[Charbon] gisement de Thar au Pakistan

Sauf erreur de ma part, personne ici n'a encore parlé des projets pharaoniques du pakistan pour le charbon du désert de Thar.

Ils se mettent à exploiter massivement ce bassin charbonnier, et prévoient 5 GW de centrales électriques alimentées par lui d'ici deux ans apparemment, et jusqu'à 20 GW à plus long terme. 20 GW, c'est autant que la capacité de production d'électricité actuelle du pakistan, qui est 2/3 thermique et 1/3 hydro. Et aussi du charbon pour les cimenteries et d'autres usages.

Il n'y a pas de chiffre de la production de charbon qu'ils prévoient, mais pour rien alimenter 5 GW de centrales faut compter au moins 7 Mt/an...
Toujours moins.

Au pakistan, ça bosse toujours sur l'énorme projet charbonnier du Thar.

C'est un gisement de charbon au sud est du Pakistan, de loin le plus grand du pays, et un des principaux du monde.
On y parle de 185 milliards de tonnes de charbon, ce qui correspond quand même à 25 fois la production mondiale de 2008. Un chiffre sans doute à prendre avec des pincettes, c'est une extrapolation mathématique à partir de quelques points qui ont été forés.

Un ministre pakistanais nous dit ici qu'il y a de quoi produire 100 GW pendant 300 ansJ'ai vérifié le calcul ça parait juste, si on croit aux 185 Gt (je trouve même plus près de 200 GW)

Les Etats Unis sont en train de faire pression sur la banque mondiale pour qu'elle ne finance plus de projets charbonniers, raison de plus pour que les investisseurs chinois se ruent sur le désert de Thar ;-)

Mais ça fait des années qu'ils en parlent, et y'a vraiment d'avancée concrête vers l'exploitation de cette réserve. Des discussions, des protocoles machins.
Toujours moins.

Coal
The coal beds of variable thickness ranging from 0.20 – 22.81 meters are
developed. The maximum number of coal seams found in some of the drill holes is 20.
The cumulative thickness of the coal beds range from 0.2 to 36 meters. Claystone
invariabley forms the roof and the floor rock of the coal beds.

Reserves
As a result of wide spread drilling over an area of 9000 km2, a total of 175 billion
tons of coal resource potential has been assessed.

The overburden consists of three kinds of material; dune sand, alluvium and
sedimentary sequence. The total overburden is around 150 to 230 meters. The roof and
the floor rocks are claystone and loose sandstone beds.

Ca se situe dans le désert du Thar.

Peu d' infrastructure en place. Il faudra construire des lignes de fret chemin de fer. (comme le font les Australiens et Sud Africains pour leurs gisements).

Et si ils veulent faire de l' extraction à ciel ouvert il va falloir décaper entre plusieurs dizaines de m et 100 m de stériles. oups !

BEIJING: Prime Minister Yousuf Raza Gilani on Tuesday said that progress on the Thar Coal Project was an important milestone in the development of country’s indigenous energy resources, and hoped that China’s Sino Coal company would complete the task at the earliest.

Le Pakistan officialise la découverte d' un gisement de charbon de 2 milliards de tonnes.
Il devrait étre exploité à ciel ouvert, avec une centrale thermique à proximité.
Cout du projet 1.5 milliard de $.

Pakistan discovers 2 billion tonnes of coal reserve

It is reported that the discovery of at least two billion tonnes of usable coal reserves has been confirmed in one of the exploration blocks of Tharparkar district in Pakistan's southern province Sindh.

Mr Khalid Mansoor CEO of Engro Energy said that "The technical and economic feasibility report of the project proved that the coal was good enough to generate power, brushing aside the common perception that it could not be used in power plants because of high moisture content.” He added that "We have the report and it has established that this coal is economically, socially and commercially exploitable.”

He said that the feasibility report prepared by multiple foreign consultants, including German RWE and English mining experts SRK, is the first document significant enough to convince banks on financing the project.

According to sources, the total cost of constructing the open pit mine and power plant will be around USD 1.5 billion for open pit mining.

Coal will be excavated in different phases, starting with 6.5 million tonnes a year and going up to 13 million tonnes.

Depletion of gas reserves, in the past couple of years, has compounded the energy crisis in the country. Production of natural gas, which accounts for 47% of the total energy needs, is almost 25% short of the actual requirement.

By some accounts, the Thar Coal Field has the potential to yield over 200 billion tonnes of coal used to produce electricity which can give way to sufficient power to make Pakistan self sufficient in electrical power. In 1992, the Geological Survey of Pakistan discovered more than 185 billion tonnes of lignite reserves in Thar coalfield. The GSP completed coal-resources evaluation in the 4 specific blocks of the coalfield with an area of 356 square kilometers.

Lancement de la première phase du projet de charbon de Thar par le premier ministre du Pakistan.

dans la première phase il y aura une production de 3.8 millions de t de charbon et une centrale de 660 MW. Dans le bloc II.
Ça montera rapidement à 6.5 millions de t et 1300 MW.

et puis il y aura une seconde phase .....

Rappelons qu' il s' agit d' un gisement absolument colossal estimé à 175 milliards de t de charbon.
Nawaz, Zardari launch Thar coal power project

THAR: Prime Minister Nawaz Sharif and former president Asif Ali Zardari Friday jointly performed ground-breaking of the US 1.6 billion dollar Thar coal power project to help the country meet its energy needs.

The project, scheduled to complete in 2017, will initially provide 660 MW of power for Pakistan's energy starved industrial units.

The project will be carried out by Sindh Engro Coal Mining Company (SECMC) — a joint venture between Engro Powergen and Government of Sindh.

Prime Minister Sharif, in his address, said the launch of the project along with Zardari, had sent a message across that the political leadership should be united when it comes to the development of the country.

The project in Block-II of Tharparkar District is spread over an area of 79.6 square kilometres. According to a feasibility study, the project is commercially viable and has no significant environmental threats and social implications.

In its first phase, the project will develop a coal mining and power project with a capacity of 3.8 million tonnes per annum and 660 MW.

Subsequently, the mine will be expanded to a coal capacity of 6.5 million tonnes per annum to support a 1300 MW power plant.

In the second phase, it is planned to expand mining project to 13.5 million tonnes and 19.5 million tonnes, with a power generation capacity of 2400 MW and 3600 MW.

The Thar coal field has an estimated lignite reserves of 175 billion tonnes, equivalent to the total oil reserves of Saudi Arabia and Iran combined and can be used to produce 100,000 MW for 200 years, according to the data available by SECMC.

A noter que le Pakistan à produit (2011, chiffre Index Mundi) seulement 4 millions de short tons de charbon, c' est à dire 3.6 millions de t de charbon. C 'est très faible vu les besoins énergétiques du Pakistan.

Le charbon de Thar va donc rapidement doubler leur production.

Le gisement de Thar a été prospecté sur 4 blocs (avec forages). Blocs I à IV.

Le bloc qui va commencer à étre exploité est le bloc II comme dit au dessus.
ce bloc fait 55 km2.

Les 4 blocs ont les réserves suivantes, totalisant déjà 2.3 milliards de tonnes prouvées et beaucoup plus inferées.

Ce lignite est sous 150 à 230 de matériaux sédimentaires, avec des dunes de sable tout en haut.

Ce projet dans le bloc II va couter 1.6 milliards de $.

Le travail de ''decapage'' du sable va commencer et se poursuivre dans les 6 prochains mois ensuite ça sera mine à ciel ouvert (open pit mine).

Les Pakistanais sont en discussion avec les banques Chinoises pour lever 900 millions de $ de fonds.

La centrale thermique de 660 MW doit voir le jour 3 ou 4 ans aprés la conclusion des aspects financiers.
Work on Thar coal project finally starts

KARACHI : January 31, 2014

It is finally happening. A long-awaited work in the Tharparkar district to spud out coal, after a study in early 1990s showed billions of tons of underlying reserves, starts today. And this is the actual physical work that involves hundreds of labourers and heavy-duty machinery to remove the sand.

Prime Minister Nawaz Sharif will kick off the project, being jointly spearheaded by Engro Corporation and Sindh government under a $1.6 billion investment plan.

“There is a perception that this is just talk and nothing’s actually happening,” Shamsuddin A Shaikh, Sindh Engro Coal Mining Company (SECMC) CEO, told The Express Tribune.

“But the fact that the prime minister is coming for the ceremony shows Pakistan is going to do this.”

SECMC officials met the premier on Wednesday in a two-hour meeting and succeeded in sorting out policy issues and getting a firm backing of the federal government.

Besides the mining, the project also involves six coal-fired power plants of 660 megawatt (MW) each − something that energy experts say should have been done a long time back.

In the coming days, thousands of tons of sand will be moved, Shaikh said. “We have to take care of 10 to 15 metres of sand before the mining starts. Then this open-pit mine will go to a depth of around 130 meters.

The initial task of removing sand will be completed within the next six months, he said. “By the time it is completed we would have reached the financial close.”

SECMC is in talks with the Export-Import Bank of China and the Industrial and Commercial Bank of China to fund mining and power projects, respectively.

“The banks had some concerns. They wanted to know how serious we are. But now we have everything with us to pacify them,” Shaikh said.

The project is based on 75:25 debt to equity ratio. The company envisages raising $900 million from Chinese banks, $300 million from a Pakistani banking consortium and the remaining $400 million from sponsors.

“Out of the 10 priority projects of the government, Thar coal is third in ranking, just behind Gadani Power Park and a hydropower plant. Luckily, we are at the most advanced stage. This will work in our favour,” Shaikh said.

Construction work on mining and power plants will be completed three years after the financial close. SECMC expects to sign financial agreements by July, 2014.

Le ballet des camions est incessant dans le désert de Tharparkar, au sud du Pakistan. Une gigantesque mine et une centrale à charbon, construites grâce à la Chine, entreront bientôt en activité, au mépris de l'environnement dans un pays où il est déjà fragilisé.

Les énormes engins, chargés de gravats, peinent à remonter jusqu'au sommet de la mine. Puis ils déversent leurs cargaisons dans une immense décharge. D'énormes excavatrices assaillent les profondeurs du site.

Les machines travaillent même la nuit pour ce chantier-phare du Corridor économique Chine-Pakistan (CPEC), un accord prévoyant des dizaines de milliards d'euros d'investissements chinois au Pakistan, notamment en infrastructures et centrales électriques. Neuf d'entre elles sur les 17 prévues fonctionneront au charbon.

A quelques kilomètres de là, les hautes cheminées de la future centrale émergent au milieu des dunes. Des myriades d'ouvriers chinois et pakistanais s'activent dans les entrailles du bâtiment.

"Nous avons cinq mois d'avance sur notre calendrier", se réjouit Shams Shaikh, directeur général de la Compagnie minière Sindh Engro charbon (SMEC), une joint-venture sino-pakistanaise qui a investi près de 1,7 milliard d'euros dans la mine et la centrale.

Grâce à l'expertise chinoise, l'ensemble des travaux seront achevés en "mai 2019", ajoute-t-il, soit moins de 4 ans. Le gisement est considéré comme le septième plus important du monde, riche de 175 milliards de tonnes de charbon. Découvert en 1992, il n'avait jusqu'ici pas été exploité.

Selon les experts, il devrait permettre la production de quelque 200.000 MW d'électricité pendant une centaine d'années. Une manne pour un pays en pénurie constante d'énergie et dont les besoins progressent de 8% chaque année, d'après des statistiques officielles.

Le consortium prévoit d'extraire 3,8 millions de tonnes de charbon par an pour alimenter la centrale, d'une capacité totale de 660 MW, selon M. Shaikh.

- Lac salé -

Le projet suscite l'inquiétude pour son impact écologique, en dépit des réassurances des autorités. D'autant que le combustible est du lignite, à faible rendement énergétique et émettant davantage de dioxyde de carbone, responsable du réchauffement climatique.

Le site "se conforme aux normes environnementales nationales", affirme Murtaza Rizivi, le directeur des opérations minières de Tharparkar. Yan Bing Bing, l'ingénieur chinois en charge du projet, assure pour sa part que "les lois environnementales internationales (...) seront respectées".

Tharpakar a déjà un impact sur les ressources en eau de cette vaste zone désertique et très pauvre, affirment les habitants de Gorano, petit village à 25 km de là.

Des rivières souterraines coulaient dans la mine, qu'il a fallu détourner. Gorano a ainsi vu ses pâturages transformés en lac salé.

"C'est le chaos complet", se lamente Raja, un villageois. "L'eau a attiré des moustiques, qui diffusent des maladies", soupire un autre, Yameen Bhatti.

D'après la SMEC, une enveloppe de 950 millions de roupies (6,7 millions EUR) a été débloquée pour indemniser la communauté.

Après les inondations, les habitants devront probablement faire face à un assèchement des nappes phréatiques, les centrales thermiques étant très gourmandes en eau, mettent en garde des spécialistes.

"Des millions de litres d'eau vont être utilisés chaque jour (par la centrale). Très vite, il n'y en aura plus. Que vont-ils faire ensuite?", s'interroge Omar Cheema, un expert environnemental, qui qualifie le projet de "désastre environnemental et financier".

Le Pakistan pourrait connaître d'ici 2025 une pénurie "absolue" d'eau, selon l'ONU. Le Sud, aride, sera particulièrement touché.

- Solaire inexploité -

Outre les graves questions écologiques qu'il soulève, le projet Tharparkar est aussi une aberration politique et économique, s'agace M. Cheema.

"Alors que tout le monde sort du charbon, nous nous jetons dessus, peste-t-il. "Le Pakistan va contre l'histoire et contre ses propres ressources."

Plusieurs études internationales ont montré ces dernières années que le charbon n'était plus compétitif par rapport aux énergies renouvelables.

Irfan Yousuf, le directeur des énergies renouvelables au ministère de l'Energie, évalue le prix du KW issu de l'énergie solaire à 4,8 roupies (3 centimes d'euro) contre 8,5 (6 cts d'euro) pour le charbon.

"Le Pakistan est un pays très ensoleillé, mais ce potentiel est inexploité", regrette-t-il. Seuls 500 MW d'électricité solaire sont produits au Pakistan, contre un potentiel évalué à 2,9 millions de MW selon lui.

Quant au maître d'oeuvre, la Chine, elle fait preuve d'"hypocrisie" en matière d'énergie, tonne l'ONG allemande Urgewald. Loin de réduire sa flotte de centrales au charbon, elle est en train de l'étendre sur son territoire ainsi que dans 16 autres pays dont le Pakistan, affirme-t-elle.

"Le gouvernement et ses compagnies d'Etat doivent mettre fin à l'expansion du charbon en Chine et à l'étranger", s'insurge sa directrice Heffa Schuecking.

Call to exploit Thar coal for rapid development

Islamabad Chamber of Small Traders (ICST) on Sunday said 175 billion tonnes of coal in Thar can help produce one hundred thousand megawatts of electricity for the next two hundred years.


Thar coal can help reduce oil and gas import bill by billions of dollars while export of surplus electricity can generate almost 25 billion annually which is more than total exports, it said.

The energy Thar holds more than the combined energy of Saudi Arabia and Iran while it is 68 times higher than Pakistan's total gas reserves, said Patron ICST Shahid Rasheed Butt.

He said that the treasure buried in Thar has been estimated to be worth 25 trillion dollars which can resolve all the issues being faced by Pakistan.

Shahid Rasheed Butt said that the coal available in 9000 square kilometres of area holds the key to the prosperity of Pakistan, therefore, it should be given due importance.

Pakistan is facing a serious energy crisis due to a rapid increase in energy demand from growing demographic pressures and intense industrialization, he said.

He noted that present power generation capacity stands at 28000 MW while 22000 can be distributed due to primitive transmission and distribution system resulting in an average shortfall of 3000 MW but it can be overcome by Thar coal in the short term.

En tout cas la première centrale thermique a charbon de Thar à été mise en fonctionnement. 660 MW de puissance.

Pakistan’s first ever power plant based on Thar coal starts generating electricity. The first unit of 2x330MW Engro Powergen Project has been synchronised and started supplying power to the national grid, say a press release on Wednesday.


This is the beginning of a new golden chapter in the energy history of Pakistan as the Thar coal will provide energy security, save billions of dollars of precious foreign exchange which is the first step towards the self-reliance, generate thousands of jobs in one of the most remote areas and provide model housing schemes and clean drinking water to the Thar project under Corporate Social Responsibility (CSR) programme of various mining and power generation companies.

Private Power and Infrastructure Board (PPIB) under the Power Division has remained the main driving force along with government of Sindh, SECMC, Engro Group of Companies and Chinese companies to achieve this historic milestone. This significant feat marks a new era for energy security in Pakistan and the realization of Thar dream.

The project is being implemented as “Prioritised Project” under the China-Pakistan Economic Corridor (CPEC), a game changer initiative for development of mega energy and infrastructure projects in the country.
