The Aban Pearl semisubmersible rig sank off the Venezuelan coast near Trinidad and Tobago at approximately 2:20 a.m. local time Thursday, Dow Jones Newswires reported citing a "tweet" from President Hugo Chavez' Twitter account.
According to Rigzone sources, two people may have died in the incident. Venezuelan officials, however, reported that all 95 workers aboard the rig were safely evacuated. In addition, they contend the incident poses no threat to the environment.
Petroleos de Venezuela S.A. (PDVSA) was operating the rig in the Gulf of Paria in the Campo Dragon gas field. Dow Jones quotes PDVSA President and Venezuelan Oil Minister Rafael Ramirez as saying that the rig was disconnected from the well, eliminating the risk of a gas leak. According to the news report, workers on the rig began reporting problems at approximately 11 p.m. Wednesday and that the rig began taking on water an hour later.
The Aban Pearl is owned by India-based Aban Offshore. According to RigLogix, the Aker H-3 semisub was rated to work in water depths up to 1,250 ft and could drill to 25,000 feet. Built by Far East Levingstone in Singapore at a cost of $50 million, the rig entered service in 1977. Aban Offshore purchased the rig from Fred Olsen in 2007 for approximately $211 million.
PDVSA had the Aban Pearl under contract since August 2009 at the daily rate of $370,000. Prior to the PDVSA contract, the Aban Pearl was under contract in June 2007 in Nigeria working for Equator Exploration.

Aban Offshore, the owners of a natural gas exploration rig that sank off the coast of Venezuela, will retrieve the rig from the bottom of the sea, an official at state-run Petroleos de Venezuela, or PDVSA, said Friday.

Les 92 travailleurs de la plate-forme ont été évacués quand une inclinaison de 10 degrés a été enregistrée. Mais le capitaine et une petite équipe de techniciens de marine et des puits de pétrole sont restés à bord plusieurs heures de plus. Lorsque la plate-forme a atteint 15 degrés d’inclinaison, les opérateurs ont fermé le puits en au fond de l’eau et débranché l’arrivée de gaz à la plate-forme pour éviter un désastre environnemental potentiel dans la région. La Pearl Aban a atteint une inclinaison de 45 degrés à environ 01h30 le 13 mai, date à laquelle le commandant de bord et les techniciens qui restent à bord ont été évacués. La plateforme a coulé à 02h20."
Le naufrage s’est donc produit assez rapidement, par temps calme, après qu’un des pontons ait été victime d’une entrée d’eau semble-t-il d’après ce que l’on sait : la plateforme s’est mise à gîter fortement, puis a fini par se retourner au bout de trois heures. Si Chavez affirme aujourd’hui qu’il n’y a pas eu de pollution, car les techniciens ont eu le temps de fermer les vannes anti-blow-up du fond (celle qui n’a pas fonctionné sur le forage de BP), il convient de préciser qu’à bord il y avait quand même 400 000 litres de combustible. CARACAS, June 4 (Reuters) - Venezuela has awarded a natural gas exploration and production license to a joint enterprise operated by a subsidiary of state oil company PDVSA and Italy's ENI , officials said on Friday.
According to a statement, PDVSA's Venezuela Petroleum Corp (CNP) will have 60 percent of the consortium, while the Italian company will control the other 40 percent.
The license allows the joint venture to operate in the Caribbean's Punta Pescador and Gulf of Paria areas for 25 years, a statement in the Official Gazette said.
Any gas produced will be used primarily for the domestic market. The government of President Hugo Chavez wants to boost gas production to help counter power shortages that have led to electricity rationing in many parts of the OPEC member nation.

The 11 drilling rigs have been idled for months following a dispute over pending payments by the OPEC member's state oil company PDVSA. Oil Minister Rafael Ramirez said on Wednesday the rigs, the Oklahoma-based company's entire Venezuelan fleet, were being nationalized to bring them back into production.

The Venezuelan parliament has ratified an agreement with Russia on nuclear cooperation, which includes the construction of a nuclear plant in Venezuela, local media reported.
A report issued on Tuesday by a parliamentary commission in charge of the deal said "with the launch of the nuclear power plant Venezuela will be able to save up to a billion dollars a year by exporting 15 million barrels of oil which are now spent on producing the equivalent volume of electricity."
The opposition has claimed that the agreement, signed during Venezuelan President Hugo Chavez to Russia on October 15, was "unbeneficial for Venezuela."
The Russian state-run nuclear corporation said it was ready to build a nuclear plant in Venezuela "within ten years or earlier," which would make it the first Russian company to build a nuclear facility in Latin America.

Venezuela's Ministry of Energy and Petroleum has signed six contracts with China National Petroleum Corp, China Petrochemical Corp or Sinopec Group and China National Offshore Oil Corp for a combined contract value of US$40 billion, bringing the three Chinese petrochemical giants a significant presence in the South American country.
CNPC, the parent firm of PetroChina Co Ltd, inked one of the six deals to explore Junin 4 oilfield with a designed crude oil output capacity of 400,000 barrels per day. The Chinese company has a 40% stake in the project that will cost US$16 billion.
Chinese oil giant, Sinopec Group, which controlls Sinopec, will jointly develop Junin 1 and Junin 8 blocks with Petroleos de Venezuela. Each of the two oil blocks will daily yield 200,000 barrels of crude oil. A refinery will also be built by the two partners.
CNOOC Ltd's parent China National Offshore Oil Corp will develop a 1.2 million-cubic feet natural gas project in Venezuela, sources reported.

Venezuelan oil production fell in 2010 to its lowest level since a strike froze output eight years ago in a worrying sign for President Hugo Chavez, who uses oil revenue to pay for his socialist revolution.
Data released by the Oil Ministry on Tuesday showed production was 2.78 million barrels per day last year, compared with almost 3 million bpd state oil company PDVSA says the country produced the year before.
South America's top oil exporter, Venezuela sits on some of the largest oil reserves in the world. Output has not been so low since opponents of Chavez tried to oust him by shutting down the oil industry in a months long strike that started in 2002.
There are a number of reasons for the current decline, including lingering OPEC output cuts and bad weather in the last quarter. Underlying PDVSA's problems, however, is low investment in aging fields and maintenance problems stemming from a wave of nationalizations in recent years.
Oil sales provide 95 percent of Venezuela's export income and falling output is a headache for Chavez who uses the money to finance costly social programs and nationalizations and is widely expected to ramp up spending ahead of presidential elections in 2012.
"The Venezuelan economy is becoming more vulnerable to oil prices," said Boris Segura of Nomura Securities. "The recovery of production will not be enough to balance public finances, especially at the gates of the public spending-fest that awaits in 2012."
PDVSA is required to hand over so much of its revenue to the government that it has neglected maintenance of its older oil fields, hastening the decline of thousands of mature wells.
A wave of expropriations has also hit production, with PDVSA struggling to take on field and drilling services previously carried out by private companies.
Chavez nationalized more than 70 oil service companies in 2009, including U.S. operators Tidewater and Exterran . Production is also down at four flagship upgraders that turn tar-like crude from the Orinoco basin into exportable oil. The upgraders were brought under state control in 2007.
HOPEFUL SIGNS
The government says production will recover as the development of new areas of the vast Orinoco region are completed. But just 50,000 bpd of new production is likely to come online from the Orinoco belt by the end of 2011, compared with the 200,000 bpd drop in output last year.
PDVSA does have some cause for optimism, since production appears to have bottomed out in November before rising again in December. Data from service provider Baker Hughes shows and increase in drilling activity in recent months.
Stormy weather in the last quarter of 2010 reduced exports, meaning production was slowed as storage facilities reached capacity.
"The rains had an impact at the end of 2010 and it now appears that there is a catch up, but the recovery will not be major," Segura said.
The oil ministry also released export data for January, saying oil shipments reached 2.59 million bpd, up from 2.28 million bpd the month before.

CARACAS: Venezuela's President Hugo Chavez said Tuesday he suspended his country's fledgling nuclear energy programme in the wake of the disaster affecting power plants hit in Japan by a massive earthquake and tsunami.
"I have directed (Energy) Minister (Rafael) Ramirez to freeze the plans we have been advancing, for preliminary studies of a peaceful Venezuelan nuclear programme," the president said at a public event broadcast on television.
"What has happened in the last hours is extremely risky and dangerous for the whole world, because despite the advanced technology that Japan has, just look at what has been happening with some nuclear reactors. The magnitude of the nuclear problem in Japan is not known," Chavez said.
Venezuela signed an agreement in 2010 with Russia to begin to build the first nuclear power plant in the South American country, an agreement which aroused the suspicion of the United States.
Chavez's comments came after a fresh fire broke out at a quake-hit Japanese atomic power plant early Wednesday, compounding Japan's nuclear crisis.
Engineers have been desperately battling a nuclear meltdown at the 40-year-old plant since a massive earthquake and tsunami knocked out cooling systems last Friday and fuel rods began overheating.
There have been four explosions and two fires at four of the plant's six reactors and radioactive material has been released into the atmosphere.

Le président vénézuélien Hugo Chavez a relevé l'imposition des compagnies pétrolières, engrangeant ainsi des recettes fiscales supplémentaires à l'approche de l'élection présidentielle de l'an prochain.
Le dirigeant populiste a prédit qu'avec la guerre en Libye le cours du pétrole continuerait de monter et il a expliqué que les recettes fiscales supplémentaires seraient versées dans un fonds de développement social.
L'alourdissement de la taxe a fait l'objet d'un décret présidentiel aux termes d'une nouvelle loi autorisant le chef de l'Etat à court-circuiter pendant plusieurs mois le Congrès en gouvernant par décrets.
