Le New Jersey lance sa troisième sollicitation pour des projets éoliens

L’Agence des services publics du New Jersey (NJBPU) a ouvert les candidatures pour le troisième appel d’offres éolien en mer de l’État. Le marché porte sur une capacité comprise entre 1,2 et 4 GW qui s’ajouteront aux 3,75 GW déjà attribués.

Les grandes manœuvres débutent dans l’éolien en mer aux États-Unis

Qui d’Orsted, le géant danois de l’éolien offshore, ou de son concurrent espagnol Iberdrola au travers de sa filiale Avangrid mettra en service le premier parc éolien en mer de taille commerciale aux États-Unis ? Les deux chantiers sont au coude à coude.

US approves construction for Ørsted offshore wind power project off New Jersey

The Biden administration on Wednesday approved construction of an offshore windfarm that will generate 1,100 megawatts of power from up to 98 turbines off the coast of Atlantic City, New Jersey, becoming the third such project in the United States.

Approval of Orsted’s (ORSTED.CO) Ocean Wind by the Interior Department is the administration’s latest move toward meeting its goal of developing 30 gigawatts (GW) of offshore wind in the U.S. by 2030 on every shoreline.
Interior previously approved Vineyard Wind off of Massachusetts and South Fork off of Rhode Island, both of which are under construction.

Offshore wind lease sale in the Gulf of Mexico

The Department of the Interior has announced that it will conduct the first lease sale of offshore wind energy in the Gulf of Mexico. This initiative is part of the Biden-Harris administration’s efforts to deploy 30 gigawatts (GW) of offshore wind power by 2030 and achieve a carbon-neutral power sector by 2035. The lease sale is scheduled for August 29. 2023, conducted by the Office of Ocean Energy Management (BOEM).

The areas up for auction have the potential to generate 3.7 GW of wind power, which can supply 1.3 million homes with clean, renewable energy. This move is seen as a significant step towards creating a clean energy future and addressing the climate crisis. Secretary Deb Haaland emphasized the benefits of offshore wind power, including lower energy costs for families and the creation of good paying jobs.

Les États-Unis ont leur première sous-station électrique pour l’éolien en mer

L’Orion, le navire de pose pour l’éolien en mer de Deme, en a terminé avec l’installation de la sous-station électrique offshore du parc Vineyard wind 1 de 800 MW, au large du Massachusetts. Un moment symbolique puisqu’il s’agit de la première du genre aux États-Unis.

L’État américain du Maine s’ouvre à l’éolien en mer

Le parlement du Maine a voté, le 25 juillet, un projet de loi qui demande à l’État de se procurer 3 GW d’éolien en mer d’ici 2040. Le texte qui constitue une première, doit encore être promulgué par la gouverneure démocrate de l’État, Janet Mills.

Le déploiement de l’éolien en mer au large du Maine devrait se faire essentiellement avec du flottant compte-tenu de la profondeur des eaux.

La première vente aux enchères pour trois zones dédiées à l’éolien en mer dans le golfe du Mexique, organisée le 29 août par le Bureau américain des énergies marines (Boem), n’a guère enflammé les participants.

Logistique particulière pour le transport de l’Haliade-X vers le parc Vineyard wind 1

Les éléments de la première éolienne Haliade-X de 13 MW de GE pour le parc américain Vineyard wind 1 au large du Massachussetts ont pris la mer depuis le terminal du port de New Bedford, au sud de l’État.

In total, the farm, which will be the country’s first commercial-scale wind farm, will have 62 wind turbines that will supply more than 400,000 homes and businesses in Massachusetts.

Iberdrola has completed installation of the first turbine at the Vineyard Wind 1 offshore wind farm. Each turbine will provide power to more than 6,000 homes and businesses. Comprising a tower, three blades and a nacelle, it has a rated capacity of 13 megawatts, making it the largest turbine in the world. In addition, the transition parts of the turbines have been manufactured in Avilés by the Asturian company Windar Renovables.

The Vineyard Wind I project, which began construction in 2021 and is expected to come online in 2024, will involve an investment of $3 billion, secured through contracts with the state’s three major electric utilities.

USA: Orsted annule un immense projet de ferme éolienne offshore

Le groupe danois Orsted, spécialisé dans les énergies renouvelables, a annoncé mardi l'annulation d'un immense projet de ferme éolienne offshore aux Etats-Unis, un camouflet pour les autorités locales et le gouvernement Biden.

La multinationale avait déjà fait état, fin août, de difficultés d'approvisionnement sur plusieurs réalisations aux Etats-Unis, ainsi que d'une augmentation de ses coûts.

Mardi, Orsted a finalement décidé de renoncer aux projets Ocean Wind 1 et 2, deux fermes éoliennes qui devaient être installées au large du New Jersey (nord-est).

Au total, les deux champs devaient afficher une capacité de 2,248 gigawatts (GW), de quoi alimenter plus d'un million de foyers.

La décision va contraindre la société a une dépréciation d'actifs de 28,4 milliards de couronnes danoises, soit environ 4 milliards de dollars.

Le groupe de Fredericia (Danemark) a justifié sa décision par le constat de retards d'approvisionnements supplémentaires, ainsi que la hausse des taux d'intérêts aux Etats-Unis.

Par ailleurs, Orsted a indiqué ne pas avoir obtenu des autorités la totalité des abattements fiscaux espérés, et fait état des difficultés d'octroi des permis de construction.

C'est un revers de taille pour les autorités du New Jersey, mais aussi pour le président américain Joe Biden, très engagé pour la transition énergétique.

Ce retrait ternit l'annonce, mardi également, du feu vert du gouvernement Biden au lancement du plus gros projet d'éolien en mer, au large des côtes de la Virginie.

La flambée des coûts menace de faire dérailler plusieurs programmes aux Etats-Unis, tout comme en Europe.

Mi-octobre, l'Etat de New York a refusé à Orsted, Equinor et BP de revoir à la hausse les contrats de création et d'exploitation de fermes éoliennes, comme l'avaient demandé les sociétés européennes.

Ces dernières étudient actuellement la viabilité économique de ces projets avant de s'engager plus avant.

Toutes les réalisations ne sont pas interrompues pour autant.

Dans le cadre d'un partenariat avec l'énergéticien américain Eversource, Orsted va entamer, l'an prochain, l'installation d'une ferme offshore d'une capacité de 704 mégawatts au large de l'Etat du Rhode Island (nord-est), avec une mise en service prévue en 2025.

Governor Kathy Hochul announced the completed installation of the first offshore wind turbine for South Fork Wind, a historic milestone for New York’s offshore wind development and what will be the first completed utility-scale wind farm in the United States in federal waters. Once completed, the 130-megawatt offshore wind farm will address a growing reliability challenge for Long Island’s electrical grid, while also generating enough renewable energy to power approximately 70,000 Long Island homes, eliminating up to six million tons of carbon emissions, or the equivalent of taking 60,000 cars off the road annually over a 25-year period. Today’s announcement supports progress towards the State’s Climate Leadership and Community Protection Act goal to install nine gigawatts of offshore wind by 2035.

“New York is paving the way towards a clean energy future, and the installation of our first offshore wind turbine marks a momentous step forward,” Governor Hochul said. “We are not only generating clean energy, but also pioneering a healthy and safe environment for future generations of New Yorkers. We are shaping a brighter, greener tomorrow, committed to a future where innovation and sustainability go hand in hand.”

First approved by the LIPA Board of Trustees in 2017, South Fork Wind began construction in February 2022, beginning with the onshore export cable system that links the project to the local energy grid, which was completed early this year. The wind farm reached its “steel in the water” milestone in June 2023 with the installation of the project’s first monopile foundation.

Louisiana signs agreements for offshore wind power

Danish wind turbines manufacturer Vestas has secured a firm order from US-based renewable energy company Pattern Energy to power most of its SunZia Wind project in New Mexico, US.

The order includes the supply, delivery, and commissioning of 242 of Vestas’s latest V163-4.5MW turbines, along with a multi-year Active Output Management 5000 (AOM 5000) service.

The AOM 5000 service agreement aims to ensure the optimised performance of the asset.

Vestas is expected to start the delivery of the wind turbines in the first quarter of 2025, with final commissioning scheduled for the first half of 2026.

Vestas North America president Laura Beane said: “Reaching this monumental order milestone is a testament to Vestas’ unwavering dedication to advancing clean energy solutions across the US.

“We’re continuing to see a surge in demand for renewable energy and we are proud to be at the forefront of this transformation.
