US conglomerate GE says it could sign a deal within months to build a $US3 billion ($3.13 billion) "clean coal" power plant in NSW or Queensland that would store carbon dioxide underground.
But any plant agreement would probably rely on government help with the cost of storing the greenhouse gases, depending on the final outcome of the federal Government's planned emissions trading scheme.
GE, which intends to turn coal into gas and then strip out and bury the carbon dioxide, is in talks with utilities in both states and would like to see an agreement for a commercial plant "within the next six months", GE global clean coal power business head Keith White said in Melbourne yesterday.
"The likelihood of carbon prices on day one (of a national emissions trading scheme) being enough to support a plant is small," Mr White said.
He said carbon prices of $40-$50 a tonne would make the GE plants viable. While this was likely in the future, GE would need assistance at the start.
In its recent green paper on carbon trading, which is due to start in 2010, the federal Government has suggested an indicative carbon price of $20 a tonne, though some market watchers suggest $40 is more realistic.
Mr White said GE was looking at a 700-800 megawatt power station that would cost about $3billion and could be operating in 2014 if approved this year.
Regulatory uncertainty on carbon dioxide storage could impede this, he said.
