China will buy £1 billion worth of thermal coal from Indonesia next year following the signing of a trade deal between the Indonesian Coal Mining Association (APBI) and China Coal Transportation and Distribution, according to a Reuters report.

"It is hoped that there will be an increase of coal exports to China by 200 million tonnes in the coming year," the APBI says in a statement. "The target quantity will be reviewed every year."

Indonesia, the world’s top exporter of thermal coal, has resorted to diplomatic channels to promote coal sales around Southeast Asia, particularly in Vietnam, as exports to China have slowed.

China’s imports from Indonesia, the world’s biggest shipper of thermal coal used in power plants, dropped by 24.5 percent in the first 10 months of 2020 to 86.88 million tonnes, compared to 115.03 million tonnes during the same period last year, according to data from Refinitiv.

However, according to an analysis published by Wood McKenzie, China’s thermal coal imports are forecast to increase in December this year.

According to the market analyst, seaborne thermal coal imports will grow from 9.5Mt to 20Mt in December, with the new figure much higher than 8.8Mt recorded in September this year, or the 17.7Mt average for the first nine months of the year.

In Wood McKenzie’s view, the increase will help ease domestic prices and strengthen seaborne prices. It explains that the massive increase in imports is due to a series of factors that have hindered the National Development and Reform Commission’s goal of relying more on local suppliers in order to stabilise the price for QHD5500 to below £68.18/t.

“The QHD price has stayed at above £68.18/t since late September. The market news is that the NDRC asked coal miners to increase supply at the end of September and that domestic supply increased in October to 336 Mt, compared with 331 Mt in September, or 325 Mt last October,” the analysis reads.

“But mine accidents in Shanxi, Shaanxi and Inner Mongolia have prevented output from increasing further, and the coal price has remained around £69.88/t.”

Despite the accidents, coal imports dropped to 14 Mt in September, the lowest since May 2011.

Indonesia coal output at 514 million tonnes this year, 2021 target unchanged

Indonesia coal output in the period to Dec. 10 stood at 514.2 million tonnes, official data from the energy ministry’s website showed.

“We hope at the end of the year it will be close to our 550 million tonnes target,” director of coal at the energy ministry, Sujatmiko, who uses one name, told a virtual conference.

The country’s coal sales for the same time period stood at 472.33 million tonnes, the data showed.

The energy ministry is targeting next year’s output at 550 million tonnes, unchanged from 2020’s target, Sujatmiko said.

Indonesia’s coal production hits record as energy needs rise

Indonesia’s coal production reached a new high in 2024 amid rising demand for energy both domestically and globally.

Last year’s output was at 831 million tons, according to preliminary data updated on Friday by the Ministry of Energy and Mineral Resources. That’s 17% higher than the government’s target for 2024. Sales also rose to their highest level, the data showed.

The Southeast Asian country is the world’s biggest exporter of the dirty fuel and relies on it for the majority of its power needs. President Prabowo Subianto has said Indonesia is planning to retire all its coal power plants by 2040.

Global coal consumption has doubled in the past three decades, though demand is set to plateau through 2027, according to the International Energy Agency. In most advanced economies, coal demand has already peaked and is expected to keep decreasing through 2027, the agency said in a December report.

As Indonesia’s coal production rises every year, achieving its target to phase it out by 2040 will be difficult in a nation where renewables roll-out has lagged behind neighbors. Output in other major producers, including China, has also risen to meet global demand, despite an urgent need for the world to turn to cleaner sources of energy.

Indonesia’s 2024 coal output hits record high

Indonesia produced a record 836 million metric tons of coal in 2024, nearly 18% above its target of 710 million tons, Energy and Mineral Resources Minister Bahlil Lahadalia said on Monday.


The figure beat 2023 output of 775 million tons, the previous record. Indonesia also set a record for exports, shipping about 555 million tons of coal last year, the ministry data showed.

Indonesia is the world’s largest exporter of thermal coal.

For 2025, Indonesia has a target to produce 735 million tons of coal, senior ministry official Tri Winarno said. The country’s actual production often surpasses its annual targets.

Also on Monday, the energy minister told reporters Indonesia would consider using the domestic coal benchmark price, known locally as HBA, for global transactions, due to the gap between domestic and international prices.

“Our nation must be sovereign in setting our commodity prices ourselves,” he said.

Senior ministry official Tri Winarno added that the plan was to use the HBA as the minimum price for coal deals.

Under the current system, the ministry sets the HBA on the basis of global coal prices, and uses it to calculate royalty fees for miners.
