L'Indonésie ne veut plus d'exportations de minerai brut et demande une industrie de transformation sur place.

Le gouvernement re insiste sur le sujet, la date d'effet est pour janvier 2022.

De nombreuses usines de raffinage de Nickel sont en construction.
Indonesia will enforce 2022 ban on raw mineral ore exports

A senior Indonesian mining ministry official pledged on Thursday that authorities would enforce a ban on the export of raw ore exports by 2022 to make miners process minerals in the country.

Based on a 2017 mining regulation, Indonesia is due to stop allowing the export of unprocessed ore starting Jan. 12, 2022, after giving miners a five year period to build smelters onshore.

“They must finish building (smelters),” Bambang Gatot, the mining ministry’s Director General of Coal and Minerals, said on Thursday. “If they don’t finish in time, they should continue building, but they won’t be allowed to export ore,” he told reporters.

Indonesia stopped exports of raw ore such as nickel, bauxite and concentrates of other minerals from 2014 to 2016, and the revenues of mining companies such as PT Aneka Tambang have declined following the ban.

Given the impact, the government then relaxed the ban in January 2017 under certain conditions including that companies put forward plans to build smelters.

Nickel prices have climbed in both London and Shanghai on concerns about the 2022 ban in ore exports. As of July, there were 41 smelter projects being constructed with more than half of them nickel smelting projects, data from Indonesia’s mining ministry showed.

Twenty-two nickel smelting plants are currently being developed with an estimated 46.33 million tonnes of input capacity. Three of these are near completion, while the others are mostly still in the early stage of construction.

Indonesia has 13 existing nickel smelting facilities with a combined input capacity of 24.52 million tonnes, which mostly produce nickel pig iron (NPI).

Le président indonésien propose de transférer la capitale à Bornéo

Le président indonésien Joko
Widodo a proposé vendredi de déplacer la capitale du pays de Djakarta vers l'île tropicale de Bornéo (Kalimantan en indonésien), que l'Indonésie se partage avec la Malaisie et le sultanat de Brunei.
"Une capitale n'est pas simplement un symbole d'identité nationale, mais aussi une représentation des progrès de la nation, une réalisation d'égalité économique et de justice", a ajouté Widodo.

Le président indonésien avait dévoilé son projet de
construire une nouvelle capitale peu de temps après sa
réélection, en avril dernier, un projet qui s'inscrit dans sa volonté de favoriser un développement économique
géographiquement mieux réparti.
Avec 150 millions d'habitants, l'île de Java, où se trouve l'actuelle capitale, Djakarta, englobe près de 60% de la population indonésienne.

La seule ville de Djakarta compte dix millions d'habitants, trois fois plus si on y ajoute les villes de la conjuration, formant un bassin urbain surpeuplé, pollué, sous la menace d'inondations et d'affaissements, du fait des prélèvements importants dans les nappes phréatiques.
La partie indonésienne de Bornéo ne compte que 16 millions d'habitants.
D'après le ministère de la Planification, le transfert de la capitale coûtera jusqu'à 33 milliards de dollars.
Les premiers déménagements de fonctionnaires pourraient avoir lieu en 2024.

Indonésie: Eni remporte un nouveau bloc d'exploration de gaz offshore

AFP parue le 26 août 2019

Le géant italien Eni a annoncé lundi avoir remporté, aux côtés des sociétés partenaires Pertamina et Neptune, un nouvel important bloc d'exploration de gaz offshore en Indonésie. Eni en contrôlera 40%, et Pertamina et Neptune 30% chacun, a-t-il précisé dans un communiqué.

Le contrat concerne le bloc d'exploration West Ganal, dans les eaux profondes du bassin de Kutei. Il s'étend sur 1 129 km2 et est proche d'autres blocs déjà exploités par Eni. Le bloc inclut la découverte de Maha, qui contient des réserves de gaz estimées à 17 milliards de mètres cubes. Eni a jugé que le bassin de Kutei est "une des zones les plus prometteuses en matière de potentiel d'hydrocarbures".

Le géant italien opère depuis 2001 en Indonésie, où il compte un important portefeuille d'actifs, dans l'exploration, production et développement.

Indonésie: près de 200 arrestations pour avoir déclenché des incendies

La police indonésienne a indiqué lundi avoir arrêté 185 personnes suspectées d'avoir déclenché des feux dans l'archipel où la fumée toxique de vastes incendies a gravement détérioré la qualité de l'air et perturbe les liaisons aériennes.


L'Indonésie a déployé quelque 9.000 pompiers et soldats avec des hélicoptères pour tenter d'éteindre les feux qui ravagent les forêts tropicales défrichées de Sumatra et aussi celles de Bornéo.

"Au total nous avons ouvert des enquêtes sur 185 individus et quatre compagnies", a indiqué le porte-parole de la police nationale, Dedi Prasetyo, à des journalistes à Jakarta.

"La police indonésienne va appliquer la loi contre quiconque qui aurait brûlé de la forêt ou des terrains, que ce soit intentionnellement ou par négligence", a-t-il précisé.

La semaine dernière, les autorités ont fermé plusieurs dizaines de plantations, touchées par des incendies, pour mener des enquêtes et prévenu leurs propriétaires, indonésiens, mais aussi malaisiens ou singapouriens, qu'ils pourraient être poursuivis en cas d'incendies criminels.

Les incendies les plus difficiles à éteindre sont ceux des régions de tourbières asséchées, qui brûlent en profondeur, et émettent une grande quantité de fumée.

Dans le centre de l'île de Bornéo, une épaisse fumée issue des incendies a fortement détérioré la qualité de l'air.

L'indice de qualité de l'air (AQI), qui mesure la concentration de particules fines PM2.5, a bondi à 2.000 dans la ville de Palangkaraya dimanche, selon l'organisation Greenpeace. Un niveau rarement atteint et "dangereux" pour la santé.

Par manque de visibilité, la compagnie aérienne nationale Garuda a annulé plusieurs dizaines de vols vers Bornéo.

Sa concurrente, la compagnie à bas coût Lion Air en a annulé environ 160 vers Bornéo pendant le week-end.

A cause de la fumée toxique émise par les incendies, quelque 150.000 personnes ont dû être soignées pour des infections respiratoires aiguës ces derniers mois, ont indiqué le autorités sanitaires indonésiennes.

Si les feux de forêts surviennent tous les ans en Indonésie, ils ont pris de l'ampleur cette année en raison d'une saison sèche particulièrement longue et intense. Avec 328.000 hectares brûlés depuis le début de l'année, ces incendies sont les pires depuis ceux, particulièrement dévastateurs, de 2015.

Le nuage de fumée qui s'étend dans un vaste région a aussi suscité des tensions diplomatiques avec les pays voisins, la Malaisie et Singapour.

Pour la première fois en trois ans samedi, le niveau de pollution a atteint des niveaux néfastes pour la santé à Singapour.

Incendies: fermeture de milliers d'écoles en Indonésie et en Malaisie

Mercredi, la qualité de l'air s'est détériorée au point d'atteindre un niveau "très mauvais pour la santé" dans certaines parties de la Malaisie voisine, selon un indice officiel.

La capitale Kuala Lumpur était recouverte mercredi d'un épais nuage de pollution.

Près de 1.500 écoles ont été fermées à travers toute la Malaisie en raison cette pollution atmosphérique, affectant plus d'un million d'élèves, selon le ministère de l'Éducation.

Un nombre croissant de Malaisiens souffrent de problèmes de santé liés à ce nuage. Selon les autorités, les hôpitaux ont reçu un grand nombre de personnes souffrant de sécheresse et de démangeaisons aux yeux.

De leur côté, les autorités indonésiennes ont annoncé la fermeture de centaines d'écoles dans la province de Riau, à Sumatra, et d'environ 1.300 établissements scolaires dans la province centrale de Kalimantan, à Bornéo.

Le manque de visibilité a entraîné l'annulation mardi d'environ 40 vols depuis dans les trois aéroports de l'île indonésienne de Bornéo.

A Singapour, la qualité de l'air s'est détériorée pour atteindre des niveaux mauvais pour la santé et un nuage blanc a obscurci l'horizon.

South Korea’s largest electric utility, state-controlled Korea Electric Power Corporation (KEPCO), has decided to buy a minority stake in a coal project in Indonesia despite local opposition and growing pressure from investors for companies to ditch investments in the dirtiest fossil fuels.

KEPCO’s board of directors decided on Tuesday to pursue the US$-51 million investment to buy 15 percent in the Jawa 9 & 10 coal project in Indonesia, a company spokesman told Bloomberg.

The Jawa 9 and 10 coal-fired power plants will have a total capacity of 2 gigawatts (GW) and are estimated to cost US$3.2 billion to build. PT Indo Raya Tenega will own and operate the two plants expected to be commissioned in 2023 and 2024.

Earlier this month, environmental activists and local residents protested outside the South Korean embassy in Indonesia’s capital Jakarta against KEPCO’s expected decision to move ahead with the project. The opponents of the project and South Korea’s involvement argue that investing in coal contradicts South Korea’s Green New Deal from earlier this year, under which it vowed to reach net-zero carbon emissions by 2050 and end coal financing.

KEPCO was also called out by BlackRock for investing in overseas coal assets in the Global Quarterly Stewardship Report for Q1 in April. The world’s top fund manager, BlackRock, has made sustainability and transparency the center of its investment strategy as it expects investment risks presented by climate change to speed up a significant reallocation of capital

A group of Indonesian state-owned companies will form a venture to make batteries to power electric vehicles, the Mining Industry Indonesia (MIND ID) chief executive said on Tuesday.

Indonesia, the world’s biggest producer of nickel ore, a key component of EV batteries, wants to build an integrated EV industry that will eventually include building the vehicles.

The new venture, called Indonesia Battery Holding, would be formed by state miners MIND ID and Aneka Tambang (ANTAM), state utility Perusahan Listrik Negara (PLN) and state oil company Pertamina, MIND ID Chief Executive Orias Petrus Moedak said.

“We are preparing a concrete cooperation plan, so that the nickel utilisation project can start immediately, to produce batteries,” he told a webinar.

The company would help build an industry that aimed to cover everything from producing chemicals and minerals for batteries to making the units themselves, as well as recycling old batteries, Orias said.

The company would create a partnership with Chinese and Korean firms on two projects valued at $12 billion, Orias said, without giving further details.

Orias said state miner ANTAM would also work on related EV battery projects including high-pressure acid leaching (HPAL) and rotary kiln electric furnace (RKEF) smelter projects valued $2 billion to $3 billion. He did not give details

L'Indonésie tombe en récession pour la première fois en plus de 20 ans

L'Indonésie est tombée en récession au troisième trimestre, pour la première fois en plus de deux décennies, alors que la crise sanitaire du coronavirus a plombé la consommation et l'activité commerciale dans la principale économie d'Asie du Sud-Est, montrent des statistiques officielles publiées jeudi.

Le produit intérieur brut (PIB) du pays a chuté de 3,49% en rythme annualisé sur la période juillet-septembre, selon les données communiquées par le Bureau national de la statistique. Le consensus ressortait à -3% après une contraction de 5,32% sur un an au deuxième trimestre.

Cette première récession depuis la crise financière en Asie en 1998 intervient alors que l'Indonésie a peiné à contrôler l'épidémie de coronavirus.

Sunseap has teamed up with Badan Pengusahaan Batam (BP Batam) to build a floating photovoltaic system and energy storage system in Indonesia, with an estimated $2bn investment.

The two entities have signed a Memorandum of Understanding (MOU) to build the floating solar and energy storage projects on Duriangkang reservoir in Indonesia’s Batam Island.

Covering an area of around 1600ha, the floating solar will have a capacity of 2.2GW, while the energy storage facility will have a capacity of 4,000MWh.

In terms of generating and storage capacities, both projects are said to be the world’s largest of their kind.

Sunseap co-founder and chief executive officer Frank Phuan said: “We are honoured to be given the opportunity to partner BP Batam in helping to promote sustainable development in the region, and to bring affordable and stable clean energy to Batam and beyond.

“This hyperscale project is a significant milestone for Sunseap coming soon after we had completed Singapore’s first offshore floating solar farm along the Straits of Johor.

“We believe that floating solar systems will go a long way to address the land constraints that urbanised parts of Southeast Asia face in tapping renewable energy.”

Duriangkang Reservoir is the largest reservoir in Batam, which supports more than 50% of fresh water supply to Batam Island.

The floating solar panels are expected to reduce the evaporation, to help retain more water within the reservoir, while the water keep them cool, to help generate more clean energy.

Sunseap intends to finance the project through a mix of bank borrowings and internal resources.

The construction is planned to commence in 2022 and complete in 2024.

The floating solar farm is expected to generate more than 2,600GWh of electricity, and potentially offset more than 1.8 million metric tons of carbon, per annum.

A portion of the generated green energy at the project will be consumed within Batam, while the remaining is expected to be exported to Singapore through a 50km subsea cable, said the company.

BP Batam chairman Muhammad Rudi said: “This investment by Sunseap will be a timely boost for Batam’s industries as they seek to reduce the carbon footprint of their operations. At the same time, it will create jobs and transfer skills to Batam’s clean energy sector.”

L'Indonésie a des projets démentiels d'industrialisation dans le Kalimantan, c'est à dire leur morceau de l'ile de Bornéo.

Pour rappel le Kalimantan c'est à quelques % prés la même surface que la France métropolitaine.

Indonesia says Fortescue, Tsingshan to invest billions in Borneo

Australia’s Fortescue Metals Group and China’s Tsingshan Holding Group could invest billions of dollars to build an industrial estate for metal smelting near a planned hydropower plant on Borneo island, an Indonesian minister said.

The companies have been in talks since early this year about the project and minister of maritime affairs and investment, Luhut Pandjaitan, has said smelting of iron, nickel and copper ores at the estate could start as early as 2023.

Fortescue could invest $12 billion, while Tsingshan has the “potential” to pump in $30 billion, a slide displayed by Luhut during a presentation on Tuesday showed.

“Total investment, there will be $100 billion, including the dam, and it will be completed in 10 years,” the minister said, adding that groundbreaking was planned for October.

Last September, a Fortescue subsidiary, Fortescue Future Industries (FFI), signed an agreement to conduct feasibility studies into the utilisation of Indonesia’s hydropower and geothermal resources for industrial operations, for potential domestic supply and exports, FFI’s chief executive Julie Shuttleworth said in email in March.

FFI has been announcing ambitious global green energy plans, mostly via green hydrogen. It plans to fund the majority of its projects off its balance sheet, investing about $1 billion a year of its own money.

“FFI is already conducting studies on potential projects in Kalimantan, and we look forward to continuing our positive engagement with local stakeholders,” FFI’s Shuttleworth told Reuters on Wednesday.

Tsingshan already has large investments in Indonesia ranging from industrial parks to stainless steel processing. A spokesman did not respond to a request by Reuters for comments.

Top nickel producer Indonesia has ambitious plans to start processing its rich supplies of nickel laterite ore used in lithium batteries and eventually become a global hub for producing and exporting electric vehicles (EV).

Miners and EV companies alike are keen to ensure that the supply chains of their batteries are green compliant, and are hesitant to invest in projects powered by coal, which nickel smelters usually rely on in Indonesia.

The new metal smelting estate will be located near the 11,000 megawatt Kayan hydropower project in North Kalimantan province, on Indonesia’s side of Borneo island.

L'Indonésie veut agrandir la centrale thermique à charbon de Suralaya pour 3,5 milliards de dollars .

L'extension de la centrale de Suralaya bénéficie d'1,9 milliard de dollars de financements publics sud-coréens et du soutien du géant de l'électricité KEPCO, selon l'ONG Solutions pour notre climat (SFOC), et cela malgré l'engagement de Séoul de ne plus financer de centrales à charbon à l'étranger.

Un porte-parole de KEPCO à précisé à l'AFP que le projet, prévu pour 2024 et qui devrait fonctionner pendant des décennies, n'était pas concerné par l'interdiction puisque en cours.

Mitsubishi Heavy launches LNG-fired power generation facility plant in Java

Japan's Mitsubishi Heavy Industries Ltd. has announced the start of commercial operations of a 500-megawatt natural gas-fired power generation system it provided to a power plant run by Indonesia's state-owned electricity provider PT PLN on the northwestern coast of Java.

The gas turbine combined cycle power generation system was completed at the Muara Karang thermal power complex more than a month ahead of schedule despite the novel coronavirus pandemic, the Tokyo-based major engineering company, known as MHI, said Thursday.

Located in the northwest of Jakarta, the plant was constructed by local state-run contractor PT Wijaya Karya (Persero) Tbk. MHI and PT Wijaya Karya jointly received a full turnkey contract for the plant in 2016.

Under the contract calling for engineering, procurement and construction, MHI supplied key equipment, including gas turbines and boilers for recovering exhaust heat, while Mitsubishi Electric Corp. provided power generation-related equipment.

The GTCC system generates power by gas turbines while steam turbines use exhaust gas for additional electricity generation, realizing effective energy consumption and reducing carbon dioxide emissions by some 90 percent compared with the conventional coal-fired power plant.

The new facility is the most efficient in Indonesia, according to MHI.
