.......U.S. mandates call for increasing amounts of ethanol to be blended into gasoline to help reduce demand for foreign oil. .....

Ethanol Production Continues Record Pace

U.S. ethanol production continued on a record pace in February. According to information from the Energy Information Administration (EIA), February 2010 ethanol production averaged more than 833,000 barrels per day, 186,000 more than February 2009.

Ethanol demand, as calculated by the Renewable Fuels Association, also reached an all time high of 795,000 barrels per day in February. However, production continues to outpace demand at this point since the allowable blend level of ten percent ethanol in gasoline has basically been reached, according to RFA president Bob Dinneen. “American ethanol markets are nearly full do to the arbitrary 10% restriction EPA currently enforces on ethanol blending,” said Dinneen. “EPA must approve the use of up to 15% ethanol in all vehicles.”

It is expected to be later this summer before EPA rules on the E15 waiver to allow up to 15 percent ethanol blends in regular gasoline.

Ethanol Industry Wants to Answer President’s Call

In his remarks to the nation Tuesday night about the Gulf of Mexico oil disaster, President Obama noted that “oil is a finite resource” and “the need to end America’s century-long addiction to fossil fuels.”

However, while he talked about wind turbines, solar panels and energy efficiency, the president made no mention of domestic transportation fuel alternatives such as ethanol and biodiesel. In an open letter to President Obama, the Renewable Fuels Association has offered to answer his call for a clean energy future.

“There is no other renewable fuel technology that can match the domestic ethanol industry’s ability to replace oil in American gas tanks,” reads the letter.
“Wind, solar, and other renewable energies all must play a critical role. But theirs is to replace those fossil fuels from which we generate power and electricity. America uses precious little oil to generate electricity. Rather, oil is primarily used to create liquid transportation fuels. As such, America’s producers of renewable fuel are uniquely equipped to reduce and ultimately eliminate America’s need for oil in the tank.”

RFA asks the president to give ethanol the ability to answer the call by urging Congress to extend the tax incentives for ethanol, having EPA increase the amount of ethanol allowed in a gallon of gasoline to 15 percent, and expand the infrastructure needed to use higher ethanol blends.

“Throughout its brief history, American ethanol production has always risen to answer the call. Together with American farmers who provide the feedstocks from which we make ethanol, we stand at the ready yet again,” the RFA letter concludes. “Mr. President, when the phone rings American farmers and ethanol producers will be there to answer.”

US decision on ethanol blend put off until fall

WASHINGTON — The Environmental Protection Agency says it will wait until this fall to decide whether U.S. car engines can handle higher concentrations of ethanol in gasoline.

The agency had been expected to decide by this month whether to increase the maximum blend from 10 to 15 percent.

The EPA said Thursday that initial tests "look good" and should be completed by the end of September. A decision will come after the Energy Department completes the testing of the higher blend on vehicles built after 2007.

The ethanol industry has maintained that there is sufficient evidence to show that a 15 percent ethanol blend in motor fuel will not harm the performance of car engines. But the refining industry, small engine manufacturers and some environmental groups have argued against an increase.

.........

This is the second time the EPA has announced a delay of its decision on the blend. The agency pushed the decision to June last December, saying further testing was needed.

Ethanol poised to be fuel of the future

"America’s sensible fuel," reads a TV advertisement, while a soothing melody plays. Other ads tout a fuel that promotes peace and is economical, home-produced, clean and renewable.

What is this magic potion? Ethanol, of course. Growth Energy, a lobby group, is spending $2.5 million on America’s first national television campaign for the stuff. "No beaches have been closed due to ethanol spills," one ad notes. Growth Energy planned the campaign before the BP disaster, but the push could hardly be better timed.

After the oil spill Barack Obama declared that "the time to embrace a clean energy future is now." Biofuels will be part of that future. Most policymakers agree that the industry must move beyond corn ethanol, which is less efficient than the sugar-derived stuff and pushes food prices upward.

US on track to finish test on higher ethanol blend

* DOE to complete data for '07 and newer cars this month
* Data for 2001 to 2006 cars expected end November
* EPA will make decision within 2 weeks after gets data * Trade group says bit-by-bit decisions could harm market

(Adds fresh EPA quote and trade group) By Russell Blinch WASHINGTON, Sept 23 (Reuters) -

U.S. Energy Secretary
Steven Chu said on Thursday his department was on schedule to
deliver testing data on a higher blend of ethanol for motor
vehicle gasoline. "We're going to have all the information ready for the EPA
by the end of the month," Chu told reporters at a conference. The Department of Energy is studying whether fuel
containing 15 percent ethanol, known as E15, can be burned
safely in traditional car engines. The current blend level is
10 percent. Chu's agency previously had delayed completion of the
tests, but is now expected to deliver data on the first set to
the Environmental Protection Agency by the end of September.
The first set centers on the effect of E15 on cars built in
2007 and later. The DOE is expected to deliver data on cars built from 2001
to 2006 by the end of November. If the EPA approves the blends, it could provide a boost
for the domestic ethanol industry, which has suffered in recent
years from tight financing and high costs for corn and other
inputs. Companies that could benefit include Archer Daniels Midland
(ADM.N: Quote), Poet, a privately held company, and oil refiner Valero
Energy Corp (VLO.N: Quote). The auto industry has urged the government to conduct full
tests for E15 because it is worried the blend could corrode
fuel lines and damage engines. EPA Administrator Lisa Jackson told a congressional hearing
on Thursday her agency would make a decision soon after
receiving the data. "We are prepared to render our decisions
within two weeks," after getting the data, she said. Growth Energy, a group of ethanol producers who filed for a
government waiver that would allow the higher blends, has said
E15 could be available in March or April, if the EPA approves
the fuel for both sets of cars by the end of the year. But many producers also say E15 can be used safely in
nearly all older engines and fear the government's bit-by-bit
process could bring confusion to the market. "EPA's insistence on bifurcating the market this way, and
possibly again with 2001 and newer (cars), without providing
any scientific evidence creates unnecessary confusion that may
hinder additional ethanol sales, not expand them," said Matt
Hartwig, a spokesman for the Renewable Fuels Association trade
group.

U.S. EPA Said to Permit Blending More Ethanol Into Gasoline

The Obama administration granted a request from ethanol producers to increase concentrations of the corn-based fuel additive in gasoline for vehicles made for 2007 and later. Ethanol makers rose in New York trading.

The Environmental Protection Agency today agreed to let refiners add as much as 15 percent ethanol to a new blend, up from the current 10 percent. A decision on using more ethanol in fuel for vehicles in model years 2001 through 2006 will be made after further testing, the EPA said in a statement.

“This is a first step,” said Tom Buis, chief executive officer of Growth Energy, an industry trade group in Washington that promotes ethanol as a cheaper alternative to gasoline and a way to reduce U.S. reliance on foreign oil. “We know we have challenges we have to address.”

3-Food groups sue U.S. for ethanol boost in gasoline

WASHINGTON, Nov 9 (Reuters) - Livestock producers and food
industry groups filed a suit on Tuesday seeking to overturn a
U.S. decision to allow higher levels of ethanol in gasoline,
saying it could push up food prices. The Grocery Manufacturers Association, the National Meat
Association and other groups sued the Environmental Protection
Agency, saying regulators overstepped their authority when they
ruled last month that gasoline retailers could sell fuel
containing up to 15 percent ethanol. That is an increase from
the current allowable level of 10 percent.

The EPA ruled that cars built in 2007 and later could burn
the fuel, known as E15.

"This will put pressure on the meat and poultry supply,
which will lead to higher food prices for consumers," J.
Patrick Boyle, president of the American Meat Institute, which
is one of the groups, said in a release. Ethanol is made mostly from corn in the United States. Food
groups say E15 will increase both corn demand, and in turn,
meat prices because livestock eat the grain. About a third of
the U.S. corn crop is used to make ethanol. Corn prices Cc1 briefly hit more than a two-year high on
Tuesday above $6 a bushel on droughts in key producing areas
and after the government cut its crop output forecast.

EXCEEDS ITS AUTHORITY?

The food groups said the EPA did not have the power to make
the decision. "In approving E15 ... the EPA has clearly exceeded its
authority under the Clean Air Act," the coalition of groups,
which filed the case with the U.S. Court of Appeals, said in a
release.
