LNG supply deal ever signed by a US company and will double imports of US LNG to China.” Sinopec will buy 4 million MTPA of LNG from Plaquemines LNG, and UNIPEC, a Sinopec subsidiary, has agreed to purchase 3.5 million tons of LNG from Venture Global’s Calcasieu Pass LNG facility. Cheniere Energy also announced in November a binding long-term LNG sale and purchase agreement with Sinochem Group of China.
