Good oil found on Lake Albert in Uganda

Efforts to explore oil in Uganda have gained momentum following the discovery of a carbon dioxide free oil well on Lake Albert by an Australian company.

An official with the Ministry of Energy, quoted by New Vision on Saturday, confirmed the finding at Mputa II, Kaiso-Tonya on Lake Albert by Hardman Oil and Gas Company.

The relevant tests on the oil were conducted last week. The oil is now at appraisal level to assess its environmental impact, ascertain its flow in the reservoir and pipeline construction and storage.

Ernest Rubondo, the assistant commissioner in charge of petroleum in the Ministry of Energy, revealed that the oil contains hydro-carbons that certify its purity as the standard commercial fuel.

"The local petroleum sector is promising despite the international crisis. All indicators show that there is a chance to get commercial wells in plenty and this is encouraging," he said.

He added that many oil wells were discovered in the Lake Albert region but they contained carbon dioxide, which is a negative element in petroleum exploration.

He did not specify the exact time-frame when drilling starts, saying, "it is a transitory process but on fast track."

He named Waraga I, Turaco I, Turaco II, Turaco III, Mputa I and Mputa II, all around Lake Albert bordering the Democratic Republic of the Congo in the east of Uganda, as the current oil exploration sites.

Rubondo said Neptune, Heritage, Energy Africa and Hardman were the firms licensed to drill and explore the oil.

He explained that another well, Turaco III, was at appraisal level and the government had injected 200,000 U.S. dollars in surveying and mapping potential oil fields, adding that drilling firms would require between 3 to 8 million dollars to install oil facilities and begin production.

He said Uganda spent 250 million dollars on petroleum products last year and the consumption rate was increasing at 6 percent per day. A barrel of oil is currently about 72 dollars.

The Discovery of oil in Uganda is expected to offset this enormous import bill and also aid the ongoing efforts to solve the power problem.

Due to change of depots procedure, the fuel price has shot up by 4.5 percent to 2,350 Ugandan shillings (1.3 dollars) at the pumps across the east African country.

Magnifique post, comme d'habitude Raminagrobis.
Précisons pour compléter, que cette région de l'Afrique est une des plus instables du monde. les conflits au Rwanda, et au Congo-Kinsasha ont fait des millions de morts. Précisons que l'Ouganda et son président Museweni, ont été lié à ces guerres, en particulier, il est largement partie prenante du conflit du Congo, et ses soldats ont effectués de nombreux pillages.
Bref, ce pétrole Ougandais ne présage rien de bon.

En effet le régime de Museweni vaut à peine mieux que celui qui l'a précédé, la dictature Orwello-burlesque de Amin dada. Attention, le terme "Orwello-burlesque" n'ayant aucun hit sur google, j'en dépose le copyright, je me réserve le droit exclusif (sauf versement de royalties) de l'utiliser à propos du Turkménistan, de la Corée du Nord, ou de qui je veux.

Il y a une guerre civile dans le nord du pays, avec l'armée de résistance du seigneur (wiki) qui veut renverser le régime en place. Beaucoup d'enfants enrolés comme soldats, de femmes violées et de mutilations dans le but de mettre en place un régime catholique basé sur les dix commandements :roll:
La zone d'action de l'Armée de résistance du Seigneur s'étend jusqu'à la pointe nord du lac Albert, ils pourraient très bien aller dire bonjour aux puits de pétrole un jour.

Ajoutons aussi des roitelets locaux. En parallèle à l'administration officielle, l'Ouganda est divisé en plusieurs royaumes, qui remontent à l'époque précoloniale. Les rois n'ont pas de pouvoir officiel mais ils sont laissés pour le folklore et parce qu'ils ont une influence sur le peuple, ils contirbuent à la paix sociale quoi. Mais qu'adviendra-t-il si le souverain du Bunyoro se prend pour un roi du pétrole ?

Enfin bref on est d'accord, c'est "bien" parti pour rééditer le scénario du Tchad. Voici ce que dit la CIA sur le pays :

Nouveau gisement, cette fois dans le bloc 1.
C'est un gisement significatif (46 mètres de pétrole) et il est plus au nord que les autres, ce qui étend la zone prospective.

1 Gb déjà, l'Ouganda a de quoi devenir un producteur du même ordre que le Tchad.
Oil reserves discovered so far on the Ugandan side of the Lake Albert rift basin are estimated at 1 billion barrels, the New Vision newspaper reports Thursday.

The state-owned paper quoted Nadheem Hashmi, the well engineering manager of U.K.-based Tullow Oil PLC as saying that with many more prospects to drill in the Butiaba region and across the base, the commercial threshold for development would be exceeded.

"The region has about 1 billion reserves of crude oil, this makes the project commercially viable," he was quoted as saying.

Tullow oil has assigned a team to make a commercial development plan for the whole basin, according to the newspaper.

Since 2006, Tullow oil and Heritage Oil Corp. have been drilling a number of oil wells on the Ugandan side of the Albertine rift.

Uganda is set to start on an early oil production scheme in the fourth quarter of 2009 with an initial production of around 5,000 barrels a day. Uganda expects to reach full-scale oil production in the next five to six years.

Ils en sont maintenant à 2 milliards de barrils de réserves prouvées, plus un peu de gaz. 32 puits (sur 34!) ont rencontré du pétrole et/ou du gaz.

Ils prévoient une production de 150 000 b/j à partir de 2015, et, contrairement à la plupart des pays africains, ils comptent raffiner le pétrole eux même, en construisant une raffinerie au bord du lac albert.

Le Chinois Cnooc s'interesse au pétrole de l' Ouganda et propose à Tullow (qui a fait les découvertes) de cooperer sur un projet de 5 milliards de $.

Oct. 2 (Bloomberg) -- Tullow Oil Plc, the U.K. explorer with the most licenses in Africa, said China National Offshore Oil Corp., China’s state-owned producer, has expressed interest in joining its development of oil discoveries in Uganda.

“Cnooc showed interest in our project, just like many other companies,” Brian Glover, Tullow’s Uganda country manager, said in a phone interview today from Kampala. “It is still too early for discussions.”

Dow Jones cited an unnamed official at Ugandan President Yoweri Museveni’s office today saying Cnooc Ltd., the Hong Kong- listed unit, has held talks with Uganda on joining a $5 billion project. Tamale Mirundi, a spokesman for Museveni, could neither confirm nor deny talks while Cnooc spokesman Xiao Zongwei declined comment on the report.

Tullow, based in London, has made discoveries in the Lake Albert region in eastern Uganda and is seeking a partner to develop the project. Tullow Oil said its latest find in Uganda may be the biggest in the region. Test results from the Ngassa-2 well, located in the Lake Albert Rift Basin’s Block 2, indicate a “significant oil column,” Tullow said Sept. 17.

“All the large players are queuing up to get involved,” Peter Hitchens, an analyst at Panmure Gordon & Co., said in an e-mail today.

The Ngassa prospect may hold as much as 600 million barrels of oil, and oil majors as well as national oil companies have expressed an interest in developing the block, Tullow’s exploration director Angus McCoss said on Sept. 16.

la production à pleine échelle en ouganda, pour environ 150 000 b/j (nécessitant un pipeline vers Monbassa) ne sera pas 2015 et demande de lever 5 milliards de dollars.

En attendant, Tullow compte démarrer une production à petite échelle (<1000 b/j) dès cette année, et environ 10 000 b/j l'an prochain, avec une micro-raffinerie et une centrale électrique - le pétrole sera donc utilisé sur le marché intérieur.
Actuellement l'ouganda importe ses produits pétroliers via le Kenya pour satisfaire une consommation de 13 000 barrils/jours (chiffre EIA).

France's Total seeks stake in Uganda oil

TOTAL, a French oil company, has confirmed its interest to join the Uganda oil and gas industry.

Thierry Desmarest, Total’s board chairman, said on Bloomberg Television that they would be interested in working on a project in Uganda with Tullow.

“We have indicated that it could be interesting, but of course as usual, there is competition. To my knowledge, nothing has been signed,” he said yesterday.

Total and China National Offshore Oil Corporation are the top bidders likely to team up with Tullow, Paul McDade, Tullow’s chief operations manager, told The New Vision on Wednesday.

The two potential partners are due to make presentations to the Uganda Government in the next few weeks, he added. The Government has to approve any new entrant.

The Total boss considered the Ugandan project, which includes refining the oil in Uganda, economically viable.

Crude oil prices in the region of $70 to $80 a barrel are ‘‘really convenient,’’ Desmarest said.

“In terms of costs of imports for oil-consuming countries, it would be sustainable and for foreign producers, it would justify continuing to invest.’’

He believes that there will be an increase in the oil price in the mid-term.
Total is one of the six “Supermajor” oil companies in the world, operating in more than 130 countries.

Its businesses cover the entire oil and gas chain, from crude oil and natural gas exploration and production to power generation, transportation, refining, petroleum product marketing and trading.

Le ministre Ougandais de l' energie et des mines dit que le pays aura besoin de 8 milliards de $ d 'investissements dans le pétrole dans les 10 années à venir.

Uganda needs investments worth $8 billion in the next 10 years to develop its oil and gas industry, the ministry of energy and minerals development said Wednesday.

The Ugandan government is vetting development proposals submitted by U.K.-based Tullow Oil PLC (TLW.LN) and its prospective partners France-based Total SA (TOT) and China National Offshore Oil Corp., or Cnooc Ltd. (CEO), said Kalisa Kabagambe, permanent secretary of the ministry of energy and minerals, in a presentation to the parliamentary committee on natural resources.

Uganda's discovered oil reserves are now estimated at 2 billion barrels. The roughly 700 million recoverable barrels from those reserves are currently worth around $50 billion, Kabagambe said.

Field appraisals, development, and oil processing and transportation equipment are expected to cost at least $1.5 billion in the short term; $2 billion is required for a refinery; and $300 million will be needed for a power plant, Kabagambe said.

Tullow, seul candidat au rachat des part de Heritage

Le groupe britannique Tullow a indiqué vendredi qu'il était désormais le seul candidat en lice pour l'achat des parts de la société pétrolière canadienne Heritage Oil dans deux importants blocs pétroliers en Ouganda.
"Il n'y a qu'une seule vente et qu'un seul contrat d'acquisition (pour les parts de Heritage) et c'est avec Tullow", a déclaré à l'AFP le directeur général des opérations de Tullow en Ouganda, Brian Glover.
"Il n'y a plus d'obstacles à présent. Il s'agit désormais plus d'une discussion" (que d'autre chose), a-t-il ajouté.
Tullow et Heritage Oil contrôlent à parts égales la plupart des réserves confirmées de pétrole en Ouganda. Tullow contrôle par ailleurs à 100% un autre bloc pétrolier.

Fin 2009, Heritage annonçait son intention de vendre ses parts au pétrolier italien ENI, pour 1,35 milliard de dollars.
Courant janvier, Tullow ripostait, annonçant qu'il souhaitait exercer son droit de préemption sur ces parts qu'il valorisait au même montant.
L'offre de Tullow avait toutefois suscité des craintes en Ouganda de voir le groupe s'installer en situation de monopole sur le secteur pétrolier du pays et Kampala n'avait pas caché sa préférence pour la solution ENI.
Le 5 février, un responsable ougandais du ministère de l'Energie avait encore estimé que l'Ouganda n'était pas lié par les droits de préemption de Tullow, une analyse formellement contestée par M. Glover.
"C'est notre droit juridique. C'est aussi simple que ça. C'est la loi, tout simplement", a-t-il affirmé.
De fait, l'italien ENI a fait savoir début février qu'il renonçait à racheter les parts de Heritage Oil, laissant la voie libre au groupe britannique.
M. Glover a également précisé que lorsque le processus de rachat des parts de Heritage serait terminé, Tullow se mettrait en quête de partenaires ayant une expertise dans la production de pétrole, sans les nommer.

Selon des sources ougandaises proches du dossier, les noms les plus couramment évoqués sont ceux de la compagnie nationale chinoise CNOOC, du français Total et de l'américain Exxon Mobil.

Pétrole/Ouganda : Tullow partagera ses actifs avec Total et CNOOC

La compagnie pétrolière britannique Tullow Oil a indiqué mercredi qu'elle attendait toujours le feu vert du gouvernement ougandais au rachat d'actifs du groupe canadien Heritage, et confirmé qu'elle partagerait leur exploitation avec les groupes français Total et chinois CNOOC.

Tullow qui pensait avoir découvert 2 miiliards de baril en Ouganda (voir ce post : viewtopic.php?p=266906#p266906 ) revoit à la hausse. Ils parlent maintenant de 2.5 miiliards de baril .

Oil exploration firm Tullow Oil says the quantity of oil discovered in Uganda has surpassed the 2 billion barrels that were confirmed last year.

The announcement indicates that more crude oil remains beneath the Albertine Graben in the western part of Uganda.

"Rift Basins are a core play for Tullow and to-date we have discovered and identified resources in excess of 2.5 billion barrels in the Lake Albert Rift Basin in Uganda," said Mr Angus McCoss, the exploration director of Tullow Oil Plc yesterday.
