EXXON et CHEVRON vont se désengager de leurs parts en Azerbaïdjan. Ils avaient investi dans des projets en 1994.

EXXON veut en retirer 2 milliards de dollars. Il va investir en offshore au Guyana, et dans les oil shale '' à la maison''.
U.S. Oil Majors To Break “The Contract Of The Century”

Since the oil industry started to recover from the 2014 price crash, U.S. supermajors ExxonMobil and Chevron have been re-aligning their global operations with their longer-term priorities, betting more on the shale patch at home and on several strategic projects worldwide.

The companies are now looking to exit Azerbaijan, including the country’s biggest oil field and some pipeline infrastructure. This would mark the withdrawal of U.S. companies from the Azeri oil industry a full 25 years after western majors, including five U.S. firms, signed what is known as “the Contract of the Century” in the former Soviet republic.

As part of a re-prioritization of its global operations, ExxonMobil is looking to sell its minority stake in the giant Azeri oil field Azeri-Chirag-Gunashli (ACG) in the Caspian Sea, hoping to obtain as much as US$2 billion for its interest, Reuters reported on Tuesday, citing banking and industry sources.

Chevron, for its part, is reviewing its global asset portfolio and has “decided to initiate the process of marketing, with a view to a potential sale, of our Chevron affiliate interests in the Azeri Chirag and Deep Water Gunashli (ACG) project and the Baku-Tbilisi-Ceyhan (BTC) Pipeline,” the company said in a statement to Reuters.

Chevron has an 8.9 percent stake in the BTC pipeline, which carries oil from the ACG field and condensate from Shah Deniz across Azerbaijan, Georgia, and Turkey.

Chevron also owns a 9.6-percent stake in the ACG oil field, and is currently the third-largest shareholder behind field operator BP and Azeri state firm SOCAR. Exxon holds 6.8 percent in the field, while the other foreign partners in the venture include the operator BP, INPEX, Equinor, TP, ITOCHU, and ONGC Videsh.

Azeri-Chirag-Gunashli was Azerbaijan’s first offshore oil Production Sharing Agreement (PSA) contract with Western majors, and was hailed as “the Contract of the Century”. The country and a consortium of foreign oil companies signed a 30-year deal in 1994 to develop the field. Exxon was part of the initial group of companies that signed the contract with Azerbaijan, which also featured four other U.S. companies at the time— Amoco, Unocal, Pennzoil, and McDermott. Last year, the deal was extended to 2050.

Production at the giant Azeri field averaged 596,000 bpd in the first half of 2018, accounting for around 75 percent of Azerbaijan’s total oil production.

The field has received U.S. support, and U.S. companies have been involved in its development as it was seen as a giant resource that could undermine Russia’s dominance in European energy supply. But the promise of possible new finds near the giant field never materialized, and Azerbaijan tightened its grip on energy assets via SOCAR.

Approached by Reuters, Exxon spokeswoman Julie King declined to comment on the company’s plans for Azerbaijan, just saying that “we don’t comment on market rumors or speculation.”

Pétrole: BP et des partenaires investissent 6 milliards de dollars dans l'offshore en Azerbaïdjan

Le géant pétrolier britannique BP va investir, avec des partenaires, 6 milliards de dollars (5,33 milliards d'euros) en Azerbaïdjan, notamment pour construite une nouvelle plateforme offshore sur la mer Caspienne, a-t-il annoncé vendredi dans un communiqué de presse.

Cet investissement porte sur l'exploitation des gisements pétroliers offshore Azeri-Chirag-Gunashli (ACG) et doit permettre de traiter "jusqu'à 100 000 barils de pétrole par jour" (b/j), selon le communiqué. La production du premier baril est attendue pour 2023, et le projet doit permettre la production de plus de 300 millions de barils au total.

La construction, qui doit débuter en 2019 et se terminer mi-2022, s'appuiera sur les ressources locales, avec la création de jusqu'à 8 000 emplois selon BP.

L'Azerbaïdjan est une ex-république soviétique riche en hydrocarbures, point de départ de voies stratégiques de transport de pétrole et de gaz de la mer Caspienne vers l'Europe. "Plus de 36 milliards de dollars ont été investis dans le développement d'ACG depuis la signature du premier accord de partage de production en 1994", précise BP.

Le pétrolier détient 30,37% des gisements ACG, dont il gère l'exploitation. Parmi les autres investisseurs, SOCAR/AzACG en détient 25%, Chevron 9,57% et ExxonMobil 6,79%.

Europe’s Southern Gas Corridor ‘almost ready’, says Azebaijan’s SOCAR

A 25-year supply contract has been signed with Italy, and the first Azeri gas is expected to start flowing before the end of 2020, said Vitaly Baylarbayov, deputy vice president of SOCAR, the State Oil Company of Azerbaijan.

The construction of the so-called “Southern Gas Corridor”, a chain of pipelines linking Azerbaijan to Italy, has cost $40 billion and the project is “almost ready,” Baylarbayov told EURACTIV in an interview.

During the last eleven years, Vitaly Baylarbayov has been one of the leaders of the Southern Gas Corridor (SGC), an EU-supported project aimed at bringing gas to Europe from the Caspian Sea.

Speaking on the 37th floor of the SOCAR tower in Baku, Baylarbayov said that problems which had arisen in the past have been overcome and that the entire project was now close to completion.

The Southern Gas Corridor’s main source of supply is the Shah Deniz field, located in the economic zone of Azerbaijan in the Caspian Sea. The project consists of three pipelines with a total length of almost 4,000 km: The South Caucasus Pipeline (SCP) linking Azerbaijan with Georgia, the Trans-Anatolian Pipeline (TANAP) across Turkey, and the Trans-Adriatic pipeline (TAP) linking Greece, Albania and Italy with an offshore section.

The total value of works for the entire Southern gas corridor is close to $40 billion, the SOCAR executive said, adding that “substantial savings” were made during the works in Azerbaijan and Turkey. Previous estimations had put a price tag of $45 billion for the entire project.

Baylarbayov said that onshore work is 100% complete in Azerbaijan, in Georgia, TANAP on the territory of Turkey is also 100% complete and on 30 November the completion and readiness for supplies to Europe was inaugurated in Turkey in the presence of Presidents of Azerbaijan and Turkey.

Sixteen wells have been drilled in the Shah Deniz gas field and are now fully ready for operations, he said, explaining that gas will start flowing at full capacity once works on the final stretch of the Italian pipeline is completed. Eight of the wells are producing already and their gas is flowing to Azerbaijan, Georgia and Turkey. The rest will be gradually put onstream with full capacity once works on the final stretch in Italy are fully completed.

“The only remaining part of the corridor is TAP, the readiness of which is 91%,” the SOCAR executive said.

Voir la vidéo de France 24 sur les relations entre la Turquie et l'Azerbaïdjan qui sont liées au gazoduc TANAP construit et qui envoi 6 milliards de m3 par an vers la Turquie.

Par ailleurs l'Azerbaïdjan est un peuple Turcophone.

Évidemment l'Azerbaïdjan à construit son tronçon SCP qui rejoint TANAP en contournant le Haut Karabah au nord, et contournant l'Arménie an Nord par la Géorgie.

SCP is a 692 km long (443 km in Azerbaijan and 249 km in Georgia) and 42 inch diameter pipeline. The pipeline was built to transport natural gas from Shah Deniz field to Georgian-Turkish border. First gas to Turkish border was delivered in 2006. In order to have minimal impact on environment, SCP was built in the same corridor as Baku-Tbilisi-Ceyhan pipeline. The pipeline is owned by “South Caucasus Pipeline Company Limited”. The annual transportation capacity is 7.41 bcm.

L'Azerbaïdjan commence ses premières livraisons de gaz vers l'Europe

L'Azerbaïdjan a annoncé jeudi le début de ses premières livraisons de gaz vers l'Europe depuis le gigantesque gisement de Shah Deniz, un circuit destiné à diversifier les approvisionnements des Européens et réduire leur dépendance au gaz russe.

"Le consortium Shah Deniz a annoncé aujourd'hui le début des livraisons commerciales de gaz vers l'Europe à partir du champ gazier de Shah Deniz dans la mer Caspienne au large de l'Azerbaïdjan", a indiqué dans un communiqué l'antenne locale du géant britannique BP, opérateur de ce projet qui implique aussi TPAO (19%) Petronas (15.5%) et d'autres, dont le Russe Loukoil.

Situé au large de ce pays du Caucase riche en hydrocarbures, le champ géant Shah Deniz, découvert en 1999, pourrait renfermer environ 1.000 milliards de mètres cubes de gaz sur une surface de 860 kilomètres carrés, selon les estimations.

La première phase du projet, Shah Deniz 1, avait commencé la production dès 2006.

"Certains étaient sceptiques à propos du projet, mais la mission est accomplie. Le gaz naturel azerbaïdjanais est arrivé en Europe. Venant d'une nouvelle source via une route alternative, il contribuera à la sécurité énergétique de l'Europe", a déclaré Rovnag Abdoullaïev, directeur de la compagnie pétrolière azerbaïdjanaise SOCAR, cité dans le communiqué de BP.

"C'est une étape historique qui voit l'Azerbaïdjan et l'Europe connectés via un lien énergétique direct, sûr et fiable", a ajouté Gary Jones, directeur pour l'Azerbaïdjan, la Géorgie et la Turquie chez BP.

Estimé à 28 milliards de dollars, ce projet est un maillon du "Southern Gas Corridor", un complexe de trois gazoducs qui doit permettre aux Européens de s'approvisionner via la Turquie, la Grèce, l'Albanie et la mer Adriatique dans l'espoir de réduire leur dépendance au gaz russe.

Terminé en 2020, ce réseau comporte 3.500 kilomètres de gazoducs permettant d'acheminer à terme 10 milliards de mètres cubes de gaz par an vers l'Europe et six milliards vers la Turquie.

Plutôt orienté pétrole, l’Azerbaïdjan vient de faire un premier pas vers l’éolien en mer. Son ministre de l’Énergie, Parviz Shahbazov, a signé avec la Banque mondiale un protocole d’accord pour coopérer à son essor.

BP and its partners have commenced production from the East South flank of the $28bn Shah Deniz 2 project, offshore Azerbaijan.

The East South flank, which is contained in a water depth of 540m, consists of four wells.

Apart from the wells, the new production flank features two new flowlines and various subsea structures that have been connected to the Shah Deniz reservoir.

The flank is expected to reach full production rates in the third quarter of 2021.

According to BP, the East South flank adds 400 million standard cubic feet of gas per day to the current production. When fully ramped up, the additional production from the flank will meet the gas requirements of two million homes.

BP said that the Shah Deniz 2 project will now increase its overall production to more than 2.4 billion standard cubic feet per day across the assets.

The company said that production from the deep-water flank began late last month, after wrapping up all the associated offshore construction and commissioning works.

BP Azerbaijan, Georgia and Turkey regional president Gary Jones said: “This is the biggest milestone we had planned to achieve in Shah Deniz this year and we are very proud to have achieved it safely, on schedule and within the budget despite the challenges and restrictions caused by the covid-19 pandemic.

“Following the completion of the main Shah Deniz 2 infrastructure projects and achievement of first gas in 2018, the entire Shah Deniz team have been working hard to deliver new wells on the remaining flanks and start up new infrastructure in the Shah Deniz subsea system ramping up production from the giant field.”

The Shah Deniz gas field is located in the Caspian Sea. Discovered in 1999, the field covers nearly 860km2 and had approximately one trillion cubic metres of gas and two billion barrels of condensate initially in place.

The field saw it first phase brought into production in 2006, while its second phase came online in 2018.

Currently, the Shah Deniz field produces nearly 58 million cubic metres of gas and approximately 85,000 barrels of condensate per day.

BP has an operating stake of 28.8% in the offshore gas field. Its partners include TPAO (19.0%), Petronas (15.5%), AzSD (10%), NICO (10%), Lukoil (10%), and SGC Upstream (6.7%).

The Shah Deniz project is the starting point for the 3,500km long Southern Gas Corridor (SGC) system, which delivers gas from the Caspian Sea to the European market.

Russian oil and gas company Lukoil has concluded a deal for acquiring 15.5 percent interest in the Shah Deniz gas project in the Azerbaijan part of the Caspian Sea from Malaysian giant Petronas.

Lukoil said that the value of the transaction would amount to $2.25 billion and that the completion was subject to fulfillment of conditions precedent, including approval by the State Oil Company of the Azerbaijan Republic or SOCAR for short.

Following completion of the sale, Lukoil's interest in the project will increase from 10 to 25.5 percent. The other parties to the project are BP – the operator – with 28.8 percent, TPAO with 19 percent, SOCAR and NICO with 10 percent each, while SGC holds the remaining 6.7 percent.

In 2020, Shah Deniz consortium extracted 639 bcf of gas and 3.6 million tons of gas condensate.

In 2018, the second stage of the project was launched, with annual production expected to reach 918 bcf of gas and 5 million tons of gas condensate. The gas is sold on the markets of Azerbaijan, Georgia, and Turkey. Since December 2020, it is also delivered to Europe via a pipeline system.

Le groupe russe Loukoïl double sa participation dans le gisement de Shah Deniz

Le numéro deux russe du pétrole Loukoïl a annoncé vendredi avoir doublé sa participation dans le gigantesque gisement de Shah Deniz pour la somme de 1,45 milliard de dollars (1,3 milliard d'euros).

Dans un communiqué, le groupe a annoncé avoir "racheté 9,99% du projet gazier de Shah Deniz (au groupe malaisien) Petronas. La valeur de la transaction est d'environ 1,45 milliard de dollars".

Suite à cette opération, Loukoïl augmente sa part de 10% à 19,99%, le reste appartenant à BP (29,99%), qui en est également l'opérateur, et d'autres groupes.

Situé en mer Caspienne, au large de l'Azerbaïdjan, le champ géant Shah Deniz, découvert en 1999, pourrait renfermer environ 1.000 milliards de mètres cubes de gaz sur une surface de 860 kilomètres carrés, selon les estimations.

Il s'agit d'un des plus importants gisements de gaz et de condensats du monde.

Le gaz du gisement est livré à l'Azerbaïdjan, à la Géorgie et à la Turquie. Depuis fin 2020, l'Europe est également livrée via le Southern Gas Corridor (SGC), un complexe de gazoducs arrivant en Italie.

Actuellement, le gisement a une capacité de production de 26 milliards de mètres cubes de gaz par an.

La présidente de la Commission européenne, Ursula von der Leyen, se rend lundi à Baku avec l'objectif d'obtenir davantage de gaz naturel de la part de l'Azerbaïdjan, a fait savoir l'exécutif européen, alors que le bloc communautaire cherche à réduire sa dépendance à l'énergie russe depuis la guerre en Ukraine.

"Sur fond de militarisation continue par la Russie de ses livraisons d'énergie, la diversification de nos importations énergétiques est une priorité pour l'UE", a indiqué la Commission européenne via Twitter.

Ursula von der Leyen et la commissaire européenne à l'Energie, Kadri Simson, "seront (lundi) en Azerbaïdjan afin de renforcer la coopération", a-t-elle ajouté.

D'après un projet de document que Reuters a pu consulter la semaine dernière, Bruxelles a proposé aux pays de l'UE un accord avec Bakou afin d'accroître le volume des importations de gaz naturel et d'approuver à cette fin l'extension d'un gazoduc.

Aucun commentaire n'a été obtenu dans l'immédiat auprès de la Commission européenne. Les Vingt-Sept sont déjà convenus préalablement de procéder à un embargo graduel sur le pétrole russe.

Gaz: l'UE se tourne vers l'Azerbaïdjan pour diversifier ses approvisionnements

L'Union européenne a annoncé lundi un accord avec l'Azerbaïdjan pour doubler en "quelques années" ses importations de gaz naturel depuis ce pays du Caucase, les Européens s'efforçant de se défaire de leur dépendance de la Russie en pleine guerre en Ukraine.

L'annonce a été faite lors d'un déplacement à Bakou de la présidente de la Commission européenne, Ursula von der Leyen, qui a signé avec le dirigeant azerbaïdjanais, Ilham Aliev, un protocole d'entente en ce sens. L’Azerbaïdjan est une ex-république soviétique qui renforce ses liens avec l'Occident et la Turquie tout en ménageant la Russie.

L'urgence de diversifier les approvisionnements énergétiques de l'Europe se fait d'autant plus sentir à Bruxelles que Moscou a réduit le débit du gaz ces dernières semaines, au moment même ou les pays européens doivent remplir leurs réserves avant l'hiver.

L'UE importe actuellement 8,1 milliards de mètres cubes de gaz naturel via le corridor gazier sud-européen, un ensemble de gazoducs qui partent d'Azerbaïdjan pour déboucher en Europe en passant par la Géorgie et la Turquie.

Avec l'accord annoncé lundi, "nous voulons étendre sa capacité à 20 milliards de mètres cubes par an d'ici quelques années", a déclaré Mme von der Leyen lors d'une déclaration à la presse conjointe avec M. Aliev, avec un objectif intermédiaire de 12 milliards de mètres cubes dès 2023.

"Cela aidera à compenser les coupes dans les livraisons de gaz russe et contribuera de façon significative à la sécurité d'approvisionnement de l'Europe", a-t-elle ajouté.

"Avant même l'invasion brutale de l'Ukraine par la Russie, les livraisons de gaz russe à l'Europe avaient cessé d'être fiables. Abu Dhabi Fund for Development, the Asian Development Bank, the European Bank for Reconstruction and Development (EBRD) and Japan International Cooperation Agency co-financed the project.

Abu Dhabi’s renewable energy company Masdar has reached a financial close for its 230MW Garadagh solar photovoltaic (PV) plant in Azerbaijan.

Abu Dhabi Fund for Development, the Asian Development Bank, the European Bank for Reconstruction and Development (EBRD) and Japan International Cooperation Agency co-financed the project.

Garadagh is considered Azerbaijan’s first foreign investment-based independent solar power project and Masdar’s first project in the country.

Masdar commenced construction on the solar PV plant in March this year and the facility is expected to start commercial operation in 2023.

The solar project is expected to generate 500 million kilowatt-hours of electricity per annum, which is adequate to address the needs of more than 110,000 homes.

It will reduce more than 200,000 tonnes of carbon emissions per annum, and also create jobs in the region, said the company.

According to the company, Azerbaijan aims to increase the share of renewable sources in its installed power capacity to at least 30% by 2030.

Masdar has signed agreements with Azerbaijan’s Ministry of Energy to develop 4GW of clean energy projects in the first phase, and an additional 6GW in the second phase.

It has also signed two implementation agreements in June to develop 1GW of onshore wind projects and 1GW of PV projects, and 2GW of integrated offshore wind and green hydrogen projects.

Les exportations de gaz de l'Azerbaïdjan vers l'Europe ont bondi de plus de 30% cette année, a annoncé lundi Bakou, devenu l'un des fournisseurs de substitution du Vieux Continent qui cherche à se passer de la Russie.

L'Azerbaïdjan, pays du Caucase riche en hydrocarbures, a "livré 7,3 milliards de m3" de gaz à l'Europe au cours des huit premiers mois en 2022, a annoncé sur Twitter le ministre azerbaïdjanais de l'Energie, Parviz Chahbazov. Au total, Bakou va livrer 12 milliards de m3 de gaz à l'Europe en 2022, soit un volume supérieur de 31% par rapport aux quantités fournies l'an dernier, selon la même source.

En juillet, la cheffe de la Commission européenne Ursula von der Leyen s'était rendue en Azerbaïdjan pour convaincre Bakou de livrer davantage de gaz à l'Europe, qui cherche à réduire sa dépendance au gaz russe dans le contexte du conflit en Ukraine.

Mme von der Leyen et le président azerbaïdjanais Ilham Aliev avaient convenu de doubler "en quelques années" le volume de gaz vendu à l'Europe par Bakou.
