Caracas sanctionne 80 firmes pour surconsommation d'électricité


CARACAS, 21 mars (Reuters) - Les autorités vénézuéliennes ont annoncé dimanche une coupure d'électricité de 24 heures qui frappera lundi 80 entreprises accusées de n'avoir pas réduit leur consommation d'électricité de 20% dans le cadre d'une campagne nationale d'économie d'énergie.
Parmi les entreprises sanctionnées figurent des restaurants, des magasins de boissons alcoolisées, des hôtels, des gymnases, des concessionnaires automobile et un yacht club.

Le gouvernement du président Hugo Chavez a mis en place un rationnement et a réclamé des réductions de consommation d'énergie dans tout le pays afin de faire face à une pénurie d'électricité qui compromet la sortie de récession du pays.
Une sècheresse causée par le phénomène climatique El Nino a frappé le secteur hydroélectrique qui produit plus de 70% de l'électricité vénézuélienne. Les pluies sont attendues dans quelques semaines, quelques averses ont déjà débuté et le gouvernement assure que les craintes d'un "effondrement" ne sont pas fondées.

L'opposition affirme que Hugo Chavez est responsable de la mauvaise gestion du secteur de l'énergie dans ce pays membre de l'Organisation des pays exportateurs de pétrole (OPEP).

Selon des sondages, la popularité du président, très forte en particulier au sein des classes défavorisées, a été écornée par la crise de l'énergie.
"Cette campagne (de l'opposition) a, bien sûr, un seul objectif: déclarer Hugo Chavez coupable de tout, y compris de la sécheresse", a déclaré le chef de l'Etat dans sa chronique dominicale.
"En fait, j'aimerais avoir les pouvoirs dont l'opposition m'accuse pour renverser cette situation qui touche non seulement le Venezuela mais le monde entier et résulte de la voracité destructrice du système capitaliste".

Chavez a assuré que l'ajout, projeté cette année, de près de 6 gigawatts d'électricité thermoélectrique, ce qui doit porter la capacité nationale à environ 30 gigawatts, devrait contribuer à régler la crise.
La compagnie de distribution d'électricité Electricidad de Caracas a fait savoir que si les entreprises sanctionnées lundi n'amélioraient pas leurs performances à l'avenir, elles risquaient une coupure d'électricité de trois jours et ensuite une possible coupure illimitée.

L'attention s'est en grande partie tournée vers le barrage de Guri, qui fournit normalement plus de la moitié de l'électricité du pays, mais dont le niveau s'est abaissé de 15 cm par jour ces derniers mois.
Des experts ont prédit une chute brutale de la production si le niveau actuel de 252 mètres passait sous la barre des 240 mètres.
Mais le ministre de l'Energie, Alejandro Hitcher, a assuré que les pluies imminentes, les mesures d'économie d'énergie et les capacités thermoélectriques supplémentaires éviteraient la situation catastrophique annoncée par certains.

LOS ANGELES, Mar. 19 -- Venezuela said its proved oil reserves rose by 23% to 211.17 billion bbl, due to the addition of 39.24 billion bbl mainly from the Orinoco Heavy Oil Belt.

The new reserves were certified in the Barcelona, Maracaibo, Maturin, and Cumana areas and in the Orinoco Oil Belt's blocks Junin 10, Junin 7, Ayacucho 3, Ayacucho 5, Boyaca 2, Boyaca 5, and Ayacucho 8.

Analyst IHS Global Insight said the increased figure reflects the incorporation of reserves in the Orinoco belt under Venezuela’s Magna Reserva project.

Chavez: Venezuela taps huge natural gas deposit

Venezuelan President Hugo Chavez says drilling for natural gas off his country's Caribbean coast has found a "super well" and the deposit could be nearly twice as large as originally thought.

Chavez said Venezuela has been drilling in various spots offshore with Russian, Spanish and Italian companies. He says that near the Paraguana Peninsula, "we found a super well of gas, a super field."

He said during a visit to Ecuador on Friday the deposit was estimated previously at 8 trillion cubic feet of gas, but is thought now to hold up to 14 trillion cubic feet.

The Spanish energy company Repsol said in September that it had found a huge natural gas field off Venezuela estimated to contain 7 trillion to 8 trillion cubic feet of gas.

CARACAS, March 26 (Reuters) - Pressed by an electricity crisis, Venezuela is seeking foreign partners again to exploit the off-shore 14.7 trillion cubic feet Mariscal Sucre offshore gas project, official and industry sources said.
Last year, state oil company PDVSA invited a group of companies including Japan's Marubeni , Mitsui , Mitsubishi and Itochu , Norway's Statoil , Russia's Gazprom and Italy's ENI to take part in the project.

In January, the government improved the conditions it was offering private companies to help develop the project, but failed to attract any offers and the auction was closed.
"It is very unlikely that there will be another public tender. The best way is to negotiate individually with the interested parties," said a government source who asked not to be named.

A severe drought has caused electricity shortages and power outages in the South American oil-producing nation, which relies heavily on hydroelectric power and is scrambling to increase thermoelectric generating capacity.
Speeding up development of Sucre and other gas fields would provide gas for turbines and save Venezuela billions of dollars in diesel fuel.

PDVSA forecasts the project will produce 1.2 billion cubic feet per day.
Earlier negotiations on Sucre with Shell , Exxon Mobil , Mitsubishi and Petrobras fell through in 2007.

Chavez says 14 Tcf of gas found in Perla 2 offshore Venezuela

Venezuelan state oil company PDVSA said Monday that it and some unnamed partners have found 14 trillion cubic feet of estimated natural gas reserves in a deposit offshore Western Venezuela.
Speaking in Ecuador about gas drilling, Venezuelan President Hugo Chavez said, in a PDVSA statement, that many exploratory wells have been drilled in the Caribbean and that a "super gas well" was found in Paraguana.

The PDVSA statement gave the location of the find as the Perla 2 well in the Cardon IV block, which is part of the Rafael Urdaneta project, a PDVSA initiative where private partners were given blocks in 2006 on the condition that PDVSA will partake in each block where commercial volumes are located.
The Cardon IV block had been explored by Spain's Repsol and Italy's ENI, but the PDVSA statement did not make clear if there were the partners in the Perla 2 find.

Repsol and PDVSA had previously said there was 8 Tcf of estimated reserves in the field. It is not clear if the 14 Tcf that Chavez cited include that 8 Tcf or are in addition to it. Repsol officials in Venezuela did not immediately respond to messages regarding Monday's PDVSA statement.

While in Ecuador over the weekend for a state visit, Chavez also acknowledged that a PDVSA-Petroecuador joint venture recently came up with one dry gas well in Ecuador. But he vowed to continue the E&P campaign for natural gas there.

CARACAS, April 7 (Reuters) - A Japanese company will loan Venezuela $1 billion to develop its stalled, 14.7 trillion cubic feet Mariscal Sucre offshore gas project, Oil Minister Rafael Ramirez said in a newspaper report on Wednesday.
"We have been looking for partners in Mariscal Sucre. We received notification from a Japanese firm that will offer a loan of $1 billion to develop the project and we are looking for a large company that could be Gazprom," he said in the Ultimas Noticias daily.
He did not say which Japanese company he was referring to, or give further details of a possible partnership with Russia's Gazprom .

Venezuela this year closed an auction for the project after failing to receive any offers despite improving the conditions. Since then it has been trying to negotiate directly with companies to attract them to the field in the Caribbean sea.
Venezuela needs more natural gas for electricity generation and household usage, but a requirement to sell a proportion of the gas produced from the project at cheap prices to the domestic market is unattractive to many firms.

State oil company PDVSA invited a group of companies including Japan's Marubeni , Mitsui , Mitsubishi and Itochu , Norway's Statoil , Russia's Gazprom and Italy's ENI to take part in last year's auction.

In the interview on Wednesday, Ramirez said Russia was selling Venezuela a 500MW to 1GW "thermoelectric and atomic power generation plant." He did not give further details.

Venezuela Gives Chevron Approval to Extract Offshore Gas

CARACAS – Venezuela has given the go-ahead for U.S. energy giant Chevron to extract natural gas in a block off the Orinoco Delta, the local press reported Thursday.

The resolution, published in the Official Gazette, also gives Chevron the right to sell the non-associated gas extracted from Block 2 of the Deltana Platform, which is owned by Chevron and state energy firm PDVSA and holds almost 7 trillion feet of proven natural gas reserves, according to official figures.

Other companies that are joining PDVSA in developing the Deltana Platform, a gas project in eastern Venezuela that is one of the country’s most promising, include Norway’s StatoilHydro and France’s Total.

According to the Official Gazette, the gas found in Block 2 will supply domestic gasification projects and the first liquefied gas train in eastern Venezuela.

PDVSA produces some 6.3 billion cubic feet of natural gas per day, according to official figures.

Venezuela currently has the world’s eighth-largest proven reserves of natural gas – an estimated 200 trillion cubic feet – but President Hugo Chavez says that figure will double in a couple of years, catapulting the country to fourth place worldwide. EFE

* The new find in the Perla 2X well, in the Gulf of Venezuela, has increased by 30% the reserves estimate for Repsol’s biggest ever gas discovery.
* The discovering consortium is jointly operated by Repsol and Eni with a 50% stake each.
* Repsol continues its record exploratory campaign, adding to the growing trend of reserves incorporation which will allow the company’s upstream unit (exploration and production) to reach its goal of a 125% reserve replacement ratio in 2012.
* The field may contain recoverable gas volumes of between 1.6 and 1.85 billion barrels of oil equivalent, (enough to fulfil Spain’s gas demand for seven years).


Repsol and Eni have made a new discovery in the Perla-2 well, in shallow water of the Gulf of Venezuela, increasing by at least 30% the reserves estimation made after the initial discovery in the Perla-1X well in October 2009. The discovering consortium of the Cardon IV Block, in which the Perla field is located, is jointly operated by Repsol (50%) and Eni (50%). In the development phase, the Venezuelan state-owned oil company PDVSA will acquire a 35% stake in the consortium; Repsol and Eni will each hold 32.5%.

The appraisal well, drilled in 60 metres of water, found net pay of 840 feet (260 metres). The field may contain recoverable gas volumes of between 1.6 and 1.85 billion barrels of oil equivalent, enough to fulfil Spain’s gas demand for seven years. The new production tests on the well flowed 1.4 million cubic metres of gas per day and 1,500 barrels of hydrocarbon condensate per day. The field delineation will continue with the drilling of two new development wells in mid 2010.
Eni and Repsol have already begun, together with PDVSA, to evaluate options for a fast track development of Perla, through an early production phase targeted to start up in early-mid 2013 with 300 million scf per day.

According to the IHS information service, the Perla discovery is amongst the five largest hydrocarbons finds worldwide in 2009 and the largest gas discovery ever made in Venezuela.

Venezuela increases oil exports to China by 21 pct

CARACAS, April 12 (Reuters) - Venezuela has diversified its oil markets and is selling more than 460,000 barrels per day to China, a 21 percent increase from a year ago, the South American OPEC nation's oil minister said on Monday.

President Hugo Chavez's leftist government has sought for years to diversify Venezuela's oil markets away from dependence on its traditional customer and top buyer, the United States.

"Today we are selling more than 460,000 barrels per day to China (and) we are building a refinery jointly with China." Oil Minister Rafael Ramirez said in an interview on state television VTV.

Chavez's goal is to raise oil sales to China to 1 million bpd, which appears unlikely without raising Venezuelan output. Ramirez has said Venezuela expects production to remain flat at 3.01 million bpd this year.

In April 2009, Venezuela reported oil sales to China of 380,000 bpd, although Chinese customs data showed China received only 130,000 bpd.

Chinese President Hu Jintao will visit Venezuela this week as part of a tour of Latin America following a nuclear security summit in Washington.

The growing ties between Caracas and Beijing have rattled the United States, which is not used to serious competition for resources in Latin America. Venezuela is one of its top five sources of oil.

Last August, Venezuela agreed to send China almost all its fuel oil output for three years in return for an upfront payment of $8 billion as part of a global Chinese push to ensure future supplies of key natural resources.

Chavez said in February that Venezuela was seeking to increase to $20 billion the investment fund in which China deposits money in return for forward sales of fuel oil.

China, the world second largest oil importer, has also joined efforts to develop Venezuela's Orinoco heavy oil belt.

In a joint venture with Venezuelan state oil company PDVSA, China will build a 400,000-bpd refinery expected to cost more than $6 billion.

Venezuelan sales to the United States fell to 827,000 bpd in January, one-third less than shipments in the same month a year earlier, according to the U.S. Energy Information Administration.

L'Argentine et le Venezuela renforcent leur coopération énergétique

CARACAS - Le président vénézuélien Hugo Chavez et son homologue argentine Cristina Kirchner ont signé mardi à Caracas 25 accords de coopération d'une valeur non chiffrée, dont l'un créant une entreprise mixte entre une société argentine et la compagnie pétrolière vénézuélienne PDVSA.
"Ce sont des accords très importants en matière d'énergie, de construction", a dit la présidente argentine après une rencontre avec son homologue, dont elle proche.

L'un des accords énergétiques porte sur l'association de PDVSA à la compagnie argentine Gas Technology pour la création d'une entreprise mixte sur l'installation de systèmes pour l'utilisation de gaz naturel et de gaz liquéfié au Venezuela, pays très riche en hydrocarbures, premier exportateur latino-américain de brut.
"Nous sommes très contents de la densité que notre relation est en train d'acquérir. Ce n'est pas une relation clientéliste, mais c'est une association stratégique avec transfert de technologies. C'est la logique de l'Argentine", a indiqué Mme Kirchner.

Par ailleurs, un calendrier conjoint de projets de production et de transmission d'électricité a été établi pour le Venezuela, un pays en pleine crise énergétique en raison de la sécheresse et du manque d'investissements dans le secteur électrique.

La Chine prête au Venezuela 20 milliards de dollars, en échange les venezueliens livreront 100 000 b/j de pétrole pendant 10 ans.

En faisant le calcul avec un taux d'intérêt de 5%, celà revient à 2.59 milliards de remboursements par an, donc 70 dollars le barril .

En gros, la Chine vient donc d'acheter du pétrole pour les 10 années qui viennent à un prix fixé de 70$. Sans doute une très vbonne affaire, et que le venezuela ait accepté ça montre à quel point il a besoin de cash.

Sont de moins en moins bêtes ces chinois, ils refilent leurs monnaie de singe contre des barils, incroyable cet accord mais combien de pays ont besoin des dollars en urgence. La Chine refile ses faux billets et tient les Etats-unis par la main pour ne pas qu'elle tombe, vraiment impressionnant !!
