Orano: des « travaux préparatoires » en vue de l'usine de traitement de combustibles usés en Chine

Le groupe nucléaire français Orano a annoncé lundi un accord pour les "travaux préparatoires" de son usine de traitement et recyclage des combustibles usés en Chine, une nouvelle étape vers la finalisation de ce contrat géant.

"Orano Projets, la filiale d'ingénierie du groupe Orano et son partenaire chinois CNLA, la filiale de China National Nuclear Corporation (CNNC), ont récemment trouvé un accord pour les travaux préparatoires de l'usine chinoise de traitement et recyclage des combustibles usés", indique le groupe dans un communiqué. Cette annonce coïncide avec la visite du Premier ministre français Edouard Philippe en Chine.

L'accord "définit les actions mises en oeuvre par anticipation par Orano dans le cadre de la préparation du projet d'usine de recyclage", explique l'ex-Areva, qui mobilise une centaine de personne sur ces travaux préparatoires, essentiellement en France.

Cet accord est "de l'ordre d'une vingtaine de millions d'euros" pour Orano, a précisé à l'AFP un porte-parole du groupe français. Concrètement, les ingénieurs vont préparer de la documentation sur le management du projet ou encore sur les aspects de sécurité. C'est "un très très bon signe" en vue de la finalisation du contrat, selon le porte-parole. Cela marque "une nouvelle étape dans les discussions afin de lancer d'ici fin 2018 la réalisation d'une usine de recyclage en Chine d'une capacité de 800 tonnes", estime Patrick Jacq, Président d'Orano Projets, cité dans le communiqué.

Un protocole d'accord pour ce contrat géant, évalué à plus de 20 milliards d'euros au total dont plus de la moitié pour Orano, avait été signé lors de la visite du président français Emmanuel Macron en Chine en janvier. Les négociations durent depuis dix ans et Orano espère conclure le contrat en 2018.

Le directeur général d'Orano, Philippe Knoche, avait confirmé cet objectif vendredi en marge d'un colloque à Paris. "Je ne change pas de calendrier", avait-il indiqué à des journalistes.

Après avoir divergé le 7 juin et été raccordé au réseau le 29 juin 2018, le réacteur 1 de Taïshan est progressivement monté en puissance pour atteindre 100% de sa puissance nominale (1650MW) le 30 octobre. Il entrera prochainement en service commercial.

Chine: le premier réacteur nucléaire EPR au monde entre en service

Un réacteur nucléaire EPR construit à Taishan, dans le sud de la Chine, a été mis en service. Une première mondiale pour cette technologie française de la troisième génération.

Raccordé en juin avec succès au réseau électrique chinois, le premier des deux réacteurs EPR construits à Taishan, dans la province du Guangdong, a depuis passé toute une phase d'essais et de simulations d'incidents, et a été déclaré prêt à entrer en service jeudi soir, ont-ils précisé lors d'une conférence de presse.

EDF est actionnaire à hauteur de 30% de la coentreprise chargée de construire et d'exploiter le réacteur. Les groupes chinois CGN et Yuedian sont actionnaires respectivement à hauteur de 51% et de 19%.

Le réacteur "a réuni l'ensemble des conditions de sa mise en service commerciale. C'est un jalon majeur de la coopération d'EDF avec CGN (...) et démontre que la technologie EPR est une promesse d'avenir pour l'ensemble des technologies nucléaires", a estimé Fabrice Fourcade, président d'EDF Chine. "Le succès du projet montre la performance technologique de l'EPR. C'est une technologie totalement fiable", a renchéri Guo Limin directeur général de la coentreprise franco-chinoise Taishan Nuclear Power Joint Venture Company.

L'EPR, d'une puissance de 1750 MW, se fonde sur la technologie des réacteurs à eau sous pression, la plus utilisée dans le monde. Le président du conseil d'administration de la coentreprise, Gao Ligang s'est pour sa part félicité de "40 ans de coopération franco-chinoise dans l'électro-nucléaire", rappelant que cette coopération avait commencé avec la centrale de Daya Bay, dont la construction avait démarré en 1985.

Fourth Tianwan unit enters commercial operation

Unit 4 of the Tianwan nuclear power plant in China's Jiangsu province has entered commercial operation after completing demonstration operation at nominal capacity for 100 hours.

Tianwan Phase I - units 1 and 2 - was constructed under a 1992 cooperation agreement between China and Russia. First concrete was poured in October 1999, and the units were commissioned in June 2007 and September 2007, respectively.

Tianwan Phase II - units 3 and 4 - are similar to the first stage of the Tianwan plant, comprising two AES-91 VVER-1000 units designed by Gidropress and supplied by Russian state nuclear corporation Rosatom. First concrete for unit 3 was poured in December 2012, while construction of the fourth unit began in September 2013. Unit 3 achieved first criticality on 29 September last year and was connected to the grid on 30 December. That unit entered commercial operation on 15 February.

The loading of a total of 163 fuel assemblies into the core of unit 4 was started on 25 August and completed on 2 September. The reactor achieved first criticality on 30 September. Dynamic tests have since been performed on the reactor at 25%, 50%, 75% and 100% of capacity.

The demonstration test run of the reactor at nominal capacity for 100 hours was completed at 3:17am on 22 December, China National Nuclear Corporation (CNNC) has announced. Rosatom said the commissioning stage of Tianwan 4's nuclear island had been successfully completed.

"All tests stipulated by the commissioning programme for Tianwan units 3 and 4 have been conducted," it noted. "The tests have proved the nuclear island complies with the technical specifications and safety requirements set forth in the contract."

The Russian company said electricity generated by the unit is now being supplied to the Chinese grid at a fixed price set by the authorities.

Rosatom said, "The near future will see the signing of a preliminary acceptance certificate for the Tianwan unit 4 nuclear island based on the conducted tests in accordance with the general contract for units 3 and 4 of the Tianwan plant made by and between AtomStroyExport (part of Rosatom's engineering division) as the Russian General Contractor and Jiangsu Nuclear Power Corporation."

China's fourth Westinghouse-designed nuclear reactor begins operations

SHANGHAI, Jan 11 (Reuters)

China’s fourth Westinghouse-designed AP1000 reactor went into full operation after a trial run this week, the operator said, marking the completion of the first phase of the project after years of delays.

China signed a deal with the U.S. firm in 2007 to build four reactors, hoping to create a platform for Beijing’s ambitious nuclear power expansion plans, but the roll-out of the unproven “third-generation” technology has been beset by safety concerns and design problems.

The second unit of the Haiyang nuclear power project on the eastern coast of China’s Shandong province is now ready to go into full commercial operation after 168 hours of full-load operations, China’s State Power Investment Corp said in statement on Thursday.

China put the world’s first AP1000 into operation at Sanmen in Zhejiang province last September, four years later than originally scheduled. Two more went into operation at Sanmen and Haiyang later in the year.

The AP1000 is designed by U.S.-based Westinghouse, which was acquired by Brookfield Business Partners from Japan’s Toshiba last August following bankruptcy restructuring.

The completion of the project brings China’s total nuclear capacity up to 45 gigawatts, with 46 reactor units in operation throughout the country. Nuclear makes up about 2.5 percent of the country’s generation capacity.

China has scaled back the pace of new reactor approvals and no new conventional project has been given the go-ahead in more than three years. It is now expected to fall short of its 2020 target to have 58 gigawatts of working capacity and another 30 gigawatts under construction.

At the government’s annual energy meeting in December, officials made no commitments to approving and building any new projects in 2019, saying only that projects now under construction would be “pushed forward in an orderly manner”.

Russian and Chinese state nuclear corporations have signed a general contract on construction of the seventh and eighth power units at the Tianwan Nuclear Power Plant (NPP), the biggest joint NPP project between the two countries.
The document was signed by the China National Nuclear Corporation (CNNC) and Russian Rosatom’s engineering division in Beijing earlier this month.

China announced plans to invest 81.2 billion yuan (US$12 billion) in four new nuclear reactors for the first time since 2016. CNNP’s reactors are planned in Zhangzhou city, Fujian province, while CGN will build the other two in Huizhou city, Guangdong province. The companies will adopt China’s domestically developed nuclear reactor design, namely the Hualong One third-generation reactors. China to build 6-8 nuclear reactors a year to meet 2030 development goals: Official

China will be able to build six to eight nuclear reactors a year if project approval processes return to normal as expected in the near future, the chairman of the state-owned China National Nuclear Corporation (CNNC) told Reuters on Monday.

"That should be enough to meet our country's 2030 development plans," Yu Jianfeng said, speaking on the sidelines of an industry conference.

China did not approve any new conventional nuclear projects for three years before giving the nod to two new reactor complexes in southeast China earlier this year.

China originally planned to put 58 gigawatts of nuclear power into operation by 2020, with another 30 GW under construction. Total capacity stood at 46 GW by the end of last year, with 11 GW still being built.

But the slowdown means it is unlikely to meet its 2020 goals, and industry executives have been calling on the state to accelerate the approval process in order to ensure that 2030 energy, climate and pollution targets can be reached.

China aims to raise the share of non-fossil fuels to 20 per cent of its total energy mix by 2030, up from 15 per cent in 2020. It also aims to bring greenhouse gas emissions to a peak by around the end of the next decade.

In a message delivered to the Monday conference, Agneta Rising, director general of the World Nuclear Association, said China needed to "show leadership and announce an accelerated phase of construction".

CNNC's Yu told the conference the global nuclear sector was gradually "recovering confidence" after the 2011 Fukushima disaster in Japan.

However, "communication problems" and "misunderstandings" among the public were one of the reasons why China hasn't been able to take full advantage of its manufacturing capabilities and increase capacity more quickly, he said.

"China's nuclear industry has made big achievements, but there are still a lot of problems, and development is still incomplete and imbalanced," he said, adding that China's total nuclear plants still amount to only 4 per cent of total generation capacity.

China is promoting new advanced reactor technologies and is the first country to complete the construction of third-generation models like Westinghouse's AP1000 and the French EPR design.

Yu also told Reuters that CNNC should be ready to begin construction of a small-scale "modular" nuclear reactor on the island province of Hainan by the end of this year. The project was originally expected to begin construction in 2017.

Last year, Yu said China's total nuclear capacity should reach 120-150 gigawatts (GW) in total by 2030, triple the current level but still lower than previous forecasts.

Ils lancent le chantier d' un prototype de 125 MW en décembre pour mise en opération en mai 2025.

Le combustible nucléaire a été chargé à la mi-avril dans le réacteur EPR de Taishan 2, en développement en Chine, a annoncé jeudi le PDG d'EDF, Jean-Bernard Lévy. "Le premier réacteur (de Taishan) fonctionne parfaitement bien. Le deuxième réacteur est en phase de montée en puissance, le combustible y a été chargé à la mi-avril", a-t-il dit devant la commission des affaires économiques du Sénat.

Taishan 1, dans le sud de la Chine, a été le premier - et pour l'instant le seul - réacteur de nouvelle génération EPR au monde à démarrer et à être mis en service commercial. Taishan 2 doit encore être mis en route avec ses premières réactions en chaîne avant sa connexion au réseau électrique et sa mise en service commerciale attendue avant la fin de l'année.

EDF est actionnaire à hauteur de 30% de la coentreprise chargée de construire et d'exploiter les réacteurs. Les groupes chinois CGN et Yuedian ont des participations respectives de 51% et de 19%.

D'autres EPR sont en construction depuis plus longtemps à Flamanville (Manche) pour EDF et en Finlande pour Areva SA, mais ces chantiers ont connu d'importants retards et surcoûts.

EDF travaille aussi sur un futur EPR "optimisé" qui serait moins cher. "Notre objectif est de pouvoir donner à ceux qui choisiront le nucléaire un choix qui soit au même prix que les centrales au gaz mais évidemment avec un nucléaire complètement indépendant pendant soixante ans et ne produisant pas de carbone", a dit Jean-Bernard Lévy devant les sénateurs. Il a estimé que l'électricité pourrait être produite à "un coût de 65 à 70 euros du mégawattheure".

Le gouvernement français souhaite disposer d'ici la mi-2021 des informations nécessaires pour se décider à construire éventuellement de nouveaux EPR en France.

« La réaction nucléaire a été autorisée et hier, le 28 (mardi, NDLR), le réacteur chinois a divergé pour la première fois », a indiqué Jean-Bernard Lévy, le PDG d’EDF sur Europe 1, en précisant que le réacteur de Taishan 1, démarré en 2018 et jusqu’alors le seul réacteur de nouvelle génération au monde à démarrer, « fonctionne très bien ».

Le combustible nucléaire avait été chargé début mai dans le réacteur EPR de Taishan 2, qui se trouve dans le district côtier du même nom, dans la province du Guangdong, dans le sud-est de la Chine.

China and Russia sign general contract for two Xudabao units

The general contract for Russian-designed VVER-1200 reactors for units 3 & 4 of the Xudabao nuclear power plant in China's Liaoning province was signed yesterday in Moscow in the presence of the countries' heads of state.

The contract was signed by representatives of Rosatom's engineering subsidiary ASE and China National Nuclear Corporation (CNNC).

In June last year, Russia and China signed four agreements, including for the construction of two VVER-1200 reactors as units 7 and 8 of the Tianwan plant. In addition, two VVER-1200 units are to be constructed at the new Xudabao site.

Alexey Likhachov, general director of the Russian state nuclear corporation, said: "Today, we have moved a Russian-designed NPP construction project on a new site to the practical stage of its implementation. Taking into account the previously signed contract for the Tianwan NPP, together with our Сhinese partners we will build four of the latest Generation 3+ power units by 2028."

In March the general contract for the construction of two Russian-supplied reactors at the Tianwan nuclear power plant in Jiangsu province was signed. In addition, a technical design contract was signed for a second pair of reactors for Xudabao.

The Xudabao project was originally expected to comprise six Chinese-designed CAP1000 reactors, with units 1 and 2 in the first phase. Site preparation began in November 2010. The National Development and Reform Commission gave its approval for the project in January 2011. China's National Nuclear Safety Administration announced its approval of the site selection for Xudabao units 1 and 2 in April 2014.

Rosatom said it expects to commission Tianwan units 7 and 8 in 2026-2027 and Xudabao units 3 and 4 in 2027-2028.
