Rosneft et BP s'associent pour exploiter des hydrocarbures dans l'Arctique

Le géant russe des hydrocarbures Rosneft a annoncé jeudi s'associer avec la major britannique BP, un de ses actionnaires, pour exploiter des hydrocarbures en Sibérie arctique, où fleurissent les grands projets malgré les tensions entre Moscou et l'Occident.

Le projet prévoit le développement de réserves de gaz et de pétrole dans deux zones - Kharampourskoïé et Festivalnoïé - du district autonome de Iamalo-Nenets, en Sibérie arctique, qui renferment "un total de 880 milliards de mètres cubes de gaz de réserves géologiques", a annoncé le groupe russe dans un communiqué.

"Rosneft détiendra une participation majoritaire de 51% et BP détiendra 49%. Le pétrole et le gaz produits seront commercialisés par Rosneft", a précisé Rosneft, dont BP est le principal actionnaire après l'Etat russe (20%). "Rosneft et BP conjugueront leurs efforts communs pour développer de nouveaux gisements", a déclaré dans ce communiqué le PDG de Rosneft, Igor Setchine. Les méga-projets gaziers et pétroliers se multiplient ces dernières années en Sibérie arctique.

Il y a deux semaines, la Russie a inauguré l'énorme projet gazier Yamal, d'une valeur de 27 milliards de dollars, qui vise à construire en trois étapes une usine de liquéfaction de gaz permettant de produire à terme 16,5 millions de tonnes par an à partir de 2019. Aux manettes: le russe Novatek, le français Total et deux groupes chinois.

Après Yamal, Novatek prévoit de développer un nouveau projet dans le Grand Nord, Arctique-2. Ce projet géant sur la péninsule de Gydan, dans la mer de Kara, dont la fin de la première phase de construction est prévue en 2022-2023, doit à terme produire autant que Yamal.

Russian oil output was stagnant at 10.97 million barrels per day (bpd) for a third month in a row in May, again exceeding quotas set under a global deal, Energy Ministry data showed on Saturday.

Russia, one of the world’s largest crude producers, and the Organization of the Petroleum Exporting Countries (OPEC) agreed to cut their combined output by 1.8 million bpd in order to smooth out bloated oil inventories and prop up prices.

Russia has undertaken to cut its production by 300,000 bpd from 11.247 million bpd reached in October 2016, the baseline for the agreement.

Production for the past three months in Russia has been at the highest level since output of 11 million bpd in April 2017.

Si le baril se maintient au dessus de 70$, voire les dépasse durablement, les volumes de production vont repartir à la hausse
Que la consommation ne suive pas et ce sera la chute des prix le temps d'épuiser les stocks qui se seront constitués
Si elle suit, ce sera le retour de l'inflation, la hausse des prix de produits de consommation et la baisse de la production de biens et services suivie de la baisse de la consommation de brut
Au final, le yoyo jusqu'à ce que la géologie ai le dernier mot et que l'on passe à autre chose

Pour ouvrir ou fermer le robinet de brut qui inonde le marché, ça prends de moins en moins de temps, la limite ce sera quand tous les robinets seront ouvert plein pot et qu'il n'en sortira plus une goutte!

La production Russe début septembre est entre 11,29 millions de b/j et 11,36 millions de b/j, dépassant le précédent record à 11,25 millions de b/j d'octobre 2016.

La production du mois Aout était de 11,21 millions de barils jour.

Russia’s oil production averaged 11.347 million bpd between September 1 and 27, up by more than 130,000 bpd compared to August and on course to set a new record-high in the post-Soviet era, Reuters reported on Friday, citing a source in the energy sector.

Before June’s decision of OPEC and its Russia-led non-OPEC partners to reverse some of the production cuts—or as OPEC and its Moscow-led allies put it, to stick to a 100-percent compliance rate—Russia’s pledge in the deal was to cut 300,000 bpd of its oil production from the October 2016 level, which was the country’s highest monthly production in almost 30 years—11.247 million bpd.

After the OPEC meeting in June decided to ease compliance rates, Russia opened the spigots in July and pumped at its highest level since the OPEC/non-OPEC agreement came into force in January 2017. At 11.215 million bpd, Russia’s oil production in July was very close to the post-Soviet record-high of October 2016, the month used as a baseline for the production cuts.

Then in August, oil production was virtually flat compared to July as Moscow kept output at near post-Soviet record, after having reversed most of its production cuts under the OPEC+ deal the previous month.

This weekend, OPEC and Russia dashed hopes of immediate further boost in production, snubbing calls by U.S. President Donald Trump to lower oil prices by increasing production.

Russia can bring “a couple of hundred thousand barrels” in the short term, by December this year, Russian Energy Minister Alexander Novak told Bloomberg in an interview this weekend.

Nevertheless, the participants in the deal will look first into demand before making any additional decisions on supply, said Novak, who also noted that the market may be “in a small deficit, but overall stable.”

Pétrole: début du chantier d'un gisement de Lukoil en mer Caspienne

La construction d'infrastructures a débuté mardi en mer Caspienne pour l'exploitation d'un champ pétrolier du russe Lukoil, qui dispose d'une dizaine de gisements dans cette mer riche en hydrocarbures.

La pose des premiers éléments du site de Rakouchenoïé, situé dans le nord de la mer Caspienne, a eu lieu mardi à Astrakhan, ville du sud de la Russie située près de l'embouchure de la Volga, a-t-on appris auprès de l'agence russe TASS.

Lukoil dit vouloir "profiter de la proximité du champ proche de Filanovksy, en utilisant l'infrastructure existante pour réduire les délais et les coûts de construction".

Dans un premier temps, deux plateformes seront construites, puis reliées à la plateforme principale du gisement voisin de Filanovsky.

Sur le site de Rakouchenoïé, découvert en 2001, la production commerciale devrait commencer en 2023 et pourrait atteindre jusqu'à 1,2 million de tonnes de pétrole par an.

Lukoil a découvert 10 champs pétroliers dans la mer Caspienne, qui renferment en tout un milliard de tonnes de carburant, selon le groupe.

Russia is currently the world’s biggest producer and exporter of fuel oil. But in just over a year, it could turn out to be the biggest loser from the new regulations on the use of low-sulfur fuel oil to power ships.

Russia’s fuel oil is high on sulfur, while according to the new rules by the International Maritime Organization (IMO), only 0.5-percent or lower sulfur fuel oil should be used on ships beginning January 1, 2020, unless said ships have installed the so-called scrubbers—systems that remove sulfur from exhaust gas emitted by bunkers.

Russian crude oil output hits post-Soviet record high in October

Russian oil production down from post-Soviet high in November

Russian oil output stood at 11.37 million barrels per day (bpd) in November, down from the post-Soviet record high of 11.41 million bpd that it reached in October, Energy Ministry data showed on Sunday.


In tonnes, oil output reached 46.532 million versus 48.262 million in October. Reuters uses a tonne/barrel conversion ratio of 7.33.

The fall in Russian output mirrored a drop in production from the Organization of the Petroleum Exporting Countries (OPEC), which according to a Reuters survey fell in November from a two-year high.

After Russia agreed on Friday to cut its oil production as part of the non-OPEC group tasked with cutting 400,000 bpd of oil production, Energy Minister Alexander Novak said it would take Russia “months” to get down to its requested level.

While there were no specific figures or targets released to the public for each individual member of the OPEC and non-OPEC groups to hit, non-OPEC was saddled with a 400,000 bpd burden, while OPEC itself agreed to cut 800,000 bpd. Unofficial sources, according to Tass, has Russia’s portion of the cuts pegged at 228,000 bpd, which is 2% of its October levels.

Shortly after the meeting concluded on Friday, Alexander Novak dampened high spirits among the oil bulls. “The oil production will be reduced, just as two years ago, as quickly as possible in terms of technology. I think it will take several months,” Novak said at the after-meeting press conference.

La Russie ne réduira que graduellement sa production de pétrole

La Russie compte réduire sa production de pétrole d'environ 50.000 à 60.000 barils par jour (bpj) en janvier, a dit mardi le ministre de l'Energie, Alexandre Novak, soit bien moins que l'engagement pris la semaine dernière dans le cadre d'un accord avec l'Opep.

Le chiffre évoqué par Alexandre Novak correspond à une production d'environ 11,35 millions de bpj le mois prochain, contre 11,37 millions en novembre et 11,41 millions en octobre, un record pour la Russie post-soviétique.

Alexandre Novak a redit que le pays réduirait très progressivement ses pompages.

L'Organisation des pays exportateurs de pétrole (Opep) et ses alliés, dont la Russie, se sont engagés la semaine dernière à réduire leur production de 1,2 million de bpj à compter du mois de janvier. Sur ce total, l'effort de la Russie porte sur 228.000 bpj.

Les baisses de production visent à soutenir les cours du brut, qui avaient perdu plus de 25% depuis leurs plus hauts du début octobre.

Due to the OPEC+ production cuts, Russia’s crude oil production in 2019 could be lower than originally planned—at 552 million tons, or 11.085 million bpd, Russia’s Energy Minister Alexander Novak said on Tuesday.

According to Novak, plans for next year were for Russia’s oil production to stand at 555 million tons-556 million tons, or 11.145 million bpd-11.165 million bpd, as per S&P Global Platts calculations based on a conversion rate of 7.33 barrels to one metric ton.

A lot will depend on Russia’s oil production policy after the first half of 2019, the Russian minister told reporters on Tuesday.

The new OPEC+ deal, under which Russia will be cutting 228,000 bpd, is for a six-month period with an option to review in April.

Russian oil companies will reduce their production by that amount during the first quarter of 2019, Novak said today, adding that he is scheduled to meet with representatives of Russia’s oil companies on Wednesday.

Last week, the minister said that Russia is planning to reduce its oil production by 50,000 bpd to 60,000 bpd in January as part of the new OPEC+ deal, and will not be cutting its 228,000-bpd share outright at the start of the agreement.

Russia has already drafted a timetable for how much oil production it would reduce each month until it reaches its share of the OPEC/non-OPEC production cut, Novak said, reaffirming Moscow’s position that its reduction would be gradual, just like in the previous agreement between OPEC and the Russia-led non-OPEC partners.

Russia will also be cutting crude oil exports and transit volumes in the first quarter next year compared to Q4 2018, according to a quarterly plan by the energy ministry seen by Reuters. According to Reuters calculations based on the export schedule, Russia’s January-March oil exports are set to drop by 1.1 percent compared to October-December.

Novatek starts crude oil production at Yaro-Yakhinskoye

PAO Novatek started commercial crude oil production from Yaro-Yakhinskoye field in the Purovsky district of Russia’s Yamalo-Nenets Autonomous Region.

Oil production capacity of the field, which was developed by Arcticgas, a joint venture of Novatek and Gazprom Neft, is estimated at 1.2 million tons/year.

Before the start of production, construction was first completed on oil and gas gathering systems, a central oil treatment facility, and a 57-km external crude oil pipeline. Twenty-two production wells have been drilled on the crude oil portion of the field, and production drilling is under way.

Commercial production of natural gas and condensate from Yaro-Yakhinskoye began in April 2015. Field reserves under the Russian reserves classification totaled 206 billion cu m of gas and 32 million tons of liquids as of yearend 2017.
