Qatar Starts Expansion Drilling At World’s Largest Gas Field

Qatar Petroleum has started the development drilling campaign of the North Field East Project to expand the production capacity of the world’s biggest natural gas deposit that the tiny nation shares with Iran in the Persian Gulf.

Qatar shares the North Field with Iran, which calls the deposit the South Pars. While Qatar announced this week the start of its development drilling to expand its natural gas export capacity and reclaim the world’s top liquefied natural gas (LNG) exporter spot, Iran – hit by strict U.S. sanctions and the coronavirus pandemic – says it still has plans for the next phase of the South Pars field, but drilling won't take place until March 2021.

The first offshore well of South Pars Phase 11 project will be drilled in the current Iranian calendar year which began on March 20 and ends in March 2021, Iran’s Oil Minister Bijan Zangeneh said on Wednesday, as quoted by Iran’s oil ministry’s news service, Shana.

Qatar, for its part, has launched drilling for the first phase of the North Field expansion. The first well out of 80 planned was spudded on March 29, Qatar Petroleum said in a statement.

Qatar had previously put a moratorium on any production expansion at the field, but two years ago, it took many market players by surprise when it announced its plan to ramp up production. That decision was made as Australia began challenging—successfully—Qatar’s number-one position as the world’s largest LNG exporter. Qatar has announced plans to increase its LNG production capacity by 43 percent—from 77 million tons annually now to 110 million tons a year. The new export capacity includes expansion projects set to be completed in 2024.

The first phase of the North Field expansion project will increase Qatar’s LNG production capacity from 77 million tons per annum (Mtpa) to 110 Mtpa. The second phase of the expansion project, called the North Field South Project (NFS), is set to further boost Qatar’s LNG production capacity from 110 Mtpa to 126 Mtpa, Qatar Petroleum says.

Dans un contexte où le monde se retire progressivement des énergies fossiles pour des énergies plus propres, le Qatar s’affirme plus que jamais comme un mastodonte du GNL.

Le 8 février, Qatar Petroleum, la société publique qatarie du pétrole, a annoncé la prise de la décision finale d’investissement sur le champ gazier North Field East Project (NFE), dont la production servira à approvisionner la plus grande usine de liquéfaction de gaz du monde. Celle-ci aura une capacité de 32 millions de tonnes par an et fera passer la production totale du pays de la péninsule arabique à 110 millions de tonnes par an.

La production du gaz en amont y commencera au quatrième trimestre de 2025 et atteindra sa pleine capacité fin 2026 ou début 2027, a indiqué Saad al-Kaabi, le ministre du Pétrole et patron de Qatar Petroleum.

Le coût total de ce mégaprojet sera de 29 milliards de dollars, ce qui en fait l’un des plus gros investissements dans l’industrie ces dernières années et la plus grande capacité de GNL jamais construite, a précisé le dirigeant. L’installation comprendra 4 trains de liquéfaction de 8 millions de tonnes par an chacun.

En plus du gaz pour la production de GNL, le champ NFE produira du condensat, du GPL, de l’éthane, du soufre et de l’hélium. La deuxième phase de développement du champ qui commencera en 2027, est prévue pour porter la production nationale à 126 millions de tonnes par an et Doha dit déjà penser au-delà de ce chiffre.

Le pays est le premier exportateur mondial de GNL devant l’Australie, les Etats-Unis, la Russie et la Malaisie.

110 millions de tonnes/an c'est énorme
dites moi si je me trompe, cela représente presque 50 milliards de dollars au prix actuel du GNL.

Saipem has received from Qatargas a Letter of Award for a new contract worth over 1 billion USD and related to the North Field Production Sustainability Pipelines Project located offshore and onshore the North-East coast of the Qatar peninsula.

The additional contract (“EPCL” package) entails the Engineering, Procurement, Construction, and Installation (EPCI) of offshore export trunklines and related onshore tie-in works and is part of the development of the North Field production plateau, which also includes the EPCI of offshore facilities (“EPCO” package) previously awarded to Saipem in February.

The scope of work for this award (EPCL package) includes three export trunklines starting from their respective offshore platforms to the Qatargas North and South Plants in Ras Laffan Industrial City for a total length of almost 300 km, as well as associated onshore tie-in works and brownfield activities on existing onshore and offshore facilities. Pipelaying operations will be executed by the DE HE and Saipem Endeavour vessels.

Saipem will enhance the overall project execution, comprising both EPCO and EPCL scope of work, by combining relevant planned schedules and project management and will start activities immediately. Project completion is expected by mid-2024.

Qatar Petroleum signs a long-term SPA to supply 2 MTPA of LNG to China’s Sinopec

Qatar Petroleum entered into a 10-year LNG Sale and Purchase Agreement (SPA) with China Petroleum & Chemical Corporation (Sinopec) for the supply of 2 million tons per annum (MTPA) of LNG to the People's Republic of China.

The SPA was signed by His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, and Mr. Zhang Yuzhuo, the Chairman of Sinopec Group, during a virtual ceremony attended by senior officials from both sides.

Under the agreement, LNG deliveries will commence in January 2022, and will be delivered to Sinopec’s LNG terminals in China. This SPA further demonstrates the State of Qatar’s continued commitment to meeting the growing energy demand of its customers globally in the form of reliable long term LNG supplies.

Commenting on this occasion, His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of Qatar Petroleum, said, “In a step that will further solidify the excellent bilateral relations between the People’s Republic of China and the State of Qatar, we are delighted to enter into this historic long term LNG SPA. We are also proud of the fact that this agreement will be Sinopec’s first long term LNG SPA from Qatar, and we are hopeful that it will mark the start of a long and fruitful partnership with Sinopec. QATAR MOVES FORWARD WITH MASSIVE LNG FLEET EXPANSION

Qatar Petroleum has invited a number of leading ship owners to participate in a tender for the long-term time charter of up to 100 LNG carriers. These vessels will be used to support the planned North Field expansion project as well as the Golden Pass LNG export terminal in the United States. Furthermore, the tender includes options to replace time charters for a number of Qatar’s LNG carriers that will expire in the next few years.

It is understood that Qatar Petroleum has entered into agreements with a number of South Korean and Chinese shipyards to reserve space for the construction of up to 100 newbuild LNG tankers. Once it has received responses to this recent invitation to tender (ITT), Qatar Petroleum says it plans to assess the bidders’ technical and commercial capabilities with the aim of matching the selected ship owners to the shipyard construction slots it has reserved.

Commenting on this occasion, His Excellency Saad Sherida Al-Kaabi, Energy Minister, said that meeting Qatar Petroleum’s future LNG carrier fleet requirements, would involve the largest LNG shipbuilding program in history. “The release of this ITT package is a major milestone in our efforts towards securing the most qualified ship owners and operators for our future LNG carrier fleet,” he added.

Qatar Petroleum has entrusted Qatargas with the management of the shipowner selection program on its behalf. Qatargas has a proven track-record of establishing long-term partnerships that have successfully and safely operated a fleet of 45 Q-Flex and Q-Max LNG carriers, the world’s largest LNG carriers, which constitute the backbone of Qatar’s LNG carrier fleet today.

Qatar Could Offer Chinese Firms Stakes In World’s Largest LNG Project

Qatar is in discussions with Chinese state energy giants to potentially make them equity partners in the world’s largest liquefied natural gas (LNG) project, in what could be a strategic choice to add huge potential LNG customers to its partners alongside Western majors, industry sources with knowledge of the matter told Reuters.

In February, Qatar approved what would be the world’s largest LNG project in terms of capacity, North Field East Project (NFE), set to raise the tiny Gulf nation’s LNG production capacity from 77 million tons per annum (mmtpa) to 110 mmtpa. Apart from hosting the biggest project, which would help it to be the global LNG export leader, Qatar also has one of the lowest breakeven prices for its projects, which is set to contribute to its position as one of the world’s top LNG suppliers, analysts say.

“At a long-term breakeven price of just over $4 per million British thermal units, it’s right at the bottom of the global LNG cost curve, alongside Arctic Russian projects,” Wood Mackenzie research director Giles Farrer said, commenting on Qatar’s LNG expansion project.

Traditionally, Qatar has partnered with the oil and gas supermajors such as ExxonMobil, Shell, and Total in its LNG projects. Those firms, plus Chevron, ConocoPhillips, and Eni, are again invited to bid for a share of the huge expansion project.

But this time, Qatar could add Chinese state giants such as PetroChina and Sinopec, to the partnerships, according to Reuters’ sources.

In March this year, Qatar signed a ten-year LNG supply deal with Sinopec, aiming to solidify its position in China.

A long-term agreement with China is a step to securing more of the Chinese LNG market, which is a key driver of global LNG demand growth.

In recent weeks, Qatar has also signed LNG supply agreements with Pakistan and Bangladesh, which, apart from addressing growing demand in Southeast Asia, could be interpreted as Qatar growing closer to the China sphere of influence, according to Oilprice.com analyst Simon Watkins.

Qatar Petroleum announced today that it has ordered four new LNG carriers from Hudong-Zhonghua Shipbuilding Group Co. Ltd. (Hudong), a wholly owned subsidiary of China State Shipbuilding Corporation Limited (CSSC).

These four carriers are the first batch of orders in Qatar Petroleum’s massive LNG shipbuilding program, which will cater for future LNG fleet requirements for the North Field expansion projects as well as for existing vessel replacement requirements. This order is also the first ever placed by Qatar Petroleum or any of its affiliates with a Chinese shipyard for LNG ships, and the first with Hudong in connection with the agreement to reserve ship construction capacity that was executed in April 2020.

Il a fallu dix années, de 1991 à 2001, à d'éminents juristes internationaux pour déterminer, par exemple, à qui revenait la souveraineté d'une île de 2 mètres sur 4 à marée haute, d'une altitude d'environ 40 centimètres, et de 600 mètres de long à marée basse. Pourquoi tant d'énergie pour un minuscule banc de sable sans végétation ? D'abord, il faut savoir que, selon la convention de 1982 sur le droit de la mer, une île est définie comme « une étendue naturelle de terre entourée d'eau qui reste découverte à marée haute ». Ensuite que toute île, aussi petite soit-elle, y compris un rocher émergé en permanence, engendre les mêmes juridictions maritimes que les autres territoires terrestres. En clair, elle « est génératrice d'une mer territoriale de 12 milles marins ». Ce bout de sable peut ainsi vous rapporter des milliards d'euros si ses eaux recèlent à proximité du pétrole et/ou du gaz à profusion.

Il y a deux décennies, la Cour internationale de justice a attribué le haut-fond découvrant de Fasht ad Dibal au Qatar, contigu au champ gazier de North Dome, dont les réserves de gaz sont estimées à 25 400 milliards de mètres cubes, offrant au petit émirat le troisième rang mondial, derrière la Russie et l'Iran. Alors que le protectorat britannique sur Bahreïn et sur le Qatar avait accordé en 1947 des « droits souverains » sur Fasht ad Dibal à Bahreïn. Résultat, Doha est devenue non seulement immensément riche, mais aussi incontournable à l'échelle planétaire.

Qatar Petroleum signed a contract with CNOOC Limited, according to which the former will supply 3.5Mtpa of LNG from 2022 to 2036.

The biggest long-term liquefied natural gas (LNG) contract signed in 2021 was between Qatar Petroleum and CNOOC Limited on September 29, 2021. According to the contract, Qatar Petroleum will supply 3.5 million tonnes per annum (Mtpa) of LNG from 2022 to 2036 to CNOOC Limited. The LNG will be supplied from the Ras Laffan III liquefaction terminal in Qatar.

Eight long-term contracts were signed for the export of LNG from North America in 2021, the highest among all the regions. Seven contracts were signed for exports from the Middle East, and six from the Former Soviet Union. Two long-term LNG contracts were signed for exports from Oceania.

Among countries, Qatar and the US led in terms of LNG export contract volumes signed in 2021 with 14.0Mtpa each, followed by Russia with 6.6Mtpa.

State-run Qatar Energy is considering further expanding its liquefied natural gas (LNG) capacity amid the rising gas demand in Europe, reported Bloomberg News, citing people familiar with the matter.

The European nations are attempting to secure supplies to cut reliance on Russian gas, following the invasion of Ukraine.

Qatar Energy is in talks with undisclosed gas buyers on whether to expand the $30bn project by adding six gas-liquefaction plants.

Each of the proposed six new units is expected to have the capacity to produce eight million tonnes of LNG per year.

As part of this expansion plan, Qatar Energy is assessing the cost of developing at least one more unit at the project and the interest from customers, including some in China, for additional gas.


Qatar Energy, however, would stick with its existing plan as deliberations are at an early stage, the report said.

The company aims to increase its annual output by 60%, to almost 130 million tonnes, by 2027.

In a separate announcement, Iraq is planning to sign a deal in May 2022 to import LNG from Qatar in a bid to diversify its sources of supply, Bloomberg News has reported.

Marking the final major milestone to deliver its North Field East (NFE) LNG Expansion Project to boost Qatar’s LNG production capacity to 110 million tons per annum (MTPA), QatarEnergy announced the award of a major engineering, procurement, and construction (EPC) contract for the North Field Expansion Project.

A joint venture between Técnicas Reunidas S.A. (TR) and Wison Engineering (Wison) has been selected as the EPC contractor and was awarded a lump-sum contract for the expansion of the sulfur handling, storage, and loading facilities within Ras Laffan Industrial City.

These facilities will support the NFE’s four new LNG trains, which are scheduled to start by year-end 2025. The contract will also include an option for further expansion to support sulfur production for the two additional LNG trains of the North Field South (NFS) project, and infrastructure to support future additional LNG trains.

Big Oil Set To Win Stakes In Qatar’s Huge LNG Expansion Projects

Some of the biggest international oil and gas majors, including ExxonMobil, Shell, and TotalEnergies, are expected to be awarded stakes in the major expansion projects of one of the world’s top LNG exporters, Qatar, sources familiar with the matter told Bloomberg on Tuesday.

Qatar announced last year the world’s largest LNG project, which is set to raise Qatar’s LNG production capacity from 77 million tons per annum (mmtpa) to 110 mmtpa. The project, expected to start production in the fourth quarter of 2025, will cost US$28.75 billion. Qatar also plans another expansion phase at the North Field, the world’s largest natural gas field, which it shares with Iran. The second expansion phase will be the North Field South Project (NFS), set to further increase Qatar’s LNG production capacity from 110 mmtpa to 126 mmtpa, with an expected production start date in 2027.

International oil and gas majors Exxon, Chevron, Shell, TotalEnergies, ConocoPhillips, and Eni, bid last year for a stake in Qatar’s LNG expansion projects.

Qatar has delayed the awarding of the stakes, but its state firm QatarEnergy has now called a press conference in Doha this coming Sunday, without saying what the event will be about, Bloomberg’s sources said. Executives from U.S. supermajor Exxon and TotalEnergies’ CEO Patrick Pouyanne may attend the event, the sources added.

Qatar announced its huge expansion plans just months before the energy crisis sent natural gas and LNG prices sky-high in the autumn of 2021 and a year before the Russian invasion of Ukraine, which prompted the EU to race to procure alternative supply.

The EU is looking at the U.S. and Qatar—the top exporters of LNG—to replace as much Russian pipeline gas as possible.

Last month, Qatar signed an agreement on an energy partnership with Germany, which, QatarEnergy says, “will further strengthen Germany’s energy supply diversification through LNG imports from Qatar.”

Qatar has picked Exxon Mobil Corp, TotalEnergies SE, Shell and ConocoPhillips as partners in the expansion of the world’s largest liquefied natural gas (LNG) project, people with knowledge of the matter said.

The North Field expansion will boost Qatar’s LNG output by 64% by 2027, strengthening its position as the world’s top LNG exporter and help to guarantee long term supply of gas to Europe.

State-owned Qatar Energy (QE) had decided to make a final investment decision alone to develop the $30 billion North Field expansion project, but opened a bid to seek partners to share the financial risk of the development.

The four companies, which already are part of Qatar’s existing LNG production, submitted bids in May 2021 together with new entrants Chevron Corp and Italy’s Eni.

Four people confirmed Exxon and Total were among the winners, while one source said Shell and Conoco will participate in the project.

Exxon, Total and ConocoPhillips declined to comment. QE, Chevron, Eni did not immediately reply a request for comment.

Shell said in a statement it “has bid to participate and we would be delighted to be selected.”

Although a decision has been made, a formal announcement with the winners might not be made until later this month, one of the sources said. Exxon Chief Executive Darren Woods will attend an energy conference with QE later in June.

QE said it will hold a press conference and a signing ceremony on June 12, without specifying the subject.

The four oil majors are expected to have around 20-25% in total of the offtake of the new project, one of the sources said – proportionally a smaller stake than their share in current projects, which ranges between 25-35%.
The North Field Expansion (NFE) plan includes six LNG trains that will ramp up Qatar’s liquefaction capacity from 77 million tonnes per annum (mtpa) to 126 mtpa by 2027.

Exxon is a partner in Qatar’s Golden Pass LNG project in Louisiana, an about $10 billion development in which QE holds a 70% stake and Exxon 30%.
